COMMENTS FROM A CART OPERATOR - continuing series When the captioning is placed over important information on the television screen, it may be tempting to just turn off the captioning and view the broadcast without the aid of the captioning, or you may simply turn off the television. However, many people do not realize that there are rules and regulations that broadcasters are supposed to follow with regard to captions being properly placed. As the Federal Communications Commission states on its website, the FCC has "adopted captioning quality standards and technical compliance rules to ensure that video programming is fully accessible to individuals who are deaf or hard of hearing through the provision of closed captioning." The rules state that "captions should not block other important visual content on the screen including, but not limited to, character faces, featured text (e.g., weather or other news updates, graphics and credits), and other information that is essential to understanding a program's content when the closed captioning feature is activated." If you find that broadcasts you are watching are not in compliance with these guidelines with regard to caption placement, you may contact the broadcasters who are responsible for providing the captioning. If you do not receive an adequate response from them, you may want to consider filing a complaint with the FCC.
