Discrimination against the deaf is heavy in the
construction industry. There have been deaf people
discouraged from becoming heavy equipment operators.

Frederick Cook, who passed away some time ago,
was deaf and was a heavy equipment operator with
a New Jersey construction company – and a
fullfledged member of the International Union of
Operating Engineers. He worked for that company
for a long time before he retired.

He seems to be the exception.
