Dedication:

DeafDigest dedicates this edition to Edwin Spatz who
departed us at the age of 99. A resident of David
City, Nebraska, he was the last sole surviving member
of the legendary 1931 Nebraska School for the Deaf basketball team that went unbeaten and won the state all-classes basketball championship. After graduating he went back home and worked on the family farm.

Top stories about the deaf:

We now have one more retirement community for the deaf,
though it is small. It is in Little Rock, Arkansas. The
Good Shepherd Retirement Community has set aside several
residential units for the deaf, with these deaf devices
installed inside.

The Deaf and Hard of Hearing in Government (DHHIG)
is making interpreting services in the federal
government a priority. A workshop on this issue
may take place at the 2013 National Training Conference.

The Social Security Administration is having a webinar
on October 31, 2012 from 3 pm – 430 pm EST. It is about
SSDI people doing volunteering and community service
with the possibility of getting employment. You need
to call 1-866-968-7842 or 1-866-833-2967 (TTY/TDD)
to register for the webinar.

The University of Swaziland is getting involved with
a sign language project. This group wants to learn
all about the nation’s different sign languages
and to see if they can come up with a new Swazi sign language dictionary. This project is expected to last
three years.

The deaf people of Zambia are not allowed to drive.
The government is saying their deafness is a risk
for other drivers and pedestrians. The deaf community
is mounting a protest, citing that deaf people in many
nations are allowed to drive.

COPS AND DEAF LEARN TOGETHER
In Santa Barbara, California, there is an experiment. It is called
“Coffee With a Cop” and every week, a police officer has a coffee
at a cafe with a deaf or with a disabled person.
The deaf person writes notes with the cop, talking about problems
such as homeless people, heavy traffic, crime, drugs, etc.
They end up understanding better about each other. This experiment
is so popular that people want it more often at several cafes in
Santa Barbara.

HEARING EMPLOYEE LEARNS TO LIPREAD
A deaf employee, with poor speech skills, is able
to communicate with a hearing employee.
The hearing employee does not understand the
deaf employee’s voice but can communicate because of
lipreading!
Some hearing people can read lips; other hearing
people can’t – and that hearing employee “taught”
herself lipreading skills in order to communicate
with the deaf employee.
That deaf employee is lucky!

A DEAF EATERY IN MIDDLE OF A LOCAL ARTS FESTIVAL
Going on right now is a local arts festival in
Bologna, Italy. And as part of the festivities,
a pop-up deaf-owned restaurant has been set up.
This restaurant has an unusual name – Untitled.
Why Untitled? The restaurant managers felt it is
the right word to stress the visual needs of the deaf.
And there is a discount at the restaurant – for
hearing patrons that make an effort to communicate
in Italian Sign Language!

COMMENTS FROM A CART OPERATOR – continuing series

“Why do you have to hit all of those keys at the same time to make
such a simple word come up?  Wouldn’t it just be easier to type on a
regular keyboard one letter at a time?”

Being a CART provider, I have heard these kinds of questions many
times.  Yes, it might be “easier” to type one letter at a time, but
if CART providers and captioners did that, there would be no way that
they could develop the speed that they need to provide realtime
translation for the different events and broadcasts where captioning
and CART are provided.

Using a standard QWERTY keyboard, the fastest typists can sometimes
get up to around 120 words per minute.  It is more common for good
typists to average 60 to 80 words per minute.

The standard rate of speech for most people is around 160 to 180
words per minute.  Many speakers consistently average over 200 words
per minute.

As you can see from these numbers, if someone is using a standard
keyboard and trying to type one letter at a time, even the best of
typists cannot keep up with most speakers.

However, using the steno keyboard, someone can keep up with most
speakers.  In order to be certified by the National Court Reporters
Association as a Registered Professional Reporter, which is the
entry-level test for court reporters, someone must pass a test on
testimony material at 225 words per minute.

If you can write at 225 words per minute rather than 100 words per
minute, you will be able to do a much better job of keeping up with
speakers in today’ rapid-paced world.

A PET PEEVE OF BEING DEAF

You purchase a cell phone with a contract after
writing notes back and forth with the sales person.
For some reason, it was never written down that the
contract was for two years. It was thought the
contract was for 18 months.

Cued Speech, late-deafened, hearing aid user, CI user, etc, share these pet peeves. You may laugh or cry)

Washington, DC has many voluntary bar associations,
involving attorneys within their areas of interest
and expertise.

We do not have a voluntary bar association on Disability Law.

Why?

There was an effort to form a Deaf Bar Association
but it never got off the ground. One reason was
deaf and disability attorneys having problems
agreeing with each other. Other reasons is lack
of infrastructure, lack of a clear mission, and lack of numbers.

Rochester Democrat and Chronicle’s loss is
NTID’s gain! Greg Lividas, who is not deaf but
signs fluently, will assume duties at NTID
in mid-November as the Director of Media Relations.
With the newspaper, Lividas earned fame for
his well-written articles on the Rochester
Deaf Community.
Will the newspaper find someone to replace
Greg and to continue covering the Deaf Community?
Hope so!

Why is it that everytime FCC issues a ruling, no
one is happy? Even opponents on both sides of the

DCARA is a community-based nonprofit agency with offices located throughout the San Francisco Bay Area.  DCARA supports and provides a wide range of peer counseling, education, advocacy, and intervention programs for the diverse Deaf and hard of hearing community.   DCARA seeks an experienced part time (20 hours a week) Family Advocate to provide advocacy-driven services within the Family Connections Department  which include working with deaf, hard of hearing, late deafened, and hearing families with deaf or hearing children to protect their rights.  This position reports to the Director of Family Connections.

RESPONSIBILITIES:
–    Advocate for communication access, appropriate accommodations and cultural understanding for deaf and hard of hearing children within the school system.
–    Provide advocacy to families regarding parents’ rights, individualized education plans (IEP) and individualized family service plans (IFSP).
–    Provide consultation to city, county and state agencies regarding federal and state laws that protect the rights of deaf and hard of hearing individuals. –    Accompany individuals and/or families who require communication assistance and/or support at social services. agencies as well as during legal proceedings.
–    Provide and / or facilitate advocacy-related workshops.
–    Refer families to outside agencies for additional advocacy support.
–    Ensure completion of intake paperwork, individual service plans and database input.
–    Other duties as assigned by the Director.

REQUIRED SKILLS:
–    BA degree in Child Development, Psychology, Counseling, Social Work, Deaf Education, Deaf Studies, or related. fields, OR 2 years of documented experience in education or service provision in a human services setting.
–    Fluent in American Sign Language & positive cultural perception of Deaf people.
–    Knowledge of relevant issues and laws protecting the rights of deaf and hard of hearing individuals. –    Experience with PC including Windows 2007 MS Office (Word, Excel, PowerPoint). –    Ability to work with people from a variety of  racial, economic, linguistic, cultural, religious, and communication backgrounds. –    Knowledgeable in social justice issues that affect Deaf and Hard of Hearing communities. –    Excellent interpersonal and communication skills.
–    Must be able to work a flexible schedule including occasional evenings and weekends.

DESIRED SKILLS:
–    Parenting experience. –    Ability to use various social networking to raise awareness of advocacy-related issues.
–    Master’s degree preferred.

position provides leadership role for residential staff and direct
client services. Qualifications: minimum of a HS + 2 year related
experience; valid drivers’ license; advanced fluency in ASL; minimum
of 2 years’ experience with Deaf Community; demonstrated an ability
to supervise, teach, advise and motivate staff members as well as
Deaf Consumers; must possess strong interpersonal skills.  Duties:

programs.  Responsibilities include:  assessing service needs of
consumers to ensure continuum of care; develop service plans;
independent living skills instructions, advocate for access to public
and private services and programs such as medical, vocational and
other services.  Qualifications:  BA/BS degree in a Human Services
field preferred; or High School Diploma& 12 credit hours in social
science with two (2) years mental health direct care experience.
Must have strong organizational skills; fluency in ASL, familiarity
with other visual communication modes and language levels.  Must be
willing to work some evenings and weekends as needed and travel
various areas in the community.  Knowledge of laws governing the
rights of Deaf and Hard of Hearing individuals including IDEA and ADA
a plus; and must have a valid driver’s license.

– RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration.  Duties: Provide supported living and training to Deaf
consumers with mental illness and/or developmental disabilities
living in the community; promote consumers’ independence and social
relationships. Positions open for weekend and evening shifts.
Qualifications:  HS + 1 year related experience; valid drivers’

JOB DESCRIPTION: This is a full-time, exempt, 12-month position.

The Principal serves as educational and instructional leader. Provides supervision, guidance, and direction to staff through
regular meetings and consultation.  Provides program supervision and guidance to    academic and residential SSDHHC staff.  Assures all teachers are observed and evaluated.  Advises teachers regarding educational techniques and procedures; completes written reports as necessary.  Meets and consults with parents, school districts, intermediate units, and/or other agencies in order to develop/provide appropriate programs for students.  Responsible for the after school/
residential program.

MINIMUM QUALIFICATIONS: M.Ed. in Special Education is required.  PA Instructional II
Certification in Special Education and PA Supervisory or Principal Certification required.

The Principal should have extensive knowledge of the educational needs of deaf and hard of hearing children and possess the ability to develop, revise, and adapt curriculum to meet program needs. He/She must also possess extensive knowledge of special education regulations and standards including the IEP process.  Skilled in staff supervision is necessary. Fluency in manual communication is required.
