A state reorganization of the state Department of Human Rights
is the reason for the name change.

A prominent attorney that specializes in ADA law said:

One big reason why the ADA didn't fill out its promise in the courts
is because it was enacted at a time when the judiciary was stocked
with conservative judges appointed by presidents Nixon, Ford,
Reagan and Bush (the first one). These conservative judges
took a very narrow reading of the ADA when presented with cases,
siding against the disabled.

Within the next few days it may be quite possible that the
live TV captions you are watching may be captioned by
participants at the National Court Reporters Association
convention that is taking place in Chicago.

Some of these captioners do not want to lose money on missed
assignments, and so are taking their captioning equipment to
their hotel rooms. They may do captioning assignments between
these convention events, workshops, seminars, and programs!

Last year, deaf residents of Jamaica were overjoyed with the
announcement of the government allowing them to drive cars.

A year later, the government is still dragging its feet as far as
writing these driving regulations, much to the anger of these deaf
residents.

NATIONAL EMPLOYMENT SURVEY NEEDS YOUR HELP!

I would like to thank many of you who have already responded to the
National Deaf Employment and Technology Survey. This study needs
several hundred more responses to be useful to deaf and hard of
hearing communities, policy makers, educators, and program
administrators. If you have not yet responded, please consider doing
so. Allow me to explain.

My name is James Schiller and I am a faculty member at Gallaudet
University, Department of Social Work, and a Doctoral candidate at
Walden University, School of Health and Human Services. This study is
the basis for my Dissertation in Social Policy and Planning.

You are invited to take part in research examining how technology is
associated with the employment of deaf and hard of hearing people.
The purpose of this research is to equip social policy makers,
programs, educators, and funding sources with current data so they
can continue providing valued resources to deaf and hard of hearing
communities. A link will take you to the web survey at the end of
this message,.

Risks and Benefits of participating in the Study: The survey is
confidential and anonymous. There may be some questions that are
uncomfortable to answer. Participants are free to skip those
questions or exit the study at any time. The potential benefit of
participating in this study is updating the body of knowledge about
deaf and hard of hearing people in the United States.

Compensation: While some organizations have agreed to advertise this
study, all funding supporting the study is my own. This study relies
on volunteers to submit the survey. There is no compensation for
participating in this study.

I am the principal investigator for this study If you have any

IRS/DEAF Leadership Development Conference 2010 Announcement

The IRS/Deaf is pleased to announce its 2010 Annual Conference which will be
held in Salt Lake City, Utah.  The theme of the conference is "2010 and
Beyond: Empowerment in the Next Decade."  This Conference is open to all
Federal Employees, State Government Employees, and interested persons that
are interested in honing their leadership skills and network with their
peers on best practices.

We anticipate this distinct event will be bigger and better than ever.  The
Conference Planning Committee are coordinating a series of plenary keynote
presentations, a job fair and exhibitions for a three-day conference August
9-13, 2010 at Robert G. Sanderson Community Center for the Deaf & Hard of

IRS JOB Fair
Released: 6/19/2010

IRS is partnering with IRS Deaf Empowerment and Advocacy Forum to host a
career fair at the Robert G. Sanderson Community Center of the Deaf and Hard
of Hearing in Taylorsville, Utah.  The purpose of the event is to assist and
interview individuals who are Deaf, Hard-of-Hearing, and Deaf-Blind who
qualify for federal employment under the Schedule A hiring authority. The
fair takes place on August 11, 2010 from 9 a.m. until 3 p.m.

Applicants attending the event will have the chance to speak with recruiters
from several state and federal government agencies.

To guarantee an interview slot, applicants must provide their resume and
Schedule A package by close of business Friday July 16. For more information

Applicants who submit their resume packages after July 16 will not be
guaranteed an interview at the event,  However, agencies will be available
to share information regarding career opportunities within their business
operating division with everyone who attends the career fair.

Interested applicants should forward their resumes and Schedule A package to
HCO.recruiter4disability@irs.gov by 5 p.m. on July 16 in order to be
considered for an interview by the hiring official.  In the subject line,
please make sure you type:  "August 11, Salt Lake City Utah Career fair."
Failure to do so may result in your package being overlooked.

Notification of interview will be e-mailed to applicants the week of August
2.  Anyone who does not receive an e-mail message by Wednesday, August 4
confirming a scheduled interview time has not been scheduled for an

FINGER-POINTING FRUSTRATIONS
    We, the deaf, go to a donut shop such as
Dunkin' Donuts or Krispy Kreme to buy our
donuts.
    And often, we are frustrated. We point
to the donut we want. The people behind the
counter have a hard time following where our
finger is point it.
    They will take the wrong donut - either above
the row, or below the row, or to the left of
the donut box or to the right of the donut box.
Rarely are they able to pick the right donut the
first time!
    Yes, it is frustrating.

EFFORTS TO SAVE THE NORTH CAROLINA SCHOOL FOR THE DEAF
    The once-huge North Carolina School for the Deaf
has been threatened in recent years with closing.
    Hopefully the school has been saved - thanks to efforts
of a group, consisting of a parent of two deaf children
and several retired state employees.
    They traveled statewide, making contacts with
school educational officials and state legislators.
    Said a group member:

It really turned out to be a most worthwhile journey

    As a footnote, the Office of Education Services
has been phased out from the N.C. Department of Health
and Human Services and transferred to the N.C. Department
of Public Instruction.
    At any rate, the state's two schools for the deaf
seem to have been saved at least for the time being.

MATT HAMILL'S BIG ADVANTAGE
    Matt Hamill, who is deaf, is a top notch Ultimate
Fighter, winning most of his matches.
    He has one big advantage over his opponents and it
has nothing to do with his wrestling skills (a 3-time
NCAA wrestling champion).
    Ultimate Fighters love to trash-talk. Matt cannot
hear trash-talk, and so, it is impossible to get him
upset.
    This is the advantage he has that his hearing
opponents don't have.

LIMBO UNFRIENDLY TO DEAF GAMERS
     Limbo is a popular series of games that gamers
love to play, especially the Deaf Gamers.
     And this is where their frustration sets in.
Said a Games Reviewer in a games publication:

Gamers who are deaf or hard of hearing may have trouble
towards the end of the game because Limbo uses a number
of rather subtle audio cues to help you perform actions
at the right time. It certainly wouldn't be impossible
without the audio cues, but it could prove to be
frustrating.

    Limbo game programmers need to keep deafness issues
in mind. Do they?

A HEARING JOB HUNTING TIP
    In today's lousy economy, the newspapers are full of job
hunting tricks and tips.
    One such tip, especially during trade show or trade conventions
is to hang out at nearby restaurants and bars - and to mingle
with these high level corporate executives. This to get them to know
who you are and the type of person you are, etc.
    This such trick is disadvantageous for deaf job hunters - unless
they are accompanied by interpreters.
    DeafDigest editor, many years ago as a young man, was able to
find a job that way at one hearing trade convention, making use of 3
(yes 3) interpreters that surrounded him.
    Why three interpreters? Notice was sent to organizations in the
deaf community and three interpreters were hired but only one
deaf person showed up (DeafDigest editor)!

Movie captioning lawsuits in several states are already
old news - so here's another announcement - that three
Massachusetts big movie chains have agreed to up the
number of movies they will caption. These chains -
Regal Entertainment Group, National Amusements and AMC
have promised to add captions in over 30 theaters by
November.

DeafHistory - Looking Back:

Year 1979 - the Sumner School for the Deaf at New Zealand drops
oral education in favor of sign language. In 1880, this school
officially adopted the oral method of instruction to comply with the
Milan Convention that took place at the same time.

Deaf Counseling, Advocacy, and Referral Agency

Campbell, California

DCARA has an opening for the position of Job Developer/Interpreter.  This
position is based at the Employment Development Department branch in
Campbell and reports to the Director of Employment Services.  The Job
Developer/Interpreter will provide services including interpretation for
employment services staff, office support, and telephone and document
assistance to clients on a walk-in and/or appointment basis.

RESPONSIBILITIES:

- Develop employer contacts to increase the number of deaf and hard
of hearing persons employed

- Maintain a cooperative relationship with the business community
and employers

- Arranging job interviews and interpreter client's job interviews
and orientation

- Provide employer education on employability of
deaf/hard-of-hearing workers, and deaf awareness and
technical assistance workshops

- Advocate for employability and communication access for clients

- Provide job retention assistance and follow-up services as needed

- Provide document assistance services for staff and clients as
needed

- Assist in the recruitment of potential clients, determine
eligibility of clients, enroll and orient them to services

- Compile statistical information and maintain files/case notes on
clients

- Provide support to the agency and community and other duties as
assigned by Employment Services Director

QUALIFICATIONS:
- American Sign Language interpreting certificate (RID, ACCI or
other nationally recognized certificate) required.  Candidate without a
certificate may be hired, provided that he/she obtains certification
within six/6 month of employment);  BA preferred

- Strong background knowledge in the field of deafness and Deaf
Culture

- Ability to use computer and word processing software; knowledge of
MS office (Word, Excel, power point, and Outlook) preferred

- Able to travel to appointments within the workweek

SALARY:  Salary is negotiable dependent on experience and education. DCARA
offers 11 days of holiday leave plus a paid one-week winter holiday, and
full medical, dental, vision and life insurance benefits.

WE ARE SOON OPENING A NEW PROGRAM - SEE BELOW FOR MORE OPPORTUNITIES.

- THERAPIST/PSYCHOSOCIAL REHABILITATION COUNSELOR:  (Full time
position) This position provides therapeutic and psycho-educational
workshops and group sessions for consumers who are deaf. The
qualified candidate shall possess: BA in psychology, counseling or
any other human services fields; must have 2 years experience with
individuals with mental illness and/or mental retardation including
treatment planning and progress notes; advanced fluency in ASL
required; must be innovative, creative and be able to work in a team
environment.  Duties:  Develop, coordinate and provide
group/individual therapy for wellness maintenance and
psycho-educational workshops.

- STAFF INTERPRETER: (Full time) The Interpreter Department is looking
for an addition to our current team of 2 full time interpreters.
Responsibilities include: Interpret for emergencies (physical and
psychiatric), mental health evaluations, groups, staff meetings and
sessions, home visits with deaf adults and children.  Also interpret
for in internal office and community meetings with both hearing and
deaf professional staff. Must be able to work with a team of hearing
and/or deaf interpreters and be a team player. Qualifications: AA
degree with minimum 3 years of Interpreting experience with Deaf
individuals or BA Interpreting degree with 1 year experience.
Knowledge of mental illness and/or developmental disabilities is a
plus. Must be willing to travel throughout the SE counties and be
flexible to do some evenings and weekends when needed. Current
national certification and PA State Registered through ODHH are
preferred.

- BEHAVIOR SPECIALIST: We are seeking a clinical professional with
experience in utilizing the principles of applied behavior analysis;
assessment and evaluation of behavior, and the application of
interventions that result in behavior change.   Strong interpersonal
skills are also essential.  The behavior specialist will be working
with the treatment team to provide supports to clients who are Deaf
or Hard of Hearing, and their families. Must have the ability to
provide clinical supervision/guidance for staff in providing
therapeutic techniques and approaches and assist in treatment
planning process and documentation. Qualifications: Licensed Clinical
Psychologist; Board Certified Behavior Analyst; Certificate in
Applied Behavioral Analysis or Other Master's Level Mental Health
Clinician with documented training in the field of Behavioral
Modification techniques.  Fluency in American Sign Language
preferred, but will consider candidates with an open mindedness to
learning about this population.

- ASSISTANT PROGRAM DIRECTOR: INTENSIVE CASE MANAGEMENT SERVICES (Full
time) This position would assist in overseeing the case management
services for adults and children who reside in the community.
Responsibilities include: Assist Program Directors in day to day
management and supervision of case managers; coordination of services
and programs with other service agencies; assist in managing program
expenses; provide supervision/guidance when needed, assist in
training and coordinating case managers scheduling when needed;
participate in meetings with Deaf Services Center programs as well as
other programming service providers. The qualified candidate shall
possess: BA degree is preferred however candidates must possess a
minimum of a HS diploma and 12 semester credits hours in social
sciences along with 2 years of experience with Deaf in either
developmental disabilities or/and mental health field; valid drivers'
license; advanced fluency in ASL required; must have excellent
interpersonal, leadership and time management skills to prioritize
various tasks and responsibilities. Responsibilities include: Provide
assistance for Program Directors in guidance and training for staff
and support to Deaf consumers with mental illness and/or
developmental disabilities living in the community; promote
consumers' independence and social relationships.

- INTENSIVE CASE MANAGERS: (Full time position) This position provides
resources and support to clients and their families who reside in
residential program. The qualified candidate shall possess: BA/BS
degree in a Human Services field preferred; or High school diploma &
12 credit hours in social science with 2 years mental health direct
care experience. Must have strong organizational skills; fluency in
ASL, familiarity with other visual communication modes and language
levels. Must be willing to work some evenings and weekends as needed
and travel various areas in the community. Knowledge of laws
governing the rights of Deaf and Hard of Hearing individuals
including IDEA and ADA a plus; and must have a valid driver's
license.  Duties:  Assess service needs of consumers, primarily
children, to insure continuum of care; develop service plans;
independent living skills instructions, advocate for access to public
& private services and programs such as medical, vocational and other
services.

- RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration.  Qualifications:  HS + 1 year related experience or AA;
valid drivers' license; advanced fluency in ASL; minimum of 2 years
experience with Deaf Community; demonstrated competency in
independent living skills; ability to teach, advise and motivate Deaf
Consumers; strong interpersonal skills.  Duties: Provide supported
living and training to Deaf consumers with mental illness and/or
developmental disabilities living in the community; promote
consumers' independence and social relationships. Positions open for
weekend and evening shifts.

Qualifications: Masters in Social Work or Counseling and license

assistive technology and needs of persons who are hard of hearing;
ability to work with both adults and children. Responsibilities

communication modalities to accommodate the need.  Progress notes,
treatment plans, discharge summaries and other reports as required.

- RESIDENTIAL TREATMENT FACILITY STAFF: (Full Time positions available)
The  responsibilities for this position is working with adolescent
consumers implementing and following behavior modification system,
teaching independent living skills, and focusing on helping them
achieve their treatment goals. Qualifications:  HS + 3 year related
experience or AA degree; valid drivers' license; advanced fluency in
ASL; minimum of 2 years experience required with Deaf Community
working with children or adolescents; demonstrated competency in
independent living skills; ability to teach, advise and motivate Deaf
Consumers; strong interpersonal skills.  Duties: Assist with
admission of consumers, assessment/treatment of goals, provide
therapeutic counseling/case management, crisis intervention, teach
coping skills, and daily living/recreational activities to teenage
Deaf consumers with mental illness and/or developmental disabilities;
maintain a safe, clean, and healthy environment; promote consumers'
growth and goals and social/ family relationships. Positions are
available for day, evenings, overnight and weekend shifts.
