- Dedication

DeafDigest dedicates this edition to four individuals
that departed us this week

Bob Canty, the long time editor of Indiana Deaf News,
the e-newsletter, which was a must reading among
the deaf people in the state. He was considered the
pillar of the Indianapolis Deaf Community.

John Ball, not deaf, pushed hard for closed captions
while serving as NCI's first president during the
early eighties. He also made it a point to maintain
close professional relationships with deaf community
leaders, and which was why NCI was held in very
high esteem at that time.

Dorothy Pakula, a New Yorker, who was always involved
in local deaf commmunity civic and community activities
and was honored for her efforts

Carmella Gerardi Terrazzino, a resident of
New Jersey and a Mystic Oral School product,
was a consummate volunteer, spending endless hours
with local deaf groups in the state of New Jersey.

- Hot Newspaper stories during the week:

Television Captioning Rules
http://deafdigest.com/captioningrules/

A deaf milk bottling plant inspector
http://deafdigest.com/ronaldmadore/

- Very Hot News

Justice John Paul Stevens is stepping down from the
Supreme Court.

In all of his years serving the court, what was his
track record in dealing with deaf/disabled issues?

A deaf attorney said:

Definitely overall very liberal (especially later in his career).
To that extent, he was pro-disability. I don't think he came down
the wrong way on any of the ADA cases that affected the deaf.

But the ADA has only been around since 1990. I'll have to check his
record to see how he voted on deaf cases before that. He used to be
more conservative, but became more liberal as he got older.

- Sunday April 11th

Famous British soap opera actor Bill Roache, of the Coronation
Street series that has been aired since 1960, publicly disclosed
his deafness. He said because of his deafness he relies on visual
cues to lead him on during these filming sessions.

- Monday April 12th

Famous Hollywood performer Drew Barrymore has directed her
first film - Whip it, which is a story based on roller derby.

Two deaf twins are one of the roller derby players in the
movie; the movie reviews described it like this - they have
great fun knocking each other out on the roller surface

- Tuesday April 13th

it was disclosed that Andy Honeysett is a pastry chef at
Aria, one of these hottest, must-eat-at, restaurants in
Sydney, Australia. He is deaf.

- Wednesday April 14th

a new bill has been proposed on the Capital Hill pushing for
transparency in the federal government. The idea of this
bill came from a deaf Congressional staffer, who wanted
quick transcripts of committee proceedings. The deaf
staffer has not been identified, though.

(Thursday-Saturday Hot Deaf News will be in the Gold edition)

DISAPPOINTED IN A DEAF COMMUNITY
A deaf leader retired from his job in one city and moved
to a new city. He made new friends with the deaf people
in the new city.
This leader was very disappointed. He thought the deaf
people would fight for important needs - interpreters,
employment, education of the deaf, better social
services, etc.
The deaf people were only interested in one thing -
better captions at movie houses and did not care about
other important needs !

KICKED OUT OF A RESTAURANT
This is a true story. A deaf woman, who is oral, entered an
ethnic restaurant in a small town.
She walked to the counter to order food. There was a communication
problem. The restaurant owner, an immigrant from Asia, could not
understand the speech spoken by the oral woman. And also, the oral
woman could not read the lips of the immigrant woman.
As a result, the immigrant woman ordered the oral deaf woman
out of the restaurant !
DeafDigest wonders why the oral woman would not point to the
menu to order the food she wanted?

THE FIRST OPEN CAPTIONED MOVIE
We, the deaf, have been fighting in several state
court systems to be able to watch open captioned movies
instead of resorting to gimmicks such as the Rear Window
Captioning system.
And the movie houses continue to fight us. Well,
when did the first open captioned movie take place?
It was "Rebellion" way back in 1947 ! Since then
there have been open captioned TV shows on the 24/7
national TV network. And some of the theaters have
shown in theaters on a limited basis.
This is an important point because there was
an on-going dialogue with a certain filmmaker that
claims an upcoming film would be the first open captioned
film in history.
    This claim is false.

A PURDUE ENGINEERING TEAM
The 2010 national Idea to Product Competition for Social
Entrepreneurship competition is taking place this weekend
at Purdue University in Indiana.
The objective is for competing teams to come up with
high tech products that will succeed in the market place.
One of the competing teams is Animation Speaks Louder.
That team develops software in science, technology,
engineering and math fields that is supposed to help
deaf students master these courses.

A CAPTIONING COMPLAINT
Someone posted a captioning complaint on a web site. It has
nothing to do with spelling bloopers.
The complaint was based on the captioning speed. Some TV programs
show captions that scroll so fast, making it difficult to read at
normal pace.
    One complaint was this:

I can't read that fast nor think that fast

THIS HATED "FIRST OR ONLY" SYNDROME
DeafDigest just hates it when individuals try to take the
credit for being the first or the only person to accomplish
something.
A couple of months ago it was said that an individual was
the first to start an oral school in California, ignoring the
fact that there have been oral schools in the state for
many years.
And now this - per a newspaper story:

She is also the co-founder of the first oral school of the deaf
in Illinois

    Do we believe this claim?

COMMENTS FROM A CART OPERATOR - continuing series

Many people occasionally type "teh" when they really want to type
"the." Sometimes stenocaptioners and CART providers also make
fingering errors.  Because captioners do not type one key at a time,
but instead they write whole words or phrases at one time, their
errors look different from the errors of someone typing on a computer
keyboard.

If a stenocaptioner realizes that he or she made a mistake, it can be
corrected immediately.  The usual method for a captioner to correct
an error is to hit the asterisk key, and that will delete the
immediately prior stroke.  However, if the captioner has already
entered two or three more strokes after the mistake, it is usually
too late to go back and correct it.

If a captioner realizes that he or she made a mistake two or more
strokes previously, what most captioners do is enter a dash stroke
(--) and attempt to rewrite the wrong words.  This is also the same
method most stenocaptioners use to indicate a mistake or change of
thought by the speaker, so you may not be able to tell if it was the
captioner's mistake or the speaker's mistake.

If you see a sentence captioned like, "They did an analysis of the
fail you're rate among -- failure rate among students at the
university," that would probably be a correction to a fingering
error by the captioner.

FOR PERSON WHO ARE DEAF, DEAF-BLIND, AND HARD OF HEARING:

Persons who are Deaf, Deafblind and hard of hearing are

Hot DeafNews boring, but important!

The United States Access Board has been updating
its Section 508 standards and Section 255 guidelines
to make sure the stuff is in compliance with the
needs of the disabled, the deaf included.

508 is from the Rehabilitation Act

255 is from the Telecommunications Act

The idea is to combine both documents into a
single piece of reading

.....

The Deaf and the Law

the Ohio Supreme Court upheld a ruling by an Ohio Court of
Appeals that overturned the conviction of a criminal defendant
solely based on the fact that one juror was hard of hearing.

The main point of the Ohio Supreme Court's decision was that
the defendant’s right to a fair trial was denied because
there was a juror who could not hear the audio tape.

comment from a deaf attorney:

I think that if the audio tape was material and tone was could
have been crucial, and then probably better not to have the deaf
person on it. As an analogy, some guy says he finds his wife
dead, and calmly calls 911 without any emotion, and the police
say that he was the murderer, I'm sure they'd try to introduce
the 911 tape and argue that he was calm on the tape because he
did it himself. And the jurors have to evaluate tone on the
tape. Even if I'm wrong, its impossible to convince the general
population that this was a wrong decision.

The Captioning Blunder of the Week:

....

What became of?

I. King Jordan

- past

first deaf president of Gallaudet University

- present

has been appointed by President Barack Obama to

to select and honor presidential scholars.

..

News of the Week - Looking Back 10 Years Ago:

Here we go again in North Carolina. First it was the
infamous Bruton issue; then the continuing ENCSD lawsuits,
and now this - the proposed closing of Central North Carolina
School for the Deaf. It was only several years ago that CNCSD
was saved by the bell. The state, backtracking on its plan
to close the school, instead poured more funds into the school.
Said one educator, whose identity shall be confidential
"the schools are placed into a very large department that does
not focus on Education of Children - so the schools are low on
their priority."

(editor's note: the school has since then been closed)

......

News of the Week - Looking Back 5 Years Ago:

The world's first fully integrated signing community
is moving nicely towards its goal of a completed town
at Laurent, South Dakota.
And The Laurent Company is now posting employment
ads. Do scroll all the way down in the employment
section in this edition for information on position
openings.

(editor's note: after a couple of years of trying
to make a go out of it, this venture was dropped)

....

Deaf Apocalypse of the Week:

A certain store, hearing-owned, has a high number of
deaf patrons. The employees and the store owner
know every single deaf patron by sight.

Yet, that store would continuously hang up each
time deaf patrons try to reach the store on TTY
or on internet relay or on video relay.

This gets deaf patrons angry, yet the store continues
its policy of immediately hanging up on such calls.

Go figure !

......

A Vocational Rehabilitation counselor's great news:

a customer who has been employed at the same job for 22 years
demands new hearing aids. You save $3000 by obtaining a letter
from her employer showing that new hearing aids are not necessary
in order to keep her job.

..

A Lipreading Problem: What did that person say?

said a DeafDigest subscriber:

Try saying the name of Ted Kennedy several times and see if anyone,
hearing or deaf, can make sense of it.

The truth is, all the sounds are back inside the mouth with hardly
any mouth movement.

I use this example a lot when I lecture about deafness and
hearing losses.

the subscriber is correct; many uttered words are invisible, thus
making lipreading efforts a misery for us, the deaf !

if you have lipreading tales, please share these with
mailto:barry@deafdigest.com
