possibly one of Sen. Tom Harkin's most important pieces of
legislation before he winds down his Capitol Hill career
was his introduction of the Air Carriers Access Act Amendments. This would require airlines to turn on captions on flights. How many times have we, the deaf, been bored watching in-flight movies
thanks to lack of captions! Yet - with a caution, this act
may not work with foreign-bound air trips on foreign airlines!

We, in USA, pretty much enjoy watching captions on our DVDs.
Not that so in Australia! Legislation is lacking in Australia
to require captions on DVDs, and many deaf Australians are
angry about it. It was a big issue in a recent web blog.
The town of Englewood in Colorado reached settlement with the
Colorado Cross-Disability Coalition. The issue was failure to
provide an interpreter for a deaf person during an arrest two
years ago, plus handcuffing him, restricting his ability to
communicate via gestures.
A deaf housing unit is becoming a reality in Lafayette, Louisiana
with the Village Du Lac Family Apartments for the senior citizens,
the disabled and the deaf. An agency - Deaf Action Center - is
located within the residential complex.
A tour of the British Parliament was given to members of the
Harrow Asian Deaf Club in Westminster. They were given
the tour because of their contributions to the deaf community.
We remember the scandal some years back about a deaf Mexican
peddling ring in New York City. And it has surfaced this week
that nearly 400 Chinese suspects have been arrested for
forcing the deaf to commit crimes. They were recruited with
promises of good jobs only to be forced to steal against their will.

From time to time DeafDigest editor receives abusive
email messages from a few deaf people.
DeafDigest editor has noticed one thing - that these few
deaf people have serious problems with their life - in trouble
with law, problems making friends, problems with their spouses,
problems with their jobs, etc, etc.
Do happy deaf people send abusive emails? Or is it unhappy
deaf people that send abusive emails?

A BIG KETCHUP HASSLE
You go to a fast food restaurant with your hearing
friend.
But before you enter the counter to place your order,
your hearing friend excuses himself to use his cell phone.
You point and gesture and tell the counter person that
you order a hamburger.
The counter person says something you do not understand,
and you tell him you are deaf. The counter person stubbornly
repeats the same thing and you continue to tell him you are
deaf.
So much hassle. You get tired of it - so you run to your
hearing friend and grab him towards the counter to find out
what the counter person was saying.
He was just asking - do you want ketchup? Frustrating
and embarrassing? Yes - but why didn't the counter person
just point to a ketchup bottle and gesture at it?

A 7-WEEK POLICE ACADEMY TRAINING COURSE FOR THE DEAF
The Burbank Police Academy just completed its 7-week
training course with members of the Deaf Community as well
as of the Armenian Community in audience.
The purpose was to show them the inside operations of a
police department as well as to demonstrate what police officers
do in cases of need.
At the end of the 7-week course, a deaf participant said he
understood much better on what police officers do.
Burbank is a suburb of Los Angeles in California.

GIVING TO THE DEAF
The Marina Bay Sands is a casino/resort in Singapore, described
as a first class operation.
This resort just gave about $115,000 (in USA dollars) to the
Singapore Association for the Deaf.
This money will be used to pay for interpreters for the deaf
as well as to hire more interpreters.
Do we see such Las Vegas casinos giving that much money to the deaf?

COMMENTS FROM A CART OPERATOR - continuing series
We have seen how stenocaptioners must enter every word in their
dictionaries in order for those words to translate properly.
Sometimes a captioner may enter a word into his or her dictionary,
and that captioner may not be aware on the spur of the moment while
captioning at speeds of over 200 words per minute that a particular
entry is in the dictionary.
An example of this might be if the captioner has entered the
following entries in his or her dictionary:
TKEF=deaf
SEUT=sit
A sentence may come up something like:
"Do the deaf sit in the section with the sign language interpreter?"
Because the captioner is writing phonetically and not spelling words
out letter by letter, the captioner may also have the following entry
in his or her dictionary:
TKEF/SEUT=deficit
If that were the case, the sentence would now translate as:
"Do the deficit in the section with the sign language interpreter?"

News of the Week - Looking Back 10 Years Ago:
Overdue but still better than nothing. The FCC
announced its new "Accessibility Handbook" to ensure
that the disabled, the deaf included, are first class
citizens as far as FCC needs are concerned.
What is interesting is that FCC cited Section 504
of the Rehabilitation Act of 1973 as the rationale for
this Accessibility Handbook. Not the Act itself but the
timing - 30 years after this Act, the handbook has
become a reality. Such thirty long years!

News of the Week - Looking Back 5 Years Ago:
What happens if a group of educators of the deaf
heard about a scandal, and a meeting broke out?
It took place in Albany, NY, and fortunately
the scandal has nothing to do with the purpose
of the meeting.
It had everything to do with Eliot Spitzer,
and the atmosphere during the 4201 meeting
(group of privately-funded schools for the
deaf in the state of New York) was tense.
Two positive things came out of the
meeting; that funding should continue to be
in place for these schools. And that the
soon-to-be governor David Paterson, who is
blind, is known to be favorable to the
needs of the disabled, the deaf included.

Choices for Children Early Intervention Teacher of the Deaf

REPORTS TO: Program Coordinator
JOB DESCRIPTION: This is an exempt, full-time, 12-month position. The Early Intervention Teacher is responsible to provide hearing services to infants, toddlers, and their families in their home or day care setting. Maintains collaborative relationship with Service Coordinators and IFSP team members from other disciplines. Evaluates students using both criterion-referenced and norm-referenced assessments. Provides in-service workshops to county and provider agencies. Supports the Mentor Program by utilizing deaf mentors as role models during visits to home and day care centers. Maintains current data files for children for whom services are provided then submits the data to program coordinator weekly.
MINIMUM QUALIFICATIONS: A Bachelor's degree from an accredited college or university in early intervention, early childhood special education, early childhood education, deaf education, and one year of full-time or full-time equivalent experience working directly with preschool children with deafness and their families. Certification in Deaf Education preferred.
Sign language skills of applicants will be rated using the Sign Language Proficiency Interview (SLPI); "Intermediate" level skills are preferred at hire. The minimum level accepted at hire is "Survival Plus".
PA Act 34 Criminal Background, Child Abuse, and FBI clearances required.
SALARY: Dependent on education and experience, with full benefits including membership in the State's teacher retirement system, medical, dental, vision, and life insurance.

and group sessions for consumers who are deaf. Duties: Develop,
coordinate and provide group/individual therapy for wellness
maintenance and psycho-educational workshops. Qualifications: BA in
psychology, counseling or any other human services field; must have 2
years' experience with individuals with mental illness and/or mental
retardation including treatment planning and progress notes; advanced
fluency in ASL required; must be innovative, creative and be able to
work in a team environment.
- CASE MANAGERS: (Full time position)
This position provides resources and support to clients both adults &
children along with their families who reside in the community and in
our residential programs. Duties: assess service needs of consumers
to ensure continuum of care; develop service plans; independent
living skills instructions, advocate for access to public and private
services and programs such as medical, vocational and other
services. Qualifications: BA/BS degree in a Human Services field
preferred; or High School diploma& 12 college credit hours in social
science with two (2) years mental health direct care experience.
Must have strong organizational skills; fluency in ASL, familiarity
with other visual communication modes and language levels. Must be
willing to work some evenings and weekends as needed and travel
various areas in the community. Knowledge of laws governing the
rights of Deaf and Hard of Hearing individuals including IDEA and ADA
a plus; and must have a valid driver's license.
- RESIDENTIAL PROGRAM DIRECTOR: (Full time position) The qualified
candidate shall possess: HS diploma with strong managerial background
along with direct care experience in the field of human services.
Fluency in ASL and knowledge of Deaf Culture is required. Must have a
valid drivers' license and have demonstrated an ability to supervise,
teach, advise and motivate staff members as well as Deaf individuals;
must possess strong interpersonal and writing skills. Duties: day
to day management and supervision of residential setting for deaf
adults with mental illness, behavioral health concerns and
intellectual disabilities. Supervision of direct care staff,
development of residential programming and staff schedules, planning
and leading staff meetings, coordinate staff trainings, manage petty
cash and consumer funds, coordinate consumer services with
internal/outside agency providers and families, conduct consumer and
staff interviews, complete monthly reports, service plans and staff
evaluations, follow up with physical and psychiatric medical
concerns. Must be willing to work some evenings and weekend.
- RESIDENTIAL ASSISTANT PROGRAM DIRECTOR: (Full time position) The
qualified candidate shall possess: HS diploma with some managerial
experience along with direct care experience in the field of human
services. Fluency in ASL and knowledge of Deaf Culture is required
and must have a valid drivers' license; must possess strong
interpersonal and writing skills. Duties: Provide guidance and
training to residential staff, support Deaf individuals with mental
illness, behavioral health concerns and intellectual disabilities;
promote independent living skills, provide support to the Residential
Program Director. Must be willing to work some evenings and weekend.
- RESIDENTIAL COUNSELORS: (full-time, part-time and on-call positions
available) The qualified candidate shall possess: HS diploma, some

Lead Social Worker (LSW, LPC, LCSW)
The Deaf and Hard of Hearing Center
Corpus Christi, TX
Experienced Lead Social Worker needed for full service agency that provides social, employment and recreational programs and services to a large population of deaf and hard of hearing people in the Coastal Bend area of South Texas. Consumers are primarily adults, with occasional activities and events targeted for youth and children. Among the population most needful of social services and case management is that of deaf adults with developmental disabilities (aka .deaf +. or .low functioning deaf.) in the areas of fiscal management, home management, social interactions and safety. The community served includes the Corpus Christi and surrounding area, with expected expansion to areas served by other agency programs: the area between Corpus Christi and the Rio Grande Valley region. Note: as a general rule, DHHC does not provide ongoing counseling for those with severe psychiatric/behavioral needs. Reports to the DHHC Executive Director.
Requirements: - Masters Degree in Social Work with licensing (Medicaid and private insurance billable)
- At least 2 years post-licensing experience, including billing requirements
- Fluency in ASL, English, PSE and MLS (minimal language skills communication)
- Experience with deaf adults from diverse backgrounds and experiences, including those from Latino cultures, those with college experience/goals, those with minimal education/daily living skills, etc.
- At least 3 years experience in social work settings . 2 with deaf people of varying educational and communicational characteristics
- Familiarity with case management/social work/assessment documents, functions and reports
- Ability to provide assessments/assessment support for eligibility standards for state, private and other systems
- Demonstrated ability to work well with others, often under stress
- Experience in/ability to supervise others (interns, direct service staff, etc.) and teach basic methods and tasks

Job Duties: - Provide social services/case management for up to 50+ consumers/families
- Provide individual or couple/family counseling for non-psychiatric matters (primarily for adults)
- Serve as agency liaison to MHMR, DARS and other community and public agencies for policy and community service matters
- Conduct/assist in Assessments for MHMR, DARS and other systems for consumer eligibility and/or diagnosis
- Oversee and assure integrity of agency Intake forms and procedure, case notes and related documents and files
- Work with staff and partner agencies to establish and conduct group sessions for topics of interest to consumers and/or families
- Generate accurate Reports for internal purposes and for grant or other funding entities
- Train and oversee staff efforts with social services/human services
- Additional duties as directed

Client Support Specialist
Deaf Counseling, Advocacy and Referral Agency

DCARA has an opening for the position of Client Support Specialist with a primary focus on the hard of hearing and late deafened community. This full-time position will report to the Director of Client Support Services and work with deaf, hard of hearing or deafened youth, adults, and senior citizens. The Client Support Specialist will provide services including, but not limited to, community education, information & referral and peer counseling in addition to meeting the specific needs of the hard of hearing and late deafened community.
RESPONSIBILITIES:
- Host a variety of workshops and classes focusing on the social, emotional, communication and other daily living needs of hard of hearing and deafened individuals and their families.
- Work with the Director of Client Support Services to develop linkages and working relationships with governmental and community-based organizations/agencies in the City of San Jose and Santa Clara County as well as other agencies primarily serving the deaf, hard of hearing and late deafened community to advocate for equal communication access.
- Represent DCARA and/or the deaf community at meetings and community events. - Provide the following services: peer counseling, advocacy, independent living skills, information & referral, employment and community education.
- Coordinate special projects as delegated by the Director of Client Support Services.

REQUIRED SKILLS:
- BA degree in Deaf studies, social services or related fields, OR 3 years of documented experience in service provision in a human services setting.
- Knowledge about the needs of the hard of hearing and deafened community.
- Ability to use computer and word processing software; knowledge of MS Office (Word, Excel, Power Point, and Outlook) preferred.
- A valid driver's license and vehicle with current automobile insurance as required by law; able to travel to appointments within the workweek (California driver's license required within four weeks of hire).
DESIRED SKILLS:
- Knowledge of assistive listening devices and technology used by hard of hearing and late deafened individuals.
- Fluency in American Sign Language and working knowledge in the field of deafness and Deaf culture.
- Experience in giving presentations, excellent project management and public relations skills, and a good team player .
- Ability to relate with diverse groups of deaf and hard of hearing persons including, but not limited to, deaf senior citizens, deaf-blind persons, foreign-born deaf persons, and others .
SALARY: Salary is negotiable dependent on education and experience. DCARA offers 12 days of holiday leave plus a paid winter holiday, and full medical, dental, vision and life insurance benefits.
