- What the stories are saying about the deaf?
More and more cafes in Asia are 100 percent staffed
by the deaf. The latest to go all-deaf is the
Costa Coffee outlet in India. The general manager
noticed another cafe chain hiring the deaf and
decided he might just as well as hire the deaf
himself!
Could deaf people, those with organ implants, be able
to have CI's? Yes, according to Dr. Brian J. McKinnon,
Medical College of Georgia at Georgia Health Sciences
University. His findings were published in the American Journal of Otolaryngology. He said:
if the patient waits at least six months after the organ transplant and also takes the right antibiotic before and after the cochlear implant procedure, cochlear implant surgery can be safely performed

A recent program on the BBC News (United Kingdom's
premier TV station) focused on the CI. The key
question was:
Do implants to improve hearing help deaf people?
Yes, there were pros and cons.
- Sunday February 12th
University of Iowa may start a new program in
interpreter training if some officials have their
way.
- Monday February 13th
The state government of Madras, in India, is planning
to introduce a bill to allow the deaf to run for
public office in local elections.
- Tuesday February 14th
Some time ago a father of a deaf son was clocking car
speeds in front of his house. He was afraid a speeding
car may hit his deaf son that is playing in front
of the house. The father was advised that if there
were car accidents because of quick stops to avoid
the radar, then there may be law suits against him!
- Wednesday February 15th
Media Access Australia distributed its report, saying that more
captioned movies are found at movie houses, stressing that
multi-screen movie houses must follow this formula - one
captioned screen for 6 screens or less, two captioned screens
for 7 to 12 screens, and 3 captioned screens for 13 or more
screens. The report, however, did not address one thing -
small town one-screen movie houses!
- Deaf Miscellaneous stuff
Because of a lawsuit, University of Kentucky has agreed to
caption its football scoreboard. This lawsuit was brought on
by a lifelong U of Kentucky football fan, who is deaf.

A newspaper reporter emailed DeafDigest a question
about a "legally deaf" man that he was interviewing.
DeafDigest editor was angry at the word "legally
deaf" and asked the newspaper reporter if it means
a deaf person must go to the court to sign papers
to become "legally deaf."

Casper, Wyoming is the second largest city
in Wyoming, It has 55,000 people, and the Deaf
Community is small.
Are there deaf clubs in Casper? No, how do

A FRUSTRATION IN PRONOUNCIATION

SIGN LANGUAGE PROBLEMS IN UGANDA
We, the Deaf Americans, are fortunate that we have
the Registry of Interpreters for the Deaf, which
upholds standards in sign language interpreting.
A deaf student in a science class in Uganda
struggles with such terms like atom, molecules, cells, veins, aorta. Not because these words are
difficult but because there are no signs for these
words. The Ugandan interpreters are stuck when
the teacher comes up with a technical phrase.

A CODA'S COMMENT
Regarding TV captions, a Coda said, on a web posting:
Captioning hasn't really improved in the 30 years my father has been exposed to it, and in fact, it isn't even readily available on everything yet!

COMMENTS FROM A CART OPERATOR - continuing series
Do you ever hit the wrong key when you are typing? No matter how
skilled and talented a stenocaptioner or CART provider may be, there
are going to be times when he or she will make mistakes.
For people who rely on realtime captioning, it is important to
understand what kinds of errors might be made so that one can "read
through" the errors without losing the meaning or context of what is
being said.
We have all probably typed "teh" for the word "the." Just as on the
typewriter, certain types of errors are more likely to be made on the
steno keyboard. The more familiar with realtime captioning someone
becomes, the easier it is for you to figure out what the mistake was
and to simply read through it.
One type of error that people do not make on the typewriter but is
very common for stenocaptioners is something called a stacking error.
Stacking is caused by one hand moving down for a new stroke before
the other hand comes all the way up or the keys don't completely
release from the previous stroke.
One example of a stacking mistake would be strokes like WAPBT/-D/A.
Those are three separate strokes on the steno keyboard that should
translate as the words "wanted a." Occasionally the "-D" and "A"
could end up in the same stroke. Instead of translating "wanted a,"
it would then translate as either "want ad" or "want add," depending
on the stenocaptioner's theory of shorthand. If you saw "He want add
promotion on his job," it probably should have been "He wanted a
promotion on his job."
A HEARING ASSUMPTION OF ASL SIGNING
It is often that a hearing person, that knows ASL, would
see two people signing to each other. This hearing person
would join in (uninvited) by using ASL - but assuming that
these two people are deaf.
These two people may actually be Codas or interpreters
or sign language students signing to each other!
The hearing person would then leave, still assuming
that both signers were deaf, while actually they weren't!

News of the Week - Looking Back 10 Years Ago:
Under fire in Wisconsin is Center for Deaf and Hard of Hearing
in West Allis. The Wisconsin Deaf Citizens Task Force has been
demanding that the executive director, a hearing person who knows
no sign language, resign.
This agency is not listed in the TDI directory and does not
seem to have its own web site. A friend of DEAFDIGEST editor
had to surf the white pages on the web site to learn of its
phone number. Calling up the number on TTY - the receptionist
answered "GA." Not even something like "Hello, this is the
CDHH, how may we help you?". Just a cold GA greets all incoming
TTY calls.

Deaf Apocalypse of the Week:
Health providers insensitive to the needs and
problems of the deaf? A deaf woman in Great Britain
needed to make an emergency dental appointment. She
ran into hassles with the relay service and with
public transportation and as a result, was not able
to arrive at her appointment on time. As a result
she was turned away at the dental office. Her arguments
went nowhere and she was branded as a "troublemaker patient"
with the public health authorities. It took her two days
to find another dentist that was willing to accept her.

Job Description: This position provides culturally affirmative mental health services to deaf and hard of hearing adults coping with mental health issues. The main responsibility of the Mental Health Specialist is to provide psychotherapy/ counseling services and the remaining of time will include clinical case management/coordination, consultation, training, aftercare planning, and community placement assistance for deaf and hard of hearing adults.
- The St. Cloud position will be housed in St. Cloud, MN and will travel in Central Minnesota on a regular basis.
- The Mankato position will be housed in Mankato, MN and will travel in South Minnesota on a regular basis.
Responsibilities include: Provide direct mental health services (independently or with supervision) to deaf and hard-of-hearing adults and their families. Responsibilities include: individual/couples/family/group psychotherapy, intake evaluation, treatment planning, some clinical case management, inter-agency coordination, and psycho-education. Complete intake evaluations, treatment plans, progress notes, discharge summaries, and other reports as required. Some consultation duties are also involved (in-services and workshops on Deaf culture and mental health). Maintain close contact with local acute psychiatric units and group homes ensuring that their services are accessible for deaf and hard-of-hearing clients. Assist in client capacity building in the regions covered.
Minimum Qualifications: - Fluency in American Sign Language (ASL) - At least 2 years advanced profession experience, OR 1 year advanced professional experience plus 2 years professional experience providing direct mental health services to deaf and hard of hearing individuals. - Master's Degree in Counseling, Psychology, Social Work or behavioral-health related field - Licensed or license-eligible for LPC, LPCC, LP, LICSW or LMFT in the state of Minnesota - Knowledge of clinical/crisis interventions and psychiatric medications - Ability to provide consultation services to mental health care organizations - Ability to complete required reports, case files, and other paperwork duties accurately and in a timely manner - Ability to multi-task and cope under stressful circumstances - Excellent client advocacy and interpersonal skills - Thorough knowledge of relevant professional codes of ethics and DSM diagnoses - Through knowledge in Deaf and hearing cross-cultures - Willingness to perform some duties at remote work sites, involving some statewide travel

QUALIFICATIONS: NH certified or eligible for Blind and Vision and Deaf and Hearing Disabilities, HQT in Elementary Ed. Must have experience working with students with moderate to severe disabilities presenting with visual and hearing impairments.
SUMMARY OF RESPONSIBILITIES: This position provides instruction for students with moderate to severe disabilities, including visual and hearing impairments by developing, selecting and modifying instructional plans and materials to meet the needs of students utilizing Braille, large print and technological devices. Responsibilities of this position include conducting assessments, consult and collaborate with peers regarding the planning of instructional goals, objectives and methods of service delivery, and assist in the development of student IEP.s so that students are actively engaged in meaningful learning experiences. Assist teachers to become familiar with the unique educational needs and learning characteristics of students with these impairments to enhance the instructional environment and demonstrate a gain in student performance. Meet professional obligations through efficient work habits such as: meeting deadlines, honoring schedules, coordinating and professional development.

Qualifications: Earned doctorate in Deaf Studies, Linguistics, American Sign Language (ASL), or closely related field of study. ABD candidates will be considered, but doctorate must be completed by the time of appointment (August 2012). General knowledge of linguistic principles of ASL and an understanding of sign language interpreting processes with ASL as the foundation. Possess strong and effective teaching methods in various aspects of ASL and/or related courses in Deaf Studies. Extensive knowledge of Deaf Culture and the Deaf community. Evidence of successful teaching experience at the college level. Demonstrated evidence of recent scholarly publications or equivalencies and activities or evidence of potential for such scholarly accomplishments. Ability to interact effectively with both Deaf and hearing people. Evidence of positive relationships and collegiality with university students, staff, and colleagues. Evidence of participation in ASL/Deaf Studies and Deaf community organizations on local, state, and national levels. Commitment to the Deaf bilingual/bicultural experience and its foundation in basic human rights. Native/native-like fluency in ASL. Basic understanding of curriculum development. Demonstrated commitment to teaching and mentoring a diverse student population.

The successful candidate will be expected to contribute to and participate in the life and development of the department (including curriculum and program development); engage in scholarship and community service and to remain current in their field; serve on departmental, college, and/or university committees, and to participate in other service as needed.

Civil Rights Program Manager

The Maine Center on Deafness (MCD) is a nonprofit organization that serves people throughout Maine who are D/deaf, hard-of-hearing, late-deafened or speech-impaired by providing resources, advocating for social equality, and helping the general public to better understand and appreciate our constituents. life experience, culture, history, and civil rights issues. MCD currently delivers programs in the areas of civil rights advocacy and legal services, adaptive equipment distribution and sales, communications and outreach for Maine's Relay Service, and other programs.
MCD seeks an energetic and experienced civil rights advocate and/or attorney with program management experience to serve as manager of our Civil Rights Program. We are looking for the right person for this position, whether an attorney or advocate. Because we have a part-time attorney on staff already, attorney experience is a plus but not required. Similarly, ability to communicate in American Sign Language (.ASL.) is a plus, but not required. We will consider applicants seeking either full- or part-time positions.
The manager of the Civil Rights Program (CRP Manager) is responsible for ensuring that the Civil Rights Program meets the service delivery and reporting requirements of our funding grants/contracts, and is delivering high-quality legal and advocacy services. The CRP Manager will meet personally with clients to deliver advocacy services; if an attorney, the CRP Manager will deliver legal services and represent the client in administrative and court proceedings. The CRP Manager also leads interagency collaboration, grassroots activism/education efforts, and systemic advocacy at the Maine Legislature. The CRP Manager is responsible for effectively managing and reporting quarterly and annually on program outcomes, including budget, staff, and grant/contract compliance. This position reports directly to the Executive Director and contributes to the advancement of MCD.s mission and vision. Compensation is competitive and commensurate with experience and skills.
Applicants must possess excellent leadership, managerial, interpersonal, and written and communication skills. Experience with civil rights issues in legislative and/or legal setting is a must. Experience with ADA compliance, with civil rights law generally, and with special education law are greatly desired, as is experience with Maine's legislative process. Familiarity with ASL, alternative communication modalities, D/deafness, Deaf Culture, and hearing loss is preferred. Attorneys will be required to maintain an active Maine license.
