DeafDigest dedicates this edition to Edwin Spatz who
departed us at the age of 99. A resident of David
City, Nebraska, he was the last sole surviving member
of the legendary 1931 Nebraska School for the Deaf basketball team that went unbeaten and won the state all-classes basketball championship. After graduating he went back home and worked on the family farm.

We now have one more retirement community for the deaf,
though it is small. It is in Little Rock, Arkansas. The
Good Shepherd Retirement Community has set aside several
residential units for the deaf, with these deaf devices
installed inside.

The Deaf and Hard of Hearing in Government (DHHIG)
is making interpreting services in the federal
government a priority. A workshop on this issue
may take place at the 2013 National Training Conference.

The Social Security Administration is having a webinar
on October 31, 2012 from 3 pm – 430 pm EST. It is about
SSDI people doing volunteering and community service
with the possibility of getting employment. You need

to register for the webinar.

The University of Swaziland is getting involved with
a sign language project. This group wants to learn
all about the nation’s different sign languages
and to see if they can come up with a new Swazi sign language dictionary. This project is expected to last
three years.

The deaf people of Zambia are not allowed to drive.
The government is saying their deafness is a risk
for other drivers and pedestrians. The deaf community
is mounting a protest, citing that deaf people in many
nations are allowed to drive.

“Coffee With a Cop” and every week, a police officer has a coffee
at a cafe with a deaf or with a disabled person.

Going on right now is a local arts festival in
Bologna, Italy. And as part of the festivities,
a pop-up deaf-owned restaurant has been set up.
This restaurant has an unusual name – Untitled.
Why Untitled? The restaurant managers felt it is
the right word to stress the visual needs of the deaf.
And there is a discount at the restaurant – for
hearing patrons that make an effort to communicate
in Italian Sign Language!

“Why do you have to hit all of those keys at the same time to make
such a simple word come up?  Wouldn’t it just be easier to type on a
regular keyboard one letter at a time?”

Being a CART provider, I have heard these kinds of questions many
times.  Yes, it might be “easier” to type one letter at a time, but
if CART providers and captioners did that, there would be no way that
they could develop the speed that they need to provide realtime
translation for the different events and broadcasts where captioning
and CART are provided.

Using a standard QWERTY keyboard, the fastest typists can sometimes
get up to around 120 words per minute.  It is more common for good
typists to average 60 to 80 words per minute.

The standard rate of speech for most people is around 160 to 180
words per minute.  Many speakers consistently average over 200 words
per minute.

As you can see from these numbers, if someone is using a standard
keyboard and trying to type one letter at a time, even the best of
typists cannot keep up with most speakers.

However, using the steno keyboard, someone can keep up with most
speakers.  In order to be certified by the National Court Reporters
Association as a Registered Professional Reporter, which is the
entry-level test for court reporters, someone must pass a test on
testimony material at 225 words per minute.

If you can write at 225 words per minute rather than 100 words per
minute, you will be able to do a much better job of keeping up with
speakers in today’ rapid-paced world.


You purchase a cell phone with a contract after
writing notes back and forth with the sales person.
For some reason, it was never written down that the
contract was for two years. It was thought the
contract was for 18 months.

Washington, DC has many voluntary bar associations,
involving attorneys within their areas of interest
and expertise.

We do not have a voluntary bar association on Disability Law.


There was an effort to form a Deaf Bar Association
but it never got off the ground. One reason was
deaf and disability attorneys having problems
agreeing with each other. Other reasons is lack
of infrastructure, lack of a clear mission, and lack of numbers.

Rochester Democrat and Chronicle’s loss is
NTID’s gain! Greg Lividas, who is not deaf but
signs fluently, will assume duties at NTID
in mid-November as the Director of Media Relations.
With the newspaper, Lividas earned fame for
his well-written articles on the Rochester
Deaf Community.
Will the newspaper find someone to replace
Greg and to continue covering the Deaf Community?

DCARA is a community-based nonprofit agency with offices located throughout the San Francisco Bay Area.  DCARA supports and provides a wide range of peer counseling, education, advocacy, and intervention programs for the diverse Deaf and hard of hearing community.   DCARA seeks an experienced part time (20 hours a week) Family Advocate to provide advocacy-driven services within the Family Connections Department  which include working with deaf, hard of hearing, late deafened, and hearing families with deaf or hearing children to protect their rights.  This position reports to the Director of Family Connections.

–    Advocate for communication access, appropriate accommodations and cultural understanding for deaf and hard of hearing children within the school system.
