What caused it, the NECA which recommended a lowered funding rate or the FCC which is to approve (or disapprove) NECA's recommendations? What is going on? A telecommunications consultant that works with private providers said: The FCC appears to be going through a normal annual evaluation process of what the correct reimbursement rate should be for the coming year. This evaluation is based on financial data that companies who provide telephone relay service submit to the FCC. There is a fund for this service like the Universal Service Fund and that is where the money comes from (the money in the fund comes from all telephone users--part of the government fees that are tacked on at the end). But the deaf and hard of hearing users do not have the financial information to make an informed decision on whether the new rates are low, high or just right. I would recommend that deaf people send a comment to the FCC. Just tell them that the TRS or VRS has made a big difference in their lives and we want them to continue this valuable program. (the consultant is not deaf and has no knowledge of Deaf Culture) - Sunday May 9th Elena Kagan is a Supreme Court justice nominee. Is she pro-disabled or anti-disabled as far as future deaf-related cases possibly coming to her? A deaf attorney said: No idea on her positions on disabilities. She's never been a judge before, hasn't written anything on disability rights, and hasn't been Solicitor General long enough to give us an indication of how much of a priority disability access is to her. That being said, she did serve as a law clerk for former Justice Thurgood Marshall. Those people usually have a good track record on civil rights in general. DeafDigest hopes she is pro-deaf. - Monday May 10th University of Bristol (UK) is trying to close up for good their Center of Deaf Studies. This move has upset people all over the world, and they have been pummeling the Bristol administration with angry emails. University of Bristol is where Paddy Laird, who coined the phrase - deafhood - teaches. - Tuesday May 11th The FCC to our rescue ! The FCC has issued a ruling that is supposed to improve our captioning access to movie downloads. The Motion Picture Association of America wanted a waiver but FCC said no. A RARE NEWSPAPER MENTION OF A CI RISK A newspaper ran this headline, which caught the attention of DeafDigest editor. It said: For the profoundly deaf, a risky and invasive cochlear implant is currently the only way to restore hearing Newspapers normally proclaim CI operations as successful, almost never mentioning failures or of its risky consequences. This is the first time DeafDigest editor caught the word "risky" in connection with a CI operation. A DEAF ONE-MAN EMPLOYMENT AGENCY? In Malaysia, a deaf man, looking for a job, approached the owner of a car wash facility. The owner did not want to hire him because of his deafness, but relented and hired him. The owner then discovered that this newly hired deaf employee was outperforming all the hearing employees in that facility. Few weeks later, that deaf man asked the owner if his deaf friends could work at the car wash. The owner said yes. One by one until a total of 14 deaf individuals were hired, and yes, they have continued to outperform these hearing employees. CONFESSIONS OF A DEAF STUDENT IN LAW SCHOOL What is murder on interpreters and captioners is that law school professors speak at rapid-like speed without pausing. This is a fact of life, much to my concern. Many captioners write a period as "FPLT" and a comma as "RBGS" although some of the captioning companies are recommending new strokes for the punctuation. The "FPLT" and "RBGS" are written with the right hand only, and this can make it easy to have a stroke with the left hand end up in the same stroke. If you see something like "I went to the store. was Saturday," that actually is a stacking mistake and should be translated as "I went to the store. It was Saturday." Well, South Korean dog owners can subscribe to a cell phone service. When the dog barks, the service will then send a text message informing the owner whether the dog is happy or sad. Expensive? It costs about a dollar per bark! Next step is for a device to inform us that our dog is crying. A dog cries even when it maintains a poker face. .... BJC Behavioral Health (BJC BH) is an affiliated member of BJC HealthCare offering comprehensive community-based behavioral health services to children and adults in the St. Louis metropolitan area and in the Missouri counties of Washington, Iron and St. Francois. The services offered help people with a range of behavioral health needs. A primary strategy of BJC BH is extension of services into the community, building capacity. Services are offered at home, school, workplace and other community settings. The therapist will be able to work with individuals, families, and groups to address and treat mental and emotional disorders and promote optimal mental health with Deaf and Hard of Hearing adults and children. The therapist must have knowledge of therapeutic best practices for Deaf and hard of hearing individuals and be able to apply cultural and linguistic bridging to promote optimal mental health. They should be fluent in sign language and culturally competent in American Sign Language therefore has the ability to communicate directly with deaf and hard of hearing individuals. Therapists are trained in a variety of therapeutic techniques used to address a wide range of issues including depression, addiction, and substance abuse, suicidal impulses, stress management, problems with self esteem issues associated with aging, job and career concerns, educational decisions, adjustment issues, parenting, grief marital or relationship problems, as well as others.
