News of the Week
    Is a punishment actually a non-punishment in the
case of Air Canada that refused to accept a
deaf-blind passenger unless he was accompanied by
a fully sighted fellow passenger?
    The Air Canada was ordered to pay $10,000
in damages. But Air Canada was not required to
admit future deaf-blind passengers.
    Contradictory? Yes, hence this non-punishment!

    Way back years ago Gwendel D. "Bud" Butler was
an eminent deaf educator and advocate with Texas
School for the Deaf.
    Young people may have never heard of him, but
old timers certainly do.
    His daughter Donna J. (Butler) Alexander

    Bills come and go; most bills die, but few
pass.
    One such bill introduced in Maryland legislation
is to stop judges from assuming that just because
parents are deaf, they cannot take care of their
hearing children!
    This bill is being introduced by state
senator Lisa A. Gladden.
    Hope it passes.

National Writing Contest for High School Students with Hearing Loss

High school students with hearing loss in 10th or 11th grade can enter
the fourth annual RIT SpiRIT Writing Contest, and compete for prizes,
including a summer camp scholarship.

Winners will have their choice of a scholarship and travel expenses to
the Explore Your Future program at RIT's National Technical Institute
for the Deaf, or a $500 cash prize.

EYF is a six-day summer career exploration program for deaf and
hard-of-hearing students that gives them the opportunity to sample
different careers as well as college life.

SUPER BOWL ON TV IN AUSTRALIA
    Super Bowl is a big event in USA. Many people,
who are not football fans, still watch the Super
Bowl.
    We, the deaf, have always complained for
years that the TV does not show the signing of the
ASL Star Spangled Banner singer.
    One year, a TV program showed ASL singer Phyllis
Frelich, in upper left hand corner of the screen.
It was broadcast in Australia, but in USA there was no
picture of Frelich.

BLACKOUTS AND THE DEAF
    We have read in the newspapers about power blackouts
in Kentucky because of bad snow storms. The Amish people
were OK, while their neighbors were not OK. Amish families
do not depend on electricity while we, all do.
    Years ago, there was a power black out in New York
City. There was no electricity everywhere. The blind people
were OK while we were not. The blind people do not depend
on lights to walk through the building.
    Let us suppose there was no sound everywhere in the
world. The hearing people will suffer; we, the deaf, will
not suffer!

A DUMMY BOOK THAT YOUNG DEAF PEOPLE NEED
    There are Dummy books for every topic imaginable,
be it hobbies, sports, politics, pets, personal finance,
and so on.
    One such Dummy book is missing - on advising deaf
students in high schools on choice of college - should
it be a deaf college (Gallaudet and NTID) or a hearing
college?
    There are always issues that hearing colleges -
interpreting problems, social life isolation, faculty
insensitivity, CART breakdowns - that many deaf kids
in high school may not be aware of.


A PUZZLING RESTAURANT REVIEW COMMENT
    In a British newspaper, the restaurant review
columnist wrote:

Don't take your deaf mother there

    It was in reference to a London restaurant
that was being reviewed for its food, service
and atmosphere.
    DeafDigest is not sure of the comment - if
it was an off-the-shelf joke or if it assumes
that only hearing mothers can tolerate the
food that is being served?


MARYLAND LEGISLATORS THREATEN ITS DEAF AGENCY
    For some reason for years, the deaf commission
in Maryland (better known as Office of the Deaf and
Hard of Hearing - ODHH) was never a high priority
with the government executives.
    And now this - the state legislators are pondering
a bill that would eliminate vital ODHH positions
and to reduce funding, and as a final insult, to
move ODHH within the confines of the state Department
of Disabilities.
    Because this would render ODHH insignificant,
state deaf leaders are already furious and up
in arms.


A VERY DETAILED JOB
    There was a story on Brian Kraft, not deaf, in
the February 10, 2009 edition of the Washington
Post.
    He is a contractor with the District of Columbia
and his job is to transfer to a database these
microfiched files on past city building permits
between 1877 and 1949. And when he is done,
he will then work on building permits from 1950
through 1958 and so on.
    On each permit, there is information such as
"what was the building used for."
    For years the most famous Deaf Building was the
District of Columbia Club of the Deaf (DCCD). It was
torn down to make way for the new FBI Building.
    From time to time DeafDigest editor bumps into
old timers who would vividly recall the old DCCD
building but would not remember the exact location!
    DeafDigest is still wondering where the exact
location was.


GOING THROUGH NAME CHANGES
    We all know what AgBell is. Were we aware that this 
organization has gone through several name changes?
    It originally was:

American Association to Promote the Teaching of Speech to the Deaf.

    This was what telephone inventor Alexander Graham
Bell named the new organization.
    It then changed to:

Alexander Graham Bell Association for the Deaf

and now this:

Alexander Graham Bell Association for the Deaf and
Hard of Hearing




RANDOM WORKSHOP QUESTIONS
    DeafDigest editor attended a workshop where an
executive from the Dominion Virginia Power company
was the keynote speaker.
    DeafDigest asked the speaker two questions:

1. Have there been any ADA-related issues with
your company over the years?

His response is - never, we are in full compliance
and we support ADA provisions

2. Have you had deaf employees in any of the departments
in your company?

His response is - yes, we have a number of deaf employees
in the company offices, but we do not have deaf employees
out there on the field such as linemen and installers;
these are dangerous jobs, and it is already dangerous
enough for those that can hear.

     DeafDigest remembers a telephone company in
Arkansas hiring a deaf telephone installer. But that
was years ago.



A SENSE OF DEJA VU WITH GEICO ADS
    We watch TV and are constantly bombarded with these
silly GEICO ads.
    Way back in the fifties and sixties, GEICO had a
bad reputation for refusing to accept deaf drivers
for automobile insurance coverage. GEICO carried
this message that the deaf should not drive cars
and therefore, should not be carrying drivers'
insurance policies.
    So, with DeafDigest, it is a sense of Deja Vu

A comment that says:

he is semi-deaf


it is a misleading phrase; it may mean the person
is deaf in one ear, but can hear normally out of his
best ear, or it may mean he is somewhere in the
moderate hearing loss range, which is half way
between being mildly deaf and being profoundly deaf

A. No. Section 508 and ADA are two separate pieces of laws
which protect us from discrimination. Section 508 eliminates

In the late seventies, a fax machine cost $20,000.
This is the reason why the TTY network continued.

When fax prices dropped in the eighties, then the deaf fax

The SC School for the Deaf and the Blind (SCSDB) is currently
recruiting for the position of President. SCSDB is a
residential facility located in Spartanburg, South Carolina
which serves as a multifaceted resource center dedicated to
serving sensory disabled individuals, their families and
professionals throughout South Carolina.

The President is responsible for the overall administrative
management and operation of the SCSDB and reports to a
ten-member Board of Commissioners, appointed by the Governor.
The efforts and initiatives of the president are primarily
directed toward developing and maintaining essential knowledge
and current information on all aspects of programs and services
for individuals with special needs, especially model services,
technological advances, and legal and managerial perspectives.

The president is accountable to a wide range of constituents -
beginning with the Board of Commissioners, students and their
families, and staff and extending to state government officials,
legislators, and local, state and national audiences who may
have special interests in programs for individuals with sensory
disabilities.

The President is also responsible for building awareness and
integration of the School within the community and working with
legislators, regulatory agencies and representatives in the
field of special education.

Minimum and Additional Requirements:
The successful candidate must have a minimum of a bachelor's
degree, master's degree preferred, from a recognized accredited
institution; meet all of the requirements for certification by
the SC Department of Education and at least 18 semester hours of
credit in administration and supervision and a minimum of five
years of senior level administrative and management experience.

In addition, an understanding of the major issues and special
needs facing the sensory disabled population, considerable
experience in fundraising and the ability to work with and
obtain the required funds from state agencies and the legislature
are required.

The successful candidate must also be willing to live on campus
and be a visible presence at SCSDB activities. Demonstrated
previous community involvement beyond the boundaries of employment
is required.

Preferred Qualifications:
Formal training and prior work experience are preferred in special
education, particularly in the field of sensory disabilities and
special schools and particularly those with 24-hour residential
programming.

Proficiency in sign language is highly preferred.

Additional Comments:
The salary range is $87,112.00 - $135,041.00., including on campus
housing and an excellent benefits package.  Salary offerings will
be based on applicants' qualifications and experience.  Salaries
above the minimum must be approved by the Agency Head Salary Commission.

Pressley Ridge Services for the Deaf

Pressley Ridge Services for the Deaf residential program has a current 
need for entry level counselors with ASL / sign
language proficiency / fluency.

The residential treatment program is designed to specifically address the 
needs of severely troubled children deaf / hoh adolescents with 
developmental disabilities and mental health diagnoses.

Originally, the program was developed in 1996 as part of the movement to 
care for individuals with challenging behaviors
in community integrated settings rather than restrictive group care 
environments.

The Home Places program is designed to serve children and young adults who 
cannot be managed in less intensive settings due to the severity and 
nature of their mental health and mental retardation issues.

POSITION SUMMARY
Working with Deaf - Autistic and MR youth, the Teacher/Counselor is 
instrumental in assisting the clinical staff with developing, 
implementing, and monitoring of individual and group treatment plans that 
result in improved adaptive social/interpersonal functioning and high 
rates of successful program completing among youngsters in assigned group.

The Teacher/Counselor has various shift opportunities - T/C's may reside 
with assigned youth according to a variable patterned schedule (2 1/2 days 
on 4 1/2 days off) or can work on a daily schedule (5 day / 8 hours per 
day).

Requirements:
Bachelors degree required, all majors considered, degrees in Psychology, 
Social Work, or Human Services related fields
preferred. Experience working with troubled youth and youth with Autism/DD 
diagnosis a plus.

Sign Language / ASL fluency IS REQUIRED.

Valid driver's license, auto insurance. FBI, State Police, and Child 
Protection clearances.

BASIC FUNCTION:    Supervise Early Childhood, Elementary and Middle School 
faculty and staff in the development and implementation of curriculum,

QUALIFICATIONS:
- Possess or eligible for NYS Certification as Teacher of the Deaf

- Possess or eligible for NYS Certification in Supervision and/or 
Administration

- A sign language SCPI level of Advanced with a minimum entry level of 
Intermediate. Within first 30 months of employment, candidate must obtain 
Advanced level.

- Ability to communicate effectively in writing and in public venues.

- Ability to work flexible hours as needs of the program dictate

- Must possess mature judgment and leadership skills with the ability to 
be creative and exercise individual initiative.

- The successful applicant must submit to a criminal history background 
information check.

- Minimum of five years of successful teaching experience; early childhood 
experience preferred

- Previous supervisory experience preferred

MAJOR RESPONSIBILITIES: - Supervise implementation of curriculum 
appropriate for deaf students and  designed to prepare students to meet NY 
State learning standards

- Plan, develop and implement instructional programs for deaf infant 
program,  pre-school, elementary, and middle school students.

- Provide educational leadership designed to meet individual student needs 
(i.e., oral/auditory, ASL) and determine class assignments for students

- Oversee student placement, grading, and advancement

- In concert with other administrators and staff, develop master schedule, 
student schedules and teacher and teacher assistant schedules

- Administration/monitoring of student assessment

- Maintain student records and supervise and review the preparation of 
student reports.

- Provide strong direction and leadership to faculty, staff  and families

- Evaluate the performance of teachers, teacher assistants, and assigned 
staff and recommend techniques and methods of improvement

- Recommend the transfer, promotion or termination of faculty and 
administrative staff

- Approve purchase of supplies, materials and equipment

- Supervise and monitor all state education requirements; participate in 
IEP meetings.

- With other administrators, develop and direct staff development programs 
for all staff.

- With other administrators, recommend and monitor new or revised school 
policies and procedures.

- Meet with parents on a regular basis and keep parents informed about 
events at Fanwood through regular informational mailings and presentations 
at meetings, etc.

- Ensure sensitivity to cultural differences within the school community.

- Prepare necessary reports pertaining to students, staff and programs

- Respond to inquiries and general correspondence regarding education 
programs and ensure the general welfare of students and staff.

- Ensure that obligations under the labor contract are executed properly. 
Attempt to resolve differences or disputes before they become issues.

- Work cooperatively with local schools, agencies, parents, staff and 
students on educational programs of benefit to Fanwood students.

- Supervision of summer school

- All other duties assigned by the Director of Instruction or her designee
