News of the Week:
   DeafDigest dedicates this edition to James P. DeVaney,
a long time deaf community leader in Omaha, NE, who
departed us.
   While not well known nationally, he was one of the
most respected leaders in the Omaha Deaf Community.
At Nebraska School for the Deaf, he was the Dean of
Boys.

   Holding our breaths, the news we are waiting for
will be announced on September 2nd, between 330 pm 
and 430 pm EST.
   It is when Benjamin J Soukup, Jr, the chair, 
Gallaudet board and James Macfadden, the chair, 
Gallaudet presidential search committee, will 
reveal the short list of finalists vying to 
become the next Gallaudet president. 
   Hopefully around that time, the short list

   Rhode Island will shut down the state government
operations for 12 days. The state, like with other
states, is broke and must find ways to save money.
   Exception to the shutdown is the Rhode Island
School for the Deaf. It will continue to operate
as usual.

Saturday, October 10, 2009, 10 am, at the world's famous and 
historical Binion's Gambling Hall.

DR MARSTERS AND THE TTY MACHINE
   Dr. James Marsters, who died few weeks ago, was
written up in many hearing newspapers. They said
he was involved with the first TTY machine in 1964.
   Weitbrecht was already using his Radio Ham TTY
machine to communicate with other hearing Radio
Hams from 1940's to 1960's.
   Marsters and Weitbrecht did not know each
other before a friend introduced them. Marsters 
was a frustrated dentist, not able to use voice 
phone to communicate with his hearing patients.
   With Marsters' encouragement, Weitbrecht
converted a Radio Ham modem to a Deaf TTY
modem in 1964.
   Marsters and another deaf partner founded a
company that manufactured Deaf TTY modems.
This company helped the Deaf TTY network grow
very fast.

THE DEAF AND THE POLICE
   We are always reading in the newspapers of ugly
confrontations between the deaf and the police -
all because we, the deaf, cannot hear.
   DeafDigest editor had the unfortunate experience
of being confronted by an angry police officer
recently. He was shouting something behind the
editor's back, and thinking he was being ignored,
became "in your face" confrontational. And when
the officer was told of the deafness, he simply
spoke even faster and faster. 
   Nothing ugly came out of it, though, but a
formal protest was filed with the appropriate
authorities.
   Come to think of it, it seems that almost
every single deaf person, just at least once
in his life, have had an ugly confrontation
with the police!
   This is, indeed, so unfortunate and so
unnecessary.


SENATOR EDWARD KENNEDY AND THE DEAF
   Senator Edward M Kennedy has departed us.
Has he ever been involved with the deaf?
   DeafDigest does not think so, but he did
receive a letter from a deaf man in connection
with the assassination of his older brother
John F. who served as our president.
   Virgil (Ed) Hoffman, a deaf man, claimed
to have witnessed the shooting and wanted
to share the information with the Secret
Service but got nowhere.
   He then wrote a letter to Sen. Kennedy,
who then sidestepped the issue, saying
the Warren Commission report put a closure
to this case.

GALLAUDET'S CONTRIBUTION TO EDUCATION OF THE HEARING
   When we see the name "Gallaudet" we immediately
associate it with the Education of the Deaf, both
K-12 and college.
   But has Gallaudet contributed to the Education
of the Hearing?
   Yes, but not of Gallaudet University, but by
Thomas H. Gallaudet, who founded the American
School for the Deaf, and whose son founded
Gallaudet University.
   Thomas came up with the whole-word
teaching method in hopes of helping the deaf
students learn how to read better. Instead,
this method was adapted to the hearing classrooms!

applied for a driving position at UPS at any time since June 25, 2997,
and failed or would fail the hearing standard established by the
Department of Transportation (DOT)

FOR DRIVERS OF COMMERCIAL MOTOR VEHICLES

The purpose of this notice is to inform you of a proposed final 
settlement in a class action lawsuit brought on behalf of deaf and hard 
of hearing current and former United Parcel Service, Inc. (UPS) 
employees and applicants for driving positions who use sign language as 
a primary means of communication due to hearing loss or limitation and 
who failed or would fail the hearing standard established by the DOT 
for drivers of commercial motor vehicles.  

The class action settlement, which must be approved by the Court, was 
reached in connection with a lawsuit, Bates v. UPS, N.D. Cal. Case No. 
C99-2216 TEH.  

The lawsuit, which was filed in 1999, alleges that UPS engaged in 
discrimination in violation of the federal Americans with Disabilities 
Act and various California laws, by requiring all drivers and driver 
applicants for positions involving driving UPS delivery vehicles on 
the public roads to pass the DOT hearing standard for drivers 
of commercial motor vehicles ("Driving Claims").  

UPS has denied any liability or wrongdoing.
  
If you are a current employee of UPS, or you were employed by UPS or 
applied for a driving position at UPS at any time beginning June 25, 
1997, use sign language as a primary means of non-written communication 
due to a  hearing loss or limitation, and failed or would fail the 
hearing standard established by DOT for drivers of commercial motor 
vehicles, you may be a member of the class affected by this lawsuit 
and entitled to object to the proposed settlement.

   The NTID is working with the 2012 Olympics.
No, it is not our NTID in Rochester, NY; it is
the NTID in Australia.
   In Australia, NTID is spelled out as
National Talent Identification and Development
squad. Its' mission is to locate best athletes
that can represent Australia at the 2012
Olympics. Hearing Olympics, not the Deaf Olympics,
though!

COMMENTS FROM A CART OPERATOR - continuing series

What should a CART provider do if he or she doesn't hear 
or understand what is being said in a classroom? 

Should the CART provider interrupt the speaker?

The CART provider's job in a classroom is to provide equal 
access.  

Sometimes a student or teacher may be mumbling, and no one 
in the room can hear or understand everything that is being 
said.  The hearing people might only be getting the gist of 
what is being said because they are missing words here and 
there.  

It is the CART provider's job to communicate that information 
to the CART consumer. 

Sometimes a student who is very shy or has a foreign accent is 
called upon to answer a question, and he or she is unsure of 
the answer.  The student may intentionally mumble or speak 
very softly or unclearly because they are very nervous and 
really don't want everyone in the class to hear what they 
have to say.  Interrupting that student might make the student 
even more flustered and make it more difficult for them 
to speak in front of the class.  

In that circumstance, rather than interrupting the student, it 
would probably be better for the CART provider to communicate to 
the CART consumer the manner in which the student is speaking.

in October at Ottawa, Ontario to discuss museum accessibility
issues. This includes interpreting and captions for deaf
visitors. Conference takes place at the National Gallery
of Canada.

and pressed on the "help" button. After waiting, he gave up
and walked to the counter. He slipped and fell down and
got hurt. He filed a lawsuit against the gas station.

comment:
the proprietor should have walked over to the deaf
person, offering him assistance. It did not occur
to him that if a person does not respond to "help"
instructions, it is because he is deaf.

News of the Week - Looking Back 10 Years Ago:

   The Homecoming Day football game at Alabama School
for the Deaf will be something special - deaf skydiver
Billy Vance will parachute down on the football field
just before the kickoff. While parachuting down, an
American flag will be attached to the landing gear.
   It is believed that this stunt is a historic first.
The date of the jump is September 11th.

News of the Week - Looking Back 5 Years Ago:

   Do we have big time collegiate jocks that care about the deaf?
Hope so, but we have at least one - Jordan Steffy, a promising
freshman QB with the University of Maryland football team, is it.
   As a high school student Jordan knew of a deaf student that
suffered seizures. Not willing to let it go, he hit on his fellow
students at a high school basketball game, collecting $1,200 in
donations. The money was then earmarked towards deaf student's
operation.
   University of Maryland is in the backyard of Washington, DC
which has a large deaf population. Hmmmm!

(editor's note: injuries prevented Steffy from achieving his
football potential; he has since then graduated and have
moved on)

Deaf Apocalypse of the Week:

   Nike, the popular sports shoe company, swims in
billions of dollars per year.
   Nike also has a deaf employee that helps design
shoes.
   Nike pleads poverty as an excuse for turning down
the deaf designer's interpreter requests.

A Vocational Rehabilitation counselor's great news:

a former Cy Young winner, who now works as a professor 
and operates a baseball school, sends you email giving 
career advice for your customer. Nowadays many celebrities 
don't feel up to talking to everyday people, but this one

DIRECTOR, CAREER CENTER, position available at Gallaudet University.
Incumbent will direct, organize, provide leadership and manage activities 
of the Career Center which include: all internship programs on and off 
campus, career services incorporating the campus-wide co-op/internship 
program, employer development and training, career development courses, 
individual counseling, career development group services, on-campus 
recruitment program, and graduate student internships and practica; and, 
the provision of services to disabled students; supervise professional and 
support staff; plan and manage the Career Center's budget; perform public 
relations work with parents, financial supporters, and various departments 
on campus; plan and implement programs concerned with the development and 
enhancement of students' vocational self-concept, vocational maturity, 
career entry skills and career planning ability and strengthen the 
relationship between academics and career planning; provide leadership in 
job development strategies and efforts that will lead to new or wider 
employment opportunities for Gallaudet University graduates; assume 
responsibility for research and program evaluation activities for the 
Center; and plan and direct public information and public relations 
activities for the Center.

Minimum requirements:  Master's degree in counseling, student affairs, 
human development, guidance or closely related field.  Three years 
progressively responsible experience in career development program, i.e., 
in a higher education setting.  Knowledge of career and general student 
development theory at the post-secondary educational level.  Two years 
demonstrated competency in a management, supervisory, or coordination 
capacity.  Working knowledge of and experience with strategic planning and 
budget.  Working knowledge of educational, psychological, social, cultural 
and vocational aspects of deafness.  Experience in program development.  
Demonstrated ability to collect, organize, synthesize, analyze and present 
information clearly.  Excellent communication skills.  Willingness to 
become fluent in American Sign Language.

MINIMUM REQUIREMENTS:
Master's Degree in Education of the Deaf; Connecticut Teacher

are fluent in American Sign Language and knowledgeable about Deaf

- PROGRAM DIRECTOR: INTENSIVE CASE MANAGEMENT SERVICES: (Full time)
This position oversees the case management services for clients who
reside in the community. Responsibilities include: day to day
management and supervision of case management; coordination of
services and programs with other service agencies; manage program
expenses accordingly with budget; provide supervision, crisis
management, training and coordinate scheduling for case managers;
participate in meetings with Deaf Services Center programs as well as
other programming service providers. Qualifications: a bachelor's
degree in sociology, social work, psychology, gerontology,
anthropology, political science, history, criminal justice, theology,
counseling, education, or be a registered nurse and 5 years of mental
health direct care experience preferably in a case management
setting, must have 2 years of supervisory experience. Fluency in
American Sign Language required.

 
- STAFF INTERPRETER: (Full time preferred) Responsibilities include:
Interpret for emergencies (physical and psychiatric), mental health
evaluations, groups, staff meetings and sessions, home visits with
deaf adults and children.  Also interpret for in internal office and
community meetings with both hearing and deaf professional staff.
Must be able to work with a team of hearing and/or deaf interpreters
and be a team player. The qualified candidate shall possess: AA
degree with minimum 2 years  of Interpreting experience with Deaf
individuals. Knowledge of  mental illness and/or developmental
disabilities is a plus. Must be willing to travel throughout the SE
counties and be flexible to do some evenings and weekends when
needed. Current national certification and PA State Registered through
ODHH are preferred. Full/part time position available (Note: Full
time includes complete benefits package, pt does not include
benefits.)


- OFFICE COORDINATOR: (Full time) Responsibilities include: Prepare and
process personnel files, organize & monitor training activities,
maintain training records, compile various reports, memos and
minutes, maintain HR database, and complete payroll items. Provide
technical assistance with various office equipment and trouble shoot
facility/maintenance issues when needed. Assist with providing
consultation to supervisory staff on issues surrounding human
resources related issues, policies and procedures. Assist in
licensure/audit activities for all programs. Assist with supervising
& training support staff. The qualified candidate shall possess:
Bachelors Degree in business administration, human resources
management or related field with 6 years of administrative
experience. Must have strong skills in Microsoft office software.


- RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration.  The qualified candidate shall possess:  HS + 1 year
related experience or AA; valid drivers' license; advanced fluency in
ASL; minimum of 2 years experience with Deaf Community; demonstrated
competency in independent living skills; ability to teach, advise and
motivate Deaf Consumers; strong interpersonal skills.  Duties:
Provide supported living and training to Deaf consumers with mental
illness and/or developmental disabilities living in the community;
promote consumers' independence and social relationships. Positions
open for weekend and evening shifts.
