- What the stories are saying about the deaf?
The British legal system not being fair to the deaf?
Says who? The SignHealth, a social service agency working
with the deaf and representatives from three different
British police jurisdictions are saying so. Their findings
have been presented to Dominic Grieve, an attorney who also
serves as a Member of the Parliament.
Several weeks ago DeafDigest mentioned Debbie Lauricella,
Lakeland, Florida, complaining that the Social Security
offices not being deaf-friendly. She won - as settlement
has been reached with offices in Lakeland, Jacksonville and St. Augustine for them to become more deaf-friendly.
Brokering the deal was the Jacksonville Area Legal Aid
office.
- Very Hot News
If the Connecticut state senate has its way, then the
Connecticut Commission on the Deaf & Hearing Impaired may lose
its identity. There was a vote to merge this agency with other
agencies under the auspices of a new social services bureau.
State deaf leaders will not like it.
- Sunday May 22nd
ADA, which has been around for quite a while, has sharpened
its teeth with more federal regulations, which took effect
right now. Pretty much makes it easier for deaf employees to
pursue legal action when discriminated in the workplace.
- Monday May 23rd
DeafDigest mentioned Alabama government robbing Peter to
pay Paul, meaning shifting funds from the Telecommunications Relay Service Fund to pay for other things. The deaf barked
about it but unfortunately, the legislators would not listen
to the deaf.
- Tuesday May 24th
Don Rhoten, the deaf superintendent of Western Pennsylvania School
for the Deaf, will be able to relax a bit more this coming
new school year. He was pulling off double duty, overseeing
operations at his school in Pittsburgh and the Scranton School for the Deaf, some 300 miles away. No more - Rebecca Gaw moves
over from her position as principal at Iowa School for the Deaf
to director of the Scranton School. Western Pennsylvania SD
took over the school, at the request of the state, two years ago.
- Wednesday May 25th
Gallaudet is saved! Few weeks ago DeafDigest mentioned the possibility of the metro station name of New York Ave-Florida Ave-Gallaudet U to
something else. This would strip Gallaudet of its identity, not to
mention making it harder for out of town visitors to locate the
Gallaudet stop. It has now been proposed that the new name be
NoMA-Gallaudet U.

Deaf Miscellaneous stuff:
All Jammu and Kashmir Handicapped Association is a social service
agency that deals with the deaf and the disabled in need of
assistance and counseling. It is in Kashmir, a small nation nestled
between India and Pakistan. Because of lack of salaries, the
agency employees went on a 3-day strike. For some reason, the
government has been ignoring the strike.

A DYING LANGUAGE AND THE DEAF PERSON
The world has over 6,000 languages and linguists
feel that by year 2100, there will be just 600
languages left.
This is why linguists race to interview old
people that speak rare languages - before these
people die.
Some languages only have 2 or 3 speakers left.
One language in Alaska and another language in
Nepal only have one speaker each. And both of them
are late deafened. Makes it very hard for linguists
to interview them because of their deafness.

SMALL SHOPS IN MADRID
There are many, many small shops in Madrid - convenience stores,
internet outlets, souvenir stores, coffee places, etc.
Many of them are owned and operated by immigrants. And they do not
speak Spanish, but use a lot of gestures to communicate with patrons, especially tourists.
Why is DeafDigest bringing this up? Would these such businesses
be ideal for ambitious deaf individuals? Many immigrants, not able to
find jobs in Spain, go into businesses for themselves in order to
earn a living and to support their families.
While the deaf cannot hear, they can use their hands to communicate
with tourists and locals.
Just a food for thought.
ISSUES FACING THE DEAF IN GREAT BRITAIN
A blog posting made a list of issues that the deaf face in
Great Britain. Here it goes:
- service agencies facing huge financial cuts
- shortage of interpreters worse than ever
- many deaf clubs have closed up
- British Sign Language classes not controlled by the deaf
- high unemployment rates among the deaf
- serious literacy issues among young deaf adults
- lack of educational opportunities
- deaf people too dependent on social services
And even worse, deaf leaders are obsessed with changing
European laws as these deal with the deaf - as opposed to
changing British laws!

A DEAF OWNER OF A THRIFT SHOP IN JAPAN
Not too many deaf people own or operate businesses anywhere
in the world, but we do still have a few.
The latest one is Mieko Yamanaka, who owns a thrift shop
in Mie, a small town in Japan.
She previously owned a shop in Kashiwara City, but felt her
opportunities were better in Mie. Not giving up her residence
in Kashiwara City, she takes the train to commute to Mie.
She said:

of signing ability or disability
A FAQ BY UTAH DEAF EDUCATION CORE GROUP
The Utah Deaf Education Core Group has an ongoing
dispute with the way things are being taught at the
Utah Schools for the Deaf and Blind.
This core group was asked by a member of the Utah State Board of Education to develop a FAQ
so that the Total Communication issues could be
better understood.

COMMENTS FROM A CART OPERATOR - continuing series
At this time of year, many people turn their attention to graduation
ceremonies. As our friends and families graduate, we want to be able
to fully participate in their celebrations. In addition to sign
language interpreters, CART providers and realtime captioners can
help to make those celebrations accessible to us all.
If you feel that a CART provider would be an appropriate
accommodation for such an event, make sure you inform the school of
your desire as far in advance as possible. CART providers need
adequate time to prepare for this momentous occasion.
There are a few factors you need to consider well in advance to be
sure you can resolve any glitches before the ceremony takes place.
Is the graduation taking place outside? Will there be electrical
outlets available? Will the CART provider or captioner make the
captions available to a large segment of the viewing audience, or
will the captioning be for just one or two people?
If the graduation is outdoors, special attention needs to be given to
the weather conditions. In the event of rain, the computer, screens,
and other equipment must be placed in positions so that they can stay
dry.
On a beautiful, sunny day, some people may not think about how
difficult it could be for the CART provider or the viewing audience
to see a computer screen. The glare may make it difficult to find a
good location to set up.
With adequate advanced planning, CART or captioning can help make
this special event more memorable for everyone involved.

social science group wanted to know. After a series of testings
it was concluded that the deaf are just as good as the hearing!

News of the Week - Looking Back 10 Years Ago:
It is not worded the same as the Olympics, but still better
than nothing - Our Games, that will take place at Rome this
summer can be legally called Deaflympics, with IOC's blessings
and without legal repercussions.
For years we were not allowed to call our Games the Deaf Olympics
under pain of legal action by the IOC - but now we can call it
Deaflympics.
For our Games, it is the fifth such name change - International
Silent Games, International Games for the Deaf, World Games for
the Deaf and then Deaf World Games, latter of which ironically has never
been used in actual Games competition.
Our next step, of course - is to go from Deaflympics to
Deaf Olympics, of course with IOC's blessings!
(editor's note: interestingly enough since DeafDigest editor is
currently vacationing in Spain - that the IOC decision to allow
us to use the word "Deaflympics" was approved by Juan Antonio
Samaranch, the IOC president. He is a Spaniard!)

News of the Week - Looking Back 5 Years Ago:
What is frightening to all of us is the new law
in New Hampshire, effective July 1st that requires
all out-of-state interpreters to obtain state
interpreter license.
Why frightening? We have serious shortages of
interpreters everywhere. Many agencies and universities
have been forced to fly in out of state interpreters
just for one particular event. In the eyes of
New Hampshire, these interpreters are law breakers.
Will they go to jail? Probably of course not, but
the specter is there to scare these "offending"
interpreters.
(editor's note: this law, while still on the books,
have had no impact on the interpreters in the state.
Whew!)

Deaf Apocalypse of the Week:
Do barbers all over the world communicate the same?
DeafDigest editor badly needed a hair cut and there was
a barber shop in Madrid.
The barber realized the DeafDigest editor was deaf.
Communication? No problem. He used the "Universal
Barber Sign Language" to communicate!
DeafDigest editor left the barber shop a satisfied
patron.

A Lipreading Problem: What did that person say?
Lipreading the lips of restaurant people in Spain is
a constant struggle. Common words such as Coffee (cafe), Coca-Cola, sandwich, soup, pizza - are a constant struggle.
There is a lot of pointing at the pictures and English
words on the menu. The waiter may "acknowledge" your order
by saying something. You think you understand by nodding
your head. And the waiter brings something you did not
order nor want!

POSITION TITLE: Assistant to the Dean
DEPARTMENT: Residential Program at the Western PA School for the Deaf
REPORTS TO: Dean of Students
JOB DESCRIPTION: This is an exempt, 187-day position. The Assistant to the Dean directs/coordinates after school programs and activities for the residential students; assists the Dean of Students in scheduling of Residential Supervisors, transportation, off-campus activities, sports and avocational clubs; acts as liaison with other administrators when needed on student behavior, discipline, special needs, accomplishments and parent requests; assists in the implementation of student behavior plans; develops workshops and training programs for Residential Supervisors; serves as acting Dean of Students in his/her absence.
MINIMUM QUALIFICATIONS: Bachelor's Degree in counseling, education of the deaf, social work, special education or related area; or equivalent work and experience. He/she should have some experience in staff supervision.
Sign language skills of applicants will be rated using the SLPI; "Intermediate" skills are required at hire with "Advanced" skills required within two years of employment.
PA Criminal Background, Child Abuse, and FBI clearances are required.
SALARY: Dependent upon experience. Full benefits including membership in the State's teacher retirement system, medical, dental, vision, and life insurance.

Deaf Services Center (DSC) is a dynamic team of behavioral health
professionals serving Deaf and Hard of Hearing children and adults.
We take great pride that our program is strongly Deaf/HOH centered
with about 85% of our staff being Deaf or Hard of Hearing. Our staff
environment is one of incredible teamwork and mutual support. As a
result, we are rapidly growing with new programs and expansions of

DSC is looking for dedicated, motivated, energetic individuals who
are fluent in American Sign Language and knowledgeable about Deaf
Culture and the Deaf Community to fill the following positions:
- RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration. Duties: Provide supported living and training to Deaf
consumers with mental illness and/or developmental disabilities
living in the community; promote consumers' independence and social
relationships. Positions open for weekend and evening shifts.
Qualifications: HS + 1 year related experience or AA; valid drivers'
license; advanced fluency in ASL; minimum of 2 years' experience with
Deaf Community; demonstrated competency in independent living skills;
ability to teach, advise and motivate Deaf Consumers; strong
interpersonal skills.
- RESIDENTIAL PROGRAM ASSISTANT: (Full time) This position provides
support to Residential Operations Director in completing all
necessary regulated reports, statistics and maintaining regulated
information. The qualified candidate shall possess: a minimum of HS
Diploma with a minimum of 1 year experience in administration and
human service field. Must have strong writing, organizational and
time management skills, as well as computer proficiency in MS word
and excel; Fluency in American Sign Language; Understanding of
residential settings a plus. Duties: Complete and submit monthly
reports for DPW, managed care companies and/or other governmental
agencies on timely bases. Track referrals, intakes and other items
related to program needs; review progress notes to ensure
documentation is present and suffice for audit reviews; and Assist
Operations Director with all audit preparations and follow ups as
needed.
- ADMINISTRATIVE ASSISTANT: (Full time position) The qualified
candidate shall possess: a minimum of a HS diploma with 3 years of
administrative assistant experience with computer proficiency in MS
word and excel - AA degree is preferred. Must possess strong
writing/proof reading skills and excellent organizational skills;
Fluency in American Sign Language required. ASL Interpreting skills
is a plus. Duties: Responsible for providing administrative support
to all programs. Handle incoming phone calls both voice and Video
Phone. Responsible for billing/payroll/medical entries into database
systems, coordinate doctors' appointments when needed, filing,
complete verification of insurance through EVS system, coordinate
conference rooms, and troubleshoot wherever and whenever possible.

- What the stories are saying about the deaf?
The British legal system not being fair to the deaf?
Says who? The SignHealth, a social service agency working
with the deaf and representatives from three different
British police jurisdictions are saying so. Their findings
have been presented to Dominic Grieve, an attorney who also
serves as a Member of the Parliament.
Several weeks ago DeafDigest mentioned Debbie Lauricella,
Lakeland, Florida, complaining that the Social Security
offices not being deaf-friendly. She won - as settlement
has been reached with offices in Lakeland, Jacksonville and St. Augustine for them to become more deaf-friendly.
Brokering the deal was the Jacksonville Area Legal Aid
office.

If the Connecticut state senate has its way, then the
Connecticut Commission on the Deaf & Hearing Impaired may lose
its identity. There was a vote to merge this agency with other
agencies under the auspices of a new social services bureau.
State deaf leaders will not like it.
- Sunday May 22nd
ADA, which has been around for quite a while, has sharpened
its teeth with more federal regulations, which took effect
right now. Pretty much makes it easier for deaf employees to
pursue legal action when discriminated in the workplace.
- Monday May 23rd
DeafDigest mentioned Alabama government robbing Peter to
pay Paul, meaning shifting funds from the Telecommunications Relay Service Fund to pay for other things. The deaf barked
about it but unfortunately, the legislators would not listen
to the deaf.
- Tuesday May 24th
Don Rhoten, the deaf superintendent of Western Pennsylvania School
for the Deaf, will be able to relax a bit more this coming
new school year. He was pulling off double duty, overseeing
operations at his school in Pittsburgh and the Scranton School for the Deaf, some 300 miles away. No more - Rebecca Gaw moves
over from her position as principal at Iowa School for the Deaf
to director of the Scranton School. Western Pennsylvania SD
took over the school, at the request of the state, two years ago.
- Wednesday May 25th
Gallaudet is saved! Few weeks ago DeafDigest mentioned the possibility of the metro station name of New York Ave-Florida Ave-Gallaudet U to
something else. This would strip Gallaudet of its identity, not to
mention making it harder for out of town visitors to locate the
Gallaudet stop. It has now been proposed that the new name be
NoMA-Gallaudet U.

All Jammu and Kashmir Handicapped Association is a social service
agency that deals with the deaf and the disabled in need of
assistance and counseling. It is in Kashmir, a small nation nestled
between India and Pakistan. Because of lack of salaries, the
agency employees went on a 3-day strike. For some reason, the
government has been ignoring the strike.

A DYING LANGUAGE AND THE DEAF PERSON
The world has over 6,000 languages and linguists
feel that by year 2100, there will be just 600
languages left.
This is why linguists race to interview old
people that speak rare languages - before these
people die.
Some languages only have 2 or 3 speakers left.
One language in Alaska and another language in
Nepal only have one speaker each. And both of them
are late deafened. Makes it very hard for linguists
to interview them because of their deafness.

SMALL SHOPS IN MADRID
There are many, many small shops in Madrid - convenience stores,
internet outlets, souvenir stores, coffee places, etc.
Many of them are owned and operated by immigrants. And they do not
speak Spanish, but use a lot of gestures to communicate with patrons, especially tourists.
Why is DeafDigest bringing this up? Would these such businesses
be ideal for ambitious deaf individuals? Many immigrants, not able to
find jobs in Spain, go into businesses for themselves in order to
earn a living and to support their families.
While the deaf cannot hear, they can use their hands to communicate
with tourists and locals.

ISSUES FACING THE DEAF IN GREAT BRITAIN
A blog posting made a list of issues that the deaf face in
Great Britain. Here it goes:
- service agencies facing huge financial cuts
- shortage of interpreters worse than ever
- many deaf clubs have closed up
- British Sign Language classes not controlled by the deaf
- high unemployment rates among the deaf
- serious literacy issues among young deaf adults
- lack of educational opportunities
- deaf people too dependent on social services
And even worse, deaf leaders are obsessed with changing
European laws as these deal with the deaf - as opposed to
changing British laws!

A DEAF OWNER OF A THRIFT SHOP IN JAPAN
Not too many deaf people own or operate businesses anywhere
in the world, but we do still have a few.
The latest one is Mieko Yamanaka, who owns a thrift shop
in Mie, a small town in Japan.
She previously owned a shop in Kashiwara City, but felt her
opportunities were better in Mie. Not giving up her residence
in Kashiwara City, she takes the train to commute to Mie.

A FAQ BY UTAH DEAF EDUCATION CORE GROUP
The Utah Deaf Education Core Group has an ongoing
dispute with the way things are being taught at the
Utah Schools for the Deaf and Blind.

COMMENTS FROM A CART OPERATOR - continuing series
At this time of year, many people turn their attention to graduation
ceremonies. As our friends and families graduate, we want to be able
to fully participate in their celebrations. In addition to sign
language interpreters, CART providers and realtime captioners can
help to make those celebrations accessible to us all.
If you feel that a CART provider would be an appropriate
accommodation for such an event, make sure you inform the school of
your desire as far in advance as possible. CART providers need
adequate time to prepare for this momentous occasion.
There are a few factors you need to consider well in advance to be
sure you can resolve any glitches before the ceremony takes place.
Is the graduation taking place outside? Will there be electrical
outlets available? Will the CART provider or captioner make the

On a beautiful, sunny day, some people may not think about how

to see a computer screen. The glare may make it difficult to find a
good location to set up.

News of the Week - Looking Back 10 Years Ago:
It is not worded the same as the Olympics, but still better
than nothing - Our Games, that will take place at Rome this
summer can be legally called Deaflympics, with IOC's blessings
and without legal repercussions.
For years we were not allowed to call our Games the Deaf Olympics
under pain of legal action by the IOC - but now we can call it
Deaflympics.
For our Games, it is the fifth such name change - International
Silent Games, International Games for the Deaf, World Games for
the Deaf and then Deaf World Games, latter of which ironically has never
been used in actual Games competition.
Our next step, of course - is to go from Deaflympics to
Deaf Olympics, of course with IOC's blessings!
(editor's note: interestingly enough since DeafDigest editor is
currently vacationing in Spain - that the IOC decision to allow
us to use the word "Deaflympics" was approved by Juan Antonio
Samaranch, the IOC president. He is a Spaniard!)

News of the Week - Looking Back 5 Years Ago:
What is frightening to all of us is the new law
in New Hampshire, effective July 1st that requires
all out-of-state interpreters to obtain state
interpreter license.
Why frightening? We have serious shortages of
interpreters everywhere. Many agencies and universities
have been forced to fly in out of state interpreters
just for one particular event. In the eyes of
New Hampshire, these interpreters are law breakers.
Will they go to jail? Probably of course not, but
the specter is there to scare these "offending"
interpreters.
(editor's note: this law, while still on the books,
have had no impact on the interpreters in the state.
Whew!)

Do barbers all over the world communicate the same?
DeafDigest editor badly needed a hair cut and there was
a barber shop in Madrid.
The barber realized the DeafDigest editor was deaf.
Communication? No problem. He used the "Universal
Barber Sign Language" to communicate!
DeafDigest editor left the barber shop a satisfied
patron.

A Lipreading Problem: What did that person say?
Lipreading the lips of restaurant people in Spain is
a constant struggle. Common words such as Coffee (cafe), Coca-Cola, sandwich, soup, pizza - are a constant struggle.
There is a lot of pointing at the pictures and English
words on the menu. The waiter may "acknowledge" your order
by saying something. You think you understand by nodding
your head. And the waiter brings something you did not
order nor want!

REPORTS TO: Dean of Students
JOB DESCRIPTION: This is an exempt, 187-day position. The Assistant to the Dean directs/coordinates after school programs and activities for the residential students; assists the Dean of Students in scheduling of Residential Supervisors, transportation, off-campus activities, sports and avocational clubs; acts as liaison with other administrators when needed on student behavior, discipline, special needs, accomplishments and parent requests; assists in the implementation of student behavior plans; develops workshops and training programs for Residential Supervisors; serves as acting Dean of Students in his/her absence.
MINIMUM QUALIFICATIONS: Bachelor's Degree in counseling, education of the deaf, social work, special education or related area; or equivalent work and experience. He/she should have some experience in staff supervision.
Sign language skills of applicants will be rated using the SLPI; "Intermediate" skills are required at hire with "Advanced" skills required within two years of employment.
PA Criminal Background, Child Abuse, and FBI clearances are required.

support to Residential Operations Director in completing all
necessary regulated reports, statistics and maintaining regulated
information. The qualified candidate shall possess: a minimum of HS
Diploma with a minimum of 1 year experience in administration and
human service field. Must have strong writing, organizational and
time management skills, as well as computer proficiency in MS word
and excel; Fluency in American Sign Language; Understanding of
residential settings a plus. Duties: Complete and submit monthly
reports for DPW, managed care companies and/or other governmental
agencies on timely bases. Track referrals, intakes and other items
related to program needs; review progress notes to ensure
documentation is present and suffice for audit reviews; and Assist
Operations Director with all audit preparations and follow ups as
needed.
- ADMINISTRATIVE ASSISTANT: (Full time position) The qualified
candidate shall possess: a minimum of a HS diploma with 3 years of
administrative assistant experience with computer proficiency in MS
word and excel - AA degree is preferred. Must possess strong
writing/proof reading skills and excellent organizational skills;
Fluency in American Sign Language required. ASL Interpreting skills
is a plus. Duties: Responsible for providing administrative support
to all programs. Handle incoming phone calls both voice and Video
Phone. Responsible for billing/payroll/medical entries into database
systems, coordinate doctors' appointments when needed, filing,
complete verification of insurance through EVS system, coordinate
conference rooms, and troubleshoot wherever and whenever possible.
