    DeafDigest dedicates this edition to Irma Kleeb
Young, Knoxville, Tennessee, who departed us this week.
    She was one of these Deaf Advocates we rarely hear
about - helping found the Knoxville Center of the Deaf
and establishing an interpreting program at
Maryville College.
    She was born a Texan but made Tennessee her
home state for a long time.

    Curtis Pride, who spent 11 seasons in the majors,
made his baseball coaching debut at Gallaudet
University. It was a success as he sweated out
a thrilling 10-8 win over Penn State-Berks, the
team that clobbered Gallaudet 22-10 last season.

    It happened about a decade ago and it is happening
again nowadays - deaf swindlers cheating deaf investors
out of their money.
    A big story broke out this week about the SEC
ordering a Deaf Ponzi Scheme to cease and desist in 
Hawaii. The amount involved was told to be in millions
of dollars.
    DeafDigest feels bad for deaf investors that have
lost their money, the same as what happened about
a decade ago.
    As a matter of fact, DeafDigest routinely turns down
requests on money-making ads when claims are dubious.

BEHAVING BADLY IN PUBLIC
    We have read in the newspapers about Shoichi Nakagawa,
not deaf, the Japanese Finance Minister, who behaved
badly at the recent G7 summit in Rome. He was forced
to resign from his position.
    Can't happen to the deaf? It has, on several
occasions. DeafDigest editor never forgot the keynote
speaker at a national convention of an organization for
the deaf, who was in no condition to speak at all.

ONE DOLLAR IS TOO EXPENSIVE
    In a certain state right now, the state is considering
closing an agency serving the deaf, because of funding
problems.
    An advocate, doing the math, said that 1,000,000
deaf, hard of hearing, and late deafened individuals may
be impacted by the possible closure.
    This same advocate suggested that each of these affected
individuals donate a dollar to a kitty to keep the
agency running.
    Surprisingly, or not surprisingly, no one responded
to this suggestion!

COMMENTS FROM A CART OPERATOR - continuing series

The more prepared CART providers and captioners are, the better the 
translation from shorthand into English.

It is beneficial to everyone involved when people working with CART 
providers or captioners share preparation material with them.

If there are handouts, agendas, scripts, or programs available for an 
event, make sure the realtime writer gets copies of these ahead of time

CART providers and captioners are writing about many different topics, 
and it is difficult to know something about everything.  Every 
profession has its own areas of expertise and specialization.  There are 
acronyms, abbreviations, and specialized terms and names that people use 
at different events that some people may not be familiar with.

People working with CART providers and captioners must be aware of this 
and provide that information to them so that they can provide access to 
the people who need it.

Crash course on the Digital Television Transition

This is a continuation of our weekly educational column on 
addressing concerns about the analog TV shutoff and the
transition to digital TV which is now scheduled to occur 
on June 12, 2009 (as well as February 17, 2009 for certain
stations.)

Question this week: 
Why is the federal government interfering with my right to 
watch television? What's the big fuss over shutting off 
analog? I think the picture looks fine

Answer: 
Analog broadcasts take up a lot of space in the airwaves 
whereas digital does not. Because digital takes up less
airwaves, it allows TV stations to broadcast more channels 
than they could with analog. Furthermore, with analog gone, 
it frees up more airwaves to be used for wireless communications 
by firemen, policemen, and other critical emergency
responders to keep the public safe during disasters.

DTV UPDATE: 
641 out of approximately the nation's 1,800 TV stations shut 
off analog by February 17 and the switch reportedly went 
smoothly. The FCC got less phone calls than they predicted. 
The remaining stations have different analog cutoff dates 
in the coming months up to June 12 which is the final hard 
date. Check your local area when your station will switch 
if they have not done so already. Converter boxes are in high 
demand so if you see one, buy it if you watch over-the-air 
television. More $40 converter box coupons are forthcoming. 
Stay tuned.

    Disabled people can be charged fees for
services related to their needs such as
handicapped license plates and parking
placards, the 4th US Circuit Court of
Appeals ruled.
    This ruling is applicable to Virginia,
Maryland, North Carolina, South Carolina
and West Virginia.
    Would this mean we, the deaf would
eventually pay for services such as
interpreters and closed captions?

News of the Week - Looking Back 5 Years Ago:

    Advocacy in some cases may not necessarily 
pay off. A deaf agency in a mid-sized American 
city joined forces with other agencies serving 
the disabled to fight for equal rights within 
the city limits.
    The city mayor, disturbed about these lobbying 
efforts, has pulled all Community Development Block 
Grants off the table! He made that move to avoid 
future lawsuits filed by these affected agencies.

Deaf Apocalypse of the Week:

    Economy is so bad; many restaurants are hurting.
One would think any restaurant would be grateful
for patrons entering its doors to sit down and
dine.
    Yet, when one DeafDigest subscriber used a relay
service to make reservations; the relay operator
overheard yelling in the background. It was the
restaurant general manager telling his reservations
hostess not to accept relay calls!

A Vocational Rehabilitation counselor's pet peeve:

your client fails to bring a copy to school of the
VR authorization papers for tuition payment.

You were smart enough to make backup copies of this
authorization form, and so there was no need to
duplicate the paperwork.

Counselor II/Vocational Rehabilitation Counselor for the Deaf
Virginia Department of Rehabilitative Services - Virginia Beach

The Field Rehabilitation Services Division is seeking a qualified
VR Counselor for the Deaf to provide comprehensive vocational
rehabilitation services to eligible persons with physical, mental,
and emotional disabilities in Virginia Beach, Norfolk, Emporia and
Franklin.

Responsibilities:  Provides comprehensive case management services
including guidance, counseling, training and physical/mental
restoration and job placement services.  Develops, implements and
manages vocationally focused service plans that identify customer
goals, services and costs to help them achieve an employment
outcome.    Maintains detailed case notes and prepares
position-related reports.

Due to regional coverage, extensive travel is required.

Requirements:  Considerable knowledge of the social, economic,
medical, psychological and vocational issues impacting persons
with disabilities; interviewing, evaluation, and counseling
techniques; methods and tools for career counseling and
exploration; and ADA compliance requirements. Demonstrated ability
to establish and maintain effective working relationships with
community resources and individuals from diverse environments. 
Abilities to establish employment opportunities through contacts
with businesses and organizations within the community; effectively
communicate, orally and in writing; interpret and apply
policies/procedures; and organize/manage multiple duties.

Fluency in American Sign Language required.

Successful candidate must have considerable knowledge of and
understanding of the communication, cultural and psychosocial
needs of persons who are deaf and hard of hearing.  Working
knowledge of Windows based computer software. Master's degree in
Rehabilitation Counseling or closely related field or current
CRC required.  Master's level transcripts or copy of current
certification, if applicable, must accompany application.

Must have a valid driver's license and access to transportation
for daily travel.

Salary is negotiable above the minimum of the pay band based on
qualifications.  This is a sensitive position, and the
successful candidate will be subject to fingerprinting/ background
investigation.

Requirements:
Master's degree in social science, higher education, educational research, 
program evaluation, public policy, statistics, or a related field with 
five years of experience. (Ph.D. considered in lieu of experience.) 
Demonstrated leadership, consensus building, and direct experience in 
data-based decision-making, policy analysis, and planning in institutions 
with diverse academic, socioeconomic, cultural, disability and ethnic 
backgrounds. Experience in assessment design, program evaluation, 
performance measurement, and survey design. Operational experience with 
enterprise application software system and functional knowledge of SAS or 
SPSS data analysis software preferred.

Excellent written communication skills.

Demonstrated proficiency in American Sign Language.
