- What the stories are saying about the deaf?
DeafDigest has mentioned Mojo Mathers of New Zealand who is hoping to become the nation's first deaf elected
MP. Present polling trends have been favorable to her
Greens political party. If her party gets at least
12 percent of vote, then Mathers gets in as the new MP.
Love of lizards was what led Trent Bell, a deaf New
New Zealander to a growing business operation in
the field of herpetology (lizards, frogs, etc).
His company, EcoGecko Consultants has won two years
of consulting contracts with clients. He advises
clients with ecological concerns and issues.
- Very Hot News
One of the North Carolina's two schools for the deaf was
supposed to be shut down for good, but at the last minute
the state administrators crafted a Solomonic solution.
The Eastern North Carolina SD would take over the operations
of the school for the blind in Raleigh. This blind school
would then function as a satellite campus. And the North
Carolina SD would continue as is. And both deaf schools would
be encouraged to lease out empty space for other educational
programs. This was important because the Morganton and
the Wilson economies would plunge overnight if both schools
closed.
- Sunday November 20th
How often is it that a TV station will reach out to the
Deaf Community to address captioning concerns? KSL-TV,
in Salt Lake City, did - and it has resulted in improved
captions. And going one up, the TV station has inserted at the
bottom of its web site - a "Closed Caption Assistance" link.
That way when there are no captions, the deaf person could
link and follow whatever the screen says.
- Monday November 21st
Nearly 200 deaf Filipinos rallied in front of the House of
Representatives to demand the passing of two bills, for interpreters for the deaf in the court room, and for captioning of TV news.
- Tuesday November 22nd
If the state of Virginia has its way, the following agencies
will be consolidated - Department of Rehabilitative Services,
Department for the Aging AND Department for Deaf and Hard
of Hearing. Already, the deaf community is upset about it.
- Wednesday November 23rd
Kathi Johnson is no longer the superintendent of
the Jean Massieu Academy, a charter school for the
deaf in Texas. No reason was given for her departure.

AN UGLY DEAF INCIDENT AT MCDONALDS
A deaf husband and wife couple, both of them
anti-hearing extremists, walked into a local
McDonalds. They used ASL to order their food.
Of course, the woman behind the counter
did not understand ASL. She called for her manager
to help. Yes, the manager also did not understand
ASL.
It only made the deaf couple angrier and angrier.
At this point, another deaf couple entered McDonalds
and saw this incident. They were so embarrassed that
they quickly left the place.
DeafDigest does not know what happened afterwards.
But signing ASL with hearing people that does not
know ASL is the worst example of Deaf Extremism!

WHY DID A DEAF GENERAL MANAGER QUIT HIS JOB?
A deaf man was a general manager of a pizza place,
which is part of a well-known pizza chain. He was the
top boss at the pizza place. Everybody reported to
him.
One day he quit. Why? He had no interpreter and
the job was stressful. Customers complaining. Kitchen
staff arguing. Waiters arguing. Health inspectors show
up without warning. Executives from the national
chain headquarters show up without warning. Truck
drivers arrive and complain about not being paid
for the deliveries, etc, etc.
Hearing managers face the same thing, but they
can communicate. The deaf manager, without interpreter,
was almost helpless in communications!

A VIETNAMESE HERBALIST HEALING THE DEAF?
There was a newspaper story of Vo Hoang Yen, a
herbalist in Vietnam. A herbalist works with plants
to try to heal paralysis, spinal issues AND deafness.
Is deafness actually being healed? The story said
that Nguyen Thi Hang, a 14-year old deaf girl,
is now hearing, thanks to sessions with this herbalist.
Fact or fiction? You decide!
INTERRPETERS IN SCHOOL DISTRICTS
After watching the video last week (Cheap or Expensive),
a veteran administrator of a deaf agency said:
The issue is not the cost but the quality of classroom
interpreters. Some schools can hire high quality
interpreters for the rates they offer and others cannot.
The real issue is to hire interpreters who can provide
quality interpreting and are qualified at the
Educational Interpreter Performance Assessment (EIPA) state required level. Many states allow schools to hire interpreters below the state EIPA level of 3.5. That
means the state considers the deaf to be of low priority
in the education totem pole. The cost does play a factor
but is not the only factor.

COMMENTS FROM A CART OPERATOR - continuing series
Another question I frequently hear is: Aren't you going to be
replaced soon by tape recorders or other newer technology?
This has been a question that has been asked for over 40 years. As
far back as the 1960s, people were predicting that court reporting
was a doomed profession because tape recorders would soon replace
court reporters. When videotape came upon the scene, some people
were sure that videotaping proceedings would soon take the place of
court reporting.
The key to success for court reporters, CART providers, and realtime
captioners has been that they have embraced technology over the
years. Rather than simply fearing that they would be replaced by
technology, they have used technology to change the way that they do
their jobs.
When you see a realtime reporter writing on a steno machine today,
the one thing that remains basically the same is the layout of the
steno keyboard. Other than that, the look is quite different.
Instead of steno paper flowing out of the back of their steno
machines, for realtime reporters you will find computers connected to
their steno machines.
Court reporters can synchronize their transcripts with the video or
audio that has been recorded, and they can provide compressed and
e-mailed transcripts. Captioners and CART providers provide an
instantaneous translation of what is being said to provide access for
the consumers who rely upon their services. Court reporting is a
career where people have taken advantage of changes in technology to
make sure that their profession continues to stay in demand.
WHAT IS IEP?
IEP stands for the Individualized Education Plan.
It was created by the law called the Individualized Education Plan
IEP is a "road map" for a deaf child to meet its
specific educational goals, with assistance of
school district (or school for the deaf) services
and accommodations.
Is it possible that a deaf child, moving from one
school district to another, would have different IEPs?
Yes, but DeafDigest does not want to get into that!

TO BE DEAF AND TO BE ISOLATED
There are newspaper stories saying that technology will
render obsolete our sign language - and that the future
deaf will prefer to mingle with hearing than with their
peers - and that deafness will be completely eradicated
thanks to the CI and genetical engineering.
True or false?
DeafDigest wishes to point out this following example:
A deaf girl, the smartest student in her mainstreamed classes, was sheltered by her domineering mother everywhere she went. She was not allowed to go out
on her own to mingle with people. As a result, her
personality has become fragile, unable to deal with life's setbacks - demanding college courses, broken romances, employment frustrations, etc.

Researchers, from Children's Hospital Boston and the
National Institute on Deafness and other Communication Disorders, are saying that a new gene therapy is available
that could just possibly reverse deafness in some people.
This type of gene therapy was not made available in the
past.

The IEP stands for the Individualized Education Plan.
The law states that deaf and disabled students must
be guided by IEP, which is a legal piece of paper.
The IEP is a plan on for the mainstreamed student to

News of the Week - Looking Back 5 Years Ago:
There are serious behavioral problems on the
Mackworth Island, which houses the Governor Baxter
School for the Deaf, in Maine, not too far from
Portland.
Serious behavioral problems, yes, but whoa -
it has nothing to do with human beings!
The island is overrun with wild, unruly turkeys,
the source of these behavioral problems. The
state fish and game officials stocked the island
with birds two years ago as part of a conservational
program. This plan backfired since these birds
block the road and deposit their droppings everywhere.
The school officials need to make a decision to
solve this behavioral problem.
And this is not a new problem. Way back in the
late eighties the island was overrun with menacing,
wild dogs!

The Commission for Deaf and Hard of Hearing is seeking an Executive Director (ED). The ED will be responsible for managing department directors and other agency staff; plan and direct new and current programs or services; oversight of the development of the Agency's program budget projection; develop program goals and objectives; develop Request for Proposals; management and oversight of various Agency contracts; work and interact with the other State Government agencies; review proposed regulations; respond to multiple inquiries from legislators, other agencies and many interested parties; represent the Agency at meetings and public functions; participate in legislative activities that include presenting program and policy analysis; represent the Agency during legislative sessions.
Qualifications for the position: A Master's Degree in Business, Public Administration, Social Services or a related field is required for this position. Eight (8) years managing programs or projects that include strategic planning, and/or developing and implementing programs or services that require interaction with other agencies and/or with multiple parties to include five (5) years experience in direct staff management. Substantial experience with managing complex programs and budgets, significant experience in the administration of programs and services for the Deaf, Hard of Hearing and Deaf-Blind communities required. Provides interviewing and rating in accordance with the American Sign
Language Proficiency Interview (ASLPI); participates in the development,
implementation, and administration of tools, protocol, and/or procedures
used in a comprehensive multiple-measures evaluation system; conducts
semi-annual re-ratings of taped interviews as part of a systematic
reliability check; participates in periodic retraining in interview
techniques and rating procedures; participates in other research activities to maintain the quality of the evaluation system; keeps abreast of trends and research in the field of first and second language teaching, learning, acquisition, and evaluation.
*Requirements:*
Master's degree in linguistics, ASL, 1st and/or 2nd language teaching and
learning, bilingual education, or related field. A minimum three years
experience in ASL instruction and/or evaluation. Experience with developing and/or using ASL assessment tests. Knowledge of the linguistic structure of ASL and English. Knowledge and experience working with individuals with diverse educational, language, and cultural backgrounds. Ability to use judgment and tact with regard to sensitive issues and confidential matter. Ability to work well as an active, contributing member of a team as well as ability to work independently and demonstrate self-reliance and self-initiative. Experience producing written reports, proposals, and other documents related to research, best practices, learning and evaluation. Ability to use various software programs for project and program efficiency. Excellent interpersonal and communication skills. Fluency in ASL and English. A proficiency level of 4+ or better on the ASLPI. As part
of the interview process, applicants will be given one work related
question and will answer that question in writing. This English writing
sample will be provided to the Gallaudet University English Department for
analysis and determination of skills level.

Responsibilities: Manages all aspects of the employment program, a program designed to match our clients, people with disabilities, with potential employers, including providing guidance, supervision and support to various personnel. Identifies and markets the program to potential employers and related agencies. Ensures compliance with all funding agents and agency policies and procedures.
Requirements: Bachelor's degree, Master's preferred, with emphasis in rehabilitation counseling, guidance and counseling, special education, social work psychology or occupational therapy. Strong vocational skills and knowledge of vocational grants and their reporting requirements is a must. Experience with marketing, development and relationship building is preferred. Five years of supervisory experience including experience in vocational employment services is required. Must be fluent in sign language or willing to learn. Valid Driver's License is required.
