<p><strong>&#8211; A hearing employee insulting the deaf, not fired</strong></p>
<p><strong>Tom Petry, not deaf, is the technology director of the Collier County school district in Florida. He insulted his deaf employee, mocked racial groups, accused of bad behavior and mismanaged department finances, etc. A disciplinary hearing took place with 200 pages of evidence. Yet, the school superintendent did not fire him!</strong></p>

<p><strong>&#8211; A deaf female jockey in a future Kentucky Derby race?</strong></p>
<p><strong>Neiba Ponce, 23, a deaf woman from Kennewick, Washington, is now a horse racing jockey. She is practices with horses at a training track. The local NBC Right Now ran a short program of her. Kentucky Derby? It is a big dream of all jockeys. We hope she will become a successful jockey and deaf bettors winning money on her horses!</strong></p>

<p><strong>&#8211; ASL person cannot run for election in a small town</strong></p>
<p><strong>San Luis, Arizona has 15,000 people and is near the Mexican border. This town passed a law 120 years ago that candidates in town elections must be fluent in English. Last week a hearing Spanish-speaking woman was told she cannot run for public office in San Luis. Same thing with ASL person; if his English is bad, he cannot run for public office in same town!</strong></p>
<p>&nbsp;</p>
<p><strong>&#8211; National Theatre of the Deaf in danger of going broke</strong></p>
<p><strong>The NTD, founded in 1967, is the nation&#8217;s oldest continuing deaf theater. It survived past financial problems, but today may be the worst. NTD, in Connecticut, is funded by the state. Connecticut is broke, and has cut funding for many groups. NTD was supposed to get $151,000 but may be zero dollars. Everyone was surprised about zero dollars. But there is hope; theater and cultural groups are screaming mad. The state then said their budget cutbacks are not really cutbacks at all. Confusing? Yes!</strong></p>

<p><strong>&#8211; Obama praises a successful deaf person</strong></p>
<p><strong>President Obama, on his web site, praised a deaf person who was a success in life despite not being well known in the national Deaf Community. At age of 16, he competed in the Deaflympics; after graduation from deaf school, he worked in a factory assembly line. And he helped establish an agency serving the deaf in the area. And he is encouraging the deaf to go out and vote. His children have become successes. Who is that person? <p>- What the stories are saying about the deaf?</p>
<p>In Rochester, NY, the MAPCO Parking, an operator<br />
of parking lots, has many deaf employees. They handle<br />
all aspects of parking &#8211; maintenance, cleaning cars,<br />
grass cutting, road salting, valet parking services, etc.<br />
the owners have been happy with their deaf employees.</p>
<p>At the Summit County Animal Shelter in Ohio, there are<br />
pets that are ready. Brenna Voils is the shelter technician,<br />
who is praised for her love of animals and for her work<br />
in calming them down. She is deaf. Employees have praised<br />
her as a miracle worker.</p>
<p>- Very Hot News</p>
<p>Ontario is broke. This may not be good news for its<br />
schools for the deaf in London, Milton and Belleville.<br />
The Education Ministry suggested that three schools<br />
merge into just one school. Which school would that be?<br />
This is the next issue that the Ministry needs to face.</p>
<p>- Thursday February 16th</p>
<p>In a letter-to-the-editor section of a newspaper, a<br />
deaf person described himself as follows:</p>
<p>I am deaf, hearing impaired, auditorily challenged. I use<br />
interpreters, captions, speech-to-text reporters,<br />
lip-speakers, notetakers and also &#8220;nudging anyone sitting<br />
near me to help me catch up if I get lost&#8221;</p>

<p>Replacing the retired David Myers with the<br />
Texas Office for Deaf and Hard of Hearing Services<br />
is Lori Breslow. She comes on board with experience<br />
as administrator with a number of deaf agencies.</p>

<p>A new educational center for the deaf in Indiana? This is<br />
what Gov. Mitch Daniels is suggesting. Not sure if he<br />
wishes to create this center to compete with Indiana<br />
School for the Deaf or if he wants the school to establish<br />
such a center on the campus? As always, stay tuned.</p>

<p>Deaf Miscellaneous stuff:</p>
<p>The Canadian Radio-television and Telecommunications Commission will test-run their 9-1-1 text message<br />
system for the benefit of the deaf. It is for<br />
three months. Keep in mind the Deaf Canadians had<br />
a 3-month run with their video relay service only<br />
to have it taken away from them! So, hopefully this<br />
9-1-1 test run will be permanent.</p>

find employment in such professional areas as state vocational<br />
rehabilitation, community mental health, and other partnering<br />
agencies. The placement rate nation-wide for recent graduates<br />

<p>A Bachelor&#8217;s (B.S. or B.A.) degree is required to apply, as<br />
well as a proficiency in American Sign Language (ASL).</p>
<p>Substantial scholarship support is available to qualified<br />

of traditionally underrepresented groups are strongly encouraged<br />

<p>AN EASY WAY FOR DEAF MAN TO GET VOTES IN ELECTION<br />
Years back, a deaf man, was hoping to win<br />
election as a state legislator. He did not win, but<br />
he got many, many votes, more than other losing<br />
candidates.<br />
How did he get many votes. Very easy. The<br />
first letter of his last name was B. On the ballot<br />
card, candidates were listed by their last names<br />
from A to Z.<br />
Many voters did not like to look down the list<br />
to pick a candidate. They just looked at B and<br />
voted for him, without knowing he was deaf!</p>

At a certain retirement community, there is a topic that<br />
is a discussed often among late-deafened senior citizens.<br />
What is that topic? Politics? No. Sports? No? Weather?<br />

<p>A SURFER HANG OUT IN JAPAN<br />
A shop popular with ocean surfers is located in Kosai, a small<br />
city in Japan, which sits by the Pacific Ocean.<br />
This shop is owned by Tatsuro Ota, himself a surfer. The shop<br />
sells boards and fixes broken boards, and is considered a hang out<br />
place for surfers to mingle with each other.<br />
Tatsuro is deaf. He communicates by pad and pen.</p>
<p>GENERAL MOTORS&#8217; RSL<br />
RSL? It is Robot Sign Language. The General Motors worked with<br />
the NASA to create a Robonaut2, that is supposed to make lives<br />
easier for our future astronauts during space trips.<br />

<p>One of our Deaf-Digest readers wrote to me recently.  She is Deaf-Blind like me.</p>
<p>She strongly believes in independence and making decisions on her own.</p>
<p>This is true and important.  Still, we have professionals &#8220;telling us what is best&#8221;.</p>
<p>We need to advocate to change this.  Professionals should be giving us comprehensive information and potential alternatives so that we can make our own &#8220;informed decisions&#8221;.  Our decisions can also diverge from professional advice, given our own life time of experience which is quite distinct from theirs.</p>
<p>There is still a lot of work to be done to change the thinking of professionals all over the world.</p>
<p>Follow friends, it is important to respect the decisions of your Deaf-Blind peers even if you do not see their direction as optimal!  We may make mistakes and learn from them.  Or, we may blaze a new and better trail.</p>

<p>- What the stories are saying about the deaf?</p>
<p>More and more cafes in Asia are 100 percent staffed<br />
by the deaf. The latest to go all-deaf is the<br />
Costa Coffee outlet in India. The general manager<br />
noticed another cafe chain hiring the deaf and<br />
decided he might just as well as hire the deaf<br />
himself!</p>
<p>Could deaf people, those with organ implants, be able<br />
to have CI&#8217;s? Yes, according to Dr. Brian J. McKinnon,<br />
Medical College of Georgia at Georgia Health Sciences<br />
University. His findings were published in the American Journal of Otolaryngology. He said:</p>
<p>if the patient waits at least six months after the organ transplant and also takes the right antibiotic before and after the cochlear implant procedure, cochlear implant surgery can be safely performed</p>

<p>A recent program on the BBC News (United Kingdom&#8217;s<br />
premier TV station) focused on the CI. The key<br />

<p>University of Iowa may start a new program in<br />
interpreter training if some officials have their<br />
way.</p>
<p>- Monday February 13th</p>
<p>The state government of Madras, in India, is planning<br />
to introduce a bill to allow the deaf to run for<br />
public office in local elections.</p>
<p>- Tuesday February 14th</p>
<p>Some time ago a father of a deaf son was clocking car<br />
speeds in front of his house. He was afraid a speeding<br />
car may hit his deaf son that is playing in front<br />
of the house. The father was advised that if there<br />
were car accidents because of quick stops to avoid<br />
the radar, then there may be law suits against him!</p>
<p>- Wednesday February 15th</p>
<p>Media Access Australia distributed its report, saying that more<br />
captioned movies are found at movie houses, stressing that<br />
multi-screen movie houses must follow this formula &#8211; one<br />
captioned screen for 6 screens or less, two captioned screens<br />
for 7 to 12 screens, and 3 captioned screens for 13 or more<br />
screens. The report, however, did not address one thing -<br />
small town one-screen movie houses!</p>
<p>- Deaf Miscellaneous stuff</p>
<p>Because of a lawsuit, University of Kentucky has agreed to<br />
caption its football scoreboard. This lawsuit was brought on<br />
by a lifelong U of Kentucky football fan, who is deaf.</p>

about a &#8220;legally deaf&#8221; man that he was interviewing.<br />
DeafDigest editor was angry at the word &#8220;legally<br />
deaf&#8221; and asked the newspaper reporter if it means<br />
a deaf person must go to the court to sign papers<br />
to become &#8220;legally deaf.&#8221;<br />

Casper, Wyoming is the second largest city<br />
in Wyoming, It has 55,000 people, and the Deaf<br />
Community is small.<br />
Are there deaf clubs in Casper? No, how do<br />
deaf people socialize with each other?<br />
Several times a month they meet at Starbucks,<br />

<p>A FRUSTRATION IN PRONOUNCIATION<br />
Many deaf people mispronounce many words. Another<br />

<p>SIGN LANGUAGE PROBLEMS IN UGANDA<br />
We, the Deaf Americans, are fortunate that we have<br />
the Registry of Interpreters for the Deaf, which<br />
upholds standards in sign language interpreting.<br />
A deaf student in a science class in Uganda<br />
struggles with such terms like atom, molecules, cells, veins, aorta. Not because these words are<br />
difficult but because there are no signs for these<br />
words. The Ugandan interpreters are stuck when<br />
the teacher comes up with a technical phrase.</p>

<p>COMMENTS FROM A CART OPERATOR &#8211; continuing series</p>
<p>Do you ever hit the wrong key when you are typing?  No matter how<br />
skilled and talented a stenocaptioner or CART provider may be, there<br />
are going to be times when he or she will make mistakes.</p>
<p>For people who rely on realtime captioning, it is important to<br />
understand what kinds of errors might be made so that one can &#8220;read<br />
through&#8221; the errors without losing the meaning or context of what is<br />
being said.</p>
<p>We have all probably typed &#8220;teh&#8221; for the word &#8220;the.&#8221;  Just as on the<br />
typewriter, certain types of errors are more likely to be made on the<br />
steno keyboard.  The more familiar with realtime captioning someone<br />
becomes, the easier it is for you to figure out what the mistake was<br />
and to simply read through it.</p>
<p>One type of error that people do not make on the typewriter but is<br />
very common for stenocaptioners is something called a stacking error.<br />
Stacking is caused by one hand moving down for a new stroke before<br />
the other hand comes all the way up or the keys don&#8217;t completely<br />
release from the previous stroke.</p>
<p>One example of a stacking mistake would be strokes like WAPBT/-D/A.<br />
Those are three separate strokes on the steno keyboard that should<br />
translate as the words &#8220;wanted a.&#8221;  Occasionally the &#8220;-D&#8221; and &#8220;A&#8221;<br />
could end up in the same stroke.  Instead of translating &#8220;wanted a,&#8221;<br />
it would then translate as either &#8220;want ad&#8221; or &#8220;want add,&#8221; depending<br />
on the stenocaptioner&#8217;s theory of shorthand.  If you saw &#8220;He want add<br />
promotion on his job,&#8221; it probably should have been &#8220;He wanted a<br />
promotion on his job.&#8221;</p>
<p>A HEARING ASSUMPTION OF ASL SIGNING<br />
It is often that a hearing person, that knows ASL, would<br />
see two people signing to each other. This hearing person<br />
would join in (uninvited) by using ASL &#8211; but assuming that<br />
these two people are deaf.<br />
These two people may actually be Codas or interpreters<br />
or sign language students signing to each other!<br />
The hearing person would then leave, still assuming<br />
that both signers were deaf, while actually they weren&#8217;t!</p>

no sign language, resign.<br />
This agency is not listed in the TDI directory and does not<br />
seem to have its own web site. A friend of DEAFDIGEST editor<br />
had to surf the white pages on the web site to learn of its<br />
phone number. Calling up the number on TTY &#8211; the receptionist<br />
answered &#8220;GA.&#8221;  Not even something like &#8220;Hello, this is the<br />
CDHH, how may we help you?&#8221;. Just a cold GA greets all incoming<br />

to arrive at her appointment on time. As a result<br />
she was turned away at the dental office. Her arguments<br />
went nowhere and she was branded as a &#8220;troublemaker patient&#8221;<br />
with the public health authorities. It took her two days<br />
to find another dentist that was willing to accept her.</p>

<p>The Maine Center on Deafness (MCD) is a nonprofit organization that serves people throughout Maine who are D/deaf, hard-of-hearing, late-deafened or speech-impaired by providing resources, advocating for social equality, and helping the general public to better understand and appreciate our constituents. life experience, culture, history, and civil rights issues.  MCD currently delivers programs in the areas of civil rights advocacy and legal services, adaptive equipment distribution and sales, communications and outreach for Maine&#8217;s Relay Service, and other programs.</p>
<p>MCD seeks an energetic and experienced civil rights advocate and/or attorney with program management experience to serve as manager of our Civil Rights Program.  We are looking for the right person for this position, whether an attorney or advocate.  Because we have a part-time attorney on staff already, attorney experience is a plus but not required. <p>The manager of the Civil Rights Program (CRP Manager) is responsible for ensuring that the Civil Rights Program meets the service delivery and reporting requirements of our funding grants/contracts, and is delivering high-quality legal and advocacy services.   The CRP Manager will meet personally with clients to deliver advocacy services; if an attorney, the CRP Manager will deliver legal services and represent the client in administrative and court proceedings.  The CRP Manager also leads interagency collaboration, grassroots activism/education efforts, and systemic advocacy at the Maine Legislature.  The CRP Manager is responsible for effectively managing and reporting quarterly and annually on program outcomes, including budget, staff, and grant/contract compliance.  This position reports directly to the Executive Director and contributes to the advancement of MCD.s mission and vision.  Compensation is competitive and commensurate with experience and skills.</p>

<p><strong>The courts in Japan operate differently from USA.</strong><br />
<strong>In Japan, lay judges handle non-jury court trials.</strong><br />
<strong>They have no law degrees, but investigate the cases,</strong><br />
<strong>study the evidence and decide if the defendants are</strong><br />
<strong>guilty or not guilty. One lay judge, Tomaru Takayuki,</strong><br />
<strong>is deaf and uses sign language. He has interpreters</strong><br />
<strong>in the court room. He is Japanese&#8217;s first deaf lay judge.</strong></p>

<strong>&#8211; New Zealand Parliament fights deaf legislator</strong></p>
<p><strong>New Zealand Parliament won&#8217;t pay for electronic</strong><br />
<strong>notetaking needs for Mojo Mathers, the first</strong><br />
<strong>deaf member of Parliament. Her party will pay but</strong><br />
<strong>may seek legal action to get money back from the</strong><br />
<strong>Parliament. She gave a speech, saying that Parliament</strong><br />
<strong>speaker&#8217;s attitude is wrong. New Zealand&#8217;s &#8220;ADA&#8221;</strong><br />
<strong>gives rights to the deaf. When Gary Malkowski</strong><br />
<strong>was in Ontario&#8217;s parliament, they paid for his</strong><br />
<strong>interpreters. It is different in New Zealand.</strong><br />
<strong>Already the New Zealand papers said the Speaker</strong><br />
<strong>spends money on trips, art, parties, but not</strong><br />
<strong>a penny on deaf devices!</strong></p>

<strong>&#8211; A comedy about audism in a theatrical play</strong></p>
<p><strong>Playwright Nina Raine, not deaf, wrote a play,</strong><br />
<strong>&#8220;Tribes&#8221; going on now in an Australian theater.</strong><br />
<strong>While the phrase &#8211; audism &#8211; is not mentioned</strong><br />
<strong>in the play, it is so obvious. The play is</strong><br />
<strong>about a deaf boy that struggles with his</strong><br />
<strong>hearing father that wants &#8220;perfect&#8221; speech,</strong><br />
<strong>&#8220;perfect&#8221; lipreading, &#8220;perfect&#8221; acceptance</strong><br />
<strong>into hearing world. The deaf boy rebels and</strong><br />
<strong>joins the Deaf Community. The father is upset.</strong><br />
<strong>The deaf character in the comedy is deaf</strong><br />
<strong>himself. The audience is mostly hearing and</strong><br />
<strong>they laugh at the comedy.</strong></p>

<p>- What the stories are saying about the deaf?</p>
<p>TV Ears has a product that helps the hard of hearing<br />
hear the TV programs. This product is built in USA.<br />
And yet &#8211; the Department of Veterans Affairs (VA)<br />
terminated the contract and in turn, awarded it<br />
to a Chinese company. This switch is costing VA<br />
$3 million more. Why?</p>
<p>Seems hospitals do not know how to obey the ADA,<br />
as far as interpreters are concerned. Another<br />
hospital has been fined by the Department of Justice<br />
for refusing to hire an interpreter for a deaf<br />
patient in 2004. The hospital involved is the<br />
Kingswood Hospital, Ferndale, Michigan.</p>
<p>- Very Hot News</p>
<p>Will the Midwest Center on Law and the Deaf close because<br />
of lack of funding? This announcement was made by Chicago<br />
deaf newscaster Karen Meyer. Years ago we had a number<br />
of deaf law centers, but one by one these centers closed<br />
up for the same reason &#8211; no funding.</p>
<p>- Thursday February 9th</p>
<p>The Detroit School for the Deaf was threatened with<br />
closing few years ago but was saved by the bell.<br />
This time, sadly, this school is being closed for good.<br />
There are only 36 students remaining in the school and<br />
they are all being transferred to other deaf programs<br />
within the city of Detroit.</p>
<p>- Friday February 10th</p>
<p>Lillian Cossaboom, Tampa, FL, not deaf, was sentenced to six years in a federal prison. Her crime was cheating her deaf-blind<br />
neighbor out of her lifetime fortune.</p>
<p>- Saturday February 11th</p>
<p>Colette Harrop, director, IMD Adsat, Ireland&#8217;s largest<br />
disabled-based advocacy group, said that advertisers are<br />
losing out on the deaf market &#8211; for one reason &#8211; they do<br />
not caption their TV ads.</p>

<p>Is there such a thing as a drug to cure tinnitus, that<br />
many deaf people suffer from? Yes, according to Lincoln Pharmaceuticals. This company has introduced<br />

USA, it must be subject to U S Food and Drug Administration&#8217;s<br />
stringent standards. No such standards, however, exist in India.</p>

<p>A BIG DEAF MYSTERY IN ICELAND<br />
Iceland is a small nation in terms of population, just<br />
320,000 people. And only 200 deaf people live on that<br />
island nation.<br />
If we talk about this famous Martha&#8217;s Vineyard story,<br />
for about 150 years, there were many deaf children born<br />
and many people there, both deaf and hearing, used<br />
sign language. There were distant cousins marring<br />
distant cousins, thus causing deafness in newborns.<br />
But at Iceland, no such deafness issue exists<br />
even though small population often leads to<br />
marriage between cousins.<br />

<p>DISCRIMINATION DURING FAMILY POKER SESSIONS<br />
A family has a tradition every Sunday when family<br />
members gather together for socializing. They play poker.<br />
One family member is deaf, all others are hearing. That<br />
deaf man loves to play poker with his deaf friends.<br />
For some reason, the family members refused to let the<br />
deaf man play poker with them. They felt sorry for his deafness<br />
and were afraid to &#8220;take money&#8221; from him during poker sessions.<br />
The deaf man begged every Sunday and he was always refused.<br />
It is discrimination for many years &#8211; before ADA was created!</p>

<p>DEAF COFFEE OR HEARING COFFEE?<br />
In India, a newspaper story was titled:</p>
<p>Coffee differently served</p>
<p>It was about a cafe, serving coffee that is 100 percent<br />
staff-staffed. Always great for deaf people to find<br />
employment. But the story title is puzzling.<br />
It implies that coffee prepared by hearing hands is<br />
different from coffee prepared by deaf hands!<br />
Coffee is coffee; does not matter which hands as long<br />
as coffee is good to drink.</p>
<p>CAN SCIENTISTS READ OUR DEAF MINDS?<br />
There was a recent story about scientists trying to read the<br />
hearing minds of people that can hear but cannot speak. They<br />
are either victims of stroke or paralysis.<br />
The scientists use electricity inside the head to figure out what these people are talking about.<br />
What about the deaf? We cannot hear but we can talk in our heads. There was nothing in the story about the deaf.<br />
Wondering would this electricity method work with the deaf?</p>
<p>VATICAN CASE DISMISSED BUT WHO WINS?<br />
Hearing attorney Jeff Anderson, after two years, decided to<br />
withdraw the lawsuit filed against the Vatican because of the<br />
Milwaukee deaf abuse scandal that took place years ago.<br />
The Vatican said they won, saying the lawsuit should never<br />
have been filed in the first place. Anderson said the deaf clients<br />
won because of publicity and unwanted attention onto the Vatican.<br />
Attorneys have a way of claiming victories especially when there<br />
were no winners nor losers in this sad case.</p>

<p>33rd World&#8217;s Largest Silent Weekend / Interpreter Conference<br />
June 28-July 1, 2012 in Orlando, Florida &#8212; 190 hours of classes<br />
for interpreters, ASL &amp; ITP teachers and students with 3.5 CEUs<br />
available for interpreters.</p>
<p>The Florida Hotel offers free parking and free in-room internet and<br />
resort fee waived. Next to the conference is an enormous food court offering<br />

<p>We all use some sort of telecommunication devices.</p>
<p>Cell phones, TTYs, Video Phone, Skype, etc.</p>
<p>While the video phone and video relay service have become so popular,<br />
the TTY is starting to decline in the USA.</p>
<p>For the Deaf-Blind,  TTY is still very much needed.</p>
<p>Now NexTalk on computer and use of NexTalk for Relay service works so that Deaf-Blind individuals can use their computer with assistive devices such as ZoomText, Screen readers, Braille, etc.</p>
<p>So remember, when advocating for telecommunication, many Deaf-Blind people still use TTYs!</p>

Deaf and Hard of Hearing Advocacy Resource Center</p>
<p>DHHARC has two offices: one in Las Vegas, Nevada and<br />
one in Reno/Sparks, Nevada</p>
<p>ORGANIZATION: The Deaf and Hard of Hearing Advocacy Resource Center (DHHARC) is a statewide advocacy, resource, telecommunications distribution, and direct service center offering advocacy, referral and community education services throughout Nevada. DHHARC has two offices: one in Las Vegas and one in Reno/Sparks.</p>
<p>THE OPPORTUNITY:<br />
DHHARC is seeking a talented and visionary leader for the position of Executive Director. The ideal candidate for this position will have a passionate commitment to advancing the rights of Deaf and Hard of Hearing individuals and an understanding of disability civil rights, history and law. This person will have responsibility for the overall statewide operation of the agency. Responsibilities are both managerial and representational and include program planning, strategic budgeting, evaluation and reporting, financial planning and monitoring, organizational development, human resources, legislative and public policy advocacy, fundraising, public affairs and public relations.</p>
<p>POSITION RESPONSIBILITIES: The Executive Director (ED) provides leadership and direction for the operations and programs of DHHARC and ensures the organization is financially sustainable. The ED is responsible to promote increased awareness of the organization in the local community and the disability community. Specific responsibilities include:</p>
<p>Board of Directors: -    Responsible for nurturing the development of a proactive, supportive and knowledgeable Board of Directors. -    Engages the Board in the work of DHHARC, strategic development and articulation of vision. -    Assists the Board in creating and maintaining active committees to supervise specific areas of the ED.s role. The ED coordinates staff support to the Board and its committees. -    Assists the Board in development of annual plan for activities.<br />
-    Implements the policies and directives of the Board.<br />
-    Prepares and submits timely administrative reports as required by the Board. -    Attends and participates in Board and committee meetings to provide information and receive general direction as required by the Board. -    Assists the Board in an assessment of its skills and aides in recruitment and orientation of new members. -    Supports the Board in fulfilling their fiduciary responsibility including development of resources. Planning and Evaluation:<br />
-    Responsible for the overall planning, organizing, direction, supervision and evaluation of DHHARC and its activities.<br />
-    Develop an annual strategic plan and budget with the Board that maximizes the effectiveness of resources.<br />
-    Conduct staff planning retreats to receive input on the overall direction of DHHARC and management issues and to assess progress toward goals and objectives, identify needs, set priorities and develop strategies. -    Develop structure for DHHARC that maximizes the effectiveness of staff resources.<br />
-    Conduct regular evaluations of DHHARC services and develop reports and analysis on specific topics on a proactive basis. -    Assist the Supervisors in the planning, evaluation and supervision of all advocacy work of DHHARC.<br />
-    Ensure ongoing and meaningful input in the services of DHHARC from key stakeholder communities including persons with disabilities.</p>
<p>Emerging Issues:<br />
-    Responsible for anticipating and planning for emerging needs of the agency.<br />
-    Review state and Congressional action, federal laws, National Disability Rights Network (NDRN) policies, etc. to determine actions that need to be taken by DHHARC.<br />
-    Proactively develop strategies to ensure DHHARC continues to grow as an organization.</p>
<p>Human Resources:<br />
-    Responsible for creating a progressive and productive work environment for employees.<br />
-    Motivate and inspire staff members. -    Oversee procedures for selection and hire of competent personnel.<br />
-    Evaluate, budget, and identify a set of employee benefits that will enhance the health, welfare and productivity of the staff and present recommendations to the Board for approval. -    Create job descriptions, job classifications and performance measures for all staff positions. -    Organize personnel resources statewide in a structure which effectively enables DHHARC to carry out its goals and objectives. -    Make staff advancements, probationary measure and terminations as appropriate. -    Support employees in personnel matters related to disability, family leave, etc.</p>
<p>Community Relations:<br />
Coordinate with and support the effort of Supervisors in creating an overall favorable image of DHHARC, its services and its role in advancing and protecting the rights of Deaf and Hard of Hearing individuals in Nevada. -    Promote and maintain effective working relationships with government officials, public and private officials, and other such persons involved in direct or indirect services to individuals with disabilities. -    Increase awareness of DHHARC among Deaf and Hard of Hearing individuals. -    Assume an ongoing public information program through the media, newsletters, and other publications to apprise citizens of the services of DHHARC and the rights of Deaf and Hard of Hearing citizens. -    Serve as chief spokesperson for DHHARC in the media, or designate that role to a more appropriate person.<br />
-    Participate on local, state, and national Boards and Committees concerned with the needs of people with disabilities.</p>
<p>Development: Coordinate with the Board of Directors to increase the diversity and amount of funding for its programs and services.</p>
<p>Legislative and Public Policy Advocacy:</p>
<p>Coordinate with private and public entities in the development of policy initiatives, positions, legislation and other activities that protect or further the legal rights of Deaf and Hard of Hearing people in the Nevada State Legislature and Congress.</p>
<p>Fiscal and Program Management:<br />
-    Responsible for the overall financial management of the agency&#8217;s approximate $900,000 budget. -    Develop the annual strategic budget. -    Monitor and control the financial affairs of DHHARC. -    Conduct all financial management practices according to generally accepted accounting principles and ensure internal control systems are in place to provide accurate accounting of funds. -    Arrange for an annual independent audit of DHHARC and ensure that each audit is clean.<br />
-    Regularly report the financial status of DHHARC to Board, appropriate funding sources and other bodies as required. -    Responsible for the accurate completion of all financial and program reports required by federal, state, local and private funding sources. -    Perform related tasks consistent with skills, abilities and general responsibilities as assigned.</p>
<p>DIMENSIONS</p>
<p>Budget: $900,000 approximately</p>

10 employees (full and part-time)</p>
<p>Clientele: Staff and Board of Directors of DHHARC, Deaf and Hard of Hearing persons living in the state of Nevada, federal, state and local government officials and agencies, federal and private funders and the broader disability communities.</p>
<p>Relationships:<br />
This Executive Director works directly with staff and the Board of Directors of DHHARC, elected officials at the state and national level, other community based organizations and the leadership of Nevada&#8217;s Deaf and Hard of Hearing community. Cooperative working relationships are maintained with these individuals/agencies to ensure that DHHARC functions well internally and is seen as an effective, efficient and responsible agency.</p>
<p>Knowledge, Skills and Abilities: Must be sensitive to Deaf and Hard of Hearing people and knowledgeable about federal and state laws, programs and issues concerning persons with disabilities. Requires excellent oral, written and interpersonal communication skills. Must have management skills to train personnel, delegate responsibility, and develop an effective organization, must be able to prepare a budget and monitor expenditures. Demonstrated ability to provide leadership, encouragement and opportunities for staff development. Position requires personal flexibility, energy, stamina, and diplomacy. Must be able to travel statewide and nationally.</p>
<p>Problem Solving: Must be able to solve problems independently. Must have the ability to prioritize workload and meet deadlines. Demonstrated ability to conduct staff and client assessments for the purposes of planning and evaluation of DHHARC services, strategies and goals.</p>
<p>Required Work Experience: Minimum of three years of job related work experience with demonstrated competence in the following areas: working with people with disabilities, familiarity with the legislative process, budget, program planning, grant writing and non-profit or government management responsibility.</p>

provide interpretation services between acting company members,<br />
directors and creative personnel, and theatre staff at rehearsals,<br />
technical and dress rehearsals, meetings and for other activities.</p>
