Dedication -
DeafDigest dedicates this edition to Frederick Cook,
Nesco, NJ, that departed us. Himself deaf and a
graduate of New Jersey School for the Deaf, he worked
in a profession that where deaf employees are rare, if any.
He was a heavy equipment operator, a long time employee with a construction company. And his deafness was not
an issue with the International Union of Operating Engineers that he belonged to for many years.
DeafDigest dedicates this edition to Martin Belsky,
who departed us. A former New Yorker, he became a teacher and principal at Michigan School for the Deaf
after graduating from Gallaudet. Because of his strong
interest in sports, he got involved with the
American Athletic Association of the Deaf and with the
USA Deaf Sports Federation as an administrator.

Thanks to Apache ASL Trails (Arizona), the U.S. Department of Housing and Urban Development may be forced to revise
its policy to require open housing (mixed deaf-hearing)
senior citizen units. Apache ASL Trails wanted 100 percent deaf housing; the HUD said no. This may change. Stay tuned!

Relay Texas is pushing hard the word that telecommunications
equipment can be distributed free for deaf and hard of hearing
residents.
The municipal government of Hokkaido, a city in northern
Japan, is pushing for sign language everywhere to make
things accessible for its deaf residents.
Gallaudet University is hosting the meeting of the International Telecommunication Union. A big issue during this meeting is
addressing relay system standards.
As with the municipal government of Hokkaido (above), the city
of Hiroshima is also pushing to make sign language accessible
in public facilities.
An article, titled Deaf Prisoners in Florida Face Abuse and Solitary Confineme, was published by Solitary Watch, an
advocacy group that tries to protect the needs of prisoners.

Teaching Positions Available at a Two-Week Sign Language Summer Day
Camp
Mill Neck Manor School for the Deaf has openings for two teachers for
our Summer Sign Camp for Hearing Kids. The camp runs July 8-12 and
July 15-19 from 8AM to 4PM. Candidates must be very enthusiastic and
enjoy teaching beginning and intermediate ASL to hearing children
ages 8 to 16 years old. Prior experience in teaching ASL preferred.

FIRED FOR WATCHING VIDEOS ON WORK COMPUTER
A deaf employee was fired for watching too
many videos on his work computer.
He thought he was careful. His computer
screen was turned away from hearing eyes.
Hearing people that pass by his office cannot
see the computer screen.
But he was fired. How did the boss find out?

WHAT IS DEAFVILLE OR DEAF TOWN?
In some cities, we have deaf homes that are near each
other. Is it Deafville or Deaf Town?
For example, in Bethany Beach, Delaware, there are six
houses near each other. The residents in these houses
are either deaf or know ASL.
Are there rules that will decide if it is Deafville or
not? Is it many if there are six houses - or is it too
few?

FAKING DEAFNESS IN CHINA
As we all know, life is terrible in North Korea. Hyeonseo
Lee is a hearing defector from North Korea, now enjoying
life in South Korea.
She escaped from North Korea to China. Living in China for a while, she learned to speak fluent Chinese. She then tried to escape China with a group of people for South Korea and was caught by the Chinese border patrol.
They asked her questions about the group. She told them That the group was deaf and could not communicate. The border police let her and the group enter South Korea!

ABUSE TOWARDS DEAF PRISONERS
Helping Educate to Advance the Rights of the Deaf (HEARD)
has issued a report, saying that we have 400 deaf and hard of
hearing prisoners in 38 states plus the District of Columbia,
plus the Federal Bureau of Prisons system.
HEARD is saying many of them are subject to abuse, and that
the worst cases of abuses take place in Florida!

COMMENTS FROM A CART OPERATOR - continuing series
As a CART provider, I often hear comments like: "We don't need a
CART provider or captioner because we already have a sign language
interpreter" or "We don't need a sign language interpreter
because we already have a CART provider."
Unfortunately, the people who make these comments do not realize that
oftentimes sign language interpreters and CART providers/captioners
serve different groups of people.
People who use ASL as their first language should be able to attend
events with a sign language interpreter present. Reading the words in
English on the screen is not enough for them to be included in the
event.
However, there are also people who have hearing loss who do not know
ASL. A person who loses his or her hearing does not automatically
understand how to communicate with sign language. It often takes
years to learn that beautiful language. A CART provider or captioner
is necessary for them to understand what is going on.
People who are planning events across the country need to be educated
about the functions and importance of sign language interpreters and
CART providers/captioners. In order for people with hearing loss to
be included, sign language interpreters and CART providers/captioners
must work alongside one another to provide complete access.
A PET PEEVE OF BEING DEAF
deaf people complaining about interpreting shortages and when
an interpreter is available, they use family members to
interpret for them!
(Every deaf person, no matter if it is ASL, oral,
Cued Speech, late-deafened, hearing aid user, CI user, etc, share these pet peeves. You may laugh or cry)

DeafDigest mentioned that a thief stole an iPad from a deaf
woman, confined to a wheelchair. She needed to use the iPad
to get around with her wheelchair. The thief pled guilty and
was sentenced. He tried to have his sentence reduced but
the judge turned him down.

Lodi News-Sentinel (California) newspaper. He has been
at this position since 2002, and has won the California Newspaper Publishers Association award one year. A
former collegiate football player, he knows everything

Full-Time Position
Position Description
Executive Director of the Nebraska Commission for the Deaf and Hard of Hearing (NCDHH) is the chief executive officer for the Commission and is responsible for the implementation and execution of its programs and services. The Executive Director position is a discretionary non-classified position and is not subject to the State of Nebraska Classified System's Personnel Rules and Regulations. The Executive Director serves at the pleasure of the Commission's Board of Directors. The Commission is a state agency with the main office in Lincoln and branch offices in Omaha and North Platte.
Essential Job Functions . Directs the day-to-day agency operations in the areas of fiscal, personnel management, inventory, and purchasing to ensure compliance with current state laws, rules and regulations, and state and agency policies.
. Develops the agency's budget and coordinates the preparation and oversight of accounting functions including final authorization on all accounting transactions.
. Represents the Commission while interacting with state and federal legislators on issues impacting those who are Deaf or Hard of Hearing.
. Selection, evaluation, direction, training, and supervision of employees.
. Manages program development including analyzing and evaluating procedures and practices regarding organizational structure, staffing patterns, work distribution, and assignments of duties.
. Participates and lead the agency's strategic plan efforts.
. Monitors the agency's progress toward meeting established goals and objectives.
. Is visible and involved with the clients and organizations representing the clients served by the Commission.
. Serves on boards and committees representing the Commission.
. Studies and analyzes existing systems and the needs of people who are Deaf or Hard of Hearing and recommends to the Board of Directors changes in policies, procedures, and standards for the programs and services to meet those needs.
. Communicates a focused vision for the Commission and for individual staff professional growth.
. Sets the board meeting agenda and prepares reports for the members of the Commission's Board of Directors and the various standing committees.
. Oversees the Interpreter Review Board, a sub-board of NCDHH responsible for licensing sign language interpreters in Nebraska.
. Performs other duties as may be deemed necessary or directed by the Commission's Board of Directors.
Non-Essential Job Function
. Oversees the creation and preparation of grants and other fiscal resources for development of special projects and services for serving individuals who are either Deaf or Hard of Hearing.
Qualifications
. Bachelor's degree in administration, social services, or deafness-related fields required. Master's degree is preferred. Minimum of three years of administrative experiences required. Preference is given to applicants fluent in American Sign Language.
. Requires completion of a supplemental questionnaire on or before closing date.
Salary and Benefits
. Salary range is $65,000-$75,000 commensurate with experience and education. . Full benefit package including health insurance, life insurance, retirement, standard paid holidays and authorized leave benefits

JOB SUMMARY The Orientation/Early Intervention Specialist serves families
in the Parent Infant Program (PIP) for the Deaf/Hard-of-Hearing in two
capacities. First as an Orientation Specialist, a deaf individual who is a
fluent American Sign Language (ASL) user, partnering with a second deaf
adult who uses listening skills and spoken language (LSL) as a primary
communication mode. As a team, they meet with new families enrolled in the
Parent Infant Program to help parents better understand the lives of
individuals who are deaf or hard-of-hearing and how they communicate and
interact within a hearing world. Together they present information to
families in their homes and are available for specific questions in the
early months of involvement in the PIP program. The orientation team also
introduces the family to the preschool programs available to their child at
the Utah School for the Deaf once he/she is three years old. Orientation
responsibilities will consume 50% of the job position. The second role is
that of the Early Intervention (EI) Specialist. In this role the incumbent
works directly with families in their home on a weekly basis to help them
understand hearing loss and the impact it can have on a child.s
communication and language development; the impact of having a child in the
family who is deaf or hard of hearing; the amplification and communication
options available to their child; communication and language skills and
strategies to enhance communication, language, and auditory skills
development, and overall child development. Collaborates with other team
members and with PIP staff within the program to ensure the child and family
receive coordinated and beneficial services until the child turns three, and
coordinated services as the transition from early intervention to preschool
takes place. The EI Specialist may also have responsibility for either
ASL/English or LSL toddler groups in the Ogden and/or Salt Lake City areas.
The toddler groups, held weekly, provide children with opportunities to
participate in a group setting and interact with other children who are deaf
or hard-of-hearing and have more opportunities to have appropriate adult
language models; performs other duties as assigned.
