Top stories about the deaf:
The Nature Genetics online site said that the CIB2 gene
is the reason why one thousand British deaf babies are
born every year. The scientists feel that new treatment
will cut down on the rate of deaf babies.
In the past we had eyeglasses that carried hidden
hearing aids. And now this - a smartphone eyeglasses,
which is said to be of help to the hard of hearing.
Not sure exactly how it works.

University of Pennsylvania has a new minor - the American Sign Language/Deaf Studies. This minor
consists of six separate courses.
The Deafness Support Network in northwest England is angry
that many deaf people do not make it to their medical
appointments because of communication issues. As a result,
this organization is pushing hard for changes to allow
the deaf to easily make their medical appointments.

DEATH OF A SPECIAL HEARING FRIEND IS ALWAYS HARD ON DEAF
A hearing friend of DeafDigest editor passed away this
week.
It was hard on DeafDigest editor because the hearing
person always updated him on things that were going on
in the neighborhood, the neighborhood gossip, the
local political issues, etc.
Other hearing people did not care about DeafDigest
editor and ignored him, but that special hearing friend did.
Was that hearing person fluent in ASL? No, he knew
no signs - but always communicated with DeafDigest
editor on everything!

We have many disability advocacy centers. There

work at the centers.

UTILTY APPS FOR THE DEAF
Pepco, an electric power company serving the Washington, DC
area, has come up with an app for the benefit of the deaf.
This should be useful in case of power outages where
electricity have been knocked out.
One thing about this app - there is no way to directly
contact Pepco. One would need iPhone, Android, and Blackberry
for the app to work.
Are there other power utility companies anywhere in USA
with such "deaf-apps"?

A LEADING DEAF COSMETOLOGIST IN JAPAN
Cosmetology is a broad term that defines shampooing,
manicure, nails, hair styling and other skills.
Hirata Miyu-san, a young deaf Japanese woman, shows
promise in that field. She won national student contests
in hairdressing and in nail painting.
She said that while she struggles in communications with
her customers, she uses gestures and catalogs to find out
what they prefer.
WHAT DO INTERPRETERS HATE?

COMMENTS FROM A CART OPERATOR - continuing series
Captioning is being offered at more and more "live" events across
the country and around the world. In addition to the television
broadcast of sporting events, you will find some sports stadiums now
offer captioning of what is going on within the stadium. When a
referee makes a call that the audience can hear, that is being
captioned. When a song is sung, that is being captioned. When the
crowd is cheering or booing, that is being captioned. Captioning
helps people fully participate in the experience.
Some colleges and universities are now providing captioning for
graduations and sporting events. The captioning may be displayed on
screens in the auditorium or stadium, on the Web for live viewing, or
possibly sent to handheld devices.
People with a hearing loss who would benefit from captioning at
sporting or entertainment events, conventions, conferences, or other
public gatherings should make the request of the planners of these
events to provide captioning. Sometimes it is just a matter of
educating people about what captioning is, the technology that is
available, and the importance of providing these services.
A CHOICE OF WORDS
Is there a difference between "a deaf man" or "a man
that is deaf"?
Is "a deaf man" so politically incorrect and that "a man that is deaf" is politically correct?
Or is it the other way around?
A PET PEEVE OF BEING DEAF
You take a long vacation, and travel from hotel to hotel;
you struggle with captions in different TV sets in
different hotels.

A victory for the blind means a victory for the
deaf? Hope so, as far as the ADA regulations are
concerned.
A recent federal district court ruling said that
web sites must be fully accessible for the blind.
And for the blind, it means voice, meaning for
the deaf it should always mean captions.
The case was filed against Target Corporation
which would not make its web site accessible to
the blind.
(FCC is still grappling with this issue of web
captions, forever issuing rulings and forever
facing resistance)

Responsibilities: Day to day management and supervision of
residential setting for deaf adults with mental illness and

internal/outside agency providers and families, conduct consumer and

- RESIDENTIAL ASSISTANT PROGRAM DIRECTORS: (Full time position) This
position provides leadership role for residential staff and direct
client services. Qualifications: minimum of a HS + 2 year related
experience; valid drivers' license; advanced fluency in ASL; minimum
of 2 years' experience with Deaf Community; demonstrated an ability
to supervise, teach, advise and motivate staff members as well as
Deaf Consumers; must possess strong interpersonal skills. Duties:
Provide guidance and training for staff and support to Deaf consumers

community; promote consumers' independence and social relationships.
Must be willing to work some evenings and weekend.
- INTENSIVE CASE MANAGERS - FOR ADULTS: (Full time position)
This position provides resources and support to clients and their
families who reside in the community and in our residential
programs. Responsibilities include: assessing service needs of
consumers to ensure continuum of care; develop service plans;
independent living skills instructions, advocate for access to public
and private services and programs such as medical, vocational and
other services. Qualifications: BA/BS degree in a Human Services
field preferred; or High School Diploma& 12 credit hours in social
science with two (2) years mental health direct care experience.
Must have strong organizational skills; fluency in ASL, familiarity
with other visual communication modes and language levels. Must be
willing to work some evenings and weekends as needed and travel
various areas in the community. Knowledge of laws governing the
rights of Deaf and Hard of Hearing individuals including IDEA and ADA
a plus; and must have a valid driver's license.
- THERAPIST/PSYCHOSOCIAL REHABILITATION COUNSELOR: (Full time
position) This position provides therapeutic and psycho-educational
workshops and group sessions for consumers who are deaf. The
qualified candidate shall possess: BA in psychology, counseling or
any other human services field; must have 2 years' experience with
individuals with mental illness and/or mental retardation including
treatment planning and progress notes; advanced fluency in ASL
required; must be innovative, creative and be able to work in a team
environment. Duties: Develop, coordinate and provide
group/individual therapy for wellness maintenance and
psycho-educational workshops.
- RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration. Duties: Provide supported living and training to Deaf
consumers with mental illness and/or developmental disabilities
living in the community; promote consumers' independence and social
relationships. Positions open for weekend and evening shifts.
Qualifications: HS + 1 year related experience; valid drivers'

ESSENTIAL FUNCTIONS
- Markets to employers throughout Pima County to meet their placement and training needs
- Markets COPD services and obtains contracts for services, job placement and training
- Creates job placement and training opportunities for consumers at COPD
- Attends WIB and Youth Council meetings
- Develops and implements strategic marketing plan for COPD job training/placement
- Develops, recommends and assists management in job placement and operational policies needed for vocational programs
- Oversees the daily operation of the Job Placement, Job Training, Ability One and Youth Services Programs, contracts and collections processes; monitors quality of services and billing processes
- Oversees development of Job Training Program
- Monitors Job Training, NISH, WIA and Job Placement Programs
- Coordinates training of staff in the areas of general procedures, behavioral techniques and community based programming
- Maintains contractual relationships with DDD, VR, WIA and NISH
- Develops new programs that provide new opportunities for consumers to include NISH contracts, Business partnerships, and community partnerships
- Oversees and monitors contracts to maintain objectives and contractual goals
- Reviews and maintains CARF procedures and Affirmative Action goals
- Supervises staff and acts as a liaison between all parties including businesses requesting work, school systems and rehabilitation team
- Supervises assessments and placements into new programs
- Responsible for recruiting, hiring, training, evaluating, providing constructive performance feedback and separating employees
- Serves as SCS Administrative Team member and provides input regarding COPD's agency needs
- Supervises NISH staff and Summer Youth Program Coordinator
- Reviews quality of job placement program and determines appropriate staffing patterns
- Develops new programs and opportunities
- Develops and implements strategic marketing plan for COPD job training / placement services. - Plans, implements and performs all aspects of COPD.s marketing to employers in Pima County. - May drive agency or personal vehicle on company business
MINIMUM QUALIFICATIONS
- Bachelor's in Rehabilitation, Counseling, Education or related field
- American Sign Language skills
- 3 years of experience in Vocational/ILS services
- Knowledge of DDD system, Vocational Rehabilitation and CARF accreditation standards
- 3 years of supervisory or administrative experience
- Obtain State of Arizona Fingerprint Clearance Card and pass drug screening
- Valid Arizona Driver License, proof of insurance and Arizona Motor Vehicle Division 39 month Motor Vehicle Report

. Complete weekly accounts payable which includes: enter bills and
expenses reports, ensure accurate shared cost allocation, do weekly check
run, maintain vendor relations, maintain vendor files, and review AP close
process on a monthly basis, ensure all expenses are captured appropriately,
aging invoice reports are pulled and reviewed, and close process and AP/GL

Qualifications:
Bachelor's degree in accounting or finance with a minimum of 3 years similar
experience required. Public accounting or nonprofit experience preferred.
Must be well-organized to meet scheduled deadlines and have the ability to
learn quickly with excellent documentation and monitoring skills. Excellent
written and verbal communication skills and the ability to work
cooperatively with persons across disciplines and levels required. Ability
to function independently with little supervision. Excellent analytical
