A deaf man was sentenced to prison for a crime
he committed in Ireland. He had to be transferred
to Great Britain because there are no such
facilities for him in Ireland.
The Swaziland National Sports and Recreation Council
was upset over the failure of the Association of
Sports for Persons with Disability to involve the
deaf sports groups.
A coalition of the deaf in Vermont is asking
that the legislature create a new state commission
for the deaf and also to reopen the Austine
School for the Deaf. And also to have a role
in services the state selects to serve the deaf.

In Kuala Lumpur, Malaysia, the Little Wonton Cafe,
a hearing-run restaurant, has hired 20 deaf people
for one-day employment. Purpose was to create
awareness among hearing patrons on what the deaf
can do a working environment. Permanent jobs
for them? The restaurant owner only made vague
promises!
The Department of Rehabilitation Counseling at
Winston-Salem State University (North Carolina)
won a 2 million dollar grant to train
rehabilitation counselors to work with the deaf.

A DEAF CEO SHOCKED BY FIRING
This is a true story. DeafDigest will not mention who
the person is or what agency it was.
A deaf CEO was not happy about a deaf employee. He and the
deaf deputy CEO both agreed that the employee should be
fired.
The CEO wanted to be careful with words to inform the
employee that he was to be fired during a private meeting
between CEO, deputy CEO and the employee.
During that private meeting, the CEO had to go to the
restroom. When he came back, the employee was already
fired by the deputy CEO (without CEO's permission).
The CEO was angry about it and also fired deputy CEO!

PRIMARY FUNCTION Oversees consumers into the main COPD-NM service program
performing intakes and triaging person to appropriate individuals.
Develops employment options and coordinates job placement efforts by improving the
employment outcomes for Deaf and Hard of Hearing persons and persons with
disabilities. Coordinates with employers, Vocational Rehabilitation,
Workforce Investment Act (WIA), and training delivery systems. Maintains
contractual relationship with funding source, maintains unit records of
consumer contacts to include unit counts, attendance sheets, SOAP notes
and daily checklists while ensuring that all contractual documentation in
client files is complete. Supervise and independently evaluate employees.
Position may from time to time be stressful and require a high demand of
performance. May perform other duties as assigned.
ESSENTIAL FUNCTIONS
- Oversees consumers into the main COPD-NM service program performing
intakes and triaging person to appropriate individuals
- Works with team of COPD-NM staff to review intake information and to
coordinate services
- Develops consumer plans and coordinates consumer activities through
the Agency system
- Reviews referrals and provides intake and initial assessment for
program eligibility; completes all required program paper work
- Provides assessments addressing training needs, support needs and
environmental adaptation needs of the work site
- Develops relationships with community employers to provide a network
of training and job placement opportunities for the Deaf and Hard of
Hearing and persons with disabilities
- Performs vocational counseling, job development, and job coaching -
Collaborates and coordinates with Vocational Rehabilitation, WIA, Welfare
to Work, youth opportunity programs, dislocated worker programs, school
systems, employers, consumer based organizations, training delivery
systems and community vocational rehabilitation programs to increase access to
training and job opportunities
- Assures that staff are aware, trained and knowledgeable of CCS and
SCS policies
- Management and oversight of contracts and grants related to
Vocational Rehabilitation, private foundations and other governmental
entities
- Develops and prepares required contract monitoring reports for all
agency programs and€“ Acts as a liaison to other community agencies
- Ensures that all programs, services and staff actions adhere to
contract requirements, licensing and accreditation standards, and CCS
Personnel Policies and Procedures
- Supports Agency growth through the development of enclave options
and NISH contracts
- Supports the Agency'€™s use of best practices
- Consults with staff supervisor, as needed, to assure the
competencies of the strategies with staff and the use and integration of
techniques with consumers in the program

- Maintains an up-to-date employer contract record
- Maintains unit records of consumer contacts to include unit counts,

- Coordinates vocational information workshops for Deaf and Hard of

STATUS Exempt – Full-Time
PRIMARY FUNCTION Supervises and directs Vocational/Placement Department in
the areas of competitive placement, job site training, job placement
services, summer youth, Source America and contract maintenance. Oversees
Source America, WIA and VR placement services. Develops training programs
and placement options. Ensures program compliance with established Agency
policies and applicable regulatory guidelines. Designs and schedules staff
professional development training, maintains caseloads in accordance with
service contract guidelines and assists with program budget development.
Responsible for marketing COPD job training / placement services to
employers in the greater Pima County area, staying current on changes in
the marketing environment to best serve COPD. Position may from time to time
be stressful and require a high demand of performance. May perform other
duties as assigned.
ESSENTIAL FUNCTIONS
- Markets to employers throughout Pima County to meet their placement
and training needs
- Markets COPD services and obtains contracts for services, job
placement and training
- Creates job placement and training opportunities for consumers at
COPD
- Attends WIB and Youth Council meetings
- Develops and implements strategic marketing plan for COPD job
training/placement
- Develops, recommends and assists management in job placement and
operational policies needed for vocational programs
- Oversees the daily operation of the Job Placement, Job Training,
Ability One and Youth Services Programs, contracts and collections
processes; monitors quality of services and billing processes
- Oversees compliance with DOL requirements and assures programs
follow appropriate processes
- Oversees development of Job Training Program
- Monitors Job Training, NISH, WIA and Job Placement Programs
- Coordinates training of staff in the areas of general procedures,
behavioral techniques and community based programming
- Maintains contractual relationships with DDD, VR, WIA and NISH
- Develops new programs that provide new opportunities for consumers
to include NISH contracts, Business partnerships, and community
partnerships
- Oversees and monitors contracts to maintain objectives and
contractual goals
- Reviews and maintains CARF procedures and Affirmative Action goals
- Supervises staff and acts as a liaison between all parties including
businesses requesting work, school systems and rehabilitation team
- Supervises assessments and placements into new programs
- Works with Board in development of social media advertising for
agency and clients
- Works with Executive Director in fundraising
- Responsible for recruiting, hiring, training, evaluating, providing
constructive performance feedback and separating employees
- Serves as SCS Administrative Team member and provides input
regarding COPDs agency needs
- Coordinates with the county the Summer Youth Program Coordinator
- Able to develop tracking systems to support program needs
- Reviews quality of job placement program and determines appropriate
staffing patterns
- Develops new programs and opportunities
- Develops and implements strategic marketing plan for COPD job
training / placement services
- Plans, implements and performs all aspects of COPD.s marketing to
employers in Pima County – May drive agency or personal vehicle on
company business

MINIMUM QUALIFICATIONS
- Bachelor'€™s in Rehabilitation, Counseling, Education or related field
- American Sign Language skills
- 5 years of experience in Vocational/ILS services
- Knowledge of DDD system, Vocational Rehabilitation and CARF
accreditation standards
- Knowledgeable of DOL requirements
- Knowledge in technology in areas of excel, facebook and other social
media &€“ 3 years in work programs in particular Source America
- 3 years of supervisory or administrative experience
- Background in training staff
- Background training community in disability issues
- Obtain State of Arizona Level One Fingerprint Clearance Card and
pass drug screening
- Valid Arizona Driver License, proof of insurance and Arizona Motor
Vehicle Division 39 month Motor Vehicle Report
DESIRED QUALIFICATIONS
- Master's in Rehabilitation, Counseling or Education & 5 years
experience in work programs
- National understanding of employment issues and their effect on deaf
and persons with a disability.
- Proficiency in American Sign Language
- Additional years of directly related experience
- Demonstrates knowledge of DOL requirements, and Source American
contract requirements
- 1 year of experience working in Rehabilitation
- First Aid and CPR certification
SALARY $17.35 -€“ $21.69; DOE

Job Description: The Division of Rehabilitation Services (DRS) at the
Virginia Department for Aging and Rehabilitative Services is currently
seeking a motivated Vocational Rehabilitation Counselor RCD (Rehab
Counselor for the Deaf) to provide comprehensive vocational rehabilitation services,
in compliance with federal, state, and agency policy and procedures, which
result in employment and enhanced independent living for persons with
disabilities. Core case management services include guidance and
counseling, training, physical/mental restoration, and job placement services.
Caseloads consist of individuals who are deaf and hard of hearing and a general
caseload of adults / students with disabilities.
Responsibilities: Provides case management services including guidance,
counseling, training and physical/mental restoration services. Plans,
develops, and implements vocationally focused service plans that identify
customer goals, services and costs to help them achieve an employment
outcome. Coordinates service provision to include training/vocational
preparation, job placement services, job development, job seeking skills
training and rehabilitation technology services. Participates in community
outreach, collaborates closely with local Community Services Boards and
School Districts, and serves as a liaison to other treatment providers in
the community.
The agency has the option of filling this job at the Counselor I (Trainee)
level if fully qualified applicants are interviewed and not selected. The
minimum salary for a Counselor I (Trainee) is $28,782. The minimum salary
for a Counselor II (fully qualified) is $37,047. This is minimum, entry
level salary and may be higher based on work history.
Minimum Qualifications Requirements: Demonstrated knowledge of the social,
economic, medical, vocational and emotional issues impacting persons with
disabilities; interviewing, evaluation, and counseling techniques; methods
and tools for career counseling; ADA compliance; fluency in American Sign
Language; extensive knowledge and understanding of the communication,
cultural and psycho-social needs of persons who are deaf and hard of
hearing; working knowledge of Windows based software; and demonstrated
ability to establish and maintain good working relationships with
community resources and individuals from diverse environments.
Master€™s Degree in Rehabilitation Counseling or closely related field or
current CRC credential are required of fully qualified Counselor II
candidates. To be considered as a Counselor I (Trainee), individuals must
have a Bachelor'€™s degree in a human services or related field and
applicable work experience. An individual hired as a Counselor Trainee will be
required to sign a Conditions of Employment and must enroll within six months of
being hired in an academic program to obtain a Masters™s degree in
Rehabilitation Counseling or a closely related field. Successful candidate
must pass criminal background investigation. College transcripts must
accompany application and must display the date the degree (Master’s or
Bachelor’s) was awarded.
Preferred Qualifications: Special Requirements -€“ This is a sensitive
position, and the successful candidate will be fingerprinted, and a
background investigation will be conducted.
