– What the stories are saying about the deaf?

DeafDigest mentioned a while back that Remploy
was the British’s largest employer of the deaf
and the disabled. Well, Remploy is suffering
from funding cutbacks and has been forced to lay
off part of its workforce. Stephen Dering and Gill Winstanley, both deaf, lost their jobs with
Remploy. Not to despair, they partnered together
to establish Argonaut Enterprises, a building
and cleaning maintenance company. Already there
are 24 people employed by Argonaut. This company
provides cleaning, security, catering, gardening
and plumbing. The company started 18 months ago.

Jocephyne Yap, a deaf woman of Malaysia, was written
up in a newspaper story. She is a leader in the
Malaysian Deaf Community – but she balances family
life with her role with the Deaf Community. And
she is taking courses in counseling on the side to
help the deaf community even further.

– Very Hot News

How many deaf people own doctorates? And even more so, how
many deaf blacks own doctorates? This was the issue that
was addressed at the panel – Black Deaf Doctorates that
took place recently on the Gallaudet campus. A key comment
was this:

This comment was made by Angela McCaskill, Ph.D, the deputy to Gallaudet president and the associate provost for diversity and inclusion.

– Sunday March 18th

Years ago we had a prototype Deaf captioned radio network in the Philadelphia Deaf Community. It died when the government grant ran out. And now this – in Israel there is a more modern captioned radio network
for the deaf. The captions on a radio program is
shown on the program’s web site.

– Monday March 19th

The Northern Virginia Resource Center (NVRC), near Washington, DC, was spared a potential funding cutback from Loudoun County for services to its deaf and hard of hearing residents. The member of the county council thought that NVRC was duplicating the services of
three other agencies that was funded by the county.
One was a hearing & speech center, one was an independent
living center and the other one was reading services
for the blind. When the councilman realized that NVRC
is different from these three other agencies, the
funding went back to the budget.

– Tuesday March 20th

Four deaf students from Mexico HS, near Syracuse, NY,
worked together on a project – contacting 43 business owners
in town, asking them how could the needs of deaf customers
be accommodated. Their findings were shared at a town
hall meeting.

– Wednesday March 21st

Communications between the deaf and the mental health
professionals continue to be poor – according to
The Lancet, a top ranking medical journal.
This story was based on medical health conditions
among the British deaf.

– Deaf Miscellaneous stuff

DeafDigest editor knows of deaf people who suffered from
the Sudden Deafness Syndrome – as if a person was chatting
on telephone and suddenly could not hear anything – or of
someone going to bed as a hearing person and waking up
as a deaf person. Well, the Otolaryngology: Head and Neck Surgery
publication printed a national treatment guidelines that
deal with sudden deafness. They are saying it is the first
such guidelines ever.

Deaf people are used to being tapped on the
shoulder – by other deaf people or by other
hearing people that want to call to attention.
Tapping on the shoulder is a strong part of
the Deaf Culture.

Because of a surveying error many years ago, the states of
North Carolina and South Carolina have agreed to redraw the
borders on a very small piece of the disputed land.
Maybe the disputed piece of land is so small that it may
not warrant more issues. But what about deaf residents
(if any) on this piece of land? If one attends a state
school for the deaf, it may force him to transfer to
the other school for the deaf.
If one is a member of the state association of the
deaf, must he be force to join the other state

There are many deaf people that are retired and enjoy
active retired lives.
Some of them, however, are not fully retired – perhaps
They have invested their money into their children’s
businesses – restaurants, small businesses, etc. And they
stay in the background, but watching it all from above

I have to worry about classifiers, active discourse,
discourse mapping, eye/head engagement, prosody,
fingerspelling, mouthing for adverbs and adjectives,
use of space, verb agreement – before I step on stage
and interpret for my deaf client!

When I tell people that I am a CART provider, many times they look at
me with a quizzical look.  Some of them might be thinking shopping
carts.  Others could be thinking golf carts.  Even members of my
family do not understand what I do.  Some of them still think I use
sign language rather than a steno machine.

After I explain that CART is an acronym for Communication Access
Realtime Translation, I usually still have a lot of explaining to
do.  I almost always have to use the example of realtime captioning
to explain it.  I try to tell them that it is like the captioning
they see on TV, but without the pictures.  I explain that a CART
provider supplies realtime translation of speech to text on a
computer monitor or another display.

The best way to understand it is to see a CART provider in action.
If you or someone you know hasn’t seen the work of a CART provider, I
invite you to check it out at the next conference, meeting, or other
event where a CART provider is present.

The Deaf and the Law:

The South Texas College of Law has a clinic in Houston where free legal assistance can be given to low income deaf
clients. Legal advice is given on Family Law, Probate,
Estate Planning, Guardianship and Community Education.

Their slogan is:

Great, for the deaf? Look again – if you need assistance
with such issues like criminal, landlord/tenant, real estate, consumer matters and protective orders, you are out of luck.

That clinic won’t touch these cases!


News of the Week – Looking Back 10 Years Ago:

On The Green, a publication of Gallaudet University profiled
student Elad Rathe, an Israeli member of the men’s basketball
team. It said that he served in the Israeli Army prior to
enrollment at Gallaudet.
He said “I am proud that in Israel they allow deaf people to
serve in the Army.”
Elad, however, was a mapper with the Army, responsible for
drawing maps of areas around the country and marking the

DeafDigest’s verdict on “Through Deaf Eyes”?
It does not leave us with good feelings; DeafDigest
mentioned few weeks ago that there were too many
factions – ASL, Oral, CI, Cued Speech, Late Deafened,
hard of hearing, residential schools, mainstreamed
programs, etc, etc.

Communication and Relations
–    Provides leadership, training, and support to program staff in maintaining positive, supportive, and constructive working relationships with parents. –    Develops and maintains positive, supportive, and constructive working relationships with consultants. –    Develops and maintains on-going relationships between MSDB and special education directors, the Office of Public Instruction, CSHS, and collaborates with education partners such as Vocational Rehabilitation, Blind and Low Vision Services, the Montana Association for the Blind, the Montana Association of the Deaf, the Montana Council ASE, APH, AER, NAPVI, and other organizations related to DHH or BLV.
–    Develops and maintains memorandums of understanding with Part C providers as needed to support infants and preschool students who are DHH or BLV.
–    Works with consultants to provide and coordinate statewide conferences, workshops and in-service opportunities for educators and families.
–    Participates in professional development activities and attends regional, state, and national conferences and represents MSDB in statewide and national initiatives and projects to maintain contemporary knowledge and skills.
–    Serves on advisory councils and state level task forces. –    Assumes other duties as assigned by the superintendent.

EDUCATION AND EXPERIENCE:  A bachelor’s or master’s degree in education, special education, or specialist degree required.  Completion of a course of study in special education required with completion of a course of study in the area of deaf or blind education preferred.  Ability to obtain a Montana Class 3 Administrator License with supervisor’s endorsement within 3 years of date of hire is required.  Five years experience as a classroom teacher, special education program manager, itinerant consultant, or any combination of experience in these positions is required.

Experience working in a special purpose school for the deaf or the blind preferred.  Experience managing an outreach/itinerant services program or working as a consultant or itinerant teacher or specialist in deaf or blind education preferred.
