DeafDigest dedicates this edition to Robert Sheak, Buffalo, NY
who departed us. His claim to fame was that he was a member
of the pioneering Buffalo Club for the Deaf basketball team
that won the first national deaf basketball tournament that
took place at Akron, Ohio in 1945. This begs the question -
are there other surviving deaf basketball players that took
part at the 1945 national deaf tournament?
DeafDigest dedicates this edition to Betty Jean Battle,
Knoxville, TN, who departed us. She heavily involved herself
with the Knoxville deaf community over the years. Name a
single committee or a single board of directors or a single
community event, the chances were high that she was involved.
The high point was being the finalist for the 2008 Volunteer
Community Service Award by the YWCA.

The late Douglas Burke founded the SouthWest Collegiate
Institute for the Deaf. It was his dream and his vision.
He shared his vision during the early eighties with
DeafDigest editor, whom at that time, was the TDI executive
director.
The SWCID, in paying homage to Burke's efforts, has
named the administration building, The Douglas Burke Education
and Administration Building. It was part of the SWCID 30 year
anniversary celebrations.
- Sunday January 24th
Devices come and go - today's hot device becomes
tomorrow's old fashioned device. Would the next
hot device for the deaf be the Visual Sound?
Details are sketchy but it has something to do
with a touch-screen portable device that the
user taps on, and it is converted to voices for
the benefit of hearing users on the other end
of the line. It is supposed to be an alternative
to back and forth text messaging.
- Monday January 25th
Gerald "Bummy Burstein" will be honored for his
"lifetime" service to California School for the
Deaf at Riverside. Not quite lifetime because
he served for a considerable number of years
at Minnesota State Academy for the Deaf before
relocating to Riverside. Anyway, the ceremony
takes place on February 4th as a way to thank
him for his great donation to The Community
Foundation. This will enable students to take
on future leadership activities.
- Tuesday January 26th
We often run to the 7-Eleven for a quickie
convenience purchase. We never stop to think if
7-Eleven is deaf friendly. Many of these
7-Eleven clerks are immigrants with English-
speaking problems, and we use gestures when
we need to communicate with them. And now
this - the FCC has scolded 7-Eleven for not
being "deaf friendly." Not deaf friendly?
It has something to do with their cellphones
and pre-paid minutes not being deaf friendly!
7-Eleven is saying they are just a vendor and
not a manufacturer and therefore should not
be slapped with a citation. Stay tuned!
- Wednesday January 27th
The battle was won in South Dakota but the war
is not over. The issue is to keep open or to
close the South Dakota School for the Deaf.
The governor wants it closed; the parents
want it open. The senate education committee
killed the bill that was to close the
school. The bill's sponsor, however, said that
the parties have come up with an education
plan that makes the bill unnecessary. What
is that supposed to mean? Just stay tuned.

Deaf Miscellaneous stuff:
The school for the deaf at Siteki, Swaziland, recently
enrolled a new deaf student in its pre-school class one
(sort of kindergarten). That new student is 18 years
old! He was placed at this level because he never went
to school in his life and had to start anew!

Western Oregon University's Rehabilitation Counselor Education
program prepares Master's level counselors to work with clients
who have disabilities or who are Deaf or hard of hearing.
The program includes two cohorts:
1) general rehabilitation (RC) and
2) rehabilitation with a Deaf and hard of hearing focus (RCD).
These two cohorts take most of their classes together throughout
the two year program. The need for qualified rehabilitation
counselors is at an all time high.
Graduates from this program find employment in such professional
areas as state vocational rehabilitation, community mental health,
and other partnering agencies.
The placement rate nation-wide for recent graduates is 96 - 100%.
A Bachelor's (B.S. or B.A.) degree is required of all who apply to
apply.
Applicants to the RCD option must also be proficient in American Sign
Language (ASL).
*Substantial RSA scholarship support is available to qualified students
contingent upon continued federal funding.*
Individuals who have a disability, who are Deaf, hard of hearing, deaf
blind, or who are members of traditionally underrepresented groups are
strongly encouraged to apply.
Applicants are being accepted now for the Fall, 2010 school year.
Note: RCD applicants who are residents of WICHE states will be charged
tuition at Oregon resident student rates. Those states include Alaska,
Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico,
North Dakota, South Dakota, Utah, Washington, and Wyoming.

Do we have too many hearing beauty pageants?

CHAMBER OF COMMERCE IN A SMALL TOWN
All towns and cities have their own Chambers of Commerce.
Objective is to promote businesses in their towns via
networking and contacts.
Do Chambers of Commerce promote the needs of deaf-owned
businesses?
This question was asked of a small town (30,000 population)
Chamber of Commerce. The response was this:
- they do not have a plan to help deaf owned businesses
- they have never faced a situation where a deaf person wanted to
start a business in their town
- they would help deaf owned businesses if asked
- the small town deaf community and the chamber of commerce both
do not communicate
We do have a Chamber of Commerce, sort of - but it is national
in scope. And DeafDigest thinks most deaf-owned businesses never
heard of it.
It is the National Deaf Business Institute.
THE DEAF IN THE FITNESS BUSINESS
We watch all these fitness TV shows and "lose weight"
TV shows. And sometimes we wonder if we have deaf individuals
in the fitness instructor field?
DeafDigest editor knows of a few of them. Are they steadily
employed and earning a comfortable living, DeafDigest does
not know. Two of them were former Gallaudet football players.
But what about deaf-owned fitness centers? There is one -
in Vaughan, Ontario. The owner, Rick Evans, is quite deaf but
uses his CI to communicate with his fitness clients. He, however,
does not know sign language.

A DEAF CONVENTION IN MARYLAND AND IN FLORIDA
DeafDigest editor had an interesting discussion
with a deaf Maryland leader.
The leader said that for a deaf convention in
Florida, it is easy to get volunteers whereas
it was much harder to get volunteers in Maryland.
The reason is that many deaf people in Florida
are retired with plenty of time on their hands.
In Maryland, however, many deaf people are employed
and thusly have less free time.
THE FIRST DEAF PERSON TO LEAD A COLLEGE
Who was the first deaf person to lead a higher
educational program for the deaf? Of course, it
was King Jordan at Gallaudet. Wrong!
It was Doug Burke, who led the SouthWest Collegiate
Institute for the Deaf. Yes, Jordan was the first
deaf president of Gallaudet University.
Burke only led the college for a short time.
A QUESTION ABOUT VIDEO RELAY THAT YOU WERE AFRAID TO ASK
Q. We read a lot about these relay scams. What does
DeafDigest has to say about these scams?
A. The relay services, the hearing merchants and the
deaf customers are more aware and have been more
careful in relay communications.
WHAT DO INTERPRETERS HATE?
after taking the deaf student to the school library,
a hearing student would ask:
do you read these books to him?
the interpreter would respond:
No; he reads these books himself
The hearing student's response was:
I didn't know deaf people could read!

COMMENTS FROM A CART OPERATOR - continuing series
When people see me providing CART services, I am frequently asked how
someone becomes a CART provider or realtime captioner and how long it
takes.
CART providers and realtime captioners use the same basic skills as
court reporters, so you would attend a school that teaches court
reporting. The National Court Reporters Association has a list of
NCRA certified schools and participating programs. You can get that
information on their website at www.ncraonline.org.
As far as how long it will take you to get through court reporting
school, that is a more difficult question to answer. Every person is
different. First you will learn the shorthand theory, and then you
will spend time building your speed. It is essentially up to you how
long it will take. It may take between two to five years, depending
on what school you attend.
The programs in the schools are set up so that you must pass one
speed to progress to the next higher speed. For example, you must
pass tests at 100 words a minute in order to progress to the next
class at 120 words per minute. If that takes you six weeks or six
months, it is totally up to you. Most schools require that you pass
tests at 225 words a minute in order to complete your training.

Persons who are Deaf, Deafblind and hard of hearing are
grossly underserved by both the physical health and the
behavioral health care system.
In many cases, the patient as well as the health care
provider who may provide service to them, is unaware of
laws that mandate the provision of accommodations in the
health care setting so that all persons have equal access
to health related information.

was created by people who are Deaf, DeafBlind and hard
of hearing.

Hot DeafNews boring, but important!
The U.S. Department of Health and Human Services scolded the
Florida Department of Children and Families for not providing
interpreters for deaf clients in need of services. As a result
the Florida agency agreed to comply with the directive.

The Deaf and the Law

Case:
A deaf man, summoned for jury duty, wanted to serve, but
the court officials, upon learning of his deafness,
gave him the run around, playing waiting games with him.
They said interpreters cannot work in the jury room
because of confidentiality concerns.
Result:
This deaf man will have an appointment with a court
official next week. He sought and obtained advice
from an attorney, well versed with jury issues.
Comment:
the attorney said this is the old "13th juror"
issue, court officials being leery of the interpreter
serving as the "13th juror." He furnished the deaf man
with precedents that have allowed interpreters
to work the jury room.

DeafADA Issue of the Week:
If you are discriminated in your job because of
your deafness and you quit, could you sue?
An attorney, specializing in disability rights,
said:
First, voluntarily quitting may raise a serious
hurdle to an employment discrimination or
failure-to-accommodate claim, because although
there is such a thing as a "constructive discharge"
(i.e., being forced to quit), it is very difficult
to prove. Second, the 9th Circuit has recently said
that although you can get your job back and recover
lost pay if you win in an ADA retaliation claim, you
cannot get monetary damages (e.g., for mental anguish)
in ADA retaliation claims.

A deaf man was the best cattle herder around.
He lost his job, not because of cattle herding
issues, but because he got too friendly with

not able to learn how to speak; instead he spoke
in grunts and in signs! Said the ranch owner -
the dismissal was regretful.
While this anecdote is true, the country was
not specified in the story posted on a web site.

You have a trainee, a new counselor you are supposed
to train, and it turns out she brings so many helpful
ideas to a certain case that your problems with that
customer are solved.

A Lipreading Problem: What did that person say?
A hearing employee, severely afflicted with a case
of deafphobia, pointed out to the packing crates
and said:
boxes, boxes, boxes
The deaf employee was puzzled at this request. He
was wondering if she meant that the shipping boxes
need to be stuffed and filled with office documents
Actually, the hearing employee wanted to ask the
deaf employee to just set up these shipping
boxes for future packing.

You will be responsible for Oversight of the Outpatient component
at HDS including clinical supervision of all the Outpatient
services. Coordination of community outreach activities (including
networking and marketing of available services to the community at
large), service coordination as well as support services such as
vocational rehabilitation counsels, housing and peer support
services will be possible.
In addition, the Team Leader/Mobile therapist will provide
community-based mobile mental health individual and group
psychotherapy to an adult behavioral health population that
includes mental health disorders with the deaf, hard of
hearing, and/or deaf/blind population.
The Team Leader/Therapist is responsible to evaluate, plan and
provide clinical services across the continuum of care
within the community in a variety of settings. The Team
Leader/Therapist
will also provide oversight of clinical documentation and charting
according to Federal, State, County and Organizational polices and
procedures. The Team Leader/Mobile MH Therapist will coordinate
Treatment Team meetings including collaboration with psychiatric
and other organization staff.

The New York School for the Deaf (Fanwood)
The Board of Trustees of the New York School for the Deaf, known as
Fanwood, seeks an experienced and visionary leader to assume the role of
Executive Director on or about July 1, 2010. Fanwood, established in
1817, is the oldest school for the deaf in New York and the second oldest
in the United States.
With support of the Board of Trustees, primary responsibilities of the
Head of School include:
- Visionary leadership for continuous improvement , enhancement, and
expansion of instructional and support programs for students and families
- With the Comptroller, preparing budgets and corresponding
recommendations and submitting them to the Board for approval
- With Board-designated attorneys, representing the school in labor
negotiations.
- Advocating the school’s interests to state legislators and
maintaining a close relationship with the State Education Department to
support the school's objectives
- Representing the school through active participation in local and
state activities and organizations related to the mission of NYSD
- Collaborating with like schools for the Deaf to share best
practices and ensure sustainability of schools serving Deaf students
- Encouraging financial support through friend building and fund
raising activities from individuals, foundations, businesses,
professionals, and educational communities
- Promoting the school to the Deaf community and other supporters
and friends through social and educational events, gatherings and
performances
GENERAL QUALIFICATIONS
- Graduate degree in Deaf Education, Educational Administration or a
closely related field.
- Minimum of five years of demonstrated successful administrative
experience in an educational setting for Deaf individuals
- Articulate in American Sign Language and English
- Possession of or eligibility for appropriate New York State
Administration Certification is preferred
