This media company featured a deaf mother with her newly-born hearing baby. The purpose was to tell the public that mother touching the baby very gently is an expression of love. A newspaper pointed out that many landlords were not aware of this law!   -- doing something illegal Deaf people in New Zealand are frustrated; many TV programs do not have captions. The government does not want to spend money on captions. They have two choices - turn off the TV and do something else - or - to do something illegal. Some of them, with knowledge of technology, are able to pirate captioned TV programs from other English-speaking nations (USA, Canada, Australia, Great Britain, etc)! Illegal?
