Top stories about the deaf:

“Deaf Art” has become the latest scam in Sussex,
a rural county in south east England. Scammers
knock door to door, trying to sell pieces of
art, claiming they are deaf and live in poverty.
Police is aware of it and is busy alerting
residents.

Halimah Yacob, the newly elected president of
Singapore, said she is committed to making
sure the deaf are still assured of their
rights and needs as first class citizens.

The deaf of the Philippines will be able to
watch closed captions on one TV network.
This was made possible in compliance with the
government edict that TV programs be captioned.

Eight universities in New York were slapped with lawsuits because their web sites were
inaccessible. Some of the involved universities
are Hofstra University, Fordham University, Manhattan College, and Long Island University.

A team of investigators from Medical Research Council
in Great Britain have identified 52 deaf-genes
that many deaf people carry.

PAYING FOR INTERPRETERS AT A WORKSHOP

A deaf person had to attend a workshop as part of his job
training. The issue was – who should pay for the interpreter?
Should the employer pay for it or should the workshop host
pay for it.

The deaf person came up with an idea. He made a suggestion
that he attend the workshop free. And in turn the fee that would
have normally paid for the workshop would go to the interpreters.

The workshop host liked the suggestion, and everyone was
happy about it

DEAFNESS ISSUES NEWSPAPER PULLOUT SECTION

In USA many newspapers have special pullout sections. These
pullouts are all about special issues like religion, country, political party, health, food, travel, the football Super Bowl, etc.

Deafness issues in a paid pullout section? Never saw one in American
newspapers. But in Great Britain, there were a couple of deafness-related
pullout sections in the past.

Wish we had one in USA – that would fairly cover deafness from A
to Z without showing bias.

Rene Pellerin’s Corner:

White Cane Safety Day is on October 15.  Below is the history
of how it started.

The National Federation of the Blind assembled on the 6th day of July,
1963 and called upon the governors of the fifty states to proclaim October
15 of each year as White Cane Safety Day in each of our fifty states.

On October 6, 1964, a joint resolution of the Congress, HR 753, was signed
into law authorizing the President of the United States to proclaim October
15 of each year as “White Cane Safety Day.”

This resolution said: “Resolved by the Senate and House of Representatives”,
that the President is hereby authorized to issue annually a proclamation
designating October 15 as White Cane Safety Day and calling upon the people
of the United States to observe such a day with appropriate ceremonies and
activities.’

This is an important reminder about the safety needs of us who are DeafBlind.

Rene’s show business started in year 2010 and it focuses on the
Deaf-Blind.

Top stories about the deaf:

Daily Texan, the student newspaper of University of
Texas said that the city of Austin does not do much
to promote the use of 911-text feature for the
benefit of the deaf.

Amber Tucker, of the Iowa State Registry of Interpreters for the Deaf, said in a newspaper letter to the
editor that abolishing licenses for ASL interpreters
is dangerous. As an example, she cited a Florida
lifeguard who volunteered to interpret during
a hurricane emergency meeting, using nonsense
words.

British railroads not accessible to the deaf;
this comment was made by an activist – he
basically said UK running 200 years behind on rail accessibility

Jacksons Food Stores and Jackson Energy, in Idaho,
both have been accused of refusing to provide
accommodations for a deaf applicant in an
interview. EEOC is working on the case.

Flexible learning, a fad or something great
for deaf children? Kate Whale, the president
of New Zealand Federation for Deaf Children
said flexible learning is not great.

AN EMBARRASSMENT AT ART GALLERY
Many years ago in Mexico, Carlos Merida, himself
deaf, was a famous artist.

He went to an art show at a gallery. A few of his
drawings were shown at the event.

He was alone, by himself, without an interpreter.
Two women did not like one of his drawings and
told him that his drawing was bad.

Carlos, without an interpreter and not able to
read lips, thought these women were praising his
work. He then kissed the hands of both women.

Everyone that watched it were very shocked!

Lip reading tale

A hearing mother was explaining to her young deaf child on how their house is heated during the winter
months.

The young deaf child thought the hearing mother said:
The house is heated by cast

Years later, the young deaf child, remembering the
answer, became a teenager.

He then realized the mother actually said:
The house is heated by gas

TINNITUS: A CHOICE
In Scotland few years ago, a hearing woman was
suffering from tinnitus. It is a stubborn ringing
of noise in a person’s head that almost never stops.

The doctor told the woman that she had a
choice – to have an operation to cure tinnitus but
to become deaf for good or to ignore the operation
and suffer tinnitus for life but to remain hearing.

An awful choice!

-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-

COMMENTS FROM A CART OPERATOR – continuing series

In order to become advocates for quality captioning, we must understand the differences between good and bad captioning. Some people may think that some captioners are very bad spellers. However, occasionally the problem is the result of a technical glitch rather than the captioner inputting the wrong words.

If the captions have many missing or wrong letters or have many nonsense symbols, it could be a poor video signal or some sort of transmission or reception problem that is causing the problem with the captions.

If you have a problem with garbled captions on a particular show, you can try viewing the captions on a different television in your home. You could ask a neighbor to check the captions in their home. If the neighbor is having the same problem, you should notify the station and your cable or satellite provider.

If you don’t have a neighbor to check with, you should go ahead and notify your cable or satellite provider so that they can find the source of the problem.

The more we work together to improve the quality of captioning, the better it will be.

News of the Week – Looking Back 10 Years Ago:

Comic book editor Tom Brevoort, not deaf, was
recently interviewed. He said that introducing a
deaf character into a comic book story was much
more complicated than just drawing it in and
weaving it into the plot!
He was referring to the New Avengers #33
book when Echo, a deaf character, was ushered
in. He said:

it remains incredibly difficult to deal with a
deaf character in a book where at least two of
the characters (Spidey & Ronin) wear full face
masks, so this is something we grapple with
issue after issue

He pointed out to a drawing gaffe where Echo,
supposedly deaf, “heard” a door knock; Tom
realized this gaffe but it was too late!

-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-

News of the Week – Looking Back 5 Years Ago:

DeafDigest also dedicates this edition to Jack
Levesque, San Leandro, CA, who departed us. He
was a former executive director of Deaf Counseling,
Advocacy & Referral Agency, one of California’s largest
agencies serving the deaf. As the CEO, he was adept in
maximizing the skills of his employees. Growing up, he
attended Clarke School for the Deaf, and was successful
with speech and with voice telephone communications.
But he quickly embraced ASL upon enrolling at Gallaudet
and stayed with it all his life.

A deaf child was not able to find a school in Ohio
because two school districts refused to accept
him. For some reason Ohio School for the Deaf
was not mentioned as an option!

The government of the Philippines is cracking down
on TV networks that have been dragging their
feet re captioning of TV programs for the deaf.
The law was passed but not fully enforced until
just now.

A group of young deaf people of Costa Rica are
being trained for jobs in the tourist industry.
Such jobs are tourist guides, waiters and waitresses, park guards, housekeepers and bellboys.

There is a project in the Deaf Maryland Community
to video-interview deaf individuals pretty much
involved with the good old days of deaf
telecommunications (TTY machines is an example;
and other one was FCC not willing to get that
involved).

A brand new Deaf Health Clinic Team has been

Yes, it helps that the doctor is deaf and the

AUTOMATIC EMPLOYER EXCUSE
A deaf person was job-seeking. He could
not find a job.
During one interview, the employer says
all employees must be able to communicate
with customers, and that a deaf person cannot
communicate.
The deaf person said he could write his
responses on paper or through relay service.
The employer’s automatic excuse:

Sorry, I cannot hire you.

It happened in Great Britain, where there
is no ADA. If the employer said the same
thing in USA, he will be sued.

Rene Pellerin’s Corner:

Preparing for legislation in Vermont requires advance planning.

I’m working to get SSP services funded by the State through legislation.

It is hard to get all DeafBlind people together and this requires many
interpreters!

I am doing something different and hope this will help convince the
legislators!

I will be traveling with an SSP and I will have collet testimonies via
video.

Then, I will edit it and get it ready to show to the Governor and the
legislators.

I hope this will work.  I have until January for the legislative session.

It is important to go to the Governor’s office and I hope he will add this
to his budget.

He has three tenets for his term and one is to serve the most vulnerable
Vermonters—have at it!

New Mexico School for the Deaf signed an agreement with
the state Department of Health on working together with
the Early Hearing Detection and Intervention program.

Oregon State University are saying they have made
giant strides towards gene therapy for deaf patients.
Something to do with tinkering with a large hearing-
essential protein.

A big issue among deaf prisoners in Texas is that
they cannot use the TTY machines for one simple
reason – it is so obsolete that practically no one
uses it any more!

Scientists are always looking for deafness connections
between deaf humans and animals. Barn owl has been
studied because this bird does not become deaf
while getting older. A team at University of Oldenburg in Germany wants to know why there is no such a
thing as a “Deaf Owl”!

Nevada State University is beginning a new interpreter
training program – with the goal of providing the
Las Vegas deaf community with enough interpreters.

This week’s ASL video in youtube

WORDS VERY EASY TO LIPREAD
A deaf person walking his dog can easily
lipread a little hearing girl asking:

Can I pet him?

If the little hearing girl said something
different, just forget it!

COMMENTS FROM A CART OPERATOR – continuing series

One of the most important pieces of equipment that every stenocaptioner owns is a steno machine. The machines that broadcast captioners and CART captioners use are the same machines that court reporters use.

Most people have seen pictures or videos of a court reporter’s machine on TV or in the movies. You probably have seen paper coming out that may look like adding machine tape to some people.

Most new steno machines do not use paper. All the steno note information can now be stored electronically. Captioners really have no need for the paper notes, but some court reporters still insist on having the paper notes to maintain as their permanent record. The steno notes can be displayed on most steno machines and printed out if desired.

Captioners may have the same sorts of feelings about their steno machines as other people have about their cars. Some people upgrade every couple of years and want the latest and greatest with all the bells and whistles, while others keep theirs for years and just hate to part with them even when they have “lots of miles” on them.

News of the Week – Looking Back 10 Years Ago:

Do the deaf have better taste than the hearing?
Do not know, declares DeafDigest – but this was
the issue brought up by writer Tim Carman, not
deaf, in the Restaurant Section of the Washington
City Paper, September 21st edition.
DeafDigest editor has a vice – fondness for
fine food at pricey restaurants. That being
said – there are many hearing diners that do not
know the difference between a great hamburger
and a bad hamburger – but – the same goes for
many deaf diners!
In other words, ability to hear or the lack
of it has nothing to do with determining the
quality of food – only the discriminating
tongue would.

News of the Week – Looking Back 5 Years Ago:

DeafDigest dedicates this edition to John Thomas Wheeler,
who departed us. A former resident of Huntsville, Alabama
and a former student at Alabama School for the Deaf, he
was an aeronautical engineer with the NASA. His list of
accomplishments is long, too much for this column.

Said an acquaintance:
He was a very bright and hard working man. Many respected him.
