The ADA was signed into law in 1990, but it did not
become immediately effective. Regulations had to be
written first. These regulations were finally
written in 1991. DeafDigest is mentioning this
because in Nigeria, the Disability Law was passed
few weeks ago, yet this law is useless because of
lack of written regulations. So far, no government
officials seem ready to write these regulations!

All police officers in New York City will carry
a Skype-like app on their smartphones. That
app will ask for sign language interpreters
in case they need to communicate with the deaf.
Just hope it all works out. There are always
crashes, downtimes, glitches and technical
difficulties. And hopefully these cops will
realize that not every deaf person uses
sign language.
-- a new but confusing New York state law
New York State has a new law that requires
Cytomegalovirus (CMV) tests on all babies
that are found to be deaf. Cytomegalovirus
can be serious because it may lead to health
problems, liver issues and kidney issues.
Anyway, the state has not yet given
instructions to all hospitals on how to
deal with these CMV tests.
