Luckily no one was hurt or killed - and the city government apologized for the fax mess up.   -- the deaf woman and the nail salon in Texas Julie Bartenstein, who is deaf, went to the City Nails store in Rockwall, Texas to get her nails done. The manager would not allow her because she was deaf! She and her family have filed a formal complaint with the city human rights commission.
