Top stories about the deaf:

Allison Edward Phillips,  Jacksonville, FL, who is
not deaf, was stopped by the police for driving
while drunk. He screamed at the police that he
was legally deaf and not subject to arrest!
He was arrested, however.

Saint Francis Hospital in Hartford, CT, agreed to
improve its services for deaf patients. It was
part of agreement made with the Department of
Justice.

A movie about a past deaf athlete in India
“Goonga Pehelwan” won honors at the
National Film Awards.

In Vermont, there is a bill that proposes to
form a task force of deaf leaders to deal
with the educational needs of the deaf – because
of the closing of the Austine School for
the Deaf.

A group of deaf people in India participated
in a nationwide mass protests, accusing

SAME OLD STORY WITH NEW HEARING EMPLOYEES
It is the same old story. A new employee knows a little
ASL and a little fingerspelling. He is hired and people
told him there is a deaf employee.
The new hearing employee gets very excited on his
first day on job and introduces himself to the deaf
employee, using ASL and sign language.
But after that first day, the hearing employee
ignores the deaf employee.

HEARING AID & CI AT THE AIRPORT SCREENING BOOTH
There are some deaf people, either with hearing
aids or CI, that always take off their devices
when entering the airport screening booth.
It is not necessary because the TSA people
have allowed passengers with hearing aids and
CI’s to leave these on.

WHAT DO INTERPRETERS HATE?

On some interpreting assignments, a deaf interpreter and
a hearing interpreter would team up together. When this
happens the hearing clients would think the deaf interpreter
is the one that interprets for free whereas the hearing
interpreter interprets for pay!

The deaf interpreter ends up having to explain this to the
hearing client when they “balk” at paying for both
interpreters!

COMMENTS FROM A CART OPERATOR – continuing series

This week “stenographers” were in the news as they captured
everything that the coaches and players said during the interview
sessions at the NCAA basketball tournament. They are used to being
the silent, unseen participants in the tournament, and they produce
transcripts of these sessions with lightning speed.

However, attention was drawn to them as they were tested by one of
the players with words like “cattywampus,” “onomatopoeia,” and
“antidisestablishmentarianism” to throw them off. They also reported
“soliloquy,” “zephyr,” and “xylophone.” “Syzygy” took center stage at
one point in the press conference.

Some people may or may not realize that these people work as court
reporters, CART providers, or captioners. All of these professions
use the steno machine to record what is being said.

One of the court reporters who received media attention this week was
asked what she wished people knew about stenographers. She replied,
“We also provide a service for the hard of hearing. The NCAA has
created a new program where it’s streaming our text live and it’s
coming up on YouTube on the picture and it’s actually syncing up.”

Whether you call them “stenographers,” “court reporters,” “CART
providers,” or “captioners,” these people are providing a valuable
service and making information from inside the NCAA tournament
accessible to the world around them.

Program Improvement System, which is the Japanese version
of our FCC, ruled that the fake Deaf composer TV shows
of several years ago did not break any laws.

News of the Week – Looking Back 10 Years Ago:

Micro-miniaturization may be going too far? There was a
recent story about keychain-sized TV sets; this is not a
joke – Mark Bunger, not deaf, of Forrester Research, said
that keychain TV is a possibility at some point in the
near future.
Captions must follow wherever there is a TV set. What
this means is captions on our TV keychains. Of course
FCC does not mandate it for keychains, about one inch
long, is 12 inches short of the 13-inch FCC threshold.
But, you never know?

News of the Week – Looking Back 5 Years Ago:

We all worry about the ecosystem of the Great Lakes
because of pollution issues. Leading the Great Lakes
cause is Dr. Linda Campbell, a biologist with the
Queen’s University in Canada, who is the Canada
Research Chair. She is deaf and as ASL user,
relies on interpreters to intermingle with
the public during her lectures.

Deaf Apocalypse of the Week:

there was a big story in the newspapers of a deaf immigrant
held in prison for six weeks for a crime he did not commit
and without an interpreter to accommodate him.

What is very puzzling? That it was in Arlington, VA,
where law enforcement people are knowledgeable about
deaf rights and needs, just for one reason – proximity
to one of the nation’s largest, most powerful and most
vocal deaf communities in the nation!

Sigh, some law enforcement people can be that clueless
with respect to ADA regulations!

Status                  Exempt – Full-Time

Position Purpose
Supervises the Vocational, Deafblind and Special Services, and Tutoring
programs which provide the following services to New Mexicans who are
deaf, hard of hearing, or deafblind including those with significant
disabilities:  case management/service coordination, advocacy, emergency
support, tutoring, job development and placement, skills training, 1:1
support services, access technology, etc.  Assures that programs comply
with contractual requirements of funding sources.  Plans, develops, and
conducts professional development trainings to ensure high quality service
delivery and compliance with established Agency policies and procedures.
Conducts community outreach and training activities which promote
awareness of services as well as local capacity.  Assists in program
budget development. Position may from time to time be stressful and
require a high demand of performance. May perform other duties as
assigned.

Essential Functions
.       Oversees the daily operations of the Vocational, the Deafblind and
Special Services, Tutoring programs which provides case management/service
coordination, advocacy, job development/placement, tutoring, vocational
skills, job coaching, Support Service Provider/Community Intervener
services, technology, and other services to eligible clients who are deaf,
hard of hearing, or deafblind including those with significant
disabilities
.       Monitors both programs to assure the delivery of high quality
services and contractual requirements of funding entities
.       Works with staff and prepares monthly reports required by
contracts which fund the Vocational, Deafblind and Special Services, and
Tutoring programs.
.       Assists in the billing for the Vocational, Deafblind and Special
Services, and Tutoring programs.
.       Assists in the developing of administrative and operational
policies and procedures for the Vocational, Deafblind and Special
Services, and Tutoring programs
.       Supervises the programs. staff (e.g., Program Coordinators,
Vocational Personnel, Schedules, Support Service Providers/Community
Interveners, Tutors/Learning Specialists, etc.) to assure that the
quantity (i.e., billable unit counts) and quality  of work meets
contractual requirements as well as SCS standards of service delivery
.       Monitors and manages work/caseloads of the staff in all programs
to ensure quality of services and the meeting of any contractual
requirements
.       Plans, coordinates, and/or conducts personnel development
trainings so that direct service staff in all programs are knowledgeable
of effective practices in deafness, hearing loss, deafblindness,
vocational programming, driving vehicles, as well as CCS./SCS. policies
and procedures, and other content areas to ensure high quality services as
well as compliance with Federal, New Mexico, and local laws and agency
policies and procedures.
.       Has responsibility for recruiting, hiring, training, evaluating,
providing constructive performance feedback and separating for the staffs
in those programs
.       Recommends adjustments in staffing patterns for the programs in
response to clients and contractual needs.
.       Develops and implements, with staff assistance, a single, central
system that manages referrals to CODP-NM as well as the coordination of
client services for all three programs (which includes intake and
assessment (which should include both ecological assessments and true
person centered planning) development and implementation of service plans
(which includes staffing, regular/periodic review of plan implementation,
etc) for clients receiving services from the Vocational, Deafblind and
Special Services, and/or Tutoring/Learning Specialist programs.
.       Oversees the management of the client services process.
.       Conducts intakes, assessments, and other components of the client
services process.
.       Collaborates with other agencies and organizations to identify
individuals who are deaf, hard of hearing, or deafblind . including those
with significant disabilities . who would be eligible for services from
COPD
.       Collaborates with other agencies and organizations to develop
supports as well as social and educational opportunities in the community
for individuals who are deaf, hard of hearing, or deafblind . including
those with significant disabilities
.       Provides advocacy for clients for services and supports provided
by federal, state, and local agencies and organizations as needed
.       Assists Agency Director in the developing of budgets for the
programs
.       Assists Agency Director in the planning of agency wide staff
development trainings
.       Participates in the Agency’s Administrative team
.       Provides supervision to interns/practicum students in bachelor and
graduate programs
.       Attends meetings of stakeholder groups and agencies (e.g., the New
Mexico Commission for the Deaf and Hard of Hearing and various consumer
organizations) as needed/required
.       Collaborates with the Agency’s Administrative Team, the Agency’s
Advisory Board, and funding sources to foster the enhancement and growth
of the Vocational, Deafblind and Special Services, and Tutoring programs
to meet the needs of New Mexicans who are deaf, hard of hearing, or
deafblind
.       Assists the Agency Director in securing funding for direct
services to New Mexicans who are deaf, hard of hearing, or/deafblind
.       Plans and conducts outreach activities, as required by contractual
obligations, to promote services and supports for New Mexican who are
deaf, hard of hearing, or deafblind
.       Plans and conducts trainings and workshops in the community to
increase awareness of services and to increase local capacity to identify
and serve New Mexicans who are deaf, hard of hearing, and deafblind
.       Conducts site visits and perform qualify and safety reviews for
compliance
.       May drive agency or personal vehicle on company business

Minimum Qualifications
.       Master’s in Social Work, Counseling, Psychology, Rehabilitation or
related field
.       American Sign Language Fluency
.       3 years of supervisory experience
.       5 years. experience in providing vocational services to
individuals who are deaf, hard of hearing, and/or deafblind; OR 5 years.
experience in providing education and/or rehabilitation services to
individuals who are deafblind or deaf with significant disabilities; OR 5
years. experience in working with individuals who are deaf, hard of
hearing, and/or deafblind in a counseling capacity
.       Ability to plan and conduct outcome oriented trainings and
presentations
.       Ability to produce clearly written reports and other written
communication in English (emails, training materials, promotional
materials, memos, employee performance evaluations, etc.)
.       Pass drug screening
.       Pass FBI Fingerprint Criminal History Summary
.       Obtain a New Mexico Driver License, proof of insurance and Motor
Vehicle Division 39 month Motor Vehicle Report

Desired Qualifications
.       Additional years of directly related experience
.       Training, experience and skill in various treatment modalities
and/or rehabilitation skills training (e.g., activities of daily living,
technology, orientation and mobility, communication, low vision, etc.)
.       Fluency in Spanish
.       Fluency of Braille
.       Experience in using other communication modes (i.e., other than

Position Description: The ASSDHH Supervisor is responsible for the
administration and oversight of the Alaska State School for the Deaf
and Hard of Hearing (ASSDHH) from preschool through the high school
grades. The Supervisor is also responsible for the direct supervision
and evaluation of various ASSDHH special education staff and related
services providers. This position will research, develop and implement
curriculum and programs related to Deaf Education, as well as collaborate
with the school principal in the hiring, assignment and evaluation of
certificated and classified special education/related services (ASSDHH) staff.

Job Requirements:
Valid Alaska Type B administrative certificate

Minimum 3 years administrative experience

Minimum 5 years experience in deaf education

Bachelors or Master’s degree in Deaf Education or certificate endorsement
in Deaf Education

Fluency in English and American Sign Language demonstrated by the Advanced
level or above on the ASLPI or comparable sign language assessment.

Salary/Benefits:  This is an Exempt position, and is not represented by any
Anchorage School District union.  Number of workdays is 230.
Salary is $84,000 – $89,000 depending on related education and experience.
Participates in the Alaska Teachers Retirement System (TRS)  Employees and
their families receive health and life insurance, including dental and
vision plans.

Detailed Job Description
The National Technical Institute of the Deaf at Rochester Institute
of Technology invites applications for a tenure-track appointment at
the Assistant Professor rank in Criminal Justice to start August
2015. Responsibilities include teaching introductory courses in the
Criminal Justice major, as well as relevant interdisciplinary courses
in the General Education core as needed.

Successful applicants are expected to contribute to the Department of
Liberal Studies, the college of NTID, and RIT through research and
through mentoring of pre baccalaureate and baccalaureate Deaf and
Hard of Hearing students.  We seek individuals who also have the
