- Very Hot News

The video relay funding issue has continued as a hot
topic on deaf-related internet sites all week. What
caused it, the NECA which recommended a lowered funding
rate or the FCC which is to approve (or disapprove)
NECA's recommendations?

What is going on?

A telecommunications consultant that works with
private providers said:

The FCC appears to be going through a normal annual evaluation process of 
what the correct reimbursement rate should be for the coming year.  This 
evaluation is based on financial data that companies who provide telephone 
relay service submit to the FCC.  There is a fund for this service like 
the Universal Service Fund and that is where the money comes from (the money 
in the fund comes from all telephone users--part of the government fees 
that are tacked on at the end).

But the deaf and hard of hearing users do not have the financial 
information to make an informed decision on whether the new rates are low, 
high or just right. 

I would recommend that deaf people send a comment to the FCC.  Just tell 
them that the TRS or VRS has made a big difference in their lives and we 
want them to continue this valuable program.

(the consultant is not deaf and has no knowledge of Deaf
Culture)



- Sunday May 9th

Elena Kagan is a Supreme Court justice nominee. Is she
pro-disabled or anti-disabled as far as future deaf-related
cases possibly coming to her?

A deaf attorney said:

No idea on her positions on disabilities.  She's never been a judge
before, hasn't written anything on disability rights, and hasn't been
Solicitor General long enough to give us an indication of how much of a
priority disability access is to her.

That being said, she did serve as a law clerk for former Justice
Thurgood Marshall.  Those people usually have a good track record on
civil rights in general.

DeafDigest hopes she is pro-deaf.




- Monday May 10th

University of Bristol (UK) is trying to close up for good their
Center of Deaf Studies. This move has upset people all over the
world, and they have been pummeling the Bristol administration
with angry emails.

University of Bristol is where Paddy Laird, who coined the
phrase - deafhood - teaches.




- Tuesday May 11th

The FCC to our rescue !

The FCC has issued a ruling that is supposed to improve
our captioning access to movie downloads. The
Motion Picture Association of America wanted a waiver
but FCC said no.

- Wednesday May 12th

Gallaudet president Alan Hurwitz, in his inauguration speech,
stressed the need to combine two elements for Gallaudet to
continue standing strong as an university. The first element
is Gallaudet's rich 146-year heritage and the second
element is to meet all the challenges in the years to come.

A HEARING AID BRIBE
   Almost all bribes involve money. But a hearing aid
bribe?
   Yes, it took place in Florida three years ago.
A political group wanted state legislators to pass
a bill for them.
   This political group bribed state legislators
with free hearing aids. It did not matter if legislators
were hearing or deaf.
   125 legislators accepted hearing aids. Two "honest"
legislators turned it down.
   It is not fair; poor deaf people in Florida cannot
afford hearing aids; rich hearing legislators that
do not need hearing aids still accept it as a bribe!

A CAR ACCIDENT
   What is a half hit-run accident. It is when a
hearing driver has an automobile accident with a
deaf driver.
   The hearing driver got out of the car and
said something to the deaf driver.
   The deaf driver told the hearing driver that he
is deaf and to please write down on a pad.
   The panicked hearing driver got back into the
car and drove away!
   DeafDigest editor hopes the surprised deaf
driver copied the license number of the
half hit-run hearing driver!

ANOTHER MOVIE WITH DEAF CHARACTER PLAYED BY A HEARING ACTOR
   There is another movie, just made, a low budget film
titled "Staten Island."
   The deaf character in the movie is played by a hearing
actor. 
   The description went like this:

The third character is Jasper, played by Seymour Cassel, 
"The deaf deli-man", and he steals the drama, taking 
poignancy to a completely new level. 

  Another case of Déjà vu, sigh !

   Deaf people that play video games love subtitles. Hearing
gamers hate these subtitles.
   One angry hearing gamer wrote a scathing article in a
video game magazine demanding that subtitles be removed
from these video games.
   His attitude is the reason why we have these ADA

A RARE NEWSPAPER MENTION OF A CI RISK
   A newspaper ran this headline, which caught the
attention of DeafDigest editor.
   It said:

For the profoundly deaf, a risky and invasive cochlear implant 
is currently the only way to restore hearing

   Newspapers normally proclaim CI operations as successful,
almost never mentioning failures or of its risky
consequences.

   This is the first time DeafDigest editor caught the
word "risky" in connection with a CI operation.



A DEAF ONE-MAN EMPLOYMENT AGENCY?
   In Malaysia, a deaf man, looking for a job,
approached the owner of a car wash facility.
   The owner did not want to hire him because
of his deafness, but relented and hired him.
   The owner then discovered that this newly
hired deaf employee was outperforming all the
hearing employees in that facility.
   Few weeks later, that deaf man asked the
owner if his deaf friends could work at the
car wash.
   The owner said yes. One by one until a total
of 14 deaf individuals were hired, and yes, they
have continued to outperform these hearing
employees.



CONFESSIONS OF A DEAF STUDENT IN LAW SCHOOL

What is murder on interpreters and captioners is that
law school professors speak at rapid-like speed
without pausing.

This is a fact of life, much to my concern.

COMMENTS FROM A CART OPERATOR - continuing series

Another common stacking type of problem occurs with
punctuation. Many captioners write a period as "FPLT" and
a comma as "RBGS" although some of the captioning companies
are recommending new strokes for the punctuation. The "FPLT"
and "RBGS" are written with the right hand only, and this
can make it easy to have a stroke with the left hand end up
in the same stroke.  If you see something like "I went to
the store. was Saturday," that actually is a stacking mistake
and should be translated as "I went to the store. It was
Saturday." It is written as "T" by many stenocaptioners,
and that "T" ended up in the same stroke with the period
because of stacking.

before mentioning his name


this is wrong; when we introduce a friend who is fat,

we do not say:
this is my fat friend

we say:
this is Fred, who is a friend of mine

(just make no mention of the person being deaf or being fat)


when a hearing person never meets a deaf person in his life
his knowledge of the deaf are often wrong

Hot DeafNews boring, but important!

Lost in the anger over the planned closing of the
Center of Deaf Studies at University of Bristol 
was the closing of the ASL/Deaf studies program
by San Diego State University.

For some reason the Bristol closing has generated
anger whereas the San Diego closing has been
quiet! It may have a lot to do with the low
enrollment numbers at the California program.

    Mike Weinstock, boys' basketball coach at Model Secondary School
for the Deaf (Silent News Boys' Basketball Team of the Year) was
chosen as ESPN Coach of the Month.
   Considering there are thousands of high schools across the nation,
it is a tremendous honor for Mike.

(editor's note: Mike has since then moved on - is currently the
athletic director at Gallaudet University)

News of the Week - Looking Back 5 Years Ago:

   When a dog barks, it is often for a reason, but we,
the deaf, often have no way of knowing why.
   Well, South Korean dog owners can subscribe to a
cell phone service. When the dog barks, the service will
then send a text message informing the owner whether
the dog is happy or sad.
   Expensive? It costs about a dollar per bark!

   Next step is for a device to inform us that our
dog is crying. A dog cries even when it maintains
a poker face.

BJC Behavioral Health

We are excited to share with you that BJC Behavioral Health in
St. Louis, Missouri will be starting a new program for the Deaf and Hard 
of Hearing.

BJC Behavioral Health (BJC BH) is an affiliated member of BJC HealthCare
offering comprehensive community-based behavioral health services to
children and adults in the St. Louis metropolitan area and in the
Missouri counties of Washington, Iron and St. Francois.

The services offered help people with a range of behavioral health needs. 
A primary strategy of BJC BH is extension of services into the
community, building capacity. Services are offered at home, school,
workplace and other community settings.

The therapist will be able to work with individuals, families, and
groups to address and treat mental and emotional disorders and
promote optimal mental health with Deaf and Hard of Hearing adults
and children.  The therapist must have knowledge of therapeutic best
practices for Deaf and hard of hearing individuals and be able to
apply cultural and linguistic bridging to promote optimal mental
health.  They should be fluent in sign language and culturally
competent in American Sign Language therefore has the ability to
communicate directly with deaf and hard of hearing individuals. Therapists 
are trained in a variety of therapeutic techniques used to
address a wide range of issues including depression, addiction, and
substance abuse, suicidal impulses, stress management, problems with
self esteem issues associated with aging, job and career concerns,
educational decisions, adjustment issues, parenting, grief marital or
relationship problems, as well as others.  Therapist need to be able
be flexibly to work within various structures in the community mental
health system.

There are 2 openings, 1 for Children and 1 for adults.

Job duties will include, therapy, intakes, clinical case management,
triage/crisis intervention and EAP therapy.

Must have a Masters or Doctorate in Social Work, Counseling, or Psychology

Must be able to get a Missouri State License in Therapy LCSW or LPC 2-4 
years experienced required
