Dedication

DeafDigest dedicates this edition to Julius Barthoff,
a Boston area resident, who departed us at the age of 100.
Deaf himself, he aspired to become an attorney and in
fact graduated from law school and bar exams and
was just getting started in this career. Unfortunately
anti-deaf bias in the legal profession was strong during
the thirties and he was unable to make headway. He left
the law profession and worked as sales representative
for some big companies.

The early half of the 20th Century was a very, very difficult 
time to be deaf, let alone as a deaf lawyer



DeafDigest also dedicates this edition to Collete Ramsey Baker
who has departed us. Her efforts led to the founding of the
Deafness Research Foundation (DRF).

The DRF funds private research into the medical aspects
of deafness.

Lega del Filo d'Oro, a group in Italy, that fights
for the rights and needs of the deaf-blind, won a
big victory.

The European Parliament, in the past would treat
the deaf-blind as two separate disabilities. Not
any more, because of pressure exerted by the
Italian group, it is now recognized as a disability
on its own.



- Sunday May 30th

More on the controversial California Bill AB 2072,
that DeafDigest has brought up in past two editions.

Many are saying this bill is heavily tilted in favor
of audiologists, especially with financial interests,
that would have the first say in advising parents
of their newly born deaf babies.

It does not matter if the audiologists only know about
deafness from Pathological, Audiological, and Medical
viewpoints and not from the Deaf Cultural point of view.



- Monday May 31st

Fed up with discrimination against the deaf in Scotland, a hearing
businessman has offered to subsidize the campaigning costs of
a deaf candidate that wishes to run for office in the
Scottish Parliament.

Jeff McWhinney, a former director of British Deaf Association
and now the owner of his own video interpreting agency, is
the one that is making the offer.

He is waiting for a deaf person to step up and take the offer.



- Tuesday June 1st

Natasha Julien, a young deaf woman from Manchester, Great Britain,
is a promising professional dancer.

She auditioned for a spot at the Hammond School, an elite British
school of performing arts, competing against hundreds of hopefuls
(all hearing) and won.

She will begin classes soon.


- Wednesday June 2nd

For the deaf children of Kazan in Russia, there is
a first time-ever sign language cartoon. The
characters in the cartoon, a group of dogs, speak
in sign language.

It is called a social experiment according to the
Academy of Open Communications, which is behind
the project.

GALLAUDET IN A TV SERIES DVD
    There is a new DVD for sale. It is about a past
TV series which partly involves Gallaudet.
    Gallaudet? Yes, but not of Gallaudet University,
but of actor John Gallaudet.
    This actor was playing a role as a judge in several
Perry Mason TV series that is in the new DVD.
    Was John Gallaudet related to the famous Gallaudet
family tree?
    Yes, but distant - into several generations. Even
one member of the Gallaudet family tree said he has
never met John in person before he died.
    In that TV series, Perry always won and the Gallaudet
actor (as Perry Mason's judge) always lost when challenging
Mason in arguments over court room procedures.

ASL AND VSL
    Our American Sign Language is a complete language.
We have signs for most words in the dictionary.
    Some countries have limited sign language vocabulary.
The VSL (Vietnamese Sign Language) is limited. For their
interpreters it was hard for them to sign some words
because there is none in the VSL dictionary.
    We should realize we are fortunate to have a complete
sign language.

A DEAF-OWNED, DEAF-RUN BANK
    A couple of years ago, James W. Meisser, who is deaf,
and pretty much experienced in the banking field, wanted
to open up a deaf-owned, a deaf-run bank.

ASL INVENTED IN 1908!
    Was ASL invented in 1908? No way. ASL has been
in existence for many years before 1908.
    Why is DeafDigest bringing this up? There was
a newspaper story that said:

ASL has been a vibrant part the deaf community since 1908

    How and to what extent did the newspaper come up
with 1908 is puzzling.


THE RENDEZVOUS SIGN FOR RUB
    On one of these Adam Richman Man vs Food shows, the
Rendezvous restaurant was featured. It is located in
Memphis.
    There are two ways to grill ribs - the rub and the
sauce. Some people love the rub and others love the
sauce.
    At that restaurant, the sign (which is very ASL)
for rub is the fist rubbed against the palm of the other 
hand. Patrons used that sign when the camera zoomed
at them.
    Perhaps the other sign for the rub is fingers against
the pam.


OIL SPILL HITTING HARD A DEAF SHRIMPER
    Every day there are stories of this awful oil spill
off the shores of Louisiana.
    We can imagine it has hit the deaf people hard in
that area.
    One of these stories was about the Point-au-Chien
residents. It said that a lifelong shrimper, because
of his deafness, is not able to get a BP clean up job,
and is not able to find employment elsewhere.
    DeafDigest hopes that all will find employment
somehow, somewhere.


THE DEAF CHEFS AND COOKS IN RESTAURANTS
    We have a number of deaf chefs and deaf cooks in
restaurants across the nation.
    They all perform their tasks as expected of them.
When patrons are happy with their meals, then credit
goes to the kitchen staff, some of them deaf.
    There was a story in a newspaper saying deaf
cooks need something to alert them to special signalers
telling them that food in microwaves are ready or
when the timers chime that time is up, etc.
    Deaf chefs have eyes and they train themselves to
keep a watch despite beehive of activity in these
kitchens.
    So, are special alerting devices necessary? You
decide.

COMMENTS FROM A CART OPERATOR - continuing series

Sometimes people do not understand how a captioner could have 
made an error because what came up on the screen seems to be 
totally different from what was said. 

They think that the captioner might have misunderstood or 
misheard what was said.  Sometimes they think that the captioner 
is not very smart.

That may not be the case.  What may have happened was a small
fingering error by the captioner, and that turned one word into
something totally different. 

Because the steno keyboard is very different from a computer or
typewriter keyboard and because captioners are writing whole words
and phrases at the same time, the typos that a captioner makes
look very different from typos on a traditional QWERTY keyboard. 

If a captioner slips with one finger, it may not just change one
letter in a word, but it can totally change the word into another
word. 

Here is an example of a fingering error. 

A captioner may have intended to write:

We will be discussing how to prepare for the financial collapse

However, because of a slight misfingering error where the captioner
moved his or her right middle finger down slightly, it was
transcribed as:

We will be discussing how to prepare for the financial clans

I THOUGHT THE DEAF COULD.......


lack manners, be rude and be inconsiderate when it
comes to deaf-hearing conversations.



Many hearing people get this negative impression, not
realizing the difficulties of deaf individuals in
following the conversation and knowing when it is their
turn to say something without interruptions.

Those that know the deaf for a long time realize
these conversational issues; those that don't may
end up with bad impressions.

FCC Says VRS Will Stay!

DeafDigest is not quite sure why is this a screamer
of a headline?

FCC never intended to shut down our VRS providers;
the FCC only wanted to review the way VRS providers
were being funded. For some reason, panic hit the
Deaf Community, thinking VRS providers were on the
verge of being shut down.

And besides, ADA, which is a law, requires that we,
the deaf, be able to access our relay services, be it
internet relay, CapTel(tm) services, VRS, TTY's, etc.

     A class action suit in California resulted in a setback 
for the state parole board. They discriminated against the
deaf during parole hearings - no interpreters, not taking 
off the shackles thus hampering communications, etc,
     The court ordered the state parole board to 
provide interpreters and to remove shackles from deaf
prisoners.

Compensation: 
$50,000-$53,000/Year + Excellent Benefits

Specific Responsibilities:  Accountable to Division Director. 
Responsible for the development and maintenance of quality youth
services, including overall supervision of the contracted
components.  Must participate in Center Development Team (CDT);
develop resources that are in line with community needs; and maintain
and evaluate quality services that are in contract compliance with
funding sources. Expected to supervisor 5 to 8 direct line staff and
may carry a minimum caseload.

Duties: Program Manager ensures that:

1. Ensure the development, implementation, and evaluation of
program(s) that adhere to and uphold the rigorous standards of SDYS
as mandated by its mission, purpose, guiding principles and standards
of quality. 

2. Provide personnel management to include the hiring,
training, supervision, and evaluation of core staff, interns and
volunteers.

3. Coordinate in-service trainings and component meetings for
the purpose of training/supervising staff and facilitating
communication.

4. Participate in the development of policies and procedures
pertaining to personnel.  Work with Division Director and SDYS toward
the development, management and coordination of component staff and
ensure that the component has adequate staffing to provide delivery
of services in compliance with contracts.

5. Maintain quality volunteer program in conjunction with
Volunteer Services.

6. Liaison with community referral and funding sources to
enhance and maintain relationships.  Expand community linkages for
referral and advocacy.

7. Coordinate and maintain statistical systems for funding
sources, contract compliance.  Provide necessary reports and
statistics to funding sources and monitor quality assurance of
services via case file review procedures.

8. Attend and assist in facilitation of weekly staff
supervision meetings and participate in appropriate agency-wide
committees.

9. Maintain confidentiality and privacy standards of
service-partner protected health information and other applicable
information and material in accordance to agency and center policies,
and applicable regulations and laws including HIPAA.

10. Responsible for service coordination including scheduling,
curriculum development, staffing and evaluation.

  1. Develop and monitor comprehensive service system including
     intake, screening, assignment and follow-up.
  2. Develop and maintain relationships with local schools, community
     groups, and community centers.
  3. Assist Division Director with ensuring standards of quality to
     include service partner confidentiality, program philosophy, and
     SDYS guiding principles.
  4. Provide direct services (i.e. group facilitation, tutoring, case
     management, etc.) as needed to meet contract objectives.

15. Participate in grant development.

  1. With Assistance from the Division Director, monitor budget and
     comply with fiscal policies and procedures.

Qualifications:
*  Demonstrated systems-thinking with three years experience in
    middle management in residential services. 
*  Fluency in American Sign Language required.
*  Masters degree in Social Work, Counseling, or Psychology.  
*  Demonstrated experience in staff development, program and
    community planning, and contract and fiscal management. 
*  Must have knowledge of and competency in deaf culture.
*  Ability to read and write in English is required.
*  Experience in counseling youth and families providing assessment,
    crisis intervention and education.
*  experience with youth and designing youth leadership systems,
    preferably in residential settings.
*  Demonstrated leadership ability, ability to function effectively
    in stressful situations, sensitivity to direct service
    perspectives, tolerance of differences, creativity, and sense of
    humor. 
*  Willing and able to meet background clearances. 

- Must have valid driver's license with a good driving
record.

The Case Manager is responsible for documentation and maintenance

in the ISP, including but not limited to the areas of Activities of 
Daily Living (ADL) routines, behavioral treatment plans, community 
integration activities, communication and health care

9. Provide a safe, homelike living environment for the individuals.

10. Assist individuals with home maintenance and perform cleaning 
duties as assigned.

Qualification/Education/Experience: 
1. BA/BS in related field, or equivalent of two (2) years related 
experience.

2. Must be able to perform each essential duty satisfactorily.

3. Basic computer knowledge.

4. Ability to communicate effectively verbally and in writing and 
ability to use good judgment.

5. Demonstrated commitment to the principles and practices of 
consumer empowerment and community integration.

6. Sensitivity to the needs of the population we support

7. High energy level, superior interpersonal skills and ability to 
function in a team atmosphere

8. Must hold a valid drivers' license. Must have access to an 
operational and insured vehicle and be willing to use 
it to transport individuals.

Senior Lecturer in American Sign Language
American Sign Language Program,

The American Sign Language (ASL) Program at the Ohio State University 
offers four courses of ASL which fulfills the university’s undergraduate 
requirement for a general education sequence in modern/foreign language 
credits.

The Program is administered under the Foreign Language Center

The Ohio State University is located in the heart of Columbus, which is a 
thriving city with a large and active Deaf community.

Responsibilities:
The Ohio State University seeks to appoint one full-time Senior Lecturer 
position (non tenure track) in American Sign Language for the 2010-2011 
academic year. This is a one-year position with the possibility of 
renewal, to begin duties in September 2010.
The position will involve, at minimum: teaching seven (7) sections of ASL 
over three (3) quarters in the academic calendar (Autumn, Winter, Spring); 
service on committees; commitment to and initiative in collaborative 
curriculum and program development; and continued individual professional 
development.

Qualifications:
Required: Native or near-native fluency in ASL; BA in Education (ASL, 
Deaf, foreign language), Deaf Studies, Linguistics, or related field; 
demonstrated excellence in teaching (preferably at the college level); 
knowledge of Deaf history and culture; extensive/broad experience with the 
Deaf community; sensitivity to issues facing the Deaf community; and the 
demonstrated ability and commitment to work well with others.
Preferred: Masters degree or higher in Teaching ASL as a Foreign/Second 
Language, Linguistics, Deaf Studies, Education, Interpreting, or related 
field; ability and willingness to teach with digital media; American Sign 
Language Teachers Association (ASLTA) certification.
