News of the Week:

   DeafDigest dedicates this edition to Raymond W. Scheid,
a Northern Virginia late-deafened individual who was
involved in several local organizations of the deaf and
the late deafened. He departed us this week.
   He never turned down requests for assistance for
tasks that needed to be done at these local organizations.
   He also was a skilled cartoonist, who liked to draw
stuff that was deaf-related.

   DeafDigest also dedicates this edition to
Doris Jane Greve, who departed us this week.
Like with Raymond (above) who was a consummate
volunteer, she was also a long time volunteer with
the National Association of the Deaf.
   And what made it so interesting about her
was that she was an oralist; her knowledge of signs
was barely adequate, yet it did not prevent her from
volunteering, and being valued volunteer, at the
NAD, which always advocated ASL.
   She needed no supervision from anyone; she would
come to the office on a regular basis and jump into
chores that she knew that had to be done, even when
she came back to town from month-long vacations!

   A third individual is also having this edition
dedicated by DeafDigest - Jeanie Shickel who departed
us yesterday,
   She taught math for many years at Gallaudet
University, and during her spare time, lent her time
and efforts to a long list of Washington, DC deaf
activities.
   Many deaf teachers that teach math at schools for
the deaf, were trained by Jeanie to know Deaf Math-Speak!

   911-related issues just cannot stay out of the
spotlight.
   It was not too long ago that we were complaining
that these 911 centers do not have equipment that
were TTY compatible or that 911 operators have no
clue what a TTY call was all about.
   Now that the TTY is practically obsolete,
we have a new beef - that these 911 centers cannot
handle text calls from our pagers.
   This issue was raised by the National Emergency
Number Association.

CRAZY FLYING LAWS IN EUROPE
   A deaf man from France is a licensed airplane pilot. He is
not allowed to fly in France. French laws do not allow deaf
pilots in the country.
   Yet, he is allowed to fly airplanes in other European
nations! He has to travel to another European nation
to fly an airplane.

A PAST INTERPRETER FROM THE GALLAUDET LINEAGE
   In 1996, Elizabeth Gallaudet Gillen Nagler
died. She was the great-great granddaughter
of Thomas Hopkins Gallaudet, who founded the
American School for the Deaf and the father
of Edward Miner Gallaudet who founded
Gallaudet University.
   She was an interpreter of the deaf. She
is the only person in the famous Gallaudet
family to serve the deaf as an interpreter.

INTERPRETING ISSUES: THE DEAF AND THE HEARING
   Secretary of State Clinton, on a trip to
Congo, had to deal with a tough question from
someone in the audience. The interpreter
fumbled the Q and A dialogue, making everyone
look bad and foolish.
   We, the deaf, have our own RID. The hearing
do not have their own RID.
   When an interpreter is certified by the
RID, it is a peace of mind for us. Not sure
about diplomats and their own interpreters.
   DeafDigest editor vividly recalls these
pre-RID days when untrained interpreters made
him look foolish in front of the audience!

IDENTITY ISSUES
   Is a person deaf or is a person hearing?
Well, in the case of a certain person, the
deaf community looked on him as deaf; the
hearing people looked on him as hearing.
   Why? It was a matter of trying to
distinguish the difference between
a hearing person with some hearing loss
and a deaf person with normal voice
receptive skills. Both descriptions fit
that person's profile!
   It is very tricky, indeed.

TTY AS OBSOLETE AS ELECTRICAL TYPEWRITERS
   DeafDigest editor received email from a USA Today
reporter who needed input on an article about the
deaf he was working on.
   His request was for DeafDigest editor to make
a TTY call with him. He, however, did not say if
he has a TTY or if he meant that a relay service
be contacted.
   By far too many hearing people assume that every
deaf person has a TTY at home or at office. They
do not realize that the TTY has pretty much become
obsolete, just as obsolete as the electrical
typewriter!

ATTENTION DEAF AND HARD OF HEARING

Read this notice if you use sign language, worked for UPS or
applied for a driving position at UPS at any time since June 25, 2997,
and failed or would fail the hearing standard established by the
Department of Transportation (DOT)

FOR DRIVERS OF COMMERCIAL MOTOR VEHICLES

The purpose of this notice is to inform you of a proposed final
settlement in a class action lawsuit brought on behalf of deaf and hard
of hearing current and former United Parcel Service, Inc. (UPS)
employees and applicants for driving positions who use sign language as
a primary means of communication due to hearing loss or limitation and
who failed or would fail the hearing standard established by the DOT
for drivers of commercial motor vehicles.  

The class action settlement, which must be approved by the Court, was
reached in connection with a lawsuit, Bates v. UPS, N.D. Cal. Case No.
C99-2216 TEH.  

The lawsuit, which was filed in 1999, alleges that UPS engaged in
discrimination in violation of the federal Americans with Disabilities
Act and various California laws, by requiring all drivers and driver
applicants for positions involving driving UPS delivery vehicles on
the public roads to pass the DOT hearing standard for drivers
of commercial motor vehicles ("Driving Claims").  

UPS has denied any liability or wrongdoing.

If you are a current employee of UPS, or you were employed by UPS or
applied for a driving position at UPS at any time beginning June 25,
1997, use sign language as a primary means of non-written communication
due to a  hearing loss or limitation, and failed or would fail the
hearing standard established by DOT for drivers of commercial motor
vehicles, you may be a member of the class affected by this lawsuit
and entitled to object to the proposed settlement.

TEACHING AS AN OCCUPATIONAL HAZARD
   We have a number of deaf teachers in hearing
classrooms. And with it, comes an occupational
hazard.
   It is that disrespectful hearing students,
taking advantage of the teacher's deafness,
would listen to music via their hidden
iPods or make cell phone calls or carry
on a whispered conversation with other
classmates.
   Said a disgusted hearing student:

I didn't know such childish disobedience existed
in any college setting

COMMENTS FROM A CART OPERATOR - continuing series

Many people are bringing their offices with them wherever
they travel these days, and realtime captioners and CART
providers are no exception.  

Many captioning and CART assignments can be done remotely.

For CART providers, it is important to find a hotel that is
Internet friendly.  Much of their work must be done over the
Internet, so it is important to have reliable Internet
service.

For broadcast captioning, the captioners usually don't need
an Internet connection, but they need two telephone lines:
one to receive the audio from a television station and one
to send their captions to the encoder at the television
station.  

As a result, captioners have to make sure that they
have two separate telephone lines in their hotel room. 

There are captioners who have had to rent two adjoining
hotel rooms and run a cable between the two rooms in order
to caption assignments while on the road.

News of the Week - Looking Back 10 Years Ago:

   John Modell (not deaf), the Baltimore Ravens Vice
President for Special Projects, was honored at the
luncheon during the convention of the Maryland Association
of the Deaf. He was widely applauded, even though many
people in the luncheon crowd are Redskins, not Ravens
fans!
   John, extremely sensitive to the needs of the deaf
and of the disabled, was more than just happy to incorporate
Sean Markel's wish list to make the PSInet Stadium fully
accessible (captioning every where whenever possible).
   John and Sean both feel that the Baltimore Ravens are
ahead of all other professional teams (baseball, hockey,
football and basketball) as far as deaf accessibility needs
are concerned.
   Thank you very much, John!

News of the Week - Looking Back 5 Years Ago:

   DeafDigest dedicates this edition to Rocky Stone, the father of
the SHHH, who passed away on Friday.
   Rocky, who needs no introduction to any of us, founded SHHH
to serve the needs of the late-deafened and the hard of hearing.
He was that rare individual that exhibited willingness to work with
all national organizations of the deaf and the hard of hearing on
mutual goals, regardless of different goals and missions.
   In his much younger days, Rocky, who did not want to talk too
much about it, was a CIA operative, despite his deafness. He would
not talk too much even when pressed for details on his background.
   Thank you, Rocky for serving all of us.

Deaf Apocalypse of the Week:

   It is the same old story, repeated almost always all the
time - that there is a request for a qualified deaf person
for a deaf-related job. And after an intensive search,
no qualified deaf person could be found and a hearing
person is hired - and the deaf community is upset.
   There was a number of deaf applicants but they could
not meet the criteria outlined in the job description.

- PROGRAM DIRECTOR: INTENSIVE CASE MANAGEMENT SERVICES: (Full time)
This position oversees the case management services for clients who
reside in the community. Responsibilities include: day to day
management and supervision of case management; coordination of
services and programs with other service agencies; manage program
expenses accordingly with budget; provide supervision, crisis
management, training and coordinate scheduling for case managers;
participate in meetings with Deaf Services Center programs as well as
other programming service providers. Qualifications: a bachelor's
degree in sociology, social work, psychology, gerontology,
anthropology, political science, history, criminal justice, theology,
counseling, education, or be a registered nurse and 5 years of mental
health direct care experience preferably in a case management
setting, must have 2 years of supervisory experience. Fluency in
American Sign Language required.

- STAFF INTERPRETER: (Full time preferred) Responsibilities include:
Interpret for emergencies (physical and psychiatric), mental health
evaluations, groups, staff meetings and sessions, home visits with
deaf adults and children.  Also interpret for in internal office and
community meetings with both hearing and deaf professional staff.
Must be able to work with a team of hearing and/or deaf interpreters
and be a team player. The qualified candidate shall possess: AA
degree with minimum 2 years  of Interpreting experience with Deaf
individuals. Knowledge of  mental illness and/or developmental
disabilities is a plus. Must be willing to travel throughout the SE
counties and be flexible to do some evenings and weekends when
needed. Current national certification and PA State Registered through
ODHH are preferred. Full/part time position available (Note: Full
time includes complete benefits package, pt does not include
benefits.)

- OFFICE COORDINATOR: (Full time) Responsibilities include: Prepare and
process personnel files, organize & monitor training activities,
maintain training records, compile various reports, memos and
minutes, maintain HR database, and complete payroll items. Provide
technical assistance with various office equipment and trouble shoot
facility/maintenance issues when needed. Assist with providing
consultation to supervisory staff on issues surrounding human
resources related issues, policies and procedures. Assist in
licensure/audit activities for all programs. Assist with supervising
& training support staff. The qualified candidate shall possess:
Bachelors Degree in business administration, human resources
management or related field with 6 years of administrative
experience. Must have strong skills in Microsoft office software.

- RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration.  The qualified candidate shall possess:  HS + 1 year
related experience or AA; valid drivers' license; advanced fluency in
ASL; minimum of 2 years experience with Deaf Community; demonstrated
competency in independent living skills; ability to teach, advise and
motivate Deaf Consumers; strong interpersonal skills.  Duties:
Provide supported living and training to Deaf consumers with mental
illness and/or developmental disabilities living in the community;
promote consumers' independence and social relationships. Positions
