Top stories about the deaf:

Robert Hill was placed on administrative leave from his
position as superintendent of the Arizona State Schools 
for the Deaf and the Blind by the governing board.
Next step is to sort things out with the attorneys
regarding allegations filed by four school employees.
The board finally made the decision after going through
several meetings and basically deciding nothing!

The deaf community of Wales are angry at the
Action On Hearing Loss, a private agency that
advocates rights and needs of the deaf. They
are saying this agency has been quiet with
respect to the Welsh legislative body not
wanting to caption their proceedings.

The Human Rights Watch, an international organization, 
issued an announcement that deaf children have
a right to a quality education. 

San Diego State University once had Deaf Studies
program. It was dropped because of low interest.
Efforts are being made by a small group to reestablish
this program.

DO NOT BE RUDE TO OLDER STUDENTS AT GALLAUDET OR NTID
   This is a true story. A young and immature Gallaudet
male student was very rude to an older, married female
student.
   He gave her very hard time every day, laughing and
mocking at her and showing her no respect. She was angry,
but kept her mouth shut.
   One day, this young student told her that he was
applying for a job as a dorm counselor at a school
for the deaf.
   The female student told this young student:

my husband is the dean of students at the school for
the deaf and I will tell him how rude you have been to me!

   The immature student's face was red and he did not get
the job!

DEAF PEOPLE CAN TRAVEL BY THEMSELVES
   DeafDigest editor received an advice from a travel agent.
It said it is important to tell everyone that you are deaf -
ticket counter clerk, gate agent, flight hostess, etc. And
also to ask for escort to get into the airplane and also
to get out of the airplane.
   Are we, the deaf, helpless when we travel? No. We, the
deaf, travel much better than hearing people - because
we depend on our eyes and on our common sense!

FOOD PROBLEMS AT MINNESOTA STATE ACADEMY FOR THE DEAF
   It is not about institutional food that is causing
problems with students at Minnesota State Academy
for the Deaf.
   It is the food restrictions enforced by the USDA
that is causing students to be upset. Not only the
portions are smaller, as required, but the food
was described "not appetizing."
   MSAD Superintendent Brad Harper said:

The thing that has parents and athletes upset is that seconds 
are no longer available

   The school is trying to find a way to make students
happy without breaking the federal guidelines!

AUDIOLOGISTS COMMITTING FRAUD
   The Advanced Hearing Aid Center, San Luis Obispo, CA
has been accused of fraud, fooling the public into
thinking audiologists, with credentials, work there.
   The owners were arrested and due to show up in court,
but they didn't show up. 
   Warrants are out there for their arrests.

COMMENTS FROM A CART OPERATOR - continuing series

In addition to the letter keys on a steno machine keyboard, there is
a key in the middle that is an asterisk key.  Since you can't
backspace on a steno machine keyboard like you can on a typewriter
or computer keyboard, the asterisk key is how most captioners and
court reporters indicate that they made a mistake.  If a captioner
realizes that he or she stroked an incorrect stroke, the captioner
will hit the asterisk key and then restroke the correct steno. 
If you were to type on a computer keyboard the word "stat" when you
actually meant to type the word "star," you would backspace on your
keyboard and retype the "r" correctly.  If a court reporter or
captioner were to make a similar mistake and stroke "STAT" instead of
"STAR," that reporter cannot back up on the keyboard.  
He or she would stroke an asterisk and then restroke the whole word
"STAR" correctly.  The reporter's steno strokes would then look like
this:  STAT/*/STAR.  The computer would then remove the "STAT" stroke
and replace it with "STAR."

Betty Broecker, who passed away not too long time ago,
was a deaf leader among deaf leaders. In a long career,
she served as director of the Center for the Deaf at 
Community College of Philadelphia, director of the
New Jersey Division of the Deaf, editor-in-chief of
the Silent News (no longer in business), director
of the Independent Living Program in New Jersey.
She was an advocate, a writer and a charismatic
spokesperson on the rights and needs of the deaf.

   DeafDigest dedicates this edition to Maurice 
Potter, Faribault, Minnesota, who departed us. 
He not only recognized as the greatest deaf baseball
umpire in history but also as the greatest
umpire in state baseball history!
   Maurice umpired baseball games (high school,
college and semi pro) for 44 years, and was
always assigned to umpire important games.
   Not just he was great in umpiring but he
could have played minor league baseball. He felt
that a stable home life and stable employment were
more important than being a vagabond ball player.

This is called rappelling.
   Erica Vance is deaf and a student at
Tennessee Temple University. She was part of a
hearing rappel team that climbed onto and off
the bridge posts last week on Bridge Day.

Deaf Apocalypse of the Week:

Historians, both deaf and hearing, know that Harvey Lillard,
a deaf man way back in 1895, sort of opened up the field
of chiropractic. Complaining of a bad back, he went to see 
D.D. Palmer, a hearing man, who was a "healer." This
field was born when Lillard's back was fixed and was painfree.

Would that field have been born if not for the deaf man's
bad back and seeing the right person at the right time?

service delivery system.
.	Proven ability/skills with grant writing.

Mental Health Clinician
Bridgman Group Home
San Diego, CA

Status: Full-time, $41,500 to $43,000/year + benefits

Specific Responsibilities: Reports to the Licensed Program Manager. 
Provides assessment and treatment in Early Periodic Screening, Diagnosis, 
and Treatment (EPSDT) Medi-Cal outpatient clinic co-located at a Licensed 
Residential Level 12 six-bed group home serving deaf and hard of hearing 
youth. Provide specialty mental health clinic and community based services 
including individual/family/group therapy, crisis intervention, case 
management, and rehabilitation. Follow Utilization Management process and 
complete Behavioral Health Assessments, Safety and Crisis Prevention 
Plans, Client Plans, Progress Notes, and Discharge Summaries, and 
facilitate medication evaluation and monitoring for each youth placed. 
Maintain an accurate and timely electronic record of client services in 
the County Management Information System using the Anasazi data collection 
program in accordance with the San Diego County Mental Health Services 
Organizational Provider Manual. Maintain .5 FTE equivalent or 20 hours or 
1200 minutes of billable services per week. Maintain working knowledge of 
Community Care Licensing and Medi-Cal regulations, county placement and 
mental health contracts to ensure compliance.

Qualifications:  Must be fluent in American Sign Language and demonstrate 
specific competence in deaf culture.  Licensed or license-eligible in good 
standing in Social Work, Marriage and Family Therapy, Psychology, or other 
mental health profession with at least one year experience working with 
children, youth, and families in a clinic or community setting and at 
least one year experience providing specialty mental health services 
including assessment, diagnosis, treatment planning, intervention, and 
evaluation. Must possess working knowledge of trauma-informed care and 
dual diagnosis treatment. Experience working in trauma-informed and dual 
diagnosis programs preferred.  Knowledge of case plan development and 
collaboration with multiple agencies and familiarity with child welfare 
services, probation department, and children's mental health preferred. 
Positive attitude, appreciation of different perspectives, and sense of 
humor. Physical requirements include computer literacy, repetitive hand 
use, standing, walking, bending, lifting up to twenty pounds, sitting for 
prolonged periods, work in office/home/community environment, high energy 
for multiple tasks, limited exposure to physical risk, with reasonable 
accommodations to perform essential functions. Hire pending results of 
health screening, drug testing, tuberculosis test, ongoing criminal and 
child abuse checks, and reference check. Must have reliable vehicle, 
relevant auto insurance, clean driving record, and willing to drive

Status: Relief, On-Call, $13.75 per hour

Specific Responsibilities:  Accountable to Program Manager and group home 
administrator for the maintenance of the deaf group home level 12 facility 
and the provision of a safe, consistent and nurturing environment for the 
youth in residence. Supervise youth, meal preparation, house maintenance, 
and other in-house activities, as scheduled. Coordinate recreational and 
academic enrichment activities and independent living skills. Coordinate 
youth doctor appointments and other health-related needs. Provide crisis 
intervention services, as necessary. Transport service-partners to 
off-site appointments, court, etc. using own and agency vehicles.

Qualifications:   Associates degree and two years full-time work 
experience with adolescents in residential setting or Bachelor's degree 
and ability to work with youth preferred.  Must be a team player with 
patience and interest/passion in working with youth with emotional and 
behavioral issues.  Demonstrated understanding of the importance of 
structure and stability for youth.  Must be willing to develop or possess 
working knowledge of trauma-informed care and dual diagnosis treatment; 
experience working in trauma informed and dual diagnosis programs 
preferred.  Must be fluent in American Sign-language (ASL).  Must have 
knowledge of and competency in the deaf culture.  Demonstrated ability to 
work with youth-in crisis and transition.  Must be available for on call 
shifts, 24-hours a day, and 7 days a week as needed with short notice.   
Must be able to pass clearance to work with minors (live scan clearance, 
clear TB Test, clean DMV record).  Must be willing to use properly insured 
transportation for work purposes with mileage reimbursement.

Job Responsibilities and Requirements:
- Coordination and implementation of statewide training regarding the New 
Hampshire Educational Service Guidelines for Students who are Deaf and 
Hard of Hearing
- Development and maintenance of The New Hampshire Deaf and Hard of Hearing 
Education Initiative Project Website. 
- Develop and implement a survey/needs assessment to assess the current 
status of New Hampshire's education of deaf and hard of hearing students.  
Plan, develop and implement professional development workshops, 
conferences and trainings focused on improving educational outcomes for 
Deaf and Hard of Hearing students in New Hampshire.  
- Assist parents, educators and the community with questions or concerns 
regarding the education deaf and hard of hearing students and related 
areas.
- Collaborate with other state organizations, agencies, schools and projects 
to improve educational outcomes for students who are deaf and hard of 
hearing. 
- Maintain the state's instructional materials for deaf and hard of hearing 
students.
- Maintain the state's FM loan program for New Hampshire schools
- Participate in recruiting efforts to improve the critical shortage area of 
service providers for deaf and hard of hearing students
- Attend Department of Education meetings as required
- Create reports as necessary to satisfy funding requirements.
- Other duties as assigned by the Executive Director

Qualifications:
- Experience working with deaf and hard of hearing students (TODHH, SLP, 
School Counselor, etc.)
- Knowledge of the available statewide continuum of educational services for 
deaf and hard of hearing students, best practices and current research in 
the field of deaf and hard of hearing education.
- Extensive working knowledge of the New Hampshire Educational Service 
- Guidelines for Students who are Deaf and Hard of Hearing 
- Knowledge of federal and state laws related to the education of students 
who are deaf and hard of hearing.
- Excellent communication and interpersonal skills
- Experience providing trainings and workshops as well as facilitation 
techniques. 
- Proficiency in English (required) and American Sign Language (preferred)
- Proficiency in Microsoft Word, Excel, and Power Point
- Masters degree with a major study in a Deaf and Hard of Hearing education 
related field
- The ability to work independently within established timelines and 
demonstrate effective organizational skills.

This position is a 12 month position with vacation hours accrued monthly.

Description:
Under the direction of the Superintendent, the Director of Instruction
oversees and supervises the Curriculum Supervisor, Technology and Training
Services Supervisor, Special Instructional Projects Supervisor and all
Instructional Principals.

Responsibilities:
Provide daily leadership, guidance, supervision and direction to nine
program supervisors

Provide training, support, and visionary leadership in the areas of

Conduct Instructional Management Team meetings as well as some general

Five years experience as a classroom teacher in a program for the Deaf

Three years experience as a Supervisor or Principal of teachers

Fluency in ASL and standard written English

Master's degree and possession of or eligibility for California
credentials authorizing teaching and administrative services

Knowledge of state and federal laws related to education
- Ability to use technology effectively
