Much to the delight of many of us, the Senate passed its
version of the Twenty-First Century Communications And Video
Accessibility Act Of 2010. Vote was unanimous.

Because House and Senate have their own versions of this
same bill, the differences would need to be worked out.

Basically this bill asks for internet captions of captioned
TV programs in addition to audio access for the blind.

- Thursday August 5th

Gallaudet University has resource centers in a number of locations
in USA. The latest resource center to join the Gallaudet network
is the John A. Logan College in Illinois. The center will open
its doors sometime in the fall.

- Friday August 6th

Dr. Monita Hara, from Pennsylvania, is the new director at
the Louisiana School for the Deaf. While she is not deaf,
she has just hired a new principal that is deaf.

- Saturday July 7th

Microsoft said they have come up with Kinect, which is supposed
to understand ASL and lipreading.

It has something to do with skeletal mapping of hands, fingers
and lips to match these gestures and lips with words.

NATIONAL EMPLOYMENT SURVEY NEEDS YOUR HELP!

I would like to thank many of you who have already responded to the
National Deaf Employment and Technology Survey. This study needs
several hundred more responses to be useful to deaf and hard of
hearing communities, policy makers, educators, and program
administrators. If you have not yet responded, please consider doing
so. Allow me to explain.

My name is James Schiller and I am a faculty member at Gallaudet
University, Department of Social Work, and a Doctoral candidate at
Walden University, School of Health and Human Services. This study is
the basis for my Dissertation in Social Policy and Planning.

You are invited to take part in research examining how technology is
associated with the employment of deaf and hard of hearing people.
The purpose of this research is to equip social policy makers,
programs, educators, and funding sources with current data so they
can continue providing valued resources to deaf and hard of hearing
communities. A link will take you to the web survey at the end of
this message.

Risks and Benefits of participating in the Study: The survey is
confidential and anonymous. There may be some questions that are
uncomfortable to answer. Participants are free to skip those
questions or exit the study at any time. The potential benefit of
participating in this study is updating the body of knowledge about
deaf and hard of hearing people in the United States.

Compensation: While some organizations have agreed to advertise this
study, all funding supporting the study is my own. This study relies
on volunteers to submit the survey. There is no compensation for
participating in this study.

I am the principal investigator for this study If you have any
questions regarding this research or the survey, my contact address

A DEAF WAITRESS IN GERMANY
    In Hamburg, Germany, a deaf waitress works
at a hotel restaurant.
    Many tourists do not know about that deaf
waitress.
    The restaurant has a sign that says:

Our waitress is deaf. Please face her when talking
slowly to her as she can lipread.

A TV SIGN LANGUAGE INTERVIEW
    Last week a famous deaf person, who spoke ASL, was
interviewed on TV with an interpreter.
    The deaf person's signing was awful, but any ASL deaf
person can understand it.
    The hearing person looking at the signs will not realize
it is awful. These hearing people see ASL and think it is
all the same. They do not know if it is good ASL or bad
ASL.
    Only the deaf, the Codas and the interpreters would
know it is bad ASL!

DEAF SPECIALIST'S JOB DESCRIPTION
    In the United Kingdom, the "deaf specialist" was
described as doing this -

A deaf specialist, sitting next to a deaf person,
was teaching him to say the easy word, hoping to help
the boy with his speech

    To say the easy word. As if pronouncing car
is much easier than pronouncing automobile, as a way
of mentioning an example?

MAKING A VILLIAN DEAF
    Some of us like to read Batman comics. In one Batman
episode, Batman had a violent fight with Walter Shreeve,
an evil engineer.
    Batman hit Shreeve so hard that it resulted in
permanent deafness!

A COMMENT FROM A LONG TIME CI USER
    A long time CI user said:

a CI is not a cure for deafness; it is still difficult
for me to appreciate the subtleties of spoken language
but can hear background noise - laughter, my name called
out, phone ringing, etc

    Pretty much confirms what is obvious - that a CI
is not a cure for deafness, regardless of these
newspaper stories proclaiming these operations as
successful.

DEAF VS HEARING IN FOOTBALL
    Gallaudet University has a football team that plays in NCAA-III
ranks. Also approximately 30 schools for the deaf field football
teams (6-man, 8-man and 11-man).
    For these hearing players, playing against deaf teams is
quite an experience for them.
    One hearing player, after playing against Florida School
for the Deaf and Blind, said:

When we played against Florida School for The Deaf & The Blind in St.
Augustine, the whole stadium was silent. Don't get me wrong, those kids
were getting after us quite a bit. It was just a completely different
setting

NATIONAL ANTHEM SINGERS AT BALLPARKS
    It is customary for the National Anthem to be sung at baseball games
at major league and minor league stadiums.
    A recent New York Yankee ball game was a thrill for the students
from the New York School for the Deaf.
    They sign-sang the National Anthem. DeafDigest is not sure if it
was the highest number of deaf sign singers at a baseball game
anywhere.

ORGANIZATION: Deaf and Hard of Hearing Advocacy Resource Center (DHHARC)
is a statewide advocacy, resource, telecommunications distribution, and
direct service center offering advocacy, referral and community education
services throughout Nevada.  DHHARC has two offices in Reno/Sparks and Las
Vegas.

GENERAL INFORMATION:
Type of appointment: Full-Time
Location: Position available in Las Vegas

GENERAL DESCRIPTION:
Individual will conduct advocacy activities that will ensure a higher
quality of life for clients with specific focus on late-deafened and hard
of hearing populations.  Individual will also promote equitable access to
Health/Medical, education, social, employment and legal services.  In
addition, Individual will provide communication assistance/translation
services as well as ensure that appropriate information pertaining to
individual client's needs is accurately met.  Individual will provide
accurate Identification/Assessment of individual Client's
telecommunication needs and will conduct appropriate equipment
distribution tailored to the needs of the client.  Will provide expertise
in the field as needed.  Will coordinate training/mentoring activities for
general public and the client DHHARC serves.  Conducts developmental and
implement program activities for DHHARC.  Participate in
Technology/equipment distribution responsibilities of the Center.

Willingness to conduct Outreach/education responsibilities as assigned.
Willingness to travel is essential as well as work evening and weekend
hours when needed.  Ability to work independently as well as a team is
essential.  Ability to creatively problem-solve various work situations.

SALARY: $36,244 - $37,694 DOE, plus customary benefits.

WORK EXPERIENCE REQUIREMENTS:
- Knowledge of advocacy techniques
- Knowledge of Civil Rights Laws
- Maintain effective record keeping practices

- Two years experience working with hard of hearing and/or deaf
populations in a social service sector setting

- Knowledgeable about diversity and needs within the Hard of Hearing
and Deaf populations

As key members of our ACCESS Program or ACCESS Partial Care Program,
statewide programs that provide behavioral health services to Deaf and
hard of hearing people throughout NJ, candidates will help meet the
clinical case management and treatment needs of service recipients who are
deaf and hard of hearing, including, but not limited to, children,
adolescents, adults and seniors within a variety of therapeutic
environments.

Responsibilities will include:
- developing and implementing treatment strategies
- performing comprehensive clinical assessments
- providing clinical case management services
- completing and maintaining medical records and report writing
- developing discharge plans

- providing crisis intervention/stabilization and aggressive behavior

To qualify, you must have a Master's Degree in Social Work, Psychology or
related discipline, NJ Licensure as a LSW or LCSW, the ability to
collect/summarize data, along with a familiarity of Deaf Culture and
knowledge of current technology used for individuals with hearing loss.

The ability to prepare detailed assessments and a valid NJ Drivers License
will also be expected. Strong problem-solving, analytical, oral/written
communication and PC skills are required. Bilingual English/Spanish
preferred.

DCARA has an opening for the position of Job Developer/Interpreter.  This
position is based at the Employment Development Department branch in
Campbell and reports to the Director of Employment Services.  The Job
Developer/Interpreter will provide services including interpretation for
employment services staff, office support, and telephone and document
assistance to clients on a walk-in and/or appointment basis.

RESPONSIBILITIES:

- Develop employer contacts to increase the number of deaf and hard
of hearing persons employed

- Maintain a cooperative relationship with the business community
and employers

- Arranging job interviews and interpreter client's job interviews
and orientation

- Provide employer education on employability of
deaf/hard-of-hearing workers, and deaf awareness and
technical assistance workshops

- Advocate for employability and communication access for clients

- Provide job retention assistance and follow-up services as needed

- Provide document assistance services for staff and clients as
needed

- Assist in the recruitment of potential clients, determine
eligibility of clients, enroll and orient them to services

- Compile statistical information and maintain files/case notes on
clients

- Provide support to the agency and community and other duties as
assigned by Employment Services Director

QUALIFICATIONS:
- American Sign Language interpreting certificate (RID, ACCI or
other nationally recognized certificate) required.  Candidate without a
certificate may be hired, provided that he/she obtains certification
within six/6 month of employment);  BA preferred

- Strong background knowledge in the field of deafness and Deaf
Culture

- Ability to use computer and word processing software; knowledge of
MS office (Word, Excel, power point, and Outlook) preferred

- Able to travel to appointments within the workweek

SALARY:  Salary is negotiable dependent on experience and education. DCARA
offers 11 days of holiday leave plus a paid one-week winter holiday, and

- THERAPIST/PSYCHOSOCIAL REHABILITATION COUNSELOR:  (Full time
position) This position provides therapeutic and psycho-educational
workshops and group sessions for consumers who are deaf. The
qualified candidate shall possess: BA in psychology, counseling or
any other human services fields; must have 2 years experience with
individuals with mental illness and/or mental retardation including
treatment planning and progress notes; advanced fluency in ASL
required; must be innovative, creative and be able to work in a team
environment.  Duties:  Develop, coordinate and provide
group/individual therapy for wellness maintenance and
psycho-educational workshops.

- STAFF INTERPRETER: (Full time) The Interpreter Department is looking
for an addition to our current team of 2 full time interpreters.
Responsibilities include: Interpret for emergencies (physical and
psychiatric), mental health evaluations, groups, staff meetings and
sessions, home visits with deaf adults and children.  Also interpret
for in internal office and community meetings with both hearing and
deaf professional staff. Must be able to work with a team of hearing
and/or deaf interpreters and be a team player. Qualifications: AA
degree with minimum 3 years of Interpreting experience with Deaf
individuals or BA Interpreting degree with 1 year experience.
Knowledge of mental illness and/or developmental disabilities is a
plus. Must be willing to travel throughout the SE counties and be
flexible to do some evenings and weekends when needed. Current
national certification and PA State Registered through ODHH are
preferred.

- BEHAVIOR SPECIALIST: We are seeking a clinical professional with
experience in utilizing the principles of applied behavior analysis;
assessment and evaluation of behavior, and the application of
interventions that result in behavior change.   Strong interpersonal
skills are also essential.  The behavior specialist will be working
with the treatment team to provide supports to clients who are Deaf
or Hard of Hearing, and their families. Must have the ability to
provide clinical supervision/guidance for staff in providing
therapeutic techniques and approaches and assist in treatment
planning process and documentation. Qualifications: Licensed Clinical
Psychologist; Board Certified Behavior Analyst; Certificate in
Applied Behavioral Analysis or Other Master's Level Mental Health
Clinician with documented training in the field of Behavioral
Modification techniques.  Fluency in American Sign Language
preferred, but will consider candidates with an open mindedness to
learning about this population.

- ASSISTANT PROGRAM DIRECTOR: INTENSIVE CASE MANAGEMENT SERVICES (Full
time) This position would assist in overseeing the case management
services for adults and children who reside in the community.
Responsibilities include: Assist Program Directors in day to day
management and supervision of case managers; coordination of services
and programs with other service agencies; assist in managing program
expenses; provide supervision/guidance when needed, assist in
training and coordinating case managers scheduling when needed;
participate in meetings with Deaf Services Center programs as well as
other programming service providers. The qualified candidate shall
possess: BA degree is preferred however candidates must possess a
minimum of a HS diploma and 12 semester credits hours in social
sciences along with 2 years of experience with Deaf in either
developmental disabilities or/and mental health field; valid drivers'
license; advanced fluency in ASL required; must have excellent
interpersonal, leadership and time management skills to prioritize
various tasks and responsibilities. Responsibilities include: Provide
assistance for Program Directors in guidance and training for staff
and support to Deaf consumers with mental illness and/or
developmental disabilities living in the community; promote
consumers' independence and social relationships.

- INTENSIVE CASE MANAGERS: (Full time position) This position provides
resources and support to clients and their families who reside in
residential program. The qualified candidate shall possess: BA/BS
degree in a Human Services field preferred; or High school diploma &
12 credit hours in social science with 2 years mental health direct
care experience. Must have strong organizational skills; fluency in
ASL, familiarity with other visual communication modes and language
levels. Must be willing to work some evenings and weekends as needed
and travel various areas in the community. Knowledge of laws
governing the rights of Deaf and Hard of Hearing individuals
including IDEA and ADA a plus; and must have a valid driver's
license.  Duties:  Assess service needs of consumers, primarily
children, to insure continuum of care; develop service plans;
independent living skills instructions, advocate for access to public
& private services and programs such as medical, vocational and other
services.

- RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration.  Qualifications:  HS + 1 year related experience or AA;
valid drivers' license; advanced fluency in ASL; minimum of 2 years
experience with Deaf Community; demonstrated competency in
independent living skills; ability to teach, advise and motivate Deaf
Consumers; strong interpersonal skills.  Duties: Provide supported
living and training to Deaf consumers with mental illness and/or
developmental disabilities living in the community; promote
consumers' independence and social relationships. Positions open for
