- Dedication

DeafDigest dedicates this edition to Royal Teets, a long
time teacher and coach at Oregon School for the Deaf
who departed us. As a football coach he led the school
to the only two conference championships in its history (1965 and 1967).


DeafDigest also dedicates this edition to former New York
governor Hugh Carey, who departed us. Yes, he was
not deaf - but if it was not for him, there may be
no NTID on the RIT campus in Rochester, NY! As a
congressman in Washington, DC, he sponsored a bill
to create NTID. The bill passed. NTID president
Gerry Buckley said:

He was a person who believed in opportunities and he saw this as a unique opportunity for deaf people


DeafDigest also dedicates this edition to Elmer
Dillingham, not deaf, who departed us. As a career
educator of the deaf, his last position was president
of Florida School for the Deaf and Blind; he was
also a past superintendent of Eastern North Carolina
School for the Deaf and an administrator at North
Carolina school for the Deaf.




- What the stories are saying about the deaf?

The task force reviewing the goals and mission of the
Utah Schools for the Deaf and the Blind recommended that
the agency move from Ogden to Salt Lake City and that
the advisory board be given more powers. And that
the superintendent Steve Noyce's status was changed
from contract to at-will.


Linda Campbell, who is deaf, knows a lot about ocean eco-systems,
and is sharing her knowledge as a professor at Saint Mary's University in Halifax. She lectures in sign language with an
interpreter at her side. It is said that the number of deaf
professors in Canada is less than the number of fingers on
one's hand. Years back, she was busy, as a competitive fencer,
battling against Canada's best fencers!




- Very Hot News

The North Florida District of Optimist International has inducted Bob Thomson into its Hall of Fame. Bob is deaf. As a young man he was a member of the Motor City Association of the Deaf (Michigan) basketball team. He and four other teammates were traveling to Pittsburgh in one car for a tournament at Pittsburgh. The highways were snowy, and there was an accident. Four members of the team were killed. Bob was the sole survivor. The other car arrived at the designation, unaware of what happened. This accident, taking place in December 1961, was the worst tragedy in history of Deaf Sports. While grieving for the loss of his teammates, he moved on and earned a graduate degree at Gallaudet. And then made it a career working with the deaf in various capacities, the last one at Florida School
for the Deaf and Blind until he retired.

- Sunday August 7th

Artist Lolette Smith, not deaf, is a mother of a
deaf woman, and formerly taught at Missouri School
for the Deaf before focusing on art. Her latest
theme - Frozen Sound - is being displayed at
a gallery in Durban, South Africa. She wants the
world to understand how the deaf perceive things
without sound.


- Monday August 8th

Deaf British comedian Steve Day, in an interview
with a newspaper reporter said he thinks he's the
only deaf comedian in the United Kingdom and that
if there were others, then he knows nothing about
them.


- Tuesday August 9th

The American Airlines has started a new service
for its passengers, a streaming video, as Entertainment
on Demand. This is for Boeing 767-200 passengers.
Not a single word was mentioned on whether these
videos would be captioned (or even subtitled)?



- Wednesday August 10th

Which local government in England is the best as
far as serving the needs of the deaf is concerned?
It would be the Epsom & Ewell Borough Council,
according to the Louder than Words advocacy group.

A SOCCER GAME IN AFRICA
Soccer is a popular sport in Africa. Many Africans watch
soccer games. Some of them try to watch the game free
without paying for the game tickets.
This was a problem with one soccer team. The ticket
sellers are always arguing with the fans that wanted free
tickets.
The team had an idea. They hired deaf people to sell
tickets.
The hearing fans were stuck. They could not argue about
free tickets with these deaf ticket sellers. As a result
there were no free tickets.

STRANGE WAITING LINES AT COMCAST OFFICE
DeafDigest editor went to the Comcast office
this week to get a new TV digital remote.
There were three window signs - one for
disabled customers, one for senior citizens
and the other for regular customers.
There was a long line at the disabled customers
window. There also was a long line at the senior
citizens window. But there was no waiting line
at the window for regular customers.
Guess where did DeafDigest editor go to?
Of course, for the regular customers.
Why? DeafDigest editor hates to wait in a long
line!

EMOTIONAL ISSUES WITH SIGN LANGUAGE APES
Is it wise to teach an ape some sign language just for the
sake of social experimentation?
Years ago, DeafDigest editor visited a facility where an ape
was taught ASL. The deaf handler confided in DeafDigest editor
that his ape did not really enjoy being forced to learn ASL
under controlled conditions. The lab director did not want
DeafDigest editor to visit the facility but relented.
And now this, there was a story about another ape that
learned 100 signs - but had so many problems with handlers.
As a result, for humane reasons, this ape was released to
an animal sanctuary.
Said a spokesperson on behalf of the apes:

At a minimum, they should have the rights to life, liberty, and protection
from torture that we grant to all members of our own species, regardless
of their intellectual abilities.

COMCAST DIVERSITY AND THE DEAF COMMUNITY?
When Comcast took majority control of NBC a while back,
diversity became an issue with several hearing Hispanic
groups. They wanted to make sure Comcast was fully
committed to diversity. A meeting took place and a memorandum
of agreement was reached.
Comcast leaving us, the deaf, out as far as diversity
is concerned? Perhaps we all yawned when the Comcast purchase
took place whereas other hearing groups suddenly became
concerned?
Never know!



DECIBELS IN DEAFNESS
What are decibels to us, both deaf and hearing?
As an example, 66 dB means two people, standing three
feet apart, can hear each other's voices.
Actually it can be more complicated but this is just an
example of what it means.




WHAT DO INTERPRETERS HATE?

a hearing speaker would start saying something, and
backtracking, would start all over again and then
go back and forth without really completing his
talk!

COMMENTS FROM A CART OPERATOR - continuing series

After you have decided that Communication Access Realtime Translation
(CART) may be right for you in a high school or university setting,
now you need to decide if you will be using onsite CART or remote
CART.  There are many benefits and a few drawbacks to both of these
options.

Onsite CART is when the CART provider is physically present in the
classroom with the student.  The CART provider connects his or her
steno machine to a laptop computer which is placed in front of the
student, and the student is able to read what the CART provider is
writing to the laptop screen.

One of the major advantages to onsite CART is that the CART provider
can see and hear everything that is going on in the classroom.  It is
oftentimes easier to hear and understand someone when you can see the
person speaking than it is over a phone line or Internet connection.

If an instructor is using PowerPoint, a chalkboard, or a handout, an
onsite CART provider can see what is being referred to and fingerspell words that are new or unfamiliar.

Another advantage is that there is personal communication between the
CART provider and the user of these services.  A facial expression, a
nod of the head, or a gesture can sometimes help to facilitate
communication.  An onsite CART provider could be a great advantage
when having a small-group discussion.  




NURSES AT SCHOOLS FOR THE DEAF
A newspaper in Omaha ran a story on nurses at Iowa School
for the Deaf. For all practical purposes, what the nurses do
at the Iowa school is pretty much the same for other schools
for the deaf.
What do nurses do? Just give out medication for ailing
deaf kids and apply bandages on those that skin their knees? Yes, but much more than that!
The nurses perform:
- assess medical and treatment needs
- keep up with records and paperwork, especially on shots
- make audiological appointments for hearing aids, CI
- take care of children that are sick
- send deaf children for dental and eye check appointments
- and much more

There is a biennial conference for nurses of the deaf.
The last one took place few weeks ago at Kansas School
for the Deaf.

TO BE DEAF AND TO BE ISOLATED

There are newspaper stories saying that technology will
render obsolete our sign language  - and that the future
deaf will prefer to mingle with hearing than with their
peers - and that deafness will be completely eradicated
thanks to the CI and genetical engineering.

True or false?

DeafDigest wishes to point out this following example:


A young deaf woman became a counselor at a summer
camp for deaf and hard of hearing children. She
was the only deaf counselor. All other counselors
were hearing. And making it worse was that none of
them knew sign language. And none of them made
efforts to make friends with the deaf counselor. Not surprisingly, it was a miserable working experience for that deaf counselor! She almost
walked out of the job on her first day, but didn't.

Hot DeafNews boring, but important!

Could 70 percent of deaf people become hearing again, without
CI? Well, this is what Matthew Holley, of Bristol University Medical
School, is saying. Experimenting with ear cells of mouse embryos,
he claims he was able to convert these into "hearing cells" and
feels the same can be done with human ear cells. We've probably
heard the same thing in the past from other scientists that claim
they can do the same thing - but haven't yet succeeded. So, will
Holley succeed when past scientists have failed?

The Deaf and the Law:

Thanks to the ADA, a doctor cannot add costs of interpreting
to the deaf patient's bill. If the interpreter costs $120.00
and the doctor bills the patient $100.00 for a medical exam,
the physician pays $120.00 out of his pockets. This is why
many physicians look for excuses to refuse to admit deaf
patients.

The doctor's attorney can try to prove "undue burden" - but
if it goes to the court, the doctor must open his financial
books for the judge to review.

News of the Week - Looking Back 10 Years Ago:

The DeafDigest Hero of the Week honor goes to Dr. Donalda
Ammons, a professor at Gallaudet and an officer with the
CISS, the governing body of the Deaflympics.
Incensed and rightly so when the Rome Deaflympics hosts
addressed the audience but with no benefit of captions
on the screen Donalda walked up to the platform and pulled
out the plug. As a result no sound came out of the microphones.
The shocked hearing people pointed to her as the Bad Person.
Donalda responded that if deaf people cannot get the message
then hearing people should also not get the messages.
The embarrassed hosts took the hint - the captions
were then turned on.

News of the Week - Looking Back 5 Years Ago:

How many deaf people do we need to change
a light bulb?
Or - let's change this around - how many
deaf umpires do we need to umpire a national
championship deaf softball game?
Well, the championship game last week involved
four deaf umpires. Normally two umpires is
sufficient.
Why? The tournament preliminary round games
resulted in too many appeals of missed and
blown plays by disgruntled players. As a
precaution four umpires were assigned to officiate
the championship game.
And it did not help. In the finals between
eventual champion Maryland Eagles and the
runner up CCE of Chicago, a batter hit a
fly ball that either hit the ground first
or was caught by the outfielder, depending
on which umpire's version was correct. One
runner was trapped on the base paths; one umpire
called him out and another umpire called him safe.
It took a half hour conference between
four umpires and the tournament commissioner
to sort out the confusion.

Deaf Apocalypse of the Week:

The NAD has asked the Department of Transportation
to allow the deaf to drive trucks on interstate
roads.
Our government does not allow the deaf Americans to drive trucks on interstate roads. The Australian government
allows the deaf to drive trucks.

It is a 4-minute captioned video. Wayne, the deaf trucker,
is in the fourth part of the series. Look at the size of his truck! And look at the name of the company - Toll, which is Australia's largest long distance freight trucking company.
Incidentally, if you watch the entire video you will
see a full range of jobs the deaf of Australia are in (ranging from dog groomer to financial analyst). And they all use the Australian Sign Language.

A Lipreading Problem: What did that person say?

You go to a small store to make a purchase. The cash
register does not show the purchase price, and so
you crane your neck to lipread the cashier.

You thought the cashier said $6.90. Yes, you are
satisfied

Actually the price was $6.19 - no big deal.

But what if she actually said $16.90 or even $16.19?

Not always that easy to lipread six and sixteen
or even worse, sixty!

Kentucky Commission on the Deaf and Hard of Hearing
Frankfort, KY

The Kentucky Commission on the Deaf and Hard of Hearing (KCDHH) seeks an experienced, creative individual to fill the position of Information Office Supervisor.

KCDHH, a state agency within the Education and Workforce Development Cabinet, is charged to advise the Governor and General Assembly concerning policy and programs needed to enhance the quality and coordination of services for deaf and hard of hearing persons.

The agency also assists local, state and federal governments, and public and private agencies in the development of programs for deaf and hard of hearing persons, oversees the provision of interpreter services for state agencies and operates the telecommunications access program to ensure equal access to telecommunications services.

The position is located in Frankfort, Kentucky.

Minimum Qualifications:
- Graduate of a college or university with a bachelor's degree.
- Four years of experience in journalism, public relations or experience related to the duties and responsibilities in this class.

Duties include, but not limited to:
- Supervising professional and clerical employees involved in assembling, writing, editing and distribution of printed information.
- Advises the administrators on the public relations programs of the agency.
- Creates, designs, layout and writes promotional materials of various types of brochures, pamphlets, booklets, etc.
- Tracks publications through the printing process.
- Coordinates the dissemination of written releases, radio releases and television videotape.
- Coordinates and/or appears on radio and television programs concerning the department's activities.
- Performs journalistic research, editing, and revising of materials for publications.

PRIMARY DUTIES AND RESPONSIBILITIES:
Volunteers of America of Minnesota Mental Health Clinics Deaf and Hard of Hearing (DHH) Program is seeking a full time professional to conduct individual, group, and family therapeutic skills sessions with participants involved in a program serving deaf, hard of hearing, and deafblind children.  All work is done under the direct supervision of a licensed mental health professional.  Clients are between the ages 5-22 with mental health and behavioral concerns.

This is a collaborative program of VOA-MN Mental Health Clinics and the Minnesota State Academy for the Deaf (MSAD). The DHH IMPACT Program is located on the campus of MSAD in Faribault, MN.  This position is fulltime during the academic year with summers off.

EXPERIENCE AND QUALIFICATION REQUIREMENTS:
- Master's Level mental health practitioner
- Proficiency in ASL and strong knowledge of Deaf, Hard of Hearing, and Deafblind culture
- Strong communication and writing skills
- Strong computer skills
- Basic math skills
- Ability to work with a diverse population of individuals by using tact, diplomacy, and flexibility
- Direct experience in programming for children with mental health disorders is preferred.
