– What the stories are saying about the deaf?

Ray Park, not deaf, moved to USA from South Korea in 1989, with
dreams of this Great American Life. As time went by, he now owns
four Charley’s Grilled Subs franchises in the Bellevue, Washington
area. He belongs to a church where a number of deaf parishioners
attend, and realized that they had problems finding jobs. He then
hired some of them to work at his franchise outlets. He has been
honored by the franchise headquarters for giving jobs to the deaf.

Stephanie Juge, one of the few deaf women to play in a
women’s football league, was written up in a California
newspaper. It was about her becoming a skilled TaeKwonDo
participant. She is hoping to move up the ranks in this

– Very Hot News

A new law is taking effect on August 1st in Minnesota. Deaf ASL children in need of mental health services could be sent to an out of state facility. Reason is that the state
does not have a specialized inpatient residential treatment program for these patients. This is different from outpatient and day programs for the deaf, that the state has.

– Sunday April 1st

Deaf Northern Ireland canoe racer Matthew Sykes has been
selected to join the relay, carrying the Olympic torch.
It is believed he is the first deaf person in his country
with this such honor.

– Monday April 2nd

If things run smoothly then there will be a residence building
for low-income deaf seniors at an abandoned school in
Stafford, Connecticut. All depends on the action by the
town Planning and Zoning Commission but things look favorable.

– Tuesday April 3rd

British government is broke (same as USA). And broke
governments often cut funding for deaf services. It
is happening in the United Kingdom. So far, it is happening
in Cumbria, in the northwestern part of England. Three
deaf social service agencies are closing up, and deaf people
are upset.

– Wednesday April 4th

It was mentioned a couple of times in the past that
a hearing aid manufacturer in India is trying to come up
with a low cost hearing aid. And now this, a German company
is trying to come up with a new hearing aid that costs
between $300 and $700. So far it seems to be much talk and
no action.

– Deaf Miscellaneous stuff

Microwaves causing hearing losses? Yes, according to a group
of scientists from Switzerland which conducted such
experiments. They are saying radiation has a lot to do with it.

A workplace has a high number of deaf employees.
For years there has been friction, mostly communications,
between the deaf employees and the hearing employees.
Workshops and seminars on trying to solve these
communication issues all failed.
Then instantly the problem was solved. A newly hired
human resources person took it on his own to have the
deaf and the hearing employees meet with each other
to talk things out.
It didn’t matter – rumors, gossip, policy changes,
changes in work procedures, company developments, etc –
this human resources person made sure the deaf were never
left out of the loop.
And he did it all – without an interpreter – and none
of the deaf employees complained!

Some call this being acoustically challenged. Some call this being hearing impaired. Some just call this being deaf. Yes, I’m deaf as the proverbial post.


Communication Access Realtime Translation (CART) is a relatively new
profession, and people may not know some of the differences from and
similarities to using sign language interpreters.

What people need to remember is that most of the time CART providers
are attempting to write everything that is going on as close to
verbatim as they possibly can.  Many times people speak quickly and
on top of one another.

If a speaker is being very dramatic and says, “I had a wonderful,
fantastic, magnificent, awesome trip,” the CART provider is usually
trying to write all four of those words, “wonderful, fantastic,
magnificent, awesome.”  Because ASL interpreters primarily are
interpreting concepts, they may only use one sign for all four of
those words.

Sometimes a speaker is speaking in sentence fragments and not
completing his sentences.  The CART provider is still trying to write
it verbatim, so the text may appear a little difficult to read or
confusing on the screen.  Once again, an ASL interpreter would be
conveying the concept, so people may not realize that the speaker is
speaking in fragments.

The biggest part of the budget of these small town deaf
people is for travel. They must travel long distances
to keep company with other deaf people, and it costs
a lot of money.

The Deaf and the Law:

Few weeks ago DeafDigest mentioned an airplane accident
in which three deaf individuals filed lawsuits against
the aircraft manufacturer. Two deaf individuals reached
settlement with the aircraft manufacturer. The third
deaf person refused, and just while the case was about
to go the jury, he changed his mind and agreed to a
settlement. The case, with several lawsuits, is now over.


News of the Week – Looking Back 10 Years Ago:

A new organization is on the block – it is NDBI, meaning
National Deaf Business Institute. Objective is to empower our
own deaf business owners and deaf entrepreneurs and to encourage
the younger ones to follow the lead.

News of the Week – Looking Back 5 Years Ago:

If you are deaf and want a CI, do not make the
mistake of living in Wales!
This nation has been accused by an angry
CI applicant of it being a “third world country
and being into cruelty.” This applicant wanted
a CI and Wales said no.
The Welch health commission reportedly
issued a ruling denying CI to all except for
those that contracted meningitis.
Welch people wanting a CI must move to
a CI-friendly nation.

Deaf Apocalypse of the Week:

Few weeks ago DeafDigest featured a video that spun
the tale of a job applicant bringing his mother
to the interview. An administrator of a state school
for the deaf said it is more common than what one
would imagine. Not only that, a parent would
telephone the administrator to query about their
son’s job performances! And sadly, this happens
more often with the deaf than with the hearing!

Assistant Professor of Deaf Studies and Interpreting (DSI)

The Ohio University Lancaster Campus invites applicants for an Assistant Professor (tenure track position) in a two-year associate degree Deaf Studies and Interpreting program.  The chosen applicant will be expected to maintain a successful record in the areas of teaching/advising, research/scholarship and campus/community service commensurate with a tenure track position. Teaching load is 24 semester hours or equivalent per academic year in the DSI program (ASL, Linguistics of ASL, Deaf Culture, etc.). Additional duties include DSI program coordination across multiple campuses, recruitment and recommendation of part-time faculty (in conjunction with the Division Coordinator and the Associate Dean), student recruitment, academic advising, curriculum development, and program review and evaluation.

A Master’s degree in Deaf Studies, ASL education, ASL studies, cultural anthropology or closely related field must be earned no later than August 27, 2012.  Must have native or near-native competency in ASL and expertise in any of the following areas: Deaf Culture and Community, Deaf Education, ASL Linguistics, ASL Literature, Disability Studies and/or Second Language Acquisition.

Preferred qualifications are a Ph.D. in Deaf Studies/Interpreting, ASL education, ASL studies, cultural anthropology or related field; SLPI rating of .superior.; ASLTA certification and experience in curriculum development and program leadership.

The Ohio University Lancaster Campus is located about 45 miles north of the main campus in Athens and 25 miles south-east of Columbus.  Over 2,400 traditional and nontraditional students enroll quarterly in associate’s, bachelor’s and master’s degree programs located in Lancaster or its Pickerington Center. Communication and Relations
–    Provides leadership, training, and support to program staff in maintaining positive, supportive, and constructive working relationships with parents. –    Develops and maintains positive, supportive, and constructive working relationships with consultants. –    Develops and maintains on-going relationships between MSDB and special education directors, the Office of Public Instruction, CSHS, and collaborates with education partners such as Vocational Rehabilitation, Blind and Low Vision Services, the Montana Association for the Blind, the Montana Association of the Deaf, the Montana Council ASE, APH, AER, NAPVI, and other organizations related to DHH or BLV.
–    Develops and maintains memorandums of understanding with Part C providers as needed to support infants and preschool students who are DHH or BLV.
–    Works with consultants to provide and coordinate statewide conferences, workshops and in-service opportunities for educators and families.
–    Participates in professional development activities and attends regional, state, and national conferences and represents MSDB in statewide and national initiatives and projects to maintain contemporary knowledge and skills.
–    Serves on advisory councils and state level task forces. –    Assumes other duties as assigned by the superintendent.

EDUCATION AND EXPERIENCE:  A bachelor’s or master’s degree in education, special education, or specialist degree required.  Completion of a course of study in special education required with completion of a course of study in the area of deaf or blind education preferred.  Ability to obtain a Montana Class 3 Administrator License with supervisor’s endorsement within 3 years of date of hire is required.  Five years experience as a classroom teacher, special education program manager, itinerant consultant, or any combination of experience in these positions is required.

Experience working in a special purpose school for the deaf or the blind preferred.  Experience managing an outreach/itinerant services program or working as a consultant or itinerant teacher or specialist in deaf or blind education preferred.

KNOWLEDGE AND SKILLS: –    Ability to manage budgets and data programs.
–    Ability to interpret and apply policies, rules and regulations for state and federal programs.
–    Ability to supervise, schedule and perform evaluations for program staff.
–    Knowledge of consultation protocol and process for calling on LEAs, Cooperatives, and parents.
–    Ability to organize workload, lead and train others, work cooperatively as a member of a team. –    Knowledge of accommodations, technology and adaptive devices needed by children that are DHH or BLV.
–    Knowledge of methods and techniques for assessing children with DHH or BLV and ability to interpret assessment data and write meaningful reports.
–    Ability to communicate effectively and persuasively with educators, administrators, parents, and the public, on controversial or complex topics. –    Ability to operate Windows operating system; Word, Excel, Access, PowerPoint and Outlook. –    Demonstrates a working knowledge of the Braille code and /or sign language systems necessary for some students to access communication and develop literacy skills.

ADDITIONAL CONSIDERATIONS:   This position requires a “Survival Plus” rating on the Sign Language Proficiency Interview within three years of date of hire.

COMPENSATION AND BENEFITS:  This position is a contracted position 230 days. Salary is dependent on qualifications and experience.  Other benefits include a deferred compensation program and retirement.  The employee is also eligible for all leave benefits which includes sick leave, annual leave, and up to 15 days military leave with full pay.

Job Description: This position provides culturally affirmative mental health services to deaf and hard of hearing adults coping with mental health issues. The main responsibility of the Mental Health Specialist is to provide psychotherapy/ counseling services and the remaining of time will include clinical case management/coordination, consultation, training, aftercare planning, and community placement assistance for deaf and hard of hearing adults.

– The St. Cloud position will be housed in St. Cloud, MN and will travel in Central Minnesota on a regular basis.

– The Mankato position will be housed in Mankato, MN and will travel in South Minnesota on a regular basis.

Responsibilities include: Provide direct mental health services (independently or with supervision) to deaf and hard-of-hearing adults and their families. Responsibilities include: individual/couples/family/group psychotherapy, intake evaluation, treatment planning, some clinical case management, inter-agency coordination, and psycho-education. Complete intake evaluations, treatment plans, progress notes, discharge summaries, and other reports as required. Some consultation duties are also involved (in-services and workshops on Deaf culture and mental health). Maintain close contact with local acute psychiatric units and group homes ensuring that their services are accessible for deaf and hard-of-hearing clients. Assist in client capacity building in the regions covered.

Minimum Qualifications: – Fluency in American Sign Language (ASL) – At least 2 years advanced profession experience, OR 1 year advanced professional experience plus 2 years professional experience providing direct mental health services to deaf and hard of hearing individuals. – Master’s Degree in Counseling, Psychology, Social Work or behavioral-health related field – Licensed or license-eligible for LPC, LPCC, LP, LICSW or LMFT in the state of Minnesota – Knowledge of clinical/crisis interventions and psychiatric medications – Ability to provide consultation services to mental health care organizations – Ability to complete required reports, case files, and other paperwork duties accurately and in a timely manner – Ability to multi-task and cope under stressful circumstances – Excellent client advocacy and interpersonal skills – Thorough knowledge of relevant professional codes of ethics and DSM diagnoses – Through knowledge in Deaf and hearing cross-cultures – Willingness to perform some duties at remote work sites, involving some statewide travel
