– What the stories are saying about the deaf?

Could a deaf social service agency establish a new social
club for the hard of hearing? Apparently so in Great Britain. The West Norfolk Deaf Association, which is
a social service agency, has established the King’s Lynn Hard of Hearing Club. The goal was for people, wearing
hearing aids, to get together on a social basis. DeafDigest
wonders if this new social club is welcome to the signing
deaf and the oral deaf, both of may not wear hearing aids?

A late-deafened senior citizen is in hot water with the
police in Gosport, England. She turned up the music
full blast in her apartment for more than a year, ignoring complaints from her neighbors. the police stopped her
and issued her a Asbo, which stands for Anti-Social Behavior Order. It resulted in her not being allowed to listen
to music.

– Very Hot News

James Castle, an illiterate deaf artist who became famous
years after his death, has surfaced again in the news
this week. Because his scribbled pieces of drawings are
valued as much as $50,000 per piece, people are still
squabbling over his estate. At issue are recently-
discovered pieces of additional artwork found in
attic of Castle’s house. A judge will have to decide
who is the rightful owner of these pieces.

Yet, another sign language software – this one which
promises to convert sign language to speech, for the
benefit of the hearing that wish to communicate with
the deaf. It has been developed by an engineering
team at the Bhutta College of Engineering and Technology
in India. It is not the first such software, nor would
it be the last one.

– Monday April 9th

A team of researchers at Germany’s Design Research Lab
is claiming a new Sign Language glove for the use by
the deaf-blind. A skeptical deaf-blind leader said:

Another glove for communication.  Will it work?

– Tuesday April 10th

Several deaf organizations have stated their opposition
to the suggested waivers by the FCC for videogames and
web-based TV and DVR features.

– Wednesday April 11th

The deaf-blind to communicate in Morse Code? This is the
dream of Anmol Anand, a student of the engineering
program at Guru Gobind Singh Indraprastha University
in Delhi, India. He is working on a special Morse Code
text pager. Will this work? Will the deaf-blind be
willing to learn Morse Code? These are the two questions
that this student has to face.

The World Deaf Chess Championship is taking place
on September 27th through October 7, 2012 at
Almaty, Kazakhstan. 160 chess players from 19
nations have signed up to take part. How many
from USA? Just one player!

JOB DESCRIPTIONS ARE VERY IMPORTANT
There was a job opening at a school for the deaf.
It was a high paying job and many deaf professional
people, all of them ASL-fluent, applied for the
job.
The job went to a hearing person who knew no ASL.
Why?
The job description required a special skill with
a certificate in that field. The hearing person had the
certificate. None of the deaf professionals had
that certificate.
This is why job descriptions are very important.
That job description did say that applicants become
ASL-fluent within 2 or 3 years, so the hearing person
is “safe” for now.

AN UNUSUAL CLUB
Somewhere in Indiana, there is a club. The name of
the club is:

Deaf People Anonymous

Each new member has to introduce himself. And the club
is based on the procedures of the Alcoholics Anonymous.
DeafDigest thinks it is for late-deafened people with
a denial of their hearing loss.

MENUS IN FUTURE RESTAURANTS
Go to a Chili’s chain restaurant and you may see
touch screens given to patrons.
They can pick out their meals and pay their checks.
Not sure if all restaurants will use the touch screen
technology. But DeafDigest editor has already seen
few restaurants in Washington, DC with this technology.
For us, the deaf, perhaps it makes our restaurant
experience much easier. Less hassling with waiter
communications?

A STRANGE LAW IN HARTFORD
There is a law on the books in Hartford, Connecticut.
Dog owners are not allowed to educate their dogs.
Educate the dogs, as in teaching the dogs some sign
language? Yes, but illegal in Hartford. Law is law.
What about dogs on the campus of American School
for the Deaf? Not against the law – because the school
is located in East Hartford, not Hartford – both cities
sit next to each other!
Dumb law? Yes, very much so.

COMMENTS FROM A CART OPERATOR – continuing series

There are more situations these days where sign language interpreters
and CART providers are working together to provide access for people
with a hearing loss.  There are conventions, seminars, and meetings
where there are Deaf, late-deafened, and hard-of-hearing
participants.

What people need to realize is that the most important thing is that
all participants need access to what is taking place.  For people who
learned sign language as their first language, they may not be
comfortable reading CART from a computer screen.  However, there are
people who are late-deafened or hard of hearing who do not know sign
language well enough to be able to understand what is going on by
relying on a sign language interpreter.

It is important to remember that CART providers and interpreters have
different roles, but they have a common goal of providing
communication access to all participants.

DEAF PERSON LIVING IN A SMALL BRITISH TOWN

(without a car and with erratic public transportation system)

I am so lonely in the small town, with no deaf people around,
that I rely on basic gestures just to communicate with the
hearing people, no matter where I am – on the street, in the
pub, in the restaurant, etc.

The Deaf and the Law:

In Swaziland, a hearing man was arrested on suspicion of
murder. While he was in prison, awaiting trial, he became
deaf. Since he was illiterate and knew no sign language,
the court is at a quandary on how to deal with this
murder case!

News of the Week – Looking Back 10 Years Ago:

Much publicity was generated in the Deaf Media over the Majocha
civil rights lawsuit victory that stemmed over refusal of the
Pittsburgh Ear, Nose & Throat Associates to provide an interpreter.
DEAFDIGEST has two comments – first, an irony because in many
cases Ear, Nose and Throat medical centers are familiar with
the deaf, since it is ear-related.

News of the Week – Looking Back 5 Years Ago:

A whammy took place at the Deaf History Conference
hosted at Gallaudet University on April 11th.
Ben Bahan was on the podium, as part of the
program, and he was talking about the importance
of electrical light in the building. Just as when
he signed these words “electrical light” to make a
point in the speech, the lights went out and stayed
out for three hours.
No, Ben did not plan to time the words “electrical
light” with the power blackout, which plunged half of
the campus into darkness.
An errant backhoe on the construction site was
the villain, cutting the power line.

Deaf Apocalypse of the Week:

A recent article, widely distributed early this week, said:

Recent advances in medicine and technology are now reshaping what it means to be deaf in America. With the new implants, children who could never hear a sound are now adults who can hear everything

This statement is puzzling. Many deaf children were
outfitted with hearing aids in schools. With such hearing
aids they can hear sounds. And as adults with CI, they
can hear everything, yes, but not necessarily always able to discriminate what they hear.

MINIMUM REQUIREMENTS:  Bachelor’s Degree.  Deaf /Hard of Hearing with emphasis in Mathematics.   Possess or able to obtain Kansas Certification by KSDE for assigned level and area.  Fluency in manual communication; ability to understand and use English and ASL in appropriate modes. Ability to listen to and to be empathetic to students; ability to be a positive role model.  ASL and English assessments will be given at the time of interview.  Applicants must be pre-approved for certification via Kansas Department of Education, Certification Department prior to the issuing of a contract.

Assistant Professor of Deaf Studies and Interpreting (DSI)

The Ohio University Lancaster Campus invites applicants for an Assistant Professor (tenure track position) in a two-year associate degree Deaf Studies and Interpreting program.  The chosen applicant will be expected to maintain a successful record in the areas of teaching/advising, research/scholarship and campus/community service commensurate with a tenure track position. Teaching load is 24 semester hours or equivalent per academic year in the DSI program (ASL, Linguistics of ASL, Deaf Culture, etc.). Additional duties include DSI program coordination across multiple campuses, recruitment and recommendation of part-time faculty (in conjunction with the Division Coordinator and the Associate Dean), student recruitment, academic advising, curriculum development, and program review and evaluation.

A Master’s degree in Deaf Studies, ASL education, ASL studies, cultural anthropology or closely related field must be earned no later than August 27, 2012.  Must have native or near-native competency in ASL and expertise in any of the following areas: Deaf Culture and Community, Deaf Education, ASL Linguistics, ASL Literature, Disability Studies and/or Second Language Acquisition.

Preferred qualifications are a Ph.D. in Deaf Studies/Interpreting, ASL education, ASL studies, cultural anthropology or related field; SLPI rating of .superior.; ASLTA certification and experience in curriculum development and program leadership.

The Ohio University Lancaster Campus is located about 45 miles north of the main campus in Athens and 25 miles south-east of Columbus.  Over 2,400 traditional and nontraditional students enroll quarterly in associate’s, bachelor’s and master’s degree programs located in Lancaster or its Pickerington Center. Responsibilities:
1. Be responsible for coordinating the system of care for deaf services including any specialized inpatient or outpatient units;

and managing an alumni relations program for the college, managing

–    Analyzes data from the Children’s Health Referral Information System (CHRIS) to make recommendations about program services and delivery, and oversees consultant’s use of CHRIS.
–    Schedules and facilitates regular outreach department meetings and participates in additional MSDB staff meetings as needed.
–    Travels extensively statewide on a regular basis, typically one to two days per week.

Communication and Relations
–    Provides leadership, training, and support to program staff in maintaining positive, supportive, and constructive working relationships with parents. –    Develops and maintains positive, supportive, and constructive working relationships with consultants. –    Develops and maintains on-going relationships between MSDB and special education directors, the Office of Public Instruction, CSHS, and collaborates with education partners such as Vocational Rehabilitation, Blind and Low Vision Services, the Montana Association for the Blind, the Montana Association of the Deaf, the Montana Council ASE, APH, AER, NAPVI, and other organizations related to DHH or BLV.
–    Develops and maintains memorandums of understanding with Part C providers as needed to support infants and preschool students who are DHH or BLV.
–    Works with consultants to provide and coordinate statewide conferences, workshops and in-service opportunities for educators and families.
–    Participates in professional development activities and attends regional, state, and national conferences and represents MSDB in statewide and national initiatives and projects to maintain contemporary knowledge and skills.
–    Serves on advisory councils and state level task forces. –    Assumes other duties as assigned by the superintendent.

EDUCATION AND EXPERIENCE:  A bachelor’s or master’s degree in education, special education, or specialist degree required.  Completion of a course of study in special education required with completion of a course of study in the area of deaf or blind education preferred.  Ability to obtain a Montana Class 3 Administrator License with supervisor’s endorsement within 3 years of date of hire is required.  Five years experience as a classroom teacher, special education program manager, itinerant consultant, or any combination of experience in these positions is required.

Experience working in a special purpose school for the deaf or the blind preferred.  Experience managing an outreach/itinerant services program or working as a consultant or itinerant teacher or specialist in deaf or blind education preferred.

KNOWLEDGE AND SKILLS: –    Ability to manage budgets and data programs.
–    Ability to interpret and apply policies, rules and regulations for state and federal programs.
–    Ability to supervise, schedule and perform evaluations for program staff.
–    Knowledge of consultation protocol and process for calling on LEAs, Cooperatives, and parents.

Salary range: $13.10 – $18.34 hourly / $27,248 – $38,147 annually

Are you are passionate about combining your expertise in ASL, Deaf Culture, and mental health with youth? If so, we have an exciting opportunity in Faribault, MN for an innovative mental health practitioner to provide therapeutic skill sessions serving deaf, hard of hearing, and deafblind children. This unique position is a collaborative effort between the highly acclaimed MN State Academy for the Deaf (MSAD) and VOA-MN Mental Health Clinics Deaf and Hard of Hearing Program. Working under the direct supervision of a licensed mental health professional, this role will facilitate individual, group, and family sessions in order to help clients develop appropriate psychosocial skills to enrich their interpersonal relationships and prosper in the community. This position offers growth and career development for the practitioner as well as significant home / work life balance. This role will work full-time during the academic year with school breaks and summers off. Relocation costs reimbursed up to $2,000.00.

Qualifications:
–    M.A. in Counseling, Marriage and Family Therapy, Psychology, Social Work or related Behavioral Health field –    Licensed (or working toward licensure) as a mental health professional in the state of MN –    Fluent in ASL and written English –    Ability to develop and maintain relationships in a diverse-rich environment
–    Ability to complete required reports, case files, and other paperwork  in a timely manner

Preferred Qualifications:
–    Experience in programming for children with mental health disorders
–    Knowledge of video technology used by deaf and hard-of-hearing people

Job Description: This position provides culturally affirmative mental health services to deaf and hard of hearing adults coping with mental health issues. The main responsibility of the Mental Health Specialist is to provide psychotherapy/ counseling services and the remaining of time will include clinical case management/coordination, consultation, training, aftercare planning, and community placement assistance for deaf and hard of hearing adults.

– The St. Cloud position will be housed in St. Cloud, MN and will travel in Central Minnesota on a regular basis.

– The Mankato position will be housed in Mankato, MN and will travel in South Minnesota on a regular basis.

Responsibilities include: Provide direct mental health services (independently or with supervision) to deaf and hard-of-hearing adults and their families. Responsibilities include: individual/couples/family/group psychotherapy, intake evaluation, treatment planning, some clinical case management, inter-agency coordination, and psycho-education. Complete intake evaluations, treatment plans, progress notes, discharge summaries, and other reports as required. Some consultation duties are also involved (in-services and workshops on Deaf culture and mental health). Maintain close contact with local acute psychiatric units and group homes ensuring that their services are accessible for deaf and hard-of-hearing clients. Assist in client capacity building in the regions covered.

Minimum Qualifications: – Fluency in American Sign Language (ASL) – At least 2 years advanced profession experience, OR 1 year advanced professional experience plus 2 years professional experience providing direct mental health services to deaf and hard of hearing individuals. – Master’s Degree in Counseling, Psychology, Social Work or behavioral-health related field – Licensed or license-eligible for LPC, LPCC, LP, LICSW or LMFT in the state of Minnesota – Knowledge of clinical/crisis interventions and psychiatric medications – Ability to provide consultation services to mental health care organizations – Ability to complete required reports, case files, and other paperwork duties accurately and in a timely manner – Ability to multi-task and cope under stressful circumstances – Excellent client advocacy and interpersonal skills – Thorough knowledge of relevant professional codes of ethics and DSM diagnoses – Through knowledge in Deaf and hearing cross-cultures – Willingness to perform some duties at remote work sites, involving some statewide travel

Preferred Qualifications: – Experienced or familiar with a statewide system of mental health services – Knowledge of the video technology used by deaf and hard-of-hearing people

Arundel Lodge, Inc. is a mental health agency located in Edgewater, MD. We provide psychiatric rehabilitation services to mentally ill adults.
