His findings were published in a recent copy of the Proceedings of the National Academy of Science of the USA - Sunday May 2nd Your captions go bad; you scream at the TV set and wish to complain to the captioning provider. Not that easy in the past because providers' contact numbers were either hidden or not being publicly available. Not any more, if FCC has its way. This agency issued an ultimatum that all captioning providers must make available their contact numbers for those that wish to file complaints. It did not work in the past, but FCC ain't giving up. - Monday May 3rd The EDCO Program at the Newton North High School in Massachusetts, a long time mainstay in mainstreamed programs for the deaf in the Boston area, will be reaching the end of an era. Newton North HS has been building a brand new 190 million dollar high school. That would force EDCO to relocate somewhere. May 21st is when the past EDCO students get together to say goodbye to their old building before it is being demolished. - Tuesday May 4th James DeCaro, not deaf, the acting director of NTID, has been inducted into RIT's Innovation Hall of Fame. He is being honored for his successful ways in reaching out to the deaf, especially with their educational needs - Wednesday May 5th Concerned with interpreters working in the VRS field, RID chiefs met up with some FCC representatives last week. A big topic was RID's Government Affairs Program and seeing that it is in tune with the way VRS interpreters operate in video cam settings. The Harkins movie group may bring this to the Supreme Court or they may not. 23 organizations filed comments, supporting us the deaf, in that lawsuit. Not all 23 organizations were deaf. VISA ISSUES AND THE DEAF There are different kinds of special visas where foreigners can enter USA - H-1B (highly skilled specialists, O-Visas (artists and performers), and P-Visas (professional athletes). What about the skilled deaf that want to enter USA under any of these special visas? DeafDigest had an issue with a human resources person at a workplace that hires a high number of deaf employees. That person wanted DeafDigest to pull up an old ad (2-3 years old) and email her. That request was done because DeafDigest thought the human resources person wanted to revise that old ad to have it re-run again. It wasn't the case. Two deaf employees, from overseas, were working with their immigration attorneys to have their stays extended. These attorneys wanted copies of the old ad to show the immigration people. And even one attorney had the nerve to ask DeafDigest editor to "fake" the old job posting on a recent edition of DeafDigest as "evidence". DeafDigest refused to be involved in this type of fraud. BEING POLITICALLY AND LEGISLATIVELY AWARE There was a posting on a deaf United Kingdom website that said despite the upcoming British elections, many deaf people are politically indifferent. Probably not that so in USA. Thanks to postings on deaf blogs, deaf yahoo groups and deaf videos, we, the deaf, have become more aware and more sensitive to our needs. We know more about these VRS funding issues, mental health needs, closings of schools for the deaf, shortage of interpreters, and so on. We did not have the benefit of the media way back in the seventies when PL94-142 surfaced, and which changed the direction of our Deaf Culture. ................................................................ ................................................................ A FUTURE NATIONAL DEAF LEADER Geoffrey Bignell may potentially become our next future deaf leader, say around year 2020 after he graduates from college and gets involved in a range of local and state deaf civic organizations. A junior right now at Ben Davis High School in Indianapolis, he was elected Senior Class President. In a rising senior class of 1,000 students, he won his election in a landslide. His campaign theme was "Vote for me: I will listen". The high school itself is one of the largest in Indiana, some 3,500 student strong. He is everywhere on the campus - managing the football team, a member of the high school swimming team, not to mention involvement in other school clubs. Keep an eye on him in future years. CONFESSIONS OF A DEAF STUDENT IN LAW SCHOOL If I had to chose between a captioner or an interpreter, I would pick the captioner. Staring at the interpreters for hours at a time makes me a bit uneasy. WHAT DO INTERPRETERS HATE? being asked by a hearing person in the audience: who are you and why are you with the deaf person? if you have these "hate" or "horror" stories, please mailto:barry@deafdigest.com COMMENTS FROM A CART OPERATOR - continuing series Names can lead to many word boundary problems for captioners and CART providers. Captioners write phonetically syllable by syllable on their steno machines. Someone might say, "Where is the bag Dad brought in from the car?" I'm sure you can see the trouble for a captioner. That sentence may translate as, "Where is the Baghdad brought in from the car?" A captioner must be alert and try to anticipate when something may translate incorrectly, but sometimes errors will be made. If someone is speaking over 200 words a minute, and the captioner is attempting to hear, understand, and write everything that is being said, some word boundary problems may slip through the cracks. Because many syllables that are parts of words can also be the first or last syllable of names, sometimes the computer will hook the syllable together with the wrong word. Someone could say, "We are going to add Amtrak to our list of carriers." A captioner or CART provider would need to be cautious that that didn't translate as, "We are going to Adam track to our list of carriers." A few minutes later this proposing legislator changed his mind and wanted it earmarked for a rival agency ! It led to bad feelings among supporters of the original piece of legislation.
