A new acronym is going on at the Gallaudet campus.
It is LRSP, which stands for Long Range Strategic Plan,
for the years 2010 – 2015.
Issues challenging, as well as enhancing, Gallaudet’s
future were addressed during the Gallaudet board of trustees’
work sessions that took place last week.
Every decade means dealing with new issues and new
challenges, and Gallaudet is no different from other
institutions of higher learning.
Gallaudet has thrived in the past. It will continue
to thrive in the future.

DeafDigest mentioned last week a CI bill in
Wisconsin that passed legislation. A provision in this
bill, that many of us are not aware of, includes hearing
aids.
How did this bill come into being? It was supported,
rather strongly by the Governor’s Council for the
Office of the Deaf and Hard of Hearing, a mixed group
of ASL and oral individuals.
Said an insider – it was a political bill,
considered a win-win situation by the deaf and the
oral factions on the council.
As a sidebar, the State Superintendent’s Council
for Education of the Deaf and Hard of Hearing is
working on a Wisconsin Agenda, which wishes to provide
an unbiased information on CI’s and use of ASL.
Again, said the insider – we have a lot of
stuff going on!

There is a for deaf travelers wanting to cruise on
the Royal Caribbean and Celebrity Cruises for vacation
trips.
If the trip starts and ends outside of USA borders,
interpreters will not be provided. Interpreters will be
provided, however, if the cruise touches parts of USA.
The cruise officials cited increased costs in
providing interpreters as the reason.
The Deaf Community is already up in arms!

SMART OR DUMB ROBOTS
In future there will be robots that will help
the deaf in communications. Two examples are robots
that can read lips, or robots that can do ASL.
Smart robots? Yes and no. A robot can do one task
only but cannot do all tasks. A robot can lipread but
cannot do ASL or a robot can do ASL but cannot lipread.

GENETICS OR METABOLOMICS
For years we know what Deaf Genetics mean – either
to engineer a “perfect” baby that will not be deaf

VALUE OF DEAF EDUCATION AT UTAH STATE UNIVERSITY
There was a newspaper write up, posted on a
web site, that said Education of the Deaf was the
5th most popular degree conferred by Utah State
University.
To be fair, this 5th billing was split between
Deaf Education and Communicative Disorders, which
may or may not be related to deafness issues.
Bottom line is – how many of these graduates
will stick with Deaf Education ten and twenty
years down the road!
ERADICATING DEAFNESS IN NEWFOUNDLAND AND LABRADOR
A newspaper story, posted on a web site, said:
The only cochlear implant surgeon in this province
says deafness is a disability which is being eradicated in
Newfoundland and Labrador
Huh! To eradicate means to completely remove,
and in this case, to have deafness disappear completely
in the Canadian province of Newfoundland and Labrador.
Realistic? No, and besides, a deaf person implanted
with a CI is still a deaf person regardless!

Hot DeafNews boring, but important!
Much speculation is already going on about Justice
David Souter’s retirement. Big question is – who will
Obama appoint?
His appointment may impact on us, as far as ADA
regulations are concerned. Some justices are strict
with ADA language; some justices are flexible with
ADA language. Souter was a bit flexible, and so
would the new Justice be more flexible or less
flexible than Souter.
This is why we are holding our breaths awaiting
announcement of Obama’s appointment (and the eventual
Capitol Hill fight)!

Question of the week:
Q. I have seen this phrase SCPI. What is it?
A. It is Sign Communication Proficiency Interview.
It means individuals that work at schools for the
deaf must master sign language skills within a
certain time frame, like 2 or 3 years.
As explained by a SLPI coordinator at a school for the deaf:
I conduct the taped interview. My raters rate the tapes.
Every job at the school has different signing levels. For
a teacher, the minimum level is Intermediate and the
preferred level is Advanced. You must have the a minimum
level qualify for the job and you have 2 years to get to
the preferred level. For Maintenance or Housekeeping, the
minimum level is No Functional Skills and the preferred
level is Survival level. We can hire anyone for these 2
positions without rating their signing skills but they
have to meet the preferred level within 2 years.

DeafHistory – Looking Back:
Year 1980 – a radio ham (himself an electronics
expert) and his deaf wife came up with the first
“deaf pager”
It was a primitive set up but it worked. They used
a tiny TTY device which was hooked to a portable radio
ham device. They would first use voice to identify
themselves with each other, and then use the TTY
to send text messages. They tried it at a huge
convention hall and it worked

Deaf and the Money:
Q. Is it worth to get hurt while fighting other fellow
employees just to grab the hidden $1.00 bill in an
employee bathroom?
A. For several employees, it was worth it! Some years
back, a deaf service agency executive director was upset

no one bothered to clean it up after use. To make his
point loud and clear he hid a $1.00 bill on the floor
under the sink. Several days later, the $1.00 bill was
still on the floor. He then lectured his employees in a
staff meeting. All of a sudden some of them ran to the
bathroom trying to grab that $1.00 bill. Some of them
came back hurt, bloody, bruised, aching and limping!

The Kentucky Commission on the Deaf and Hard of Hearing is

for the Deaf and Hard of Hearing.
This position coordinates all information and referral activities
on deaf and hard of hearing services and programs on a
state-wide basis; and utilizes a wide variety of communication
methods, such as American Sign Language, to serve deaf and hard
of hearing citizens of Kentucky with their information, referral,
and advocacy needs.
The position is located in Frankfort, Kentucky.
Minimum Requirements: Graduate of a college or university with a
bachelor’s degree. Applicants must have two years of administrative
experience providing services to the deaf and hard of hearing.
Typical Working Conditions: Work is typically performed in an office
setting and requires travel both in and out of state. Ability to
communicate with deaf and hard of hearing individuals with a wide
