– Dedication

DeafDigest dedicates this edition to LeRoy Christian,
resident of Northern Virginia, who departed us.
While he was a young man, he was a top notch duckpin
bowler, and in 1968 he was nationally ranked among
hearing duckpin bowlers, and won a major tournament
that year. He was a long time volunteer with deaf
civic organizations in the Northern Virginia area.

– What the stories are saying about the deaf?

Three doctors wrote articles in the most recent edition
of the Journal of the American Medical Association,
all saying the same thing – that older individuals
are not being appropriately treated for their hearing
losses. Something to do with denials, and unwillingness
to do something about it.

Joe Greene, a deaf artist, residing in Lancaster, Ohio,
shows so much promise that he has agents and business contacts trying to help him out. His drawings lean on
cartoonish styles, which appeals to many potential
customers. So far he has done several commissioned works
and nearly 900 individual pieces. The adage that artists
are starving may hopefully not apply to him.

Dr. Robert Zorba Paster is a Wisconsin radio show host, discussing medical issues. He said that captions and
subtitles can keep minds active among hearing senior
citizens.

– Sunday March 25th

Yahoo News ran the topic – “illegal interview questions”
and one such question is deaf-related. It is illegal
for an employer to ask the deaf applicant:

Is English your first language?

If a deaf person uses ASL as his #1 language, then the
above question is illegal.

All questions must be job-related (can you do the job?)

– Monday March 26th

Merchants in the town of Galashiels, Scotland, have been
accused of discriminating against the deaf and the
disabled. A survey showed that two-thirds of the stores
do not help the deaf with their shopping needs.

– Tuesday March 27th

Many deaf Canadians order coffee and donuts at Tim Hortons,
a popular national chain. And for years they’ve had problems
with order takers at the drive in windows. Not any more, at
least at the Scarborough, Ontario outlet. The Order Assist
device has been installed to allow deaf customers to place
orders instead of hassling with order takers.

– Wednesday March 28th

Could the deaf-blind be able to communicate better with
others on mutual interests? A team of researchers from
University of Kansas is working on this goal – not just
the deaf-blind but others with serious disabilities.
The team is saying communication could be in the form of
eye movements and gestures that others can grasp.

– Deaf Miscellaneous stuff

The American Speech-Language-Hearing Association (ASHA) is
pointing its finger at the American Academy of Audiology,
(AAA) saying that AAA do not follow the best hearing aid
sales procedures. The AAA has not responded to ASHA’s
accusations.

AN ALMOST DEAF CEO OF A FORTUNE 500 COMPANY
We never had a deaf CEO of a Fortune 500 company. Will it
be possible some day in the future that a future CEO is a deaf
person?
Bill Marriott, Jr, the Marriott hotel empire CEO, stepped
down as the CEO.
One of the candidates that would have replaced him was Stephen Marriott, the executive vice president, culture. He is legally blind with a lifelong hearing problem.
Stephen did not make it. The corporation hired someone
outside of the family to be the CEO.

ALWAYS SCARED WHEN A HEARING PERSON POINTS FINGER
When a deaf person points his finger at you,
you are not scared because he would sign something
and you will know what it is about.
But when a hearing person points his finger
at you (or near you) then it is sometimes scary.
A hearing person says something that you don’t
understand – or he is really pointing his finger
at someone else that is “near” you.

DEAF MENTAL HEALTH FIELD NOW AND PAST
During the early eighties there was a serious shortage of
deaf clinicians (deaf psychologists included) in the Deaf
Mental Health Field.
Fast forward thirty years later, where do we stand as
far as this Deaf Mental Health Field is concerned?
The shortage continues though we are having some more
deaf psychologists nowadays. It has helped that Gallaudet
University’s Clinical Psychology program is helping ease
the shortage.

TRAVELING 560 MILES FOR 8 MINUTES OF WORK
There was an uproar in England about an interpreter
traveling 560 miles just to show up for 8 minutes
of interpreting work.
Well, there have been cases of deaf clients needing
a special sign language interpreter because of their
inability to understand ASL or even of other sign
languages!
Some years ago, the state of Florida paid a
California interpreter to fly across the nation
for a half-day of interpreting work!

DESCANDANTS OF DEAF CIVIL WAR SOLDIERS?

Any deaf descendants of these fighters nowadays?
Maryte Dyess, who is deaf, said that the husband of
her great, great aunt Ann Lucretia Hoagland,
was John Blount. A native of Alabama he attended
Kentucky School for the Deaf because his home state,
at that time, had no state school for the deaf!

COMMENTS FROM A CART OPERATOR – continuing series

One thing that I think some people don’t consider when they are
working with CART providers is where the CART providers will sit or
how they will position themselves to the proceedings so that they can
hear what is going on.

I read somewhere that a person who was a CART consumer thought that,
as a group, sign language interpreters had better hearing than CART
providers.  I really don’t believe that that’s true.  I think, as a
group, our hearing is about the same.

I believe that one of the differences might be that interpreters are
many times right in the middle of what is being said, but a CART
provider might be positioned over to the side.  A sign language
interpreter is often able to look directly at the person speaking,
while the person speaking is often behind or out of sight of the CART
provider.

Sometimes a CART provider might be more looked upon as a machine
rather than as a person who has to be able to see and hear what is
going on.  People have to remember that just because a CART provider
is using a machine, it is not the machine that is inputting the
information to be translated.  The person sitting behind the keys has
to hear, understand, and input what is being said.

DEAF PERSON LIVING IN A SMALL BRITISH TOWN

(without a car and with erratic public transportation system)

A big event is taking place in a big town at a distance
away from the small town. This event is being interpreted
for the deaf.
The deaf person is not that really interested in what
that big event offers. But since it is interpreted and
that many deaf people will show up, the deaf person decides
to attend. This means suffering several hours of public transportation hassles.

The Deaf and the Law:

Several employees of Vodacom Tanzania who became late-deafened because of working conditions lost their jobs. They sued the employer demanding back pay and the court agreed with them – ordering Vodacom Tanzania to pay one-year severance. This case jumped through the legal hoops before

the Commission for Mediation and Arbitration handed down the decision.

Vodacom Tanzania, however, is appealing the decision.

News of the Week – Looking Back 10 Years Ago:

Hats off to Uncle Miltie (Milton Berle) who passed away
earlier in the week.
Uncle Miltie was not deaf, but he made many of us laugh…..
during his long career as a comedian, spanning silent films
through the early days of TV where his performances needed
no lipreading nor captions.

News of the Week – Looking Back 5 Years Ago:

DeafDigest dedicates this edition to Bernard
Johnson, a Canadian from Ontario, who departed
us this week.
Johnson was probably the greatest athlete that
almost all deaf people have never heard of. His best
sport was hockey, and he could have made it in
the pros, perhaps in the NHL.
Johnson had one fault – he was so humble and
praises from everyone embarrassed him. He would
not push nor promote himself, and that was a
barrier to the stardom in the sports he played.
If Johnson was so great as an athlete then why
wasn’t he mentioned in the book “Deaf Heritage
in Canada” which is the must reading for deaf
people interested in history of the deaf in
Canada?
Author Clifton Carbin said Johnson would not
respond to repeated requests for background
information. Very reluctantly Carbin left him
off the book.
It is tantamount to a very humble Babe Ruth
being left off in baseball history books!
The biggest tribute given to Johnson was that
a bingo session scheduled at a club for the deaf
was cancelled upon learning of his death. His
funeral was well attended by many people in the
deaf community.

Deaf Apocalypse of the Week:

Why is it that when a child is discovered to be
deaf, many distraught parents would immediately
do two things:

1. run to a doctor for advice
2. get the child implanted

There are plenty of sources on deafness – at a
public library, on the internet, a local service
agency.

Do these parents glean all the information, sit
back and discuss these options back and forth
before making a decision?

In many cases, probably not!

Responsibilities:
1. Be responsible for coordinating the system of care for deaf services including any specialized inpatient or outpatient units;
2. Provide leadership and oversight to ensure the effective and efficient delivery of mental health services to deaf individuals receiving services from the Department;
3. Work with members of the deaf community and deaf advocacy organizations to identify the available resources and unmet needs relative to mental health;
4. Work with leadership within the Department to develop an awareness of the unique needs of the deaf population;

with the goals and objectives established by the central Alumni
Relations office. Participates in College Alumni Relations activities
as appropriate.
– Serves as liaison to College-based student organizations; includes
coordination of and /or participation in select events.
– Participates in all aspects of Institute-wide programming and
operations (e.g. Brick City Homecoming, Imagine RIT Festival,
Commencement, etc.).
– Manages or supports signature College events and programs as
assigned by the President (e.g. golf tournaments, career programs,
community-building initiatives, etc.).
– Recruits and engages alumni for meaningful involvement in: College
advisory boards, alumni relations, admissions, cooperative education
and career services, development, and student interaction.
Manages and engages the NTID Alumni Association Board of Directors in
programs and activities that support institute priorities as
identified by the President of NTID.
– Conducts and tabulates alumni surveys; conducts benchmarking
exercises, coordinates communication initiatives with central Alumni
Relations office. In conjunction with the NTID Department of
Marketing Communications, develops, updates, and maintains
college-based web pages and other social media forums for alumni, and
produces the NTID alumni electronic newsletter. Serves as College
alumni liaison to University News Services.
– Identifies prospective donors through frontline alumni relations
activities. Qualifies prospects (through personal visits), completes
contact reports and systematically supplies information to the
development and research offices.
– In cooperation with the Senior Director of Development & Special
Funding, manages development-focused, college-based events and
participates in other development activities as appropriate.
– Serves as liaison between the Director of Donor Stewardship and the
college scholarship representative for disclosure of college-based
scholarship recipients.

TYPICAL DUTIES: Administration
–    Serves as a member of the administration team.

–    Performs effective staff evaluations for outreach consultants and program staff.
–    Researches and coordinates staff development and training and performs effective staff evaluations for outreach consultants and program staff.
–    Manages implementation of goals and strategies from strategic and school improvement plans. –    Develops manuals, guidelines other resources needed by program staff in the performance of their work. –    Ensures that program staff has the resources and support necessary to complete their work tasks effectively and efficiently. –    Work collaboratively with the consulting audiologist to process referrals for program services from parents, schools, early intervention and medical providers, Children’s Special Health Services (CSHS), and other agencies and service providers and facilitates referrals, evaluations and placement of students at MSDB.
–    Participates in IEP/IFSP meetings as requested.
–    Analyzes data from the Children’s Health Referral Information System (CHRIS) to make recommendations about program services and delivery, and oversees consultant’s use of CHRIS.
–    Schedules and facilitates regular outreach department meetings and participates in additional MSDB staff meetings as needed.
–    Travels extensively statewide on a regular basis, typically one to two days per week.

Communication and Relations
–    Provides leadership, training, and support to program staff in maintaining positive, supportive, and constructive working relationships with parents. –    Develops and maintains positive, supportive, and constructive working relationships with consultants. –    Develops and maintains on-going relationships between MSDB and special education directors, the Office of Public Instruction, CSHS, and collaborates with education partners such as Vocational Rehabilitation, Blind and Low Vision Services, the Montana Association for the Blind, the Montana Association of the Deaf, the Montana Council ASE, APH, AER, NAPVI, and other organizations related to DHH or BLV.
–    Develops and maintains memorandums of understanding with Part C providers as needed to support infants and preschool students who are DHH or BLV.
–    Works with consultants to provide and coordinate statewide conferences, workshops and in-service opportunities for educators and families.
–    Participates in professional development activities and attends regional, state, and national conferences and represents MSDB in statewide and national initiatives and projects to maintain contemporary knowledge and skills.
–    Serves on advisory councils and state level task forces. –    Assumes other duties as assigned by the superintendent.

EDUCATION AND EXPERIENCE:  A bachelor’s or master’s degree in education, special education, or specialist degree required.  Completion of a course of study in special education required with completion of a course of study in the area of deaf or blind education preferred.  Ability to obtain a Montana Class 3 Administrator License with supervisor’s endorsement within 3 years of date of hire is required.  Five years experience as a classroom teacher, special education program manager, itinerant consultant, or any combination of experience in these positions is required.

Experience working in a special purpose school for the deaf or the blind preferred.  Experience managing an outreach/itinerant services program or working as a consultant or itinerant teacher or specialist in deaf or blind education preferred.

KNOWLEDGE AND SKILLS: –    Ability to manage budgets and data programs.
–    Ability to interpret and apply policies, rules and regulations for state and federal programs.
–    Ability to supervise, schedule and perform evaluations for program staff.
–    Knowledge of consultation protocol and process for calling on LEAs, Cooperatives, and parents.

–    Ability to communicate effectively and persuasively with educators, administrators, parents, and the public, on controversial or complex topics. –    Ability to operate Windows operating system; Word, Excel, Access, PowerPoint and Outlook. –    Demonstrates a working knowledge of the Braille code and /or sign language systems necessary for some students to access communication and develop literacy skills.

ADDITIONAL CONSIDERATIONS:   This position requires a “Survival Plus” rating on the Sign Language Proficiency Interview within three years of date of hire.

Job Description: This position provides culturally affirmative mental health services to deaf and hard of hearing adults coping with mental health issues. The main responsibility of the Mental Health Specialist is to provide psychotherapy/ counseling services and the remaining of time will include clinical case management/coordination, consultation, training, aftercare planning, and community placement assistance for deaf and hard of hearing adults.

– The St. Cloud position will be housed in St. Cloud, MN and will travel in Central Minnesota on a regular basis.

– The Mankato position will be housed in Mankato, MN and will travel in South Minnesota on a regular basis.

Responsibilities include: Provide direct mental health services (independently or with supervision) to deaf and hard-of-hearing adults and their families. Responsibilities include: individual/couples/family/group psychotherapy, intake evaluation, treatment planning, some clinical case management, inter-agency coordination, and psycho-education. Complete intake evaluations, treatment plans, progress notes, discharge summaries, and other reports as required. Some consultation duties are also involved (in-services and workshops on Deaf culture and mental health). Maintain close contact with local acute psychiatric units and group homes ensuring that their services are accessible for deaf and hard-of-hearing clients. Assist in client capacity building in the regions covered.

Minimum Qualifications: – Fluency in American Sign Language (ASL) – At least 2 years advanced profession experience, OR 1 year advanced professional experience plus 2 years professional experience providing direct mental health services to deaf and hard of hearing individuals. – Master’s Degree in Counseling, Psychology, Social Work or behavioral-health related field – Licensed or license-eligible for LPC, LPCC, LP, LICSW or LMFT in the state of Minnesota – Knowledge of clinical/crisis interventions and psychiatric medications – Ability to provide consultation services to mental health care organizations – Ability to complete required reports, case files, and other paperwork duties accurately and in a timely manner – Ability to multi-task and cope under stressful circumstances – Excellent client advocacy and interpersonal skills – Thorough knowledge of relevant professional codes of ethics and DSM diagnoses – Through knowledge in Deaf and hearing cross-cultures – Willingness to perform some duties at remote work sites, involving some statewide travel

Preferred Qualifications: – Experienced or familiar with a statewide system of mental health services – Knowledge of the video technology used by deaf and hard-of-hearing people

QUALIFICATIONS:         NH certified or eligible for Blind and Vision and Deaf and Hearing Disabilities, HQT in Elementary Ed. Must have experience working with students with moderate to severe disabilities presenting with visual and hearing impairments.

SUMMARY OF RESPONSIBILITIES: This position provides instruction for students with moderate to severe disabilities, including visual and hearing impairments by developing, selecting and modifying instructional plans and materials to meet the needs of students utilizing Braille, large print and technological devices.    Responsibilities of this position include conducting assessments, consult and collaborate with peers regarding the planning of instructional goals, objectives and methods of service delivery, and assist in the development of student IEP.s so that students are actively engaged in meaningful learning experiences.  Assist teachers to become familiar with the unique educational needs and learning characteristics of students with these impairments to enhance the instructional environment and demonstrate a gain in student performance. Meet professional obligations through efficient work habits such as: meeting deadlines, honoring schedules, coordinating and professional development.
