– What the stories are saying about the deaf?

For years Japan would not allow the deaf to drive
cars. Now that they can drive cars, they may also
be allowed to drive trucks and motorcycles. The
National Police Agency is now working on a new set of
regulations to make this possible.

Best Buy’s Geek Squad not good to the deaf?
Well, there was an ongoing saga, more of a Catch 22
situation as far as a disabled, bedridden deaf woman
was concerned. The laptop, belonging to the deaf woman,
needed some repairs and it was still under warranty.
While the repairman was working on the laptop, the
warranty lapsed, and the Geek Squad demanded that the
deaf woman renew the warranty. The deaf woman could not
afford the cost of a new warranty – and so, the laptop
was held hostage for several weeks, forever being shuttled
between the local Best Buy store and the Best Buy headquarters.
Finally the Best Buy decided enough was enough and had the
laptop replaced and given to the grateful deaf woman.

The Registry of Interpreters for the Deaf and the
National Association of the Deaf have jointly agreed
to raise the bar on National Interpreter Certification
procedures. This includes the way the interpreter
candidates are being tested and rated on their skills.

– Thursday July 21st

Gallaudet president Alan Hurwitz gave a speech at the
World Federation of the Deaf Congress, touching on a
subject he knows the best – Education of the Deaf.

– Friday July 22nd

British prime minister David Cameron was put on the spot by
Malcolm Bruce, Member of Parliament for Gordon, a city in
Scotland. Bruce chairs the All-Party Parliamentary Group on Deafness, which supports sign language. The previous
prime minister Gordon Brown agreed to fund a sign language
program on a two-year pilot venture. It lapsed last year
and it was not renewed.  Bruce wanted to know why Cameron
has not shown interest in reviving that program.

– Saturday July 23rd

Are we seeing some support on the Capitol Hill re a commemorative
stamp for baseball legend Dummy Hoy? Sen. Sherrod Brown, Ohio,
wrote a letter to US postmaster general Patrick R. Donahoe
asking about a Hoy stamp. DeafDigest hopes this idea will fly.

FREE HEARING AIDS?
Some deaf service agencies arrange with hearing aid
stores to give free hearing aids for deaf children from
low income families.
Is it worth it? Some deaf children refuse to wear
hearing aids no matter that it was given free!
A famous baseball player paid for a hearing aid to be
given free to a low income deaf student. The deaf student
thanked the famous player. He brought the hearing aid
home, put it in his closet and never used it!

DEMANDING JUSTICE, MILAN STYLE
The delegates at the International Congress on Education of the Deaf officially issued an apology last year for the 1880 resolution which banned use of sign language in schools for the deaf.
Will schools for the deaf in Switzerland also apologize for not
allowing signs in the classrooms?
A domino effect? Hope so.

TO BE ISOLATED
There was a story in one of the Washington, DC newspapers
about Koreans being isolated in a suburban area. The comment
was that they are not assimilating as much because they
have their own language.
Pretty much the same with our Deaf Community. We have
our own (sign) language and so, there is separation between
the deaf and the hearing.

A PIECE OF HISTORY IN OLATHE
Filmmaker Greg Sheffer, not deaf, is working on a short
documentary film on the history of Olathe, Kansas. This is
where Kansas School for the Deaf is located.
He wants to do a filming of the school to help it celebrate
its 150th birthday.

Omaha Hearing School, the anti-ASL bastion in the central
Omaha area, has closed its doors for good. The school had
a reputation for berating parents that would “allow” their
deaf children to sign at home or with friends even if these
signs were homemade and not really ASL!

Deaf Services Community Relations Coordinator
Office of Deaf Services
Atlanta, GA

The Georgia Department of Behavioral Health and Developmental Disabilities is seeking qualified applicants for the position of Community Relations Coordinator in the Office of Deaf Services, located in Atlanta, GA.

Under general supervision, directs and coordinates state-wide service provision for DBHDD consumers who are Deaf, Deaf-Blind or hard of hearing and who communicate primarily through a non-English modality. This includes services to adults, children, adolescents and their families from all three Divisions.

Job Responsibilities: 1. Assists the State Director of Deaf Services in planning and implementing programs for DBHDD consumers who are deaf, deaf-blind or hard of hearing to assure continuity of care and quality of treatment through providers who are fluent in American Sign Language. 2. Monitors the development and implementation of Personal Recovery Plans for Deaf, Deaf-blind and hard of hearing consumers in collaboration with Regional Offices. 3. Identifies program enhancement needs, sets goals and develops programs focused upon meeting those special needs across the state. 4. Coordinates DBHDD services to Deaf and Hard of Hearing consumers with other local, state and national agencies, public and private to ensure collaboration and continuity of care. 5. Advocates for the needs of Deaf and Hard of Hearing consumers with the Director of Deaf Services and with other local, state and national agencies. 6. Coordinates the Department’s response to the disaster mental health needs of individuals who are Deaf, Deaf-Blind and hard of hearing. 7. Initiates and monitors provider contracts, and provides oversight of provider services, providing input to the recruiting, hiring, supervising and evaluating of staff by providers. 8. Acts as the focal point of information for individuals and family members seeking DBHDD services for individuals who are Deaf, Deaf-Blind or hard of hearing. 9. Oversees the training of Peer Support Specialists who are Deaf, in collaboration with the provider responsible for such training. 10. Provides in-service training and individual case consultation on the specific needs of individual consumers as requested. 11. Monitors program effectiveness, efficiency and satisfaction in treatment, outpatient and community residential settings. 12. Assures compliance with program standards and court-ordered agreements. 13. Assists with the development and maintenance of the Deaf Services website, hosted on the DBHDD internet servers, ensuring access to information by consumers who are Deaf, Deaf-Blind and hard of hearing. 14. Provides input into program or staffing enhancements as may be requested by contract providers or state entities. 15. This position will function with considerable independence as a key decision maker, but in close collaboration and consultation with the Director of Deaf Services. 16. Other duties as assigned.

NOTE: A moderate amount of in-state and out-of-state travel will be required.

Minimum Qualifications: Masters degree in a Human Services field, with at least seven years experience in program design, implementation, management and evaluation.

OR

Doctoral degree and at least four years experience in Deafness/Mental Health

NOTE: Applicants who are Deaf, Deaf-blind or hard of hearing are especially encouraged to apply.

Preferred Qualifications: Preference will be given to those applicants who, in addition to meeting the qualifications above, possess the following: – Native or near-native fluency in American Sign Language, with extensive knowledge of Deaf Culture and systems theory. – Thorough knowledge of mental health practices, addictions recovery and the needs of people with developmental disabilities as it relates to Deaf culture and experience. – A valid Georgia driver’s license is required.

The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD seeks qualified candidates for the position of Deaf Services Sign Language Interpreter Coordinator in the Office of Deaf Services, located in Atlanta, GA.

The primary purpose of this position is to coordinate interpreter services statewide in all DBHDD programs and services, and as needed, provide sign language interpreting services to DBHDD Central Office staff who are Deaf or Deaf Blind. This person will also serve as the expert in all matters related to interpreting services throughout the DBHDD system.

Job Responsibilities:
1.    Manage a statewide interpreting data base, organizing interpreting assignments, utilizing Georgia Office of Administrative Services contracts and approved providers.
2.    Serve as a contact point for all DBHDD providers and staff needing to schedule interpreting services.
3.    Ensure qualified interpreters are used in all DBHDD and provider settings, thus enabling access to all DBHDD services to individuals who are Deaf, Deaf-blind or hard of hearing.
4.    Provide information and training to all DBHDD staff and providers regarding the appropriate use of interpreters, and the limitations of interpreters’ scope of practice.
5.    Participate in the training of Deaf Peer Support Specialists, especially as this relates to the development of Certified Deaf Interpreters (CDI’s) to work in the DBHDD system.
6.    As requested, conduct communication/language assessments of individuals receiving DBHDD services, and collaborate with local treatment teams regarding the communication needs of specific consumers and the development of Individual Recovery Plans.
7.    Coordinate interpreter training activities to ensure the delivery of quality interpreting services statewide.
8.    Coordinate the processing of invoices for interpreting services within DBHDD.
9.    Collaborate with national training and certification programs, to enable Georgia’s mental health interpreting team have access to the most current research and quality assurance guidelines.
10.    Receive and investigate allegations of interpreter errors or violations of standards of professional conduct, from Deaf consumers, family members, advocates and DBHDD service providers.
11.    Participate in corrective actions involving possible interpreter errors or communication failures involving DBHDD consumers.
12.    Maintain high standards of personal and professional integrity and interpreting excellence, as a role model for other interpreters in Georgia.
13.    Maintain national certification with the Registry of Interpreters for the Deaf as well as Mental Health Interpreter certification and Continuing Education requirements.
14.    Maintain sensitivity and respect for cultural and linguistic differences observed in the Deaf, Deaf-Blind and hard of hearing communities.
15.    Exemplify excellence in compliance with interpreting codes of professional conduct, including confidentiality and appropriate disclosure of information as may be required in treatment settings. Assure that all interpreters working in the DBHDD system are aware of and adhere to such standards of professional conduct.
16.    Function as the identified DBHDD expert in matters involving scheduling, planning, technical assistance, information/referral, consultation and training for other interpreters as needs dictate, and function as the DBHDD expert in matters involving interpreter needs and assessments.
17.    Conduct ongoing research and information gathering activities related to mental health interpreting, and develop a formal means of sharing this information with Georgia’s interpreting community. This may involve workshops, internet communications, online training (webinars, for example), etc.
18.    Serve as a technical assistance expert in all matters related to interpreting and translation of DBHDD materials, utilizing available technologies to effectively reach audiences throughout the state. This will necessarily involve the development and promulgation of web-based videos and training materials.

Minimum Qualifications: A Bachelor’s degree in Interpreting, Linguistics, Deaf Studies, Psychology, Sociology or a related human services field, plus 36 months or more of paid experience interpreting in a variety of settings with some familiarity working in mental health settings is required. Applicants not possessing a Bachelor’s degree but with extensive interpreting experience will be considered. This position requires knowledge and fluency in a variety of communication methods, including American Sign Language, English-like sign systems, and tactile forms of communication. The successful applicant will possess Certification from the Registry of Interpreters for the Deaf (for example: CSC, NIC, NIC-Advanced, NIC-Master) or Certification from another recognized interpreter certification body, and will maintain certification throughout their tenure with DBHDD. Certification as a Mental Health Interpreter (MHIT) is also required. Fluency in written and spoken English is vital to the success of this position. A valid Georgia Driver’s License is required, and moderate state-wide travel will be involved in this position.

Preferred Qualifications:
– Familiarity/experience with interpreter scheduling/management software packages will be viewed as a plus. – Experience with Video Interpreting (including work in VRI) will also be considered an advantage for this position. – Must be willing to work flexible hours.
