– What the stories are saying about the deaf?

At Lewisburg, Tennessee, deaf people from nearby small
towns get together during church and social events.
This group has called themselves the Happy Fingers Deaf Fellowship. It has been estimated that 200 deaf people
live in the area, in these small towns.

Herminio and Tami Gonzalez, a deaf couple living in
Talladega, Alabama, was written up in a newspaper
story. This family, with two children, were
described as a close-knit bunch. Herminio has a
deaf brother that lives in Rochester.

Australia, being a democratic nation, has a puzzling
law on its books. The South Australia’s Evidence Act
does not allow an interpreter to assist a deaf person
in a court of law! This law is in the process of
being changed, helped by the outcry in the Deaf
Community. Because of that technicality, court
cases were thrown out if the victims of crime was

– Sunday March 11th

Empire Theatres, a Canadian movie house chain, has fully
converted their screens to a digital format. This would
allow the deaf to watch captioned movies.

– Monday March 12th

911 cannot be texted in Southern Oregon; this is what
Margie Moulin, not deaf, the director of Emergency Communications, is saying. Software upgrade issues
is the reason why these 911 calls are useless.
Scary? Yes, very much so.

– Tuesday March 13th

The Virginia Department for the Deaf and Hard of Hearing
was facing the threat of consolidation with other
state agencies. This threat is no more as The
House and Senate Conference Committee would not
recommend that consolidation.

The Brain Prize 2012 was given to Christine Petit and Karen Steel. They worked on the genetics of deafness
to find out why we, the deaf, have been deaf.
This award is given annually by the Grete Lundbeck European Brain Research Foundation

The US Department of Education wants all schools

Greensboro, North Carolina has a law. It requires
all restaurants to post their menus on the windows.
This is a great law. Many restaurants do not post
their menus, and it is sometimes a hassle for the deaf to ask the restaurant staff for the menu. And to see
their dirty looks on face if we look at the menu and
walk out.
Also sometimes we go into a restaurant and sit down
and they give us a “surprise” menu with expensive meals
or food that we don’t like. Again, communications hassle
with the restaurant staff.

The International Film Festival took place this
week at New Delhi.
There were films that were subtitled; others
that were captioned.
According to a newspaper report, the general
attitude is that “being deaf is not a disability; it is only a different way of experiencing the world.”

Deaf chef/owner Jonathan B. Weiss, Big Mango, Inc., A Special Events Company, is soon opening a new cafe in Playa Vista, CA (Los Angeles area). The new cafe is named Big Mango Café. ( www.Bigmangocatering.Com )
He is seeking a deaf artist that can do a mural painting on canvas for this new cafe.

The DiVA (Digital Ventriloquist Actor) designed by a research
team at University of British Columbia uses high tech gloves
to possibly help the deaf to speak?
DeafDigest is not sure exactly how is this to operate but
this announcement was published in a newspaper recently.
The special glove is outfitted with such sensors and uses
3-D space. A series of glove movements is supposed to trigger
vowel sounds.
There is a catch – it would require 100 hours of training to
make it work. How many of us have patience to withstand these
100 long hours?

Today, captioning is not only for people who are deaf or
hard-of-hearing.  More and more people are becoming aware of the
benefits of captioning and its many uses.

The primary purpose of captioning is to provide equal access for
people with a hearing loss, but many hearing people are using it in
different ways.  Most of us have probably seen captioning on the
television screens in health and fitness clubs, hospitals, airports,
and bars and lounges.

Captioning can also be used to help people who are learning English
as a second language and children who are learning to read.  It can
increase the literacy skills of deaf and hard-of-hearing students and
hearing students alike.

Even people who read very well can use captioning to help them hear,
understand, and remember the details of a television show, movie,
convention, or seminar.  Studies have been done that show that people
remember more of what they see.

All of us should work together to get the very best captioning
possible because it is helping all of us to become better at what we

The Missouri Department of Mental Health has an opening for an individual to provide leadership in the development and delivery of appropriate mental health services for individuals who are deaf/hard of hearing.  This position is currently a full-time position with statewide responsibilities domiciled in Jefferson City, but the Department may consider hiring two half-time employees with regional responsibilities domiciled in St. Louis and Kansas City.  The successful incumbent(s) will:

1. Be responsible for coordinating the system of care for deaf services including any specialized inpatient or outpatient units;
2. Provide leadership and oversight to ensure the effective and efficient delivery of mental health services to deaf individuals receiving services from the Department;
3. Work with members of the deaf community and deaf advocacy organizations to identify the available resources and unmet needs relative to mental health;
4. Work with leadership within the Department to develop an awareness of the unique needs of the deaf population;
5. Develop systems within the Department and its contracted providers to appropriately address mental health needs of deaf individuals served by the Department;
6. Monitor compliance with appropriate Department policies and procedures;
7. Prepare various reports including reports on services provided to deaf individuals, interpreter services, and special training programs;
8. Develop and monitor training programs related to deaf services;

– Working closely with the Office of the President, Senior Director

Alumni Relations develops engagement strategies for alumni, current

–    Serves as a member of the administration team.

Communication and Relations
–    Provides leadership, training, and support to program staff in maintaining positive, supportive, and constructive working relationships with parents. –    Develops and maintains positive, supportive, and constructive working relationships with consultants. –    Develops and maintains on-going relationships between MSDB and special education directors, the Office of Public Instruction, CSHS, and collaborates with education partners such as Vocational Rehabilitation, Blind and Low Vision Services, the Montana Association for the Blind, the Montana Association of the Deaf, the Montana Council ASE, APH, AER, NAPVI, and other organizations related to DHH or BLV.
–    Develops and maintains memorandums of understanding with Part C providers as needed to support infants and preschool students who are DHH or BLV.
–    Works with consultants to provide and coordinate statewide conferences, workshops and in-service opportunities for educators and families.
–    Participates in professional development activities and attends regional, state, and national conferences and represents MSDB in statewide and national initiatives and projects to maintain contemporary knowledge and skills.
–    Serves on advisory councils and state level task forces. –    Assumes other duties as assigned by the superintendent.

EDUCATION AND EXPERIENCE:  A bachelor’s or master’s degree in education, special education, or specialist degree required.  Completion of a course of study in special education required with completion of a course of study in the area of deaf or blind education preferred.  Ability to obtain a Montana Class 3 Administrator License with supervisor’s endorsement within 3 years of date of hire is required.  Five years experience as a classroom teacher, special education program manager, itinerant consultant, or any combination of experience in these positions is required.

Experience working in a special purpose school for the deaf or the blind preferred.  Experience managing an outreach/itinerant services program or working as a consultant or itinerant teacher or specialist in deaf or blind education preferred.

KNOWLEDGE AND SKILLS: –    Ability to manage budgets and data programs.
–    Ability to interpret and apply policies, rules and regulations for state and federal programs.
–    Ability to supervise, schedule and perform evaluations for program staff.
–    Knowledge of consultation protocol and process for calling on LEAs, Cooperatives, and parents.
–    Ability to organize workload, lead and train others, work cooperatively as a member of a team. –    Knowledge of accommodations, technology and adaptive devices needed by children that are DHH or BLV.
–    Knowledge of methods and techniques for assessing children with DHH or BLV and ability to interpret assessment data and write meaningful reports.
–    Ability to communicate effectively and persuasively with educators, administrators, parents, and the public, on controversial or complex topics. –    Ability to operate Windows operating system; Word, Excel, Access, PowerPoint and Outlook. –    Demonstrates a working knowledge of the Braille code and /or sign language systems necessary for some students to access communication and develop literacy skills.

Job Description: This position provides culturally affirmative mental health services to deaf and hard of hearing adults coping with mental health issues. The main responsibility of the Mental Health Specialist is to provide psychotherapy/ counseling services and the remaining of time will include clinical case management/coordination, consultation, training, aftercare planning, and community placement assistance for deaf and hard of hearing adults.

– The St. Cloud position will be housed in St. Cloud, MN and will travel in Central Minnesota on a regular basis.

– The Mankato position will be housed in Mankato, MN and will travel in South Minnesota on a regular basis.

Responsibilities include: Provide direct mental health services (independently or with supervision) to deaf and hard-of-hearing adults and their families. Responsibilities include: individual/couples/family/group psychotherapy, intake evaluation, treatment planning, some clinical case management, inter-agency coordination, and psycho-education. Complete intake evaluations, treatment plans, progress notes, discharge summaries, and other reports as required. Some consultation duties are also involved (in-services and workshops on Deaf culture and mental health). Maintain close contact with local acute psychiatric units and group homes ensuring that their services are accessible for deaf and hard-of-hearing clients. Assist in client capacity building in the regions covered.

Minimum Qualifications: – Fluency in American Sign Language (ASL) – At least 2 years advanced profession experience, OR 1 year advanced professional experience plus 2 years professional experience providing direct mental health services to deaf and hard of hearing individuals. – Master’s Degree in Counseling, Psychology, Social Work or behavioral-health related field – Licensed or license-eligible for LPC, LPCC, LP, LICSW or LMFT in the state of Minnesota – Knowledge of clinical/crisis interventions and psychiatric medications – Ability to provide consultation services to mental health care organizations – Ability to complete required reports, case files, and other paperwork duties accurately and in a timely manner – Ability to multi-task and cope under stressful circumstances – Excellent client advocacy and interpersonal skills – Thorough knowledge of relevant professional codes of ethics and DSM diagnoses – Through knowledge in Deaf and hearing cross-cultures – Willingness to perform some duties at remote work sites, involving some statewide travel
