DeafDigest dedicates this edition to Bob Wood, Dallas, Texas
who departed us.

Bob may not necessarily be well known nationally, but he
was very much well known in the Dallas area. Said
an acquaintance:

Bob was what's left of the older generation of deaf club leaders,
with the Dallas Association of the Deaf. He was the club
mainstay, a typical bonafide deaf club leader who was the
kindred one. Unlike most old deaf clubs that ceased to
exist, the Dallas club was kept alive because of his
presence and influence.

Deaf Culture on the local level is just as important as
the national level, and Dallas has continued to thrive
because of Bob's efforts.

Why do we, the deaf, sign the way we do? This may have something
to do with regions in our brain that work with grammatical
patterns (ASL patterns, yes)? 

Sez who? Aaron Newman at Dalhousie University's Neuroscience 
Institute and Brain Repair Centre, Nova Scotia, Canada.

His findings were published in a recent copy of the Proceedings 
of the National Academy of Science of the USA




- Sunday May 2nd

Your captions go bad; you scream at the TV set and wish to
complain to the captioning provider. Not that easy in the past
because providers' contact numbers were either hidden or not
being publicly available.

Not any more, if FCC has its way. This agency issued an
ultimatum that all captioning providers must make available
their contact numbers for those that wish to file complaints.

It did not work in the past, but FCC ain't giving up.



- Monday May 3rd

The EDCO Program at the Newton North High School in Massachusetts,
a long time mainstay in mainstreamed programs for the deaf in
the Boston area, will be reaching the end of an era. Newton North
HS has been building a brand new 190 million dollar high school.
That would force EDCO to relocate somewhere.

May 21st is when the past EDCO students get together to say goodbye
to their old building before it is being demolished.


- Tuesday May 4th

James DeCaro, not deaf, the acting director of NTID, has been
inducted into  RIT's Innovation Hall of Fame. He is being
honored for his successful ways in reaching out to the deaf,
especially with their educational needs


- Wednesday May 5th

Concerned with interpreters working in the VRS field, RID chiefs met
up with some FCC representatives last week. A big topic was RID's
Government Affairs Program and seeing that it is in tune with the 
way VRS interpreters operate in video cam settings.

An example would be paracetamol, and if one pops it one
time too many per week, it could risk in deafness !

LAST WEEK'S ARIZONA MOVIE CAPTIONING CASE
   We, the deaf, won the Arizona movie captioning
case, but the battle is not over. The Harkins movie
group may bring this to the Supreme Court or they
may not.
   23 organizations filed comments, supporting us
the deaf, in that lawsuit. Not all 23 organizations
were deaf. Seven of these organizations were
hearing.
   This shows that these hearing organizations 
understand our rights to have movies captioned.
This is why it was a big case for all of us.

VISA ISSUES AND THE DEAF
   There are different kinds of special visas where foreigners can
enter USA - H-1B (highly skilled specialists, O-Visas (artists and
performers), and P-Visas (professional athletes).
   What about the skilled deaf that want to enter USA under any of
these special visas?
   DeafDigest had an issue with a human resources person at a workplace
that hires a high number of deaf employees. That person wanted
DeafDigest to pull up an old ad (2-3 years old) and email her. That 
request was done because DeafDigest thought the human resources 
person wanted to revise that old ad to have it re-run again.
   It wasn't the case. Two deaf employees, from overseas, were
working with their immigration attorneys to have their stays extended.
These attorneys wanted copies of the old ad to show the immigration
people. And even one attorney had the nerve to ask DeafDigest editor 
to "fake" the old job posting on a recent edition of DeafDigest as
"evidence".
   DeafDigest refused to be involved in this type of fraud.


BEING POLITICALLY AND LEGISLATIVELY AWARE
   There was a posting on a deaf United Kingdom website that
said despite the upcoming British elections, many deaf people
are politically indifferent.
   Probably not that so in USA. Thanks to postings on deaf blogs,
deaf yahoo groups and deaf videos, we, the deaf, have become
more aware and more sensitive to our needs.
   We know more about these VRS funding issues, mental health 
needs, closings of schools for the deaf, shortage of interpreters,
and so on.
   We did not have the benefit of the media way back in the seventies
when PL94-142 surfaced, and which changed the direction of
our Deaf Culture.

DEAF PEOPLE WEARING RADIO AIDS
   Do deaf people wear radio aids? Yes, in some parts of 
United Kingdom.
   These people call their hearing aids as radio aids !



A FUTURE NATIONAL DEAF LEADER
   Geoffrey Bignell may potentially become our next future
deaf leader, say around year 2020 after he graduates from
college and gets involved in a range of local and state
deaf civic organizations.
   A junior right now at Ben Davis High School in Indianapolis,
he was elected Senior Class President. In a rising senior
class of 1,000 students, he won his election in a landslide.
His campaign theme was "Vote for me: I will listen".
   The high school itself is one of the largest in Indiana,
some 3,500 student strong.
   He is everywhere on the campus - managing the football team,
a member of the high school swimming team, not to mention
involvement in other school clubs.
   Keep an eye on him in future years.



CONFESSIONS OF A DEAF STUDENT IN LAW SCHOOL

If I had to chose between a captioner or an
interpreter, I would pick the captioner.

Staring at the interpreters for hours at a time
makes me a bit uneasy.

COMMENTS FROM A CART OPERATOR - continuing series

Names can lead to many word boundary problems for captioners 
and CART providers.  Captioners write phonetically syllable by 
syllable on their steno machines.  

Someone might say, "Where is the bag Dad brought in from the
car?"  

I'm sure you can see the trouble for a captioner.  That sentence may
translate as, "Where is the Baghdad brought in from the car?"

A captioner must be alert and try to anticipate when something may
translate incorrectly, but sometimes errors will be made.  If someone
is speaking over 200 words a minute, and the captioner is attempting
to hear, understand, and write everything that is being said, some
word boundary problems may slip through the cracks.

Because many syllables that are parts of words can also be the first
or last syllable of names, sometimes the computer will hook the
syllable together with the wrong word.

Someone could say, "We are going to add Amtrak to our list of
carriers."

A captioner or CART provider would need to be cautious that that
didn't translate as, "We are going to Adam track to our list of
carriers."

Trying to anticipate these sorts of problems in advance can sometimes
be a difficult task.

News of the Week - Looking Back 10 Years Ago:

   After 58 years the NTID theatrical group will be following
Gallaudet's act - appearing on a New York stage!
   In 1942, the Gallaudet theatrical group, sparked by 
The Malz, performed for one night in the "Arsenic and the 
Old Lace" production on a Manhattan stage.
   Then in Year 2000, specifically on June 10-25th, the NTID
theatrical crew will do the Del-sign version of Shakespeare's
The Tempest at the Quintero Theater in Manhattan.

News of the Week - Looking Back 5 Years Ago:

   A team of English and Hong Kong scientists
worked together to discover another Deaf
Gene. They have called it Sox2 (nothing to do
with Red Sox and White Sox in baseball),
and said it took them 12 years on this project.
  12 years? Well, it seemed for the past 12
years we have been reading about a new
Deaf Gene of the Week only to be upstaged
by another Deaf Gene of the Week and so on.
  12 years? Hmm, interesting.

Deaf Apocalypse of the Week:

The particulars in this tale will not be identified,
but it is a true story

An agency was supposed to be getting a large amount of
funding if a certain state legislator had his way.

That legislator made a motion to give money to that
agency. It was brought up for discussion by the floor.

During the discussion, a dissenting legislator came
over and whispered something into the ear of the
proposing legislator. 

A few minutes later this proposing legislator changed his
mind and wanted it earmarked for a rival agency !

It led to bad feelings among supporters of the original
piece of legislation.

At any rate, the amended piece of legislation passed, 
meaning money went to the rival agency and not to the
original agency.

Not fair ? Politics are never being fair.

direct service center offering advocacy, referral and community education 
services throughout Nevada.  DHHARC has two offices in Reno/Sparks and Las 
Vegas.

GENERAL DESCRIPTION:
Individual will conduct advocacy activities that will ensure a higher 
quality of life for clients with specific focus on late-deafened and hard 
of hearing populations as well as survivors of sexual assault and domestic 
violence.  Individual will also promote equitable access to 
health/medical, education, social, employment and legal services.  In 
addition, Individual will provide communication assistance/translation 
services as well as ensure that appropriate information pertaining to the 
clients’ needs is accurately met.  Individual will provide accurate 
identification/assessment of clients’ telecommunication needs and will 
conduct appropriate equipment distribution tailored to the needs of the 
client.  An integral part of the job is conduct outreach/education 
responsibilities as assigned.  Willingness to travel is essential as well 
as work evening and weekend hours when needed.  Ability to work 
independently as well as a team is essential.  Ability to creatively 
problem-solve various work situations.  Do other duties assigned by 
Regional Office Supervisor/Executive Director. 

SALARY: $37,694 - $39,202 DOE, plus customary benefits.

WORK EXPERIENCE REQUIREMENTS:
- Knowledge of case management techniques

- Basic knowledge of the domestic violence, sexual assault field, 
and criminal justice systems

- Knowledge of Civil Rights Laws

- Maintain effective record keeping practices

- Two years experience working with hard of hearing and/or deaf 
populations in a social service sector setting

We are excited to share with you that BJC Behavioral Health in
St. Louis, Missouri will be starting a new program for the Deaf 
and Hard of Hearing.  

BJC Behavioral Health (BJC BH) is an affiliated member of BJC HealthCare
offering comprehensive community-based behavioral health services to
children and adults in the St. Louis metropolitan area and in the
Missouri counties of Washington, Iron and St. Francois.  

The services offered help people with a range of behavioral health 
needs. A primary strategy of BJC BH is extension of services into the
community, building capacity. Services are offered at home, school,
workplace and other community settings.

The therapist will be able to work with individuals, families, and
groups to address and treat mental and emotional disorders and
promote optimal mental health with Deaf and Hard of Hearing adults
and children.  The therapist must have knowledge of therapeutic best
practices for Deaf and hard of hearing individuals and be able to
apply cultural and linguistic bridging to promote optimal mental
health.  They should be fluent in sign language and culturally
competent in American Sign Language therefore has the ability to
communicate directly with deaf and hard of hearing individuals. 
Therapists are trained in a variety of therapeutic techniques used to
address a wide range of issues including depression, addiction, and
substance abuse, suicidal impulses, stress management, problems with
self esteem issues associated with aging, job and career concerns,
educational decisions, adjustment issues, parenting, grief marital or
relationship problems, as well as others.  Therapist need to be able
be flexibly to work within various structures in the community mental
health system. 

There are 2 openings, 1 for Children and 1 for adults.  

Job duties will include, therapy, intakes, clinical case management,
triage/crisis intervention and EAP therapy.  

Must have a Masters or Doctorate in Social Work, Counseling, or 
Psychology

Must be able to get a Missouri State License in Therapy LCSW or LPC 
2-4 years experienced required
