of Eugene, Oregon who departed us. His background 
over the years was fascinating and diverse - a

participant, registered nurse, teacher's aide and 
educational books artist.

The Great Plains Schools for the Deaf Conference
has gained a new member in Wisconsin School
for the Deaf. This conference fields sports in
football, volleyball, basketball and track.


- Sunday January 10th

Apple's latest hot device, that one that is activated
on the screen via hand movements, was suggested as the
ideal one for ASL users


- Monday January 11th

there was a story in a newspaper that Andrew Wong and 
his research team claimed that ASL users speak as fast 
as hearing speakers. The story, however, did not 
say where the group was coming from. Anyway, DeafDigest
is not surprised because we have ASL interpreters, with
maybe 3 or 4 hand movements, would tell us what a
long winded hearing speaker is trying to say!



- Tuesday January 12th

Every year there are legislative sessions everywhere in 
USA that introduce deaf-related bills. One such bill in
Maryland is requiring public TV's to show captions.
This bill is up for debate on January 20th. What this
means is that bartenders cannot turn off captions at
the request of patrons who do not want captions at all!

- Wednesday January 13th

The federal appeals court have listened to the oral
arguments in the Arizona captioned movies case to
determine if ADA regulations were being followed
or broken.

TWO HALF-DEAF ACTORS IN A MOVIE
   Many years ago, famous actor Richard Widmark
was deaf in one ear. Also, another famous actor
Jimmy Stewart was deaf in one ear.
   Making it worse was that director John Ford
was late deafened.
   Both Widmark and Stewart worked together on
one movie, directed by Ford.
   It was confusing. In one scene, Stewart and
Widmark were placed across the room. Stewart's
deaf ear was opposite Widmark's deaf ear - and
they could not easily communicate with each
other. And they could not hear the commands
by Ford!
   The cameraman had to use hand signals
to tell these two actors what to do!

Western Oregon University's Rehabilitation Counselor Education 
program prepares Master's level counselors to work with clients 
who have disabilities or who are Deaf or hard of hearing.  

The program includes two cohorts: 

1) general rehabilitation (RC) and 

2) rehabilitation with a Deaf and hard of hearing focus (RCD). 

These two cohorts take most of their classes together throughout 
the two year program. The need for qualified rehabilitation 
counselors is at an all time high.  

Graduates from this program find employment in such professional 
areas as state vocational rehabilitation, community mental health, 
and other partnering agencies.
  
The placement rate nation-wide for recent graduates is 96 - 100%.

A Bachelor's (B.S. or B.A.) degree is required of all who apply to 
apply. 

Applicants to the RCD option must also be proficient in American Sign 
Language (ASL).

*Substantial RSA scholarship support is available to qualified students 
contingent upon continued federal funding.*

Individuals who have a disability, who are Deaf, hard of hearing, deaf 
blind, or who are members of traditionally underrepresented groups are 
strongly encouraged to apply.

Applicants are being accepted now for the Fall, 2010 school year.

Note: RCD applicants who are residents of WICHE states will be charged 
tuition at Oregon resident student rates.  Those states include Alaska, 
Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, 
North Dakota, South Dakota, Utah, Washington, and Wyoming.

LOOKING FOR A TTY IN A HOSPITAL
   About 25 years ago, DeafDigest editor was
visiting his mother, who was in a hospital. He
needed to use a TTY to make a telephone call.
There was a TTY sign on the hospital wall,
but the hospital people did not know where
the TTY was located.
   The hospital people had to make many phone
calls to try to locate the TTY. The wait was
about an half hour. Finally they found the
TTY - but it was located in one building
on the huge hospital grounds. It took a very
long walk from one hospital building to another
hospital building to locate the TTY.
   Altogether, it took about an hour. That was
25 years ago; we are lucky we have pagers and
laptops that make communications much easier
for us!

WHAT IS COALITIION OF PRIVATE SCHOOLS FOR DEAF CHILDREN?
   A new group was formed about 7-8 years ago, and 
it is the CPSDC, which stands fro Coalition of Private 
Schools for Deaf Children.
   What is CPSDC? Facilitator Don Rhoten, who oversees
the schools for the deaf in Pittsburgh and Scranton,
said:

It was established because private schools have specific 
topics that are different than state owned schools - marketing, 
fund raising, endowment managing, etc. We meet twice a year.
Active members are Western Pennsylvania SD, New York SD,
Pennsylvania SD, Rochester SD, Willie Ross, St Rita's,
The Learning Center, American SD, Austine SD, Lexington
SD, Beverly SD and Cleary SD.

FINANCIAL INSTITUTIONS REFUSING TO DEAL WITH THE DEAF
   We all know about these relay scams affecting
financial institutions and merchants. As a result
we, the deaf, face hurdles when trying to do business
over the telephone.
   DeafDigest editor has been equally frustrated in
recent weeks when trying to resolve routine issues
through the telephone.
   They requested that the DeafDigest editor use the
TTY to contact them directly. Oh, so 1960's and 1970's
these TTYs are, yet these corporate headquarters doesn't
get it. We use the TTY as much as they use the
old fashioned typewriters!
   And they would not accept emails, faxes, instant
messages. Just the TTY, they continue to insist.
   This problem will get worse before it will get
better.


TESTING THE WHISTLE
   A whistle manufacturer wanted to run tests on
their latest whistle. The manufacturer said their
newest whistle is the best in the world, but needed
tests to prove it.
   Where was the whistle tested? It was at the
Central Institute for the Deaf. Why would the
campus of a school for the deaf be used for
whistle tests?
   Good question, since we, the deaf, cannot
hear without our hearing aids or our CI's!
And not every deaf kid has either a hearing
aid or a CI.

Q. Do deaf professionals really benefit from video

A. Very certainly so. Hearing clients do not want to
rely on much slower text-to-voice communications.

COMMENTS FROM A CART OPERATOR - continuing series

If you have a complaint about closed captioning, we have discussed
that you first should complain to your TV distributor or to the TV
station.  After you have complained to your TV distributor or the TV
station, then it may be time to file a complaint with the FCC. 

The FCC's Web site gives these instructions about what to do after
complaining to the TV distributor about a problem with closed
captioning:

If the video programming distributor fails to respond to your written
complaint or a dispute remains after the time allowed for the
distributor to respond, you can send your complaint to the FCC as
indicated below. There is no charge for filing a complaint with the
FCC. When forwarding your complaint to the FCC, you must send an
original and two copies within 30 days of the deadline for the TV
distributor to respond - that is, within 30 days after the 45 day
period in which the TV distributor should reply to your written
complaint.

Your complaint to the FCC should include a signed letter from you
showing that you first sent a written complaint and supporting facts
or evidence to the video programming distributor. Also, you must mail
a copy of the complaint and supporting evidence that you send to the
FCC to the video programming distributor (to let the distributor know
you have now complained to the FCC). Supporting evidence may include
videotapes, copies of schedules showing the CC logo for programming
that was shown without closed captioning, or other material.

achieve First Class citizenship rights.

What does a deaf attorney, who is in private
practice, have to say about Affirmative
Action?

He said:

I personally probably would not have been accepted to 
a Ivy League college and a prestigious law school
without a little bit of Affirmative Action, so I'm for it.

A lot depends on what exactly you're talking about for AA.  
Quotas or set-asides have been enormously unpopular and 
are probably a nonstarter. But bonus points for being a 
minority, or a disability seems politically acceptable.

     Wil Rhys has resigned from his position as the
Artistic Director of the National Theatre of the Deaf.
Question now is - who is going to replace him? A deaf
artistic director or a hearing artistic director?

News of the Week - Looking Back 5 Years Ago:

   Years ago, during World War I and World War II years
a beehive of deaf employment activity was the tire
factories of Akron, especially Goodyear Tire and
Rubber Company.
   An era has come to an end. The last deaf employee
retired after 40 years of employment. This honor of
being the last one belongs to Jim Bittner, whom
basketball fans would immediately recognize. Jim, 6-6
tall, turned down collegiate basketball offers to play
ball at Gallaudet, and he was notorious for his wicked
elbows, keeping opposing defenders out of the way.
   Jim never played football. But had he joined the
Goodyear plant in the early 1920's he would have
been pressed into service as a member of the
mighty Goodyear Silents championship semi-pro
football teams.

The New York School for the Deaf (Fanwood)

The Board of Trustees of the New York School for the Deaf, known as 
Fanwood, seeks an experienced and visionary leader to assume the role of 
Executive Director on or about July 1, 2010.  Fanwood, established in 
1817, is the oldest school for the deaf in New York and the second oldest 
in the United States. 

With support of the Board of Trustees, primary responsibilities of the 
Head of School include:

- Visionary leadership for continuous improvement , enhancement, and 
expansion of instructional and support programs for students and families

- With the Comptroller, preparing budgets and corresponding 
recommendations and submitting them to the Board for approval

- With Board-designated attorneys, representing the school in labor 
negotiations.

- Advocating the school?s interests to state legislators and 
maintaining a close relationship with the State Education Department to 
support the school's objectives

- Representing the school through active participation in local and 
state activities and organizations related to the mission of NYSD

- Collaborating with like schools for the Deaf to share best 
practices and ensure sustainability of schools serving Deaf students

- Encouraging financial support through friend building and fund 
raising activities from individuals, foundations, businesses, 
professionals, and educational communities

- Promoting the school to the Deaf community and other supporters 
and friends through social and educational events, gatherings and 
performances

GENERAL QUALIFICATIONS
- Graduate degree in Deaf Education, Educational Administration or a 
closely related field.

- Minimum of five years of demonstrated successful administrative 
experience in an educational setting for Deaf individuals

- Articulate in American Sign Language and English 

- Possession of or eligibility for appropriate New York State 
Administration Certification is preferred
