India's Road Transport and Highways Ministry
has told the states to consider giving
drivers' licenses to deaf drivers. Will
this happen. States have often defied
the national government of India.
In Singapore, Alvan Yap, who is deaf,
is staging research into different
kinds of bias that employers use with
deaf employees. This study is for
an upcoming workshop on encouraging
employers to hire the deaf.
The U.S. Supreme Court has dismissed a case it took up earlier this year involving deaf people in Texas who had trouble getting drivers' licenses. It stemmed over the
refusal of the state to provide interpreters
for the deaf in drivers' education classes.
A deaf shopkeeper in a British small town
store was physically threatened by an
emotionally-disturbed customer. The
store did not have the item that the
customer wanted. As a result, the
customer lost control of himself.
The court sentenced the customer and
banned him from entering the store for
life.
Turkey may be a violent country, but
the government is trying to do good
to the deaf - by increasing the number
of captions on movies and TV. This
a project that three agencies are
working together.

A DEAF SEATING ADVANTAGE OR DISADVANTAGE
Sometimes deaf leaders, before a big deaf meeting
starts, would argue about where to pick seats around
a large conference table.
Do they seat next to the organization president?
Or do they seat across the organization president?
Or do they seat away from their enemies? Etc, Etc.
Hearing people also argue about seating. The same as
with the deaf!

Lip reading tale
A British deaf man, who does not sign and uses lipreading,
was in the court yesterday. For some reason, he did not ask
for an interpreter, and the court did not give him an
interpreter. The judge asked him - "how would you plead to
a charge of assault?" The deaf man thought the judge said
"how would you plead to a charge of insult?" This went on
back and forth for a long while until this communication
misunderstanding was solved - and the deaf man gave his
plea as not guilty.

A STRANGE CI RESEARCH
Some research assignments are strange. In India, the
Defense Research and Development Organization is supposed
to research better ways to make the Army stronger (weapons,
missiles, computer technology, etc).
Well, the government of India told this agency to do
a strange research.
What was that research? To find ways to make CI cheaper
for the deaf!

COMMENTS FROM A CART OPERATOR - continuing series
The first American patent for a shorthand machine was granted
to Miles Bartholomew in 1879.
He continued to make further improvements to that machine and
received another patent in 1884, but his system never
advanced beyond writing one letter per keystroke.
In 1906, inventor and reporter Ward Stone Ireland developed a
shorthand machine using the concept of producing several
letters and even several words with a single keystroke.¦ He
obtained his first patent in 1910 and produced the first
stenotype machine, but it weighed 54 pounds, so it was
practical to be used only in a fixed location.
He continued to improve his design, and by 1912 he was able
to produce his fourth stenotype machine, which weighed
8-1/4 pounds.
The key to the success of Ireland's keyboard was that few keys
were used, and he could reduce or eliminate the awkward reaching
for keys. This keyboard design is the one still in use in court
reporting and captioning shorthand machines today.

News of the Week - Looking Back 10 Years Ago:
What is going on at Gallaudet University right now?
It is understood that the Board of Trustees will meet up
again to deal with transition issues - interim president,
provost (permanent or temporary), setting up a well-
represented Presidential Search Committee and the
disciplining of the 133 arrested students.
Time is running out - I. King Jordan's last day on
the job as Gallaudet president is December 31st.

News of the Week - Looking Back 5 Years Ago:
Tina Lannin, a deaf British woman, makes her
living as a professional lipreader. She has
been asked to read lips of famous soccer players
on TV, of highly publicized marriages of famous
people. She even admits she can only lipread
with a 30-40 percent accuracy. How much are
professional lipreaders paid? Between $50 to
$150 per hour, depending on supply and demand
and degree of difficulty. And for a full day
of lipreading, it is about $950.00
(money is in terms of conversion from the
British pound to USA dollars)
