It says so in the agency's disability report. Disability advocates are very angry about it.   -- deaf agency possibly involved in a crime A deaf agency is being investigated by police, accused of hiring a hearing Russian woman to sell lottery tickets as a fund raiser. The police suspect the woman was "forced" to sell tickets in order to make a living.
