– What the stories are saying about the deaf?

Raphaël Bouton, himself deaf, was the campaign manager for
M. Philippe Vachieri who was campaigning for a city manager
position in Seine-Saint-Denis, a district in France.
Bouton’s candidate lost by 128 voutes out of 22,000
votes cast. Despite the defeat, Bouton campaigned for
the Substitute Deputy position, and won.

Anurag Basu, not deaf, is a filmmaker in India. He said that
some movies could be perfect for deaf actors because the
script asked for very few speaking parts. He said that deaf
actors could express themselves so much without saying
anything and that the audience will understand the plot.

PA Sangma. not deaf, is campaigning for the presidency
in India. He made a comment:

India should have a President, who is not blind, dumb and deaf

His comment elicited an angry response from the National Platform for the Rights of the Disabled, and it was printed in newspapers
in India.

Do keep in mind that India is notorious for calling deaf people
as deaf mutes or as deaf and dumb.

Online hearing tests administered by the Hi HealthInnovations
has been shut down by the Food and Drug Administration (FDA).
The American Academy of Audiology, the Academy of Doctors of Audiology, and the American Speech-Language-Hearing Association
all filed complaints with the FDA. This led the FDA to shut
down the hearing tests system.

Google has announced a new feature – Hangout – a site
where the deaf could chat with each other on a computer
app

– Saturday July 7th

The deaf of New Zealand not able to get legal services?
Yes if the government has its way – because of funding
issues. The Public Service Association says the threat of
funding cutbacks is discriminatory.

A STRANGE HEARING GESTURE
DeafDigest editor stopped at a fast food restaurant
and ordered a hamburger.
The vendor pointed his thumb backwards (same as
ASL for “refuse”).
Puzzled, DeafDigest editor thought the vendor
was asking – to go instead of eating inside, and
nodded yes.
The vendor then put in french fries with the order.
This was not want the editor wanted.
It was realized the vendor’s backward thumb was
pointed at the french fries broiler.
A very strange gesture!

A NEW WORD FOR A CI?
Does the CI have a new word? Not really, but recently
a newspaper article mentioned it as:

implanted hearing aid

ALWAYS A MYSTERY
It is always a mystery – that when hearing parents find
out their newborn child is deaf – that grief and guilt
takes over.
And it is often that either the husband or the wife knows
what deafness is all about – because maybe a grandparent is
deaf or a childhood friend is deaf or because a fellow employee
at a workplace is deaf.
One would think that the deaf person could be asked for
advice on how to deal with a deaf child – but the grieving
parents would not have any of that.
Always a mystery!

ORGANIZATION: The Deaf and Hard of Hearing Advocacy Resource Center (DHHARC) is a NEVADA statewide advocacy, resource, telecommunications distribution, and direct service center.  DHHARC has offices in Reno/Sparks and Las Vegas.

GENERAL DESCRIPTION: Executive Director
The Executive Director is the Chief Executive Officer of the Deaf and Hard of Hearing Advocacy resource Center. The Executive Director reports to the Board of Directors, and is responsible for the organization’s consistent achievement of its mission and financial objectives.

In program development and administration, the Executive Director will:
Specific committee responsibilities:
1.    Assure that the organization has a long-range strategy which achieves its mission, and toward which it makes consistent and timely progress.

2.    Provide leadership in developing program, organizational and financial plans with the Board of Directors and staff, and carry out plans and policies authorized by the board.

3.    Promote active and broad participation by volunteers in all areas of the organization’s work.

4.    Maintain official records and documents, and ensure compliance with federal, state and local regulations.

5.    Maintain a working knowledge of significant developments and trends in the field.

In communications, the Executive Director  will:
1.    See that the board is kept fully informed on the condition of the organization and all important factors influencing it.

2.    Publicize the activities of the organization, its programs and goals.

3.    Establish sound working relationships and cooperative arrangements with community groups and organizations.

4.    Represent the programs and point of view of the organization to agencies, organizations, and the general public.

In relations with staff, the Executive Director will:
1.    Be responsible for the recruitment, employment, and release of all personnel, both paid staff and volunteers.

2.    Ensure that job descriptions are developed, that regular performance evaluations are held, and that sound human resource practices are in place.

3.    See that an effective management team, with appropriate provision for succession, is in place.

4.    Encourage staff and volunteer development and education, and assist program staff in relating their specialized work to the total program of the organization.

5.    Maintain a climate which attracts, keeps, and motivates a diverse staff of top quality people.

In budget and finance, the Executive Director will:
1.    Be responsible for developing and maintaining sound financial practices.

2.    Work with the staff, Finance Committee, and the board in preparing a budget; see that the organization operates within budget guidelines.

3.    Ensure that adequate funds are available to permit the organization to carry out its work.

4.    Jointly, with the president and secretary of the board of directors, conduct official correspondence of the organization, and jointly, with designated officers, execute legal documents.

Work Experience:

Required:
–    Minimum of 1-2 years working within Deaf and Hard of Hearing populations. –    Minimum 3-5 years of non-profit management experience.
–    Excellent interpersonal skills.
–    Fiscal compliance and management experience with regards to Federal, State and local grants.
–    Grant writing experience.

Preferred:
–    Fluent in American Sign Language
–    Other advocacy position experience
–     Working with other Social Services/Human Services providers
Education Experience:
–    Minimum requirement: Bachelor of Arts/Science degree Preferred: –    Master’s degree in Public Administration, Master’s Degree in Non-Profit Management or related field.

The therapist will be able to work with individuals, families, and groups to address and treat mental and emotion disorders and promote optimal mental health with Deaf and Hard of Hearing adults and children.  The therapist must have knowledge of therapeutic best practices for Deaf and Hard of Hearing individuals and be able to apply cultural and linguistic bridging to promote optimal mental health.

They should be fluent in and culturally competent in American Sign Language and therefore has the ability to communicate directly with Deaf and Hard of Hearing individuals who sign.  They also need to be able to communicate directly with hard of hearing clients who do not use sign language.

Therapists are trained in a variety of therapeutic techniques used to address wide range of issues including depression, addiction, and substance abuse, suicidal impulses, stress management, problems with self esteem issues associated with aging, job or career concerns, educational decisions, adjustment issues, parenting, grief marital or relationship problems, as well as others.

Therapists need to be able to be flexible to work on a team and with in various structures in the community mental health system.  BJC Behavioral Health utilizes electronic medical records.  The therapist must have knowledge of Microsoft software including MS Word and have enough computer knowledge to be able to learn a new computer program.

Job duties will include therapy, intakes, and clinical case management

Must have a masters or Doctorate in Social Work, Counseling, or Psychology.

Position:
Ultimately administers and provides oversight to the day-to-day management of the program operations.

Duties:
–    Oversees intake, assessment, admission and discharge of Consumers;
–    Monitors and oversees evaluation of programs;
–    Ensures coordination of interagency programming and services to clients;
–    Ensures that programs collect appropriate program and client data and meet reporting requirements;
–    Interviews and hires HIV Program Specialists;

–    Coordinates and arranges training activities for the HIV program;
–    Ensures that programs meet licensing and safety standards;
–    Coordinates services between consumers who do not receive CSA/sub-provider services from Deaf-REACH and their CSA;
–    Serves as a member on the Quality Improvement Committee;
–    Develops program design for new services;
–    Locates and assists with writing grant proposals;
–    Markets to recruit clients;
–    Attends staff meetings;
–    Supervises Program Specialists regularly;
–    Coordinates student interns to be interviewed and placed in various programs.

Qualifications:
Prefer Master’s Degree in counseling, social work, psychology, nursing or equivalent field with three years experience with deaf persons who have additional disabilities, especially with mental illness and mental retardation, and two years experience in administration; strong background in clinical consultation and behavior management; prefer fluency in sign language and knowledge of psycho-social-cultural aspects of deafness.

PAHrtners is looking for dedicated, motivated, energetic individuals
who are fluent in American Sign Language and knowledgeable about Deaf
Culture and the Deaf Community to fill the following positions:

– RESIDENTIAL PROGRAM DIRECTOR: (Full time position) The qualified
candidate shall possess: HS Diploma and 5 years of Mental Health
direct care experience, fluency in ASL, knowledge of Deaf Culture.
Excellent writing and communication skills required.
Responsibilities: Day to day management and supervision of
residential setting for deaf adults with mental illness and
behavioral health concerns.  Supervision of direct care staff,
development of residential programming and staff schedules, planning
and leading staff meetings, coordinate staff trainings, manage petty
cash and consumer funds, coordinate consumer services with
internal/outside agency providers and families, conduct consumer and
staff interviews, complete monthly reports, service plans and staff
evaluations, follow up with physical and psychiatric medical
concerns.

– INTENSIVE CASE MANAGERS: (Full time position) This position provides
resources and support to clients and their families who reside in the
community.  Duties: Responsibilities include assessing services needs
of consumers, primarily children, to insure continuum of care;
develop service plans; independent living skills instructions,
advocate for access to public & private services and programs such as
medical, vocational and other services. Qualifications: BA/BS degree
in a Human Services field preferred; or High school diploma & 12
credit hours in human/social science with 2 years mental health
direct care experience. Must have strong organizational skills;
fluency in ASL, familiarity with other visual communication modes and
language levels. Must be willing to work some evenings and weekends
as needed and travel various areas in the community. Knowledge of
laws governing the rights of Deaf and Hard of Hearing individuals
including IDEA and ADA a plus; and must have a valid driver’s
license.

– THERAPIST/PSYCHOSOCIAL REHABILITATION COUNSELOR:  (Full time
position) This position provides therapeutic and psycho-educational
workshops and group sessions for consumers who are deaf.  The
qualified candidate shall possess:  BA in psychology, counseling or
any other human services field; must have 2 years’ experience with
individuals with mental illness and/or mental retardation including
treatment planning and progress notes; advanced fluency in ASL
required; must be innovative, creative and be able to work in a team
environment.  Duties:  Develop, coordinate and provide
group/individual therapy for wellness maintenance and
psycho-educational workshops.

– RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration.  Duties: Provide supported living and training to Deaf
consumers with mental illness and/or developmental disabilities
living in the community; promote consumers’ independence and social
relationships. Positions open for weekend and evening shifts.
Qualifications:  HS + 1 year related experience; valid drivers’
license; advanced fluency in ASL; demonstrated competency in
independent living skills; ability to teach, advise and motivate Deaf
Consumers; strong interpersonal skills.

Client Support Specialist
DCARA
position located in San Jose, CA

DCARA has a full-time non-exempt job opening for the position of Client Supports Specialist at the DCARA  San Jose office.  This position provides a wide range of peer counseling, community education, workshops and advocacy on behalf of the diverse Deaf and Hard of Hearing community in the Santa Clara County area.  The position reports to the Director of Client Support Services.

REPONSIBILITIES:
–    Provide the following services:  peer counseling, advocacy, communication assistance, independent living skills, information & referral and community education.
–    Ensure completion of intake paperwork, Individual Services Plans, statistical information and monthly reports. –    Work with the Director of Client Support Services to develop linkages and working relationships with governmental and community-based organization/agencies in the city of San Jose and Santa Clara County that provide services to the Deaf community, as well as other agencies primarily serving deaf community.
–    Represents DCARA and/or the deaf community at meetings and community events.
–     Provide Deaf culture sensitivity trainings or  other related presentations at locations outside  the office or conduct home visits as needed; must be able to arrange for own transportation.
–    Coordinate special projects as delegated by the Director of Client Support Services.

Required Skills
–    BA degree in Social Services, Deaf Studies or related fields; OR 3 years of documented experience working in service provision to the Deaf Community or work in a human services setting.
–    Fluent in American Sign Language & fully knowledgeable of Deaf Culture
–    Knowledge of relevant issues associated with the Deaf, Hard of Hearing and Late Deafened community.
–    Experience with PC including Microsoft Word, Excel and PowerPoint.
–    Excellent interpersonal and communication skills.
–    Ability to work independently, as well as a team player.
–    Ability to work with people from a variety of racial, economic, linguistic and cultural backgrounds.

Desired Skills
–    Master’s degree desired

Provide academic advising, tutorial support, direct instruction in the NTID Arts & Imaging Studies associate degree programs, career/placement information, and develop tutorial aids for a variety of content areas relating to photography.
