DeafDigest dedicates this edition to interpreter Deborah Gunter,
who departed us. She owned and operated her own interpreting
agency – Sign Shares in Houston, Texas. She was always
striving to maintain high standards among interpreters.

DeafDigest dedicates this edition to Emmett Casey, who
departed us. He worked in the field of deafness for many
years, mostly on the west coast. It was at Gallaudet, as a
young man, that he got his start working with the deaf. As a
former great college basketball player, he spent a lot of
time mingling with the Gallaudet athletes and coaches
during practices and games. That was before he moved on
to different deaf-related positions over the years and

DeafDigest dedicates this edition to Julius Seeger,
Austin, Texas, who departed us. Impossible to describe
him briefly in this article – and so, please go to

– What the stories are saying about the deaf?

A nice story was written in a Wisconsin newspaper
on handyman services of Jeff Maure, Sheboygan
Falls, WI, who is deaf. He owns his own handyman
services business and he is capable of doing work
around the houses – kitchen, recreation rooms, painting,
flooring, drywalling, decks, etc, etc.

A restaurant waiter, not deaf, was written up in a
newspaper story. He was asked what was his memorable
moment as a waiter. He said one night a group of four
deaf men, all of them drunk, sat down at his table.
While ordering food, they behaved obnoxiously, making
inappropriate comments. The waiter hated serving
that deaf group. But when they left, and paid their
check – surprise, the tip was very big!

The Agency for Healthcare Research and Quality came up
with this finding – that deaf patients get better medical
care if the health providers use ASL themselves as
opposed to using interpreters. This finding was published
in a recent edition of the American Journal of Preventive Medicine.

– Sunday December 11th

When people walk out of a fully catered banquet, what would
the hosts do with the uneaten food? Give it to the deaf!
Employees with the Botswana Telecommunications Corporation
walked out of the banquet, angry at their CEO. The stuck
hosts then gave these meals to the Francistown Centre for the Deaf!

– Monday December 12th

East Texas Medical Center Regional Healthcare System has
reached agreement with The U.S. Department of Health and Human Services’ Office for Civil Rights to provide
interpreters during visits to the medical offices.

– Tuesday December 13th

Clive Robbins, not deaf, passed away. He believed that
Music Therapy would help the deaf, and in fact, developed
that program at New York State School for the Deaf (Rome)
for a few years during the seventies.

– Wednesday November 14th

While campaigning for UK election as Prime Minister
David Cameron promised to uphold the slogan – Every Disabled Child
Matters. He has been accused by deaf activists of not living
up to this promise.

– Deaf Miscellaneous stuff

The Department of Labor is proposing a new rule, requiring
federal contractors and subcontractors to set up a 7 percent
hiring goal. This means at least 7 percent of their workforce
must be deaf and/or disabled.

A mother of a deaf child in India told a newspaper

When I first learned that my son was deaf, I stopped
speaking to him. I thought there was no use in speaking
to a child who cannot hear

This comment is always heartbreaking – no matter
where it is – USA or India or anywhere.

Deaf gamers that play the Resistance 3 video game
will be disappointed with captions.
The game review said that it is very small and hard
to read. And that deaf gamers will always be at a disadvantage for that reason only!

Many people occasionally type “teh” when they really want to type
“the.”  Sometimes stenocaptioners and CART providers also make
fingering errors.  Because captioners do not type one key at a time,
but instead they write whole words or phrases at one time, their
errors look different from the errors of someone typing on a computer

If a stenocaptioner realizes that he or she made a mistake, it can be
corrected immediately.  The usual method for a captioner to correct
an error is to hit the asterisk key, and that will delete the
immediately prior stroke.  However, if the captioner has already
entered two or three more strokes after the mistake, it is usually
too late to go back and correct it.

If a captioner realizes that he or she made a mistake two or more
strokes previously, what most captioners do is enter a dash stroke
(–) and attempt to rewrite the wrong words.  This is also the same
method most stenocaptioners use to indicate a mistake or change of
thought by the speaker, so you may not be able to tell if it was the
captioner’s mistake or the speaker’s mistake.

If you see a sentence captioned like, “They did an analysis of the
fail you’re rate among — failure rate among students at the
university,” that would probably be a correction of a fingering error
by the captioner.

Years back, Kent LaPage, chaired the Portsmouth (NH) School
Board which voted to eliminate a Deaf and Hard of Hearing program.
Lack of funding was the reason.
Fast forward today. LaPage has become late-deafened, while still
continuing to serve on the School Board.
He is now advocating the needs of the deaf and the hard of hearing
students in his school district!
New Hampshire, by the way, is one of the few states in USA without
its own school for the deaf. The school, located in the state, was
Crotched Mountain School for the Deaf. It closed for good in 1979.

There are newspaper stories saying that technology will
render obsolete our sign language  – and that the future
deaf will prefer to mingle with hearing than with their
peers – and that deafness will be completely eradicated
thanks to the CI and genetical engineering.

True or false?

DeafDigest wishes to point out this following example:

a deaf person, attending a hearing college, looked down
on those that attended Gallaudet and NTID, implying they
were intellectually inferior. Yet that person was so lonely
throughout four full years at hearing college and only made
one friend – a hearing student, who did not fit socially with the college campus life. After graduation, this deaf
person found a job at – guess what, Gallaudet. And that
person married a Gallaudet graduate!

The Deaf and the Law:

A deaf mother, living in Takamatsu City, Kagawa Prefecture
(Japan) wanted her deaf daughter to take a vocational
course in Tokyo. She filled out application papers
to obtain interpreting services. Her request was
turned down. Why? Because she didn’t live in Tokyo, which
is where she wanted the interpreter for her daughter.

She is filing a lawsuit and is being assisted by the
Federation of the Deaf, National Study Association on
Interpreting Issues, and Japanese Association of Certified Interpreters.


News of the Week – Looking Back 10 Years Ago:

Disappeared and gone for good! On January 9, 2001,
the domain name will be gone for good.
Jamie Clark, a deaf man and a Gallaudet graduate,
founded Clark Internet Services in 1993. It grew to become
a major player among Internet Service Providers in the
Mid-Atlantic states. Verio purchased Clark.Net several
years later, but has always allowed the domain
name to continue.
Not any more – Verio has sold their dial up business
to Earthlink and individuals with the email
addresses will not be able to use these any longer.
Meaning the trace of deafness in the
domain address will be then gone for good.


News of the Week – Looking Back 5 Years Ago:

This coming December 21st will be something special
for us, the deaf.
Liberty University will play against Lipscomb University
in a NCAA-I basketball game.
Just another NCAA-I basketball game? Not quite.
Dwight Brewington, who is deaf, plays for Liberty
University. Ryan Daniel, who also is deaf, plays for
Lipscomb University.
They are transfers from another NCAA-I basketball
schools; Dwight from Providence and Ryan from Auburn.

(editor’s note: Dwight applied for NBA draft as a
hardship case, and was not drafted at all. Ryan
left the team after the season)


Deaf Apocalypse of the Week:

There was a posting on a deafblog regarding a hearing
teacher whose class included a deaf student. And that
she was showing a video in the classroom. The video
did not show captions – only because the teacher
refused to turn it on, despite repeated requests
by the deaf student!

The Maine Center on Deafness (MCD) is a nonprofit organization that serves people throughout Maine who are D/deaf, hard-of-hearing, late-deafened or speech-impaired by providing resources, advocating for social equality, and helping the general public to better understand and appreciate our constituents. life experience, culture, history, and civil rights issues.  MCD currently delivers programs in the areas of civil rights advocacy and legal services, adaptive equipment distribution and sales, communications and outreach for Maine’s Relay Service, and other programs.

MCD seeks an energetic and experienced civil rights advocate and/or attorney with program management experience to serve as manager of our Civil Rights Program.  We are looking for the right person for this position, whether an attorney or advocate.  Because we have a part-time attorney on staff already, attorney experience is a plus but not required. The manager of the Civil Rights Program (CRP Manager) is responsible for ensuring that the Civil Rights Program meets the service delivery and reporting requirements of our funding grants/contracts, and is delivering high-quality legal and advocacy services.   The CRP Manager will meet personally with clients to deliver advocacy services; if an attorney, the CRP Manager will deliver legal services and represent the client in administrative and court proceedings.  The CRP Manager also leads interagency collaboration, grassroots activism/education efforts, and systemic advocacy at the Maine Legislature.  The CRP Manager is responsible for effectively managing and reporting quarterly and annually on program outcomes, including budget, staff, and grant/contract compliance.  This position reports directly to the Executive Director and contributes to the advancement of MCD.s mission and vision.  Compensation is competitive and commensurate with experience and skills.

Applicants must possess excellent leadership, managerial, interpersonal, and written and communication skills.  Experience with civil rights issues in legislative and/or legal setting is a must.  Experience with ADA compliance, with civil rights law generally, and with special education law are greatly desired, as is experience with Maine’s legislative process.  Familiarity with ASL, alternative communication modalities, D/deafness, Deaf Culture, and hearing loss is preferred.  Attorneys will be required to maintain an active Maine license.

Technical Sales Engineer, Large Accounts combines technical knowledge with sales skills to provide support on a range of products/services to our clients that are deaf organizations of all sizes. The Sales Engineer will be interacting with the Clients. Operation, HR, and Technical teams. Technical sales engineers are a key point of contact for our large accounts providing services to organizations in which there are  multiple deaf and hard of hearing users  like Universities and educational institutions. The ideal Technical Sales Engineer will provide both pre- and post- sales support. They will drive the technical implementation as a project manager. They liaise regularly with other member of the sales team and colleagues from a range of departments such as Information Technology, Research/ Development, and Quality Assurance.

Fluency in American Sign Language is a requirement for this role.

Typical Work activities

Tasks typically involve:
–    Searching for new clients who might benefit from Purple’s products and services
–    Develop long term relationships with clients through managing and interpreting their requirements

Position Summary
The Program Director will supervise and monitor the day to day operations of the residential and education services provided at the Pressley Ridge School for the Deaf.  They are responsible for the supervision of service delivery, staff, adherence to internal policy as well as external regulation and licensing requirements, sound fiscal operation, and communication and liaison with local community groups, schools, service agencies, and local state offices and courts of the county and stated.

A.    To ensure overall program direction and oversight to program operations, the Program Director will:

1.    Create and maintain systems for the documentation of all educational activities and uphold the confidentiality of all program records and files;
2.    Ensure that all program activities and staff practices are in compliance with the regulation and in keeping with Department of Education, DPW and Pressley Ridge policy, values, and standards of professional and ethical conduct;
3.    Develop and oversee a safety program that addresses the safety and well-being of staff and consumers in all activities and environments in which we work.

B.    To ensure solvency through adherence to the PRESSLEY RIDGE budgetary process, maximizing staff productivity and system efficiencies, and effectively using agency resources in pursuit of program goals, the Program Director will:

1.    Develop, implement and live within the program budget;
2.    Manage buildings and grounds, vehicles and equipment, and PRESSLEY RIDGE property and supplies in keeping with PRESSLEY RIDGE standards:
3.    Develop and manage systems for the efficient utilization of workforce by establishing staffing patterns, job designs, work schedules, and performance and productivity standards in keeping with PRESSLEY RIDGE values and standards;
4.    Oversee the development of educational costs and revenues, (per diems, etc.);
5.    Review and approve travel and receipt requests;
6.    Establish capital budget request.

C.    To ensure the maintenance of a full complement of competent and committed staff/treatment parents to fulfill the mission of the program and agency, the Program Director will:

1.     Develop and implement effective strategies for recruitment, screening, selection and hiring of a diverse, qualified workforce;
2.    Develop and implement effective staff development strategies including targeted training, supervision, succession planning and professional development programs aimed at enhancing staff competence, satisfaction and retention;
3.    Maintain effective performance management and evaluation system to ensure accountability;
4.    Administer an appropriate and equitable compensation program consistent with agency practices and standards;
5.    Maintain or provide oversight for the maintenance of updated HR files on every staff.

The Commission for Deaf and Hard of Hearing is seeking an Executive Director (ED). The ED will be responsible for managing department directors and other agency staff; plan and direct new and current programs or services; oversight of the development of the Agency’s program budget projection; develop program goals and objectives; develop Request for Proposals; management and oversight of various Agency contracts; work and interact with the other State Government agencies; review proposed regulations; respond to multiple inquiries from legislators, other agencies and many interested parties; represent the Agency at meetings and public functions; participate in legislative activities that include presenting program and policy analysis; represent the Agency during legislative sessions.

Qualifications for the position: A Master’s Degree in Business, Public Administration, Social Services or a related field is required for this position. Eight (8) years managing programs or projects that include strategic planning, and/or developing and implementing programs or services that require interaction with other agencies and/or with multiple parties to include five (5) years experience in direct staff management.
