Dedication
DeafDigest dedicates this edition to Henry
Garcia, a native of Arizona, that departed us.
Said an acquaintance:
He loved everything that was associated with his
alma mater Arizona School for the Deaf and Blind,
and fought to make this school relevant in the
deaf community.
Top stories about the deaf:
The Bureau of Social Welfare and Public Health,
part of the Tokyo Metropolitan Government, has
distributed an international sign language
booklets - designed to help deaf tourists
enjoy the Japanese hospitality.
FCC has asked the public for comments
on "Special Access" rules. Special Access?
It means no more TTY access as it is too
old fashioned, and to insure access with
real time text.
A deaf man went to a hospital in Australia
two years ago to have an implant. After
this implant, he lost his sense of taste!
As a result, he is filing a lawsuit
over this botched operation.
NTID has established a new program to encourage
its students to pursue doctorates.
The FCC has been advised by a congressman
to "go slow" with respect to wireless band
allocations - otherwise it would adversely
impact on deaf communications.

TV COMMERCIAL NOT DEAF FRIENDLY
There was a TV commercial about a push-button
neck tag for senior citizens.
A senior citizen falls down; no one helps him. He
presses the button and shouts for help. The national
headquarters sends emergency technicians to the home
of that senior citizen.
TV commercial does not say if deaf senior citizens
can use that push-button neck tag?

TALE OF TWO BIG HOTEL CHAINS
DeafDigest editor and wife traveled to New York
and Massachusetts and stayed at hotels under a big
national chain.
The hotel in Massachusetts showed no captions on
TV sets in the lobby. The hotel in New York showed
captions on all TV sets in the lobby.
Does Massachusetts hotel general manager have
bad attitude or is lazy to turn on captions?

WHAT DO INTERPRETERS HATE?
being told by a hearing person:
did you know there is a new medical operation
that will cure deafness?
COMMENTS FROM A CART OPERATOR - continuing series
"Is it hard to become a realtime captioner?" When people see me providing CART services, I am often asked this question.
I usually respond that it is very much like learning another language. Is it hard to learn Japanese or French? Obviously, some people pick it up faster than others.
The same is true for a realtime captioner. It takes some people much longer than others to learn the skills necessary to become a CART or broadcast captioner.
Most realtime captioners use a steno machine, and they learn the same basic skills as court reporters. First they learn a shorthand theory, when they are basically taught where all the keys are and what combinations of letters they would use to make other letters.
After that, they spend time building their speed. The first tests they pass are at around 60 words a minute. They must build their speed to over 200 words per minute. Many schools require that you pass tests at 225 words a minute in order to complete your training.
For some people, the speedbuilding phase can take years. Every person is different. Some people have done it in a year and a half while others have taken four or five years or even more.
Would you consider going through that kind of training .hard.? I guess that is the answer to the question.

A PET PEEVE OF BEING DEAF
not being able to overhear hearing conversation
on the table next to yours!
(Every deaf person, no matter if it is ASL, oral,
Cued Speech, late-deafened, hearing aid user, CI user,
etc, share these pet peeves. You may laugh or cry)

DeafLaw
A long time deaf teacher always had his needs
accommodated by his school district. Come a new
school district administration, his needs were
ignored. As a result, he has filed a lawsuit,
accusing the school district of discriminating
against him.

News of the Week - Looking Back 10 Years Ago:
Could we subtitle, for free, a foreign film into
English?
Yes, if Michael L. Smolens, who is involved in captioning,
has his way. He is, by the way, not deaf.
Not exactly sure of details and on exactly how it works,
but several people have tried it and said that while it works,
it has serious flaws.
editor's note: don't know what became of it
-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-
News of the Week - Looking Back 5 Years Ago:
Sen. Tom Harkin, D-Iowa issued a press release stating
his concern that there are currently more unemployed
deaf and the disabled as compared to the past employment
rates. He wants the workplace sector to hire more deaf
and disabled to reverse this trend.
-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-+-
Deaf Apocalypse of the Week:
A deaf person, whose hobby is audiological
research, said that when deaf people see
too hard, they cannot hear well with their
hearing aids or CI's.
Possibly same reason why many ASL users do not
sign well when they are under stress for some
reason!
