Dedication:
DeafDigest dedicates this edition to Edward Scheele, not
deaf, who just departed us. He was a designer of museums, and one of his projects was the Deaf Cultural
Center in Olathe, KS. The obit said he designed the
nation's first deaf museum, which incidentally is not true.

A new group - South West Enabling Deaf Encouraging Sign
has been formed in Ireland, to help empower its deaf
members on their rights and needs.
The Pakistan government announced their plans to increase
quota in jobs allotted for the deaf and the disabled.
The old rate was 2 percent and it is being upped to 10 percent.
Two rival groups in India - Disabled Rights Group and the
National Platform for the Rights of the Disabled are
working together to push for the passing of the Disability
Rights Bill
Terry Riley, a Coda, is the CEO of the British Sign Language
Broadcasting Trust. For his work in getting sign language
into TV programs he has been honored with a Order of the British Empire.
Alex Nowak, who is deaf, has been performing as sign language
news announcer on a British TV news program. It was part
of a public campaign by the TV station to give short term opportunities
for the deaf and the disabled.

Many hearing people think deaf people cannot drive.
We, the deaf, are successful drivers because we use

SUCH AN OUTDATED LAW
Years ago we, the deaf, had to use a modem to work with M15 or M28 TTY machines.
In Australia, there was a law that said if someone
picked up the modem on the first phone ring, it is a
$1500 fine in Australian dollars. Not sure if this
law is still on the Australian books - but for the
deaf, listening for modem rings is a big problem!

COMMENTS FROM A CART OPERATOR - continuing series
The FCC is currently in the process of seeking updated information on the closed captioning of video clips delivered by Internet protocol ("IP").
The Commission has already imposed closed captioning requirements on the owners, providers, and distributors of IP-delivered video programming. They had initially determined that the IP closed captioning rules initially should apply to full-length
programming and not to video clips or outtakes. However, consumer groups filed
a petition for reconsideration of this issue.
Now the FCC is asking for comments on the current state of captioning of IP-delivered
video clips. Among the questions they are asking are: "What portion of IP-delivered
video clips generally, and IP-delivered news clips specifically, are captioned?
Has the availability of captioned versions of such clips been increasing? What
is the quality of the captioning on IP-delivered video clips?"
If you have an opinion about this issue, please submit your comments by January
27, 2014. Comments may be filed electronically using the Internet by accessing

Said a Deaf Historian "Research needs to verify if a deaf

This newspaper ran a piece outlining important events

Yes, it mentioned Rochester School for the Deaf

The newspaper completely forgets that NTID has
enhanced Rochester as a great American city!

Deaf Apocalypse of the Week:
A well known deaf person and a well known hearing person both attend a big hearing reception. The deaf person
works his way through the crowd, saying hi, shaking hands,
but does not get into a conversation in depth. The hearing
person does the same thing - except that he gets into
conversation in depth.
At the end of the reception, everyone goes home. Has the
deaf person made some new contacts at the reception?
Probably not. What about the hearing person? Probably so.
Is this why deafness is a curse at receptions?

Position Summary:
The Department of Linguistics seeks applicants for an appointment as Assistant Professor of Linguistics, Signed Language Interpreting Program, at the University of New Mexico (UNM). This is a probationary appointment leading to a tenure decision. The position is contingent upon final budgetary approval.

This position exists to advance the education collaborative for children who are deaf and hard of hearing. The incumbent will provide leadership and advocacy for a statewide education plan for students who are deaf, deafblind and hard of hearing by engaging diverse cross agency, cross-sector stakeholders, including parents and disability advocates, teachers, schools and administrators to improve outcomes.

- Knowledge of theory and practices for developing and conducting educational programs for children who are Deaf, Hard of Hearing, deafblind or who have multiple disabilities.
- Knowledge of advocacy and support systems for parents in education settings. - Knowledge of the Individuals with Disabilities Education Act Part C, Part B.
- Knowledge of educational trends, issues and developments occurring at the pre-school, elementary, secondary, post-secondary levels sufficient to be able to appraise and incorporate potentially effective solutions into state wide programs.
- Knowledge of the structure of Minnesota's educational, public health, vocational rehabilitation services, human services and services for the blind system sufficient to provide solutions to policy and operational questions. - Knowledge of public/private organizations that provide services to children who are deaf and hard of hearing.
- Knowledge of state and federal resources and agencies that provide services to children with disabilities.
- Knowledge and respect for parent concerns, concerns of the deaf, hard of hearing and deafblind community and the goals of organizations that advocate for children.
- Knowledge of educational theory, administrative fundamentals, Minnesota's educational structure, and state and federal legislation governing specific programs sufficient to resolve issues that require constructive thinking and to identify and recommend alternatives that meet program and legislative intent. - Experience with large and small group facilitation and conflict management.
Preferred Qualifications:
- Master's degree in Child Development, Early Childhood Education, Public Policy or a related field.
- Knowledge of Early Hearing Detection and Intervention systems in Minnesota and goals set by the Joint Commission on Infant Hearing.
- Ability to write grant proposals.
- Knowledge of content management systems and ability to generate and post content on state website.

The Department of Business invites applications for a tenure-track faculty position in its undergraduate business administration program.

Qualifications: - Doctoral degree in Accounting, or a business-related discipline, with specialties in Accounting related areas. Certified Public Accountants are strongly encouraged to apply. University level teaching experience and/or increasingly responsible experience in private business and/or the government utilizing accounting information and analysis is strongly preferred. Applicants with a Master's* degree with extensive and relevant work or teaching experience may also be considered;
- Applicant must possess strong quantitative and technology skills;
- Proficiency in American Sign Language (ASL) is highly desirable; if not already proficient, a new faculty member must develop proficiency in ASL in accordance with Gallaudet University guidelines;
- Record of publication, survey, research, consulting and other activities demonstrating the use of financial analysis for business and/or government decision-making purposes highly desirable.
*To be considered for tenure at Gallaudet University, a candidate must possess a Ph.D./terminal degree in their field
Responsibilities:
Teach undergraduate business administration core courses, with an emphasis on accounting, (especially Financial Accounting, Non-profit Accounting, and Auditing) and quantitative business courses. Serve as advisor and mentor to undergraduate business majors. Conduct research, individually and/or collaboratively with other members of the academic community. Fulfill program, department and university service assignments. Perform other duties as assigned by the chairperson of the Department of Business.
Salary and Rank: Instructor or Assistant Professor Position. Rank and salary are commensurate with experience and qualifications. Appointment will be for the regular nine-month academic year.

salary of $76,368 annually
Qualifications: Master's Degree from an accredited college or university in education of deaf and hard of hearing, special education, school administration and supervision, or a related field; Three years successful experience as an administrator of programs for students who are deaf or hard of hearing and/or school administration and supervision; Missouri certification in school administration or special education administration.
Prerequisites: Knowledge of effective teaching and learning practices; Knowledge of the development, abilities and unique psychology of students who are deaf or hard of hearing; Knowledge of Missouri's Learning Standards and Educator Standards; Knowledge of organization and administration in the area of special education; Knowledge of and ability to effectively implement collaborative data teams focused on using formative assessments to guide the use of effective teaching and learning practices; Ability to organize and analyze data as part of a focused strategic planning and implementation process; Ability to organize, supervise, and coordinate the activities of a professional staff; Ability to communicate effectively in writing, American Sign Language-ASL (at the advanced or higher level) and a variety of other modes; Ability to work under supervision as well as to assume leadership responsibilities; Ability to apply effective fiscal and human resource policies and practices.

The American Sign Language Program, Department of Educational Psychology,
College of Education and Human Development, University of Minnesota
invites applications for a full-time Teaching Specialist position in the
area of American Sign Language.
Description: This is a 9 month, Professional Academic (P&A) appointment,
100% time, annually renewable, non-tenured position that involves fulltime
teaching, but includes time for course content preparation, student
performance evaluation, professional development projects and meeting with
individual students as needed. This position focuses on teaching American
Sign Language at the undergraduate level with responsibilities that
include, but are not limited to:
Teaching (90%: Provide instruction at the undergraduate levels, teaching
courses in American Sign Language (ASL 1701, 1702, 3703, 3704, and 3705).
The individual appointed will prepare course content; evaluate student
performance, meet with individual students as needed and complete
professional development assignments.
Other Duties (10%) Participate in internal program/department meetings.
Provide external support services/outreach. Other duties as assigned.
Responsibilities:
. Teach 6 sections of American Sign Language at the undergraduate
level per Academic year.
. Prepare course content
. Evaluate student performance
. Meet with individual students as needed
Minimum qualifications for Teaching Specialist Position:
. BA/BS degree in ASL Studies, Deaf Studies, Linguistics or related
fields (candidates with BA/BS in other fields will be considered only if
that individual can provide evidence of two years full-time teaching ASL
using the Signing Naturally Curriculum)
. Native or Native-like fluency in ASL
Desired qualifications
. MA/MS degree in ASL Studies, Deaf Studies, Linguistics or related
fields.
. Two or more years teaching ASL using Signing Naturally curriculum,
Levels I, II, and III.
Appointment Details: The person hired will be appointed to a full time
position as a Teaching Specialist beginning January 13, 2014 and ending
May 25, 2014.

Basic Functions:
