- Dedication

DeafDigest dedicates this edition to Florence Amy Smith Petek
who departed us. She was widely involved in with deaf organizations
in the San Diego, California area, and also taught classes in
ASL for nearly 30 years.


DeafDigest also dedicates this edition to Thomasina Childress,
who departed us at the age of 96. She was one of the first
African American teachers at the North Carolina School for the 
Deaf and the Blind at Raleigh (not to be confused with North 
Carolina School for the Deaf at Morganton). One of her daughters,
Maxine Childress Brown, not deaf, formerly served as councilwoman
in Rochester, NY and also worked for the Monroe County Association 
for the Hearing-Impaired, an agency that closed up. 


DeafDigest also dedicates this edition to Shirley Cranwill
Jordan who departed us. We know of this adage - Behind Every 
Successful Man There Is A Woman. Shirley's late husband Jerald 
Jordan, was hugely responsible for lifting the Deaflympics
and Deaf World Sports from a sleepy, small time outfit to a
big time international organization with full time office and
staff. Shirley, herself a long time faculty member at Gallaudet
and an interpreter, was always there for Jerald during his
frequent travels to Europe on behalf of Deaf Sports.



- What the stories are saying about the deaf?

A popular pizza place in West Seattle is Abbondanza Pizzeria.
A good number of patrons are deaf, and it is for a good
reason. The owner, Robert Esposito, is deaf. He has owned
and operated his pizzeria for ten years. This place was
written up in the food section of a Seattle newspaper.



An unusual deaf kid is Tyler Bowes, only 15 years old and a
sophomore at Old Fort HS in Ohio. He is the school student
athletic director, but actually does the work of a real
athletic director - be it filming the games, bringing out
equipment, helping the game referees, serving the team
with water and refreshments, setting up the game clock and
scoreboard, etc, etc, etc. All of that on top of a 4.0
grade average and a burning ambition to become a pilot,
despite his deafness.

Doug Pravda, a deaf attorney and a past partner with the 
Paul Weiss, Rifkind, Wharton & Garrison LLP, a prestigious 
international law firm, is becoming a federal prosecutor
in New York City. This announcement will be made soon.  

Said another deaf attorney:

While there have been many deaf prosecutors at the state 
or city level, I think Doug might be the first to do so 
at the federal level. 



- Sunday April 3rd

Now that Ed Corbett has retired as superintendent of
Ohio School for the Deaf, who is replacing him as the
interim? It is Scott Schaller, currently the school
COO. The buzz on the campus is that the state will
consolidate the positions of superintendent on the
deaf campus and the blind campus into one position
to save tax payer money.


- Monday April 4th

Claudia Hollis, branch manager, FREED Center for Independent 
Living, Marysville, Wisconsin, made a big issue out of
city hall's web site not being accessible to the deaf.
She pointed out that the city TTY line is insufficient
and that the deaf need to access the city officials via
the city web site.



- Tuesday April 5th

The Ha Noi Deaf Association, a leading deaf organization in
Vietnam, said the deaf people do not know enough sign language.
Reason is shortage of books in sign language. And why the
shortage? Because publishers see no profit in publishing these
books!




- Wednesday April 6th

Massachusetts governor Deval Patrick not sensitive to the
needs of the deaf and the disabled? Well, the Disability Policy
Consortium, which advocates the needs of the deaf and the
disabled, has issued a threat to file a lawsuit for not
obeying the ADA regs!

ADA modified regulations of 2010 versus 504 regulations?

Well, the Department of Justice just ruled that both sets of
regulations are to work together and must be enforced.

The ASL program at the University of Rochester, New York, offers a
unique study abroad experience in France in Summer 2011 for Deaf and
hearing college-level ASL students and professionals. 

This two-week program gives ASL users an opportunity to learn 
French Sign Language and French Deaf Culture in a formal setting and 
further their understanding of the international Deaf World. 

The deadline for application is April 22, 2011.

A DEAF CLOCK REPAIRMAN
   We have had many deaf people that repaired wrist
watches. But have we ever had a deaf person that repaired
a town tower clock. This is a big clock in downtown where
people look at it and depend on it to get the right time?
   Yes. The late Lee Brody, who was famous for his past
Phone TTY business, was a tower clock repairman during
his younger days.
   The clock was in downtown Fairlawn, New Jersey,
and he walked up the tower from time to time to make
the repairs.

A POWERFUL POLITICAL-INFLUENCE GROUP WE NEVER HEARD OF
   Do mention ALEC and the chances are that many of us,
both the hearing and the deaf, have never heard of it.
   ALEC stands for American Legislative Council. It
brings lawmakers together with big corporation lobbyists
to pass bills on the federal and state levels that are
favorable to them.
   We may wish for bills regarding funding on our
needs but because of ALEC, many of our bills are shot down
early in the legislative game.
   This may be the reason why we've always been left
behind on many things.



A PAGEANT ADVANTAGE
   A young deaf woman that competed, and won, in a Beauty Pageant,
said that there is an advantage in being the only deaf participant.
   She said:

I stand out

   Pretty much makes sense. Heather Whitestone won because it
was impossible for the judges to overlook her deafness.


MANDY HARVEY'S KENNEDY CENTER DEBUT
   Promising singer Mandy Harvey, who is deaf, will be making
her singing debut at the John F. Kennedy Center for the Performing 
Arts on May 5th.
   This event is part of the International Young Soloists Award
program. The cash award she will be receiving at that event will 
be earmarked towards her career in music.
   She is from Denver and has already recorded two albums.


PARTICIPATING IN GAMES WHILE WEARING A CI
   Lisa Poisso, a deaf woman, plays World of Warcraft
which is an online role-playing game with other participants.
   She has a CI; growing up with a degenerative hearing loss, she
became deaf while in high school. She then got a CI. 
   What does she have to say about using a CI while participating?
She said:

The CI isn't what I would call perfect. My implants do work, allowing 
me to hear for the most part, but that's not without problems. Some 
tones or particular nuances of sound are still lost; and it's physically 
impossible for me to use headphones, since I don't hear with my ears 
anymore

COMMENTS FROM A CART OPERATOR - continuing series

"If I decide to be a realtime captioner, can I wear my fuzzy
slippers and work out of my home?"

I have heard this question asked on numerous occasions, and the
answer is, yes, you can.  Most realtime captioners are independent
contractors working from their homes.   

This may sound like the ideal job, but people have to remember that
there are some downsides to it also.  Captioners provide captioning
primarily for news, entertainment, and sporting events.  This may
mean you would work many evenings and weekends.   You also would
probably have to work many holidays.  Just think about the parades,
special programming, and sporting events that take place on holidays.

Some captioning companies prefer to have their realtime captioners be
employees, but most use independent contractors.  These independent
contractors may work as freelance captioners and do work for more
than one captioning company at the same time. 

Some captioners may also choose to work directly for TV stations or
program producers, and they may negotiate contracts themselves.  They
would need to consider all of the ramifications of trying to do it on
their own; for example, having a backup captioner in the event of
illness or equipment failure.

There are only a few large captioning companies in the U.S.  Many of
the companies are small firms working with only a few captioners. 
Most people do not realize that if they are watching the news in
Minnesota, the captioner may be working from his or her home in
Florida.  


A POSTAGE STAMP HONORING A DEAF PERSON
   A while ago, DeafDigest mentioned John Goodricke,
the deaf astronomer (1764-1786) who discovered the
first double star, Algol. He, unfortunately, became
ill and passed away as a young man.
   Kenneth S Rothschild, who collects deaf-related
postage stamps from anywhere in the world, wishes
to point out that there is a postage stamp named
after Goodricke.
   This stamp was not minted in USA, but in
Nicaragua!  Goodricke, himself, was born in
the Netherlands but lived in the Great Britain.

Hot DeafNews boring, but important!

A recent presentation by the U.S. Department of Transportation
regarding addressing of disabled-related issues, was attended
by just two representatives of the deaf community organizations.
An important issue brought up was lack of visual displays
for the benefit of the deaf, Another issue was captions on
air flights; the agency representative refused to answer
this query!

The Deaf and the Law:

Legal Aid Society, with offices in major cities, are supposed
to help those that need attorneys but cannot afford these
legal fees. This includes low income deaf clients. The Jacksonville
(Florida) Legal Aid office, which have helped the deaf in the
past, may shut its doors because of lack of funds. This is a
critical issue among deaf leaders in Florida.

in Florida is providing interpreters for deaf clients

   How critical is the Gallaudet presidential
selection to all of us?
   Very critical, according to a Presidential Search
Committee member who spoke on condition of anonymity:

The Gallaudet president is the face of the Deaf Community;
it impacts on all deaf people, including those that never
went to college and those that went to other colleges,
besides Gallaudet

   Declares DeafDigest, may the best Presidential
candidate win.


(the Presidential Search Committee recommended a nominee,
that the Board of Trustees agreed with - but which met
with much disagreement among Gallaudet students,
Gallaudet alumni and the Deaf Community. The Board's
choice was rescinded, and the next two Gallaudet
presidents met with approval from all of us)

Deaf Apocalypse of the Week:

Deaf Scam 2011 or Deaf Scam 1945 - any difference?

Well, in 1945, there was a big radio announcement
that the World War II has ended. Naturally the
deaf people were the last to know about it - and
hearing scammers took advantage of it. At that
time all drivers had gas ration cards; fuel for
the cars was restricted and only those with ration
cards could buy gas. These ration cards were
valuable and hard to get. When the war ended the
ration cards were useless - and hearing scammers
sold a lot of these cards to deaf drivers that
were unaware that the war ended!

So, Deaf Scam 2011 or Deaf Scam 1945, no matter,
it still hurts!

A Lipreading Problem: What did that person say?

I was at a nail salon place with a deaf friend and we were both
getting manicures done and she mouthed to me, "The limb is kinda
low." I looked at the other woman's arms and was trying to figure out
what my friend was saying.

I said, What? She mouthed to me, "The limb is kinda low, my hands are
getting warm."

Then I realized she was saying "lamp" instead of "limb" and when I
told her what I thought she said, we both had a good laugh about
that.

QUALIFICATIONS:	Candidates must hold, or be eligible to hold, a 
certificate issued by the Wyoming Professional Teaching Standards Board 
with an endorsement in hearing impaired or as an exceptional children 
generalist with background in working with the hearing impaired.  Other 
desired qualifications include:  Experience working with school-age 
children in an educational environment; proficient in sign language; 
experience with cochlear implants; strong people skills; ability to work 
effectively with an educational team; advocate for hearing impaired 
children; and willingness to participate on school and District committees 
and in required inservice activities.

DESCRIPTION:	This position will support elementary school students at 
this time who are deaf or hearing impaired children within the public 
school system.  The teacher will adapt materials and lessons to student 
levels and abilities and serve as a liaison to the family and school 
district staff.

Director of Student Life
The Learning Center for the Deaf

Definition: The Director of Student Life works closely with the MS/HS
supervisor. He/she helps build a positive school community and
addresses student disciplinary concerns as they arise. He/she will
support the supervisor and ensure effective management of the
secondary programs.

The Director of Student Life also oversees residential, athletic, and
social/recreational programming to ensure students gain the
knowledge, independent living skills and interpersonal
competencies needed to maximize their potential.

Requirements: MA/MS degree in Education or Human Services or BA/BS degree
in related field with 5 years related experience and willingness to

Functions and Responsibilities:
- Work with the supervisor to build a positive middle school/high school 
environment conducive to learning, and communicating high expectations.
- Manage student behavior for the purpose of maintaining a positive school 
climate and ensuring safety for all.
- Address student disciplinary concerns in line with the department policy, 
and support faculty and staff as they implement classroom management strategies.
- Ensure effective implementation of the school's anti-bullying program and 
policies.
- Develop residential services and provide support and supervision to the 
Residential Supervisor.
- Oversee the implementation of career and independent living skills 
curriculum in the residential program.
- Develop policies and procedures to ensure well-coordinated and safe sports 
programming and ensure the implementation of those procedures.
- Utilize database to ensure all externally and internally required reports 
are complete, accurate, and implemented on schedule.
- Develop after school programming offering a range of recreational and 
independent living skills activities for students not involved in sports programs.
- Ensure all residential, and athletic department staff obtain required 
trainings and participate in job related professional development workshops, 
conferences and/or classes sufficient to meet required hours annually and to 
fulfill goals of their professional development plans.
- Work collaboratively with TLC colleagues to facilitate students' 
educational, social, recreational and life skills activities within existing 
programs.
- Oversees and approves each program's budget; ensure all procedures are 
followed and allocations are accurate.
- Develop and expand services within each program based on needs and 
interests of students served; explore related funding opportunities in 
collaboration with the Development department.
- Assist TLC staff with coordinating other related activities as deemed 
appropriate.
- Contribute to the growth and development of The Learning Center through 
active participation in the senior administrative team.
- Perform other tasks as assigned by the Associate Executive Director.

Manages all aspects of Southwest Community Services. (SCS) Community 
Outreach Program for the Deaf (COPD) - New Mexico to include budget

management.  Position assures a local presence for the interpreting 
program in New Mexico through working with the interpreting community,

ESSENTIAL FUNCTIONS
- Assists in formulating administrative and operational policies 
needed for agency and SCS
- Oversees the daily operation of the agency, contracts and 
collections processes; quality of services and billing processes
- Develops and refines organizational structure for service delivery
- Assists in the selection of training and supervision of staff, 
interns and volunteers
- Develops yearly budget, oversees revenue/expenditures, and tracks 
billing processes
- Assists in the preparation of fiscal and programmatic reports, as

and goal setting for COPD-NM
- Works with the interpreting community to assure quality 
programming and best practices
- Works as a team with the SCS Super Center to assure quality 
interpreting in New Mexico
- Works throughout the state to determine issues and concerns 
affecting Deaf persons and persons with a hearing loss in the areas of 
interpreting, independent living, vocational services, Deaf-Blind and 
other hearing loss populations and services
- Works as part of the SCS Executive Director's team to assure that 
local New Mexico issues and concerns are reviewed
- Works with the Operations Director to assure continual quality 
interpreting and that operations are effective
- Provides information for continual growth of interpreting services
- Conducts monthly Board meetings
- Facilitates community involvement and sets a responsive tone with 
staff, the community, and Board members
- Works as a team in development of reports that determine continual 
adherence to productivity measurement and monthly fill rates and works 
with the team to develop procedures to accomplish stated recommendations
- Consults with agencies regarding professional and ethical conduct 
of contract interpreters
- Evaluates interpreter services and develops recommendations of 
changes based on community needs and service operation; shares information 
with the Executive Director and Director of Operations for future planning
- Provides information to the Agency Advisory Board regarding all 
aspects of COPD-NM services
- Assists in policy and program development
- Assures that staff are aware, trained and knowledgeable of CCS and 
SCS policies
- Assists in the preparation of grants and contract proposals
- Develops and performs staff, program and agency evaluations
- Plans project and grant activities to assure that goals and 
objectives are met in a systematic and timely fashion
- Manages contracts and grants related to Vocational Rehabilitation, 
private foundations and other governmental entities
- Develops and prepares required contract monitoring reports for all 
agency programs
- Works with the community to provide education on deafness and to 
develop private funding sources
- Acts as a liaison to other community agencies
- Communicates all contractual, staff and funding issues with 
Executive Director
- Works with New Mexico Community leaders at the Commission, 
Governor's Council, Vocational Rehabilitation and other stakeholders to 
assure continued development of programs to address the needs of consumers 
with a hearing loss
- Ensures that all programs, services and staff actions adhere to 
contract requirements, licensing and accreditation standards, and CCS 
Personnel Policies and Procedures
- Develops methods of assessing staffing patterns needed, 
productivity and the quality of services provided
- Responsible for recruiting, hiring, training, evaluating, 
providing constructive performance feedback and separating employees
- Plans, organizes and leads staff meetings
- May drive agency or personal vehicle on company business

MINIMUM QUALIFICATIONS
- Bachelor's in Rehabilitation, Business, Public Administration, 
Social Science, Social Work or Education
- 5 years of professional/technical experience in personnel 
administration, rehabilitation, social work or employment services with a 
broad knowledge of occupational information
- 5 years of experience supervising and managing a community service 
program
- 3 years of experience analyzing budgetary information
- 3 years of experience in proposal and grant writing
- Proven strong communication skills . oral and written are clear, 
concise, and in an organized fashion using appropriate style, grammar and

Hearing consumers in a variety of educational and community settings 
including medical, mental health, vocational, social services, etc.
- Provides  oversight and direction in the development of the 
Intern/Mentee Program
- Provides direct supervision of Intern/Mentee Program daily 
operations including professional development, referral services, billing, 
payroll, collections, and quality of interpreting services; overall 
responsible for all aspects of the Interpreting Intern/Mentee Program
- Provides Intern/Mentee Coordination of schedules and trainings.
- Develops interpreting opportunities for interns that match job and 
skills sets needed.  
- Maintains high professional standards in accordance with the RID 
Code of Professional Conduct, ensuring quality interpreting services for 
the Hearing and Deaf consumers

- Assists with in-house and walk-in interpreting services, as needed

- Monitors the quality of services of freelance (contract)

- Supervises all Interns providing interpreting support,

related experience may substitute for Associates)
- RID CI and CT, or CSC, or CDI/RSC, or NAD5, or EIPA 5.0, or NIC 
Advanced
- Current valid New Mexico Interpreter License
- 2 years of interpreting experience, community interpreting 
preferred (1 year of experience equals 20-25 hours per week for average of 
50 weeks per year)
