- Dedication
DeafDigest dedicates this edition to Thomas C. Sprinkle,
Santa Clara, CA, who departed us.
He had an interesting background - an oral school graduate
who taught at California School for the Deaf at Fremont;
a civil engineer who became a teacher; an East Coast person
who became a West Coast person; a world traveler; member of
a list of national organizations of the deaf.
Said a friend:

executive director of Missouri Commission for the Deaf and Hard of Hearing is December 31st.
He has accepted a new position as Director of Deaf Services with the Georgia Department of Behavioral Health and Developmental Disabilities

My professional career has been in the field of Mental Health, and I am excited to be moving back into this area where I feel I may be able to
make a difference in the lives of Deaf people who have serious mental health problems, substance abuse challenges or developmental disabilities.

How bad are NASCAR races as far as noise levels

Very bad, according to John Howard of the National Institute of Occupational Safety and Health.
Not just the drivers and pit crews are being

They all risk deafness.

Deaf people cannot hear sirens.
But there is a special device that could help the deaf
"hear" the siren.
It is the heavy base speaker, a sub-woofer in police cars
and ambulances that would "vibrate" the cars to alert
them to the sirens.
This information was broadcast on a Houston news program.
Unfortunately, the Houston police department is not
interested in buying these devices.
Yes, it is not just the deaf, but also the hearing
that would know when their cars vibrate that there
is a siren.

DEBATE AMONG DEAF FILMMAKERS
We have many deaf people involved with filmmaking.
And there is an interesting debate with them.
Some deaf filmmakers want to make film about
Deaf Culture. Some deaf filmmakers want to make
film about the hearing world.
One deaf film maker said "it is important to make
a film, involving deaf actors, that is not about
the deaf"
Who is right?

A LUCKY THEATER
Few years ago, there was a Spanish-speaking
play in Florida for the hearing people.
That play had English captions on a screen
near the front of the stage.
A deaf person told his deaf friends about
the "captioned play" - many of his friends
came to the play. They loved the play, even
though it was about the hearing, not about the
deaf.
The theater group made a lot of money, and
the theater manager was happy about it.

PLENTY OF THIEVES TARGETTING THE ON-LINE DEAF COMMUNITY
Every day DeafDigest editor gets emails from the "deaf" promising easy riches.
These emails are spam. The rules are:
rule #1
don't open the email if it is from a stranger and the header looks fishy
rule #2
if there are easy money promises, it is 100 percent
false
Follow these rules and you will sleep comfortably
at night.
THE POWER OF CONTACTS
A hearing acquaintance of DeafDigest editor
was about to lose his job because his company
lost the contract. He was a long time veteran
in the industry and made many contacts everywhere. And among these contacts, he continued
to stay in touch with them on a regular basis.
One of these contacts came to him with the
best Christmas gift ever - a job offer.
What about the deaf subcontractors? Do they
stay in touch with their hearing peers at
previous subcontracting jobs?
DeafDigest editor knows only of just one
deaf subcontractor, who worked in the field
for some 40 years, and was continually
able to get new jobs and new contracts. He
never lost track of his contacts and was
always touching bases with them.
The power of the contacts, that is.

WHAT IS GOING ON IN MICHIGAN?
Amid much pushing and shouting for the state to sell off the
Michigan School for the Deaf campus and to spend $36 million to
build two "state-of-the-art" schools, the governor won't sign
the bill even though he was in favor of it.
The bill contained language that the governor found to be
contradictory.
In Washington, DC the house and the senate, in mark up
sessions, work out the differences between two versions of
a bill - before it goes to the president for his signature.
Are things supposed to be that different in Michigan?
OPERA SINGERS AND ASL INTERPRETERS
Opera songs come in different languages like Italian,
Greek, Latin, etc.
These opera singers do not always know these languages
fluently in order to sing beautifully. These songs are
already scripted for them.
Not always that so for inexperienced interpreters,
attempting to sign an opera song!
A COMMOTION AND IGNORING THE DEAF
A deaf person is employed at a workplace that is
friendly. Everyone likes that deaf person.
One day recently, there was a commotion outside
of the workplace building. Employees rushed to the
window, and were yelling for others to come, too.
It was an automobile accident that just took
place.
Everyone was gesticulating about that automobile
accident.
What about the deaf person? Of course, everyone
ignored him.
The deaf person got wise to the commotion and walked
to the window to see what happened.
Discrimination against the deaf?
WHAT DO INTERPRETERS HATE?
being asked:
Do you abbreviate what the speaker said because I noticed you do not sign everything>
if you have these "hate" or "horror" stories, please
mailto:barry@deafdigest.com
COMMENTS FROM A CART OPERATOR - continuing series
A question that I often hear is: "Who hired you to be here?"
What they are really usually asking is: "Who is paying you?"
Some people think that the users or consumers of our services have to
pay for a CART provider to be present at an event. However, usually
a college, university, court, company, or agency will hire the CART
provider because they are required to provide accommodations or equal
access under the law.
There are a number of laws that govern accessibility for people with
a hearing loss, including the American with Disabilities Act (ADA),
the Individuals with Disabilities Education Act (IDEA), and the
Rehabilitation Act of 1973.
Some people with a hearing loss think that they could not use the
services of a CART provider because they could not afford to pay for
them. But most public and many private entities are obligated to
provide communication access. These include places of employment,
public and private educational institutions, and performances and
events open to the public.
If you or someone you know could benefit from the services of a CART
provider, you may want to investigate your rights to equal access
under the law.

DEAF POLITICAL AWARENESS
Q. Why cannot we, the deaf as a voting bloc, exhibit our clout
at the polling place?
A. Because we are too fragmented and do not agree on too many
different issues (oral vs ASL, mainstream vs state schools, etc)

Hot DeafNews boring, but important!
Are we seeing a captioning paradox as far as 3D
is concerned?
According to José M. Salgado, president and CEO,
SoftNI, there is little, if any, demand by the
deaf for 3D captions!
He said he does not want to invest money in
captioning development if the deaf do not want it.
....
The Deaf and the Law:
A deaf woman was arrested for resisting police.
The Deaf Community is upset because she could
not hear the police office yelling at her and
thought she was ignoring him.
The full story is at:
http://deafdigest.com/smith/
.....
News of the Week - Looking Back 10 Years Ago:
When Phil Bravin was president of National Captioning Institute
his goal was 100 percent captioning of all TV programs. It has not
happened yet - but perhaps it is happening in Canada, thanks to
Henry Vlug.
The Canadian Human Rights Tribunal has ordered the CBC to provide
100 percent closed captioning on all of its TV programs ASAP.
The CBC screamed "undue financial hardship" but the Human
Rights Commission wouldn't buy that argument.
By a coincidence, both Vlug and Bravin were Gallaudet classmates.
.....
News of the Week - Looking Back 5 Years Ago:
We have heard of jokes of people getting angry
at their TV set or at their computer and then
tossing the stuff out through the window.
In the case of Charles Carver, Biloxi,
Mississippi, it was not a laughing matter. He was
disgusted at the lack of captioning of a special
2-hour program on Hurricane Katrina. While he did
not throw the TV set out of the window, he simply
dumped the set outside in his front lawn.
.....
Deaf Apocalypse of the Week:
What is going on?
Professors at Deaf Education programs at some colleges
have privately told DeafDigest editor that enrollment
and interest in teaching the deaf has dwindled during
past two decades.
Yet we are seeing this story in usnews.com that
Special Education, which includes deaf education,
is one of these 50 best careers come year 2011?
.....
A Lipreading Problem: What did that person say?
from a DeafDigest subscriber -
A friend was showing me her early Christmas present, a male kitten

I said, "yeah, it's a Siamese but what's his name?"
She said "Simon".
