Two state agencies are involved - the state Department of Civil Rights and the state Division on Deaf and Hard of Hearing. Simply put, it is making the rules more efficient, more practical and more applicable. Top stories about the deaf: The Oscars have pretty much dominated the news. There was a mention of the Best Oscar Speech ever - which was given by 1975 Best Actress winner - Louise Fletcher. A Coda, she gave her speech in ASL to honor her deaf parents that raised her. There is an alarming trend in Great Britain, of financial institutions converting to remote customer service operations on the telephone, and refusing access to deaf customers, via interpreters. They are still refused access even when correct code numbers and code answers are provided. The latest British bank to refuse access is the Halifax banking chain. Access is still refused even when the Halifax spokesperson has apologized.
From time to time we read of deaf individuals making
it in the world of music. The latest is Robbie Wilde, a disk jockey in New York. He was widely written up in the newspapers this week. He, however, does not use sign language. The NPR Labs won a contract from the Homeland Security and the FEMA to work on an emergency alerting system for the deaf and the hard of hearing. The feared Sequestration affecting the deaf federal employees? Yes, according to the Deaf and Hard of Hearing in Government. this group is working with the Federal Employees with Disabilities in an effort to protect deaf and disabled employees. .............................................................. NON-CERTIFIED INTERPRETERS AND THE DEAF COMMUNITY DeafDigest editor read a posting on the web that non-certified interpreters place the Deaf Community at a risk. The writer of the posting was lobbying the state legislative body to enact a bill to require all interpreters to be certified. What does DeafDigest editor have to say about it? When interpreters are poorly paid then membership dues are not affordable for them. And besides, some of the best interpreters DeafDigest editor has ever seen are some Codas, and yes, they are non-certified. And they interpret much better than some of these certified interpreters! Yes, all interpreters should be certified, though. WHAT DO INTERPRETERS HATE? hearing person telling the interpreter: I don't need you; the deaf person and I communicate just fine if you have these "hate" or "horror" stories, please mailto:barry@deafdigest.com COMMENTS FROM A CART OPERATOR - continuing series Using computer-aided transcription (CAT) or captioning software, a realtime captioner or CART provider utilizes a computerized personal dictionary in order to translate steno strokes into English words. The captioner may input entries into a personal dictionary that look something like this: KOPB=con STAPB=Stan TEUPB=tin OEP/-L=opal If the captioner were to write the sounds KOPB/STAPB/TEUPB/OEP/-L, they would translate as "con Stan tin opal." In order to translate properly, the captioner would have to input an additional entry to his or her dictionary like this: KOPB/STAPB/TEUPB/OEP/-L=Constantinople Every word or phrase that a captioner writes must be in the computer dictionary created by the captioner. With thousands of words and phrases in a captioner's dictionary, it is sometimes difficult for the captioner to remember if a particular word or phrase has been inputted into the dictionary. You might see occasional unusual translations when you are watching realtime captioning simply because a captioner does not have that word or phrase in his or her dictionary yet. The girl's angry parents have filed a lawsuit against the school district for not finding a replacement interpreter. ...... News of the Week - Looking Back 10 Years Ago: The first leg of the Open Captioning law suit war ended in a battle victory for deaf plaintiffs John Stanton, Kevin Ball and Aaron Fudenske. But the war is far from over as there may be more battles to be waged. Judge Kessler rejected motion for summary judgment from defendants AMC Entertainment and Loews Cineplex Entertainment to squash this lawsuit. The case will go to trial at the US District Court for the District of Columbia sometime soon. Defendants argued that the captions "would" cost too much money. Well, with mega-millions of dollars movie budgets, these defendants are claiming that just few thousand dollars, a drop in the bucket, is "too much" money. Will the defendants settle? Or will they spend millions of dollars in legal fees in this case just to scrimp on few thousand dollars more per film for captions, claiming it would break their bank? This is the big question right now. ...... News of the Week - Looking Back 5 Years Ago: EEOC is saying that the federal government do not have enough employees that are disabled, the deaf included. A report was distributed last week, saying the employment rate is the lowest in 20 years. Why? Deaf Apocalypse of the Week: There was a story of a police officer "fluent" in sign language. He learned signs after attending sign language classes and passing the exams.
