Greg Hlibok at it again!
Back-track to Year 1988 - Greg and three other student leaders came
forward to successfully spearhead the Gallaudet Deaf President Now
rebellion that ousted an unpopular choice for the Presidency and
to replace her with a new deaf president.
Fast-forward to today - Greg was named Chief of the FCC's Disability
Rights Office.
Why is this a huge deal, a big time deal?
Because during the prehistoric years of 1979 thru 1983, DeafDigest
editor served as Executive Director of TDI. During these years
there was NO ONE at FCC that showed interest or even sensitivity
to the needs of the deaf. Yes, FCC approved Line 21, that was all
so necessary to get captions on TV - but that was about it.
And so, Greg continues as the pioneer and as symbol of where
we, the deaf, want and stand.

- Sunday November 14th
The government of Jamaica, last year, announced that the deaf
would be permitted to drive cars. Since then, the government has
been dragging its feet, much to the anger of the Jamaican
Deaf Community.
The government excuse is that a special signaling device
must be installed on all deaf-driven cars.
The problems are that no other nations require such special
devices on all deaf-driven cars
and that
such special devices are no longer in production

- Monday November 15th
the state of Minnesota has proposed new rules on the
training of special education teachers for the deaf
and the hard of hearing, but created a new category
called - Oral/Aural Education.
Educators in the state are not quite sure on what to
make of this new category.
- Tuesday November 16th
Is an inclusion policy a good one or a bad one?
Lorraine Michael, leader of the Newfoundland and Labrador's New Democratic Party (Canada) is saying
that a school system may not be able to accommodate
the needs of all students at one setting. This is
an implication that the province school for the
deaf should not be shut down.
- Wednesday November 17th
A deaf man in a Terp magazine!
A terp magazine published by the RID? No.
It is a magazine published by the University of
Maryland. The university mascot is the Terrapin,
hence the abbreviation - Terp.
Anyway, Dr Steven Rattner, a deaf dentist, with a
huge clientele in the Washington, DC area, was profiled in the magazine. He graduated from University of Maryland in 1977.
It is a rarity that a deaf person would be profiled
in a hearing college magazine.

A TOUGH JOB: DEAF SCHOOL SUPERINTENDENT
It is not an easy job to be the superintendent of a
school for the deaf.
Superintendents do not work on education of the
deaf. They worry about unions, about money, about
public relations, plans for new buildings on the
campus.
Some days they are stuck with 4 or 5 meetings all
day with no time for lunch or to chat with teachers
and principals.
It is a tough job - just like being the president of USA!

A DANGEROUS ACTIVITY?
Which is more dangerous? Football or car racing?
A mainstreamed school would not allow a 16-year old
deaf kid to play football because the principal
felt it was too dangerous for him.
But he was allowed to race cars, and he has been
doing very well in car racing.
Why? Some school principals have different
opinions.

CI HELPING THE DEAF HEAR BETTER THAN HEARING PERSON?
Does a CI help the deaf to hear better than a hearing person?
This seems to be a strange question. But a newspaper
story was written like this:
He was born deaf, but a cochlear implant helps the 13-year-old
hear sometimes more acutely than a person with normal hearing.
Puzzled, DeafDigest editor discussed this with an
educator that works with the deaf.
The educator said:
Wow. I don't know about the "hears more acutely" part of it, but I know that some early implanted children have good potential with implants. Others don't, but you don't
know until you try. His learning style is probably an
auditory learning style, but clearly he is also a visual learner. I would lay you odds he is also gifted and talented
Possibly a smart deaf kid hears better with a CI than
an average deaf kid? Just dunno!

KATE MIDDLETON'S DEAFNESS CONNECTION
As we all know, Kate Middleton is going to marry
Prince William of Wales.
Would she, by any chance, have a connection
with the deaf?
There was a story going on that Harriett Martineau,
who became deaf as a teenager, is a ancestral direct link to Kate. Harriet, who grew up in Norwich, an English city,
in the 19th century, was a controversial woman with strong views on many topics - slavery, women's rights, equality
of races, atheism, etc
She was a journalist that critics loved to hate and
tried so hard to suppress her.
THE CI AND THE AIRPORT SCANNER
We've pretty much read all about these horror airport
scanner stories in the newspapers and on web news sites.
One question remains with us:
Will the scanner mess up the CI?
The response from an audiologist:
No. May hear funny noises in the CI but that is about it.
WHAT DO INTERPRETERS HATE?
Said an angry interpreter:
You are an interpreter working in a challenging setting, one that requires a great deal of technical knowledge and linguistic expertise. However, your deaf consumer does not know what a great job you are doing because he/she is either texting or sleeping through the whole thing!

COMMENTS FROM A CART OPERATOR - continuing series
This week our nation will celebrate a holiday that causes many people
to slow down and reflect on the many blessings they have in their
lives.
As a profession, court reporters, CART providers, and realtime
captioners have much to be grateful for. Although many of us have
struggled as our nation has struggled financially, for the most part,
realtime court reporters are still able to find employment.
I personally am very thankful for the hard work of the realtime
captioners who bring us newcasts, sporting events, and other live
broadcasts. Much of their work must be done when others of us choose
to spend time with our families and friends. Most sporting events
take place on the weekends, and newscasts are often during dinnertime
or at bedtime for many of us. There are live events that must be
captioned on holidays.
Thank you to all of you who have worked hard to bring access to CART
and captioning to people across America over the years.

Q. Why cannot we, the deaf, unify 100 percent behind a
deaf or a Coda candidate for public office?
A. same reason why the hearing do not unify 100 percent
behind a hearing candidate. There are political party

What: A national study for counselors who serve the Deaf funded by
AHRQ
Why: Counseling and behavioral health services for persons who

A lawsuit filed in Australia some years back was scary.
A deaf, blind, physically and mentally disabled woman filed a lawsuit for "wrongful life."
If the woman won, it could have ushered in a flood gate of
copycat lawsuits everywhere in the world, blaming nature
for being born deaf!
A frivolous law suit? Yes.
Nothing, however, came out of that lawsuit filing.
The judge probably threw it out.

News of the Week - Looking Back 10 Years Ago:
This week's DEAFDIGEST is dedicated to the four members
of the national Austrian deaf ski team that perished in the
tunnel fire at a ski resort.
It is the deaf sports world's worst tragedy since
1961 when four members of the Motor City (Detroit) Association
of the Deaf basketball team were killed in an automobile
accident.
One of the Austrian deaf victims was Josef Schaupper,
the world's best deaf skier.

In the past when rubella hit us, many schools for

My oral deaf friend and I frequent this nail place every month. The employees are all Asian. At first my friend and I could not lip read them when they talked to each other and we soon realized that they speak in their native language at times but we can lipread them when they speak in English.

for in internal office and community meetings with both hearing and
deaf professional staff. Must be able to work with a team of hearing
and/or deaf interpreters and be a team player. Qualifications: AA
degree with minimum 3 years of Interpreting experience with Deaf
individuals or BA Interpreting degree with 1 year experience.
Knowledge of mental illness and/or developmental disabilities is a
plus. Must be willing to travel throughout the SE counties and be
flexible to do some evenings and weekends when needed. Compliance
with PA Act 57 is required.
- PERFORMANCE IMPROVEMENT COORDINATOR: (Full time) We are seeking a
team player with a proven background working with quality improvement
and system integration activities which includes: developing,
implementing and monitoring PI initiatives & quality control
activities of program regulations such as CARF standards to ensure
high standards are being met. Responsible to monitor, collect, input
various data into database systems as well as analysis to provide
data reports. Qualifications: BA degree in the field of health/human
services with 5 years of experience in human services field,
preference someone with a strong clinical background, must have
excellent time management, writing and organizational skills. Fluency in American Sign Language preferred.
- BEHAVIOR SPECIALIST: (Full time/ Part time) We are seeking a clinical
professional with experience in utilizing the principles of applied
behavior analysis; assessment and evaluation of behavior, and the
application of interventions that result in behavior change. Strong
interpersonal skills are also essential. The behavior specialist
will be working with the treatment team to provide supports to
clients who are Deaf or Hard of Hearing, and their families. Must
have the ability to provide clinical supervision/guidance for staff
in providing therapeutic techniques and approaches and assist in
treatment planning process and documentation. Qualifications:
Licensed Clinical Psychologist; Board Certified Behavior Analyst;
Certificate in Applied Behavioral Analysis or Other Master's Level
Mental Health Clinician with documented training in the field of
Behavioral Modification techniques. Fluency in American Sign
Language preferred, but will consider candidates with an open
mindedness to learning about this population.
- NURSE: (Full time) This position is to provide medical support for
staff and clients in need, training and coordinate medical care.
Qualifications: BSN/RN current licensed; family and psychiatric
medicine experience preferred; 2 years' experience with Deaf and Hard
of Hearing consumers preferred; ASL skills a plus. Duties: Coordinate
health care and management of Deaf and Hard of Hearing residential
consumers; coordinate care with health care providers; provide
information and training on health and management to program staff
and residential consumers. Collaborate with Program Psychiatrist and
DSC team. Insure performance improvement activities regarding health
care are implemented.
- INTENSIVE CASE MANAGERS: (Full time position) This position provides
resources and support to clients and their families who reside in the
community and in our residential programs. Duties: Responsibilities
include assessing services needs of consumers, primarily children, to
insure continuum of care; develop service plans; independent living
skills instructions, advocate for access to public & private services
and programs such as medical, vocational and other services.
Qualifications: BA/BS degree in a Human Services field preferred; or
High school diploma & 12 credit hours in social science with 2 years
mental health direct care experience. Must have strong organizational
skills; fluency in ASL, familiarity with other visual communication
modes and language levels. Must be willing to work some evenings and
weekends as needed and travel various areas in the community.
Knowledge of laws governing the rights of Deaf and Hard of Hearing
individuals including IDEA and ADA a plus; and must have a valid
driver's license.
- RESIDENTIAL COUNSELORS: (various positions available) This position

independence in areas such as skills in daily living and community
integration. Duties: Provide supported living and training to Deaf

Greg Hlibok at it again!
Back-track to Year 1988 - Greg and three other student leaders came
forward to successfully spearhead the Gallaudet Deaf President Now
rebellion that ousted an unpopular choice for the Presidency and
to replace her with a new deaf president.
Fast-forward to today - Greg was named Chief of the FCC's Disability
Rights Office.
Why is this a huge deal, a big time deal?
Because during the prehistoric years of 1979 thru 1983, DeafDigest
editor served as Executive Director of TDI. During these years
there was NO ONE at FCC that showed interest or even sensitivity
to the needs of the deaf. Yes, FCC approved Line 21, that was all
so necessary to get captions on TV - but that was about it.
And so, Greg continues as the pioneer and as symbol of where
we, the deaf, want and stand.

- Sunday November 14th
The government of Jamaica, last year, announced that the deaf
would be permitted to drive cars. Since then, the government has
been dragging its feet, much to the anger of the Jamaican
Deaf Community.
The government excuse is that a special signaling device
must be installed on all deaf-driven cars.
The problems are that no other nations require such special
devices on all deaf-driven cars
and that
such special devices are no longer in production

- Monday November 15th
the state of Minnesota has proposed new rules on the
training of special education teachers for the deaf
and the hard of hearing, but created a new category
called - Oral/Aural Education.
Educators in the state are not quite sure on what to
make of this new category.
- Tuesday November 16th
Is an inclusion policy a good one or a bad one?
Lorraine Michael, leader of the Newfoundland and Labrador's New Democratic Party (Canada) is saying
that a school system may not be able to accommodate
the needs of all students at one setting. This is
an implication that the province school for the
deaf should not be shut down.
- Wednesday November 17th
A deaf man in a Terp magazine!
A terp magazine published by the RID? No.
It is a magazine published by the University of
Maryland. The university mascot is the Terrapin,
hence the abbreviation - Terp.
Anyway, Dr Steven Rattner, a deaf dentist, with a
huge clientele in the Washington, DC area, was profiled in the magazine. He graduated from University of Maryland in 1977.
It is a rarity that a deaf person would be profiled
in a hearing college magazine.

A TOUGH JOB: DEAF SCHOOL SUPERINTENDENT
It is not an easy job to be the superintendent of a
school for the deaf.
Superintendents do not work on education of the
deaf. They worry about unions, about money, about
public relations, plans for new buildings on the
campus.
Some days they are stuck with 4 or 5 meetings all
day with no time for lunch or to chat with teachers
and principals.
It is a tough job - just like being the president of USA!

A DANGEROUS ACTIVITY?
Which is more dangerous? Football or car racing?
A mainstreamed school would not allow a 16-year old
deaf kid to play football because the principal
felt it was too dangerous for him.
But he was allowed to race cars, and he has been
doing very well in car racing.
Why? Some school principals have different
opinions.

CI HELPING THE DEAF HEAR BETTER THAN HEARING PERSON?
Does a CI help the deaf to hear better than a hearing person?
This seems to be a strange question. But a newspaper
story was written like this:
He was born deaf, but a cochlear implant helps the 13-year-old
hear sometimes more acutely than a person with normal hearing.
Puzzled, DeafDigest editor discussed this with an
educator that works with the deaf.
The educator said:
Wow. I don't know about the "hears more acutely" part of it, but I know that some early implanted children have good potential with implants. Others don't, but you don't
know until you try. His learning style is probably an
auditory learning style, but clearly he is also a visual learner. I would lay you odds he is also gifted and talented
Possibly a smart deaf kid hears better with a CI than
an average deaf kid? Just dunno!

KATE MIDDLETON'S DEAFNESS CONNECTION
As we all know, Kate Middleton is going to marry
Prince William of Wales.
Would she, by any chance, have a connection
with the deaf?
There was a story going on that Harriett Martineau,
who became deaf as a teenager, is a ancestral direct link to Kate. Harriet, who grew up in Norwich, an English city,
in the 19th century, was a controversial woman with strong views on many topics - slavery, women's rights, equality
of races, atheism, etc
She was a journalist that critics loved to hate and
tried so hard to suppress her.
THE CI AND THE AIRPORT SCANNER
We've pretty much read all about these horror airport
scanner stories in the newspapers and on web news sites.
One question remains with us:
Will the scanner mess up the CI?
The response from an audiologist:
No. May hear funny noises in the CI but that is about it.
WHAT DO INTERPRETERS HATE?
Said an angry interpreter:
You are an interpreter working in a challenging setting, one that requires a great deal of technical knowledge and linguistic expertise. However, your deaf consumer does not know what a great job you are doing because he/she is either texting or sleeping through the whole thing!

COMMENTS FROM A CART OPERATOR - continuing series
This week our nation will celebrate a holiday that causes many people
to slow down and reflect on the many blessings they have in their
lives.
As a profession, court reporters, CART providers, and realtime
captioners have much to be grateful for. Although many of us have
struggled as our nation has struggled financially, for the most part,
realtime court reporters are still able to find employment.
I personally am very thankful for the hard work of the realtime
captioners who bring us newcasts, sporting events, and other live
broadcasts. Much of their work must be done when others of us choose
to spend time with our families and friends. Most sporting events
take place on the weekends, and newscasts are often during dinnertime
or at bedtime for many of us. There are live events that must be
captioned on holidays.
Thank you to all of you who have worked hard to bring access to CART
and captioning to people across America over the years.

AHRQ
Why: Counseling and behavioral health services for persons who
are Deaf, Deaf-blind or hard of hearing are scarce, and many
individuals are underserved. We hope to learn and share the results

The Deaf and the Law:
A lawsuit filed in Australia some years back was scary.
A deaf, blind, physically and mentally disabled woman filed a lawsuit for "wrongful life."
If the woman won, it could have ushered in a flood gate of
copycat lawsuits everywhere in the world, blaming nature
for being born deaf!
A frivolous law suit? Yes.
Nothing, however, came out of that lawsuit filing.
The judge probably threw it out.

News of the Week - Looking Back 10 Years Ago:
This week's DEAFDIGEST is dedicated to the four members
of the national Austrian deaf ski team that perished in the
tunnel fire at a ski resort.
It is the deaf sports world's worst tragedy since
1961 when four members of the Motor City (Detroit) Association
of the Deaf basketball team were killed in an automobile
accident.
One of the Austrian deaf victims was Josef Schaupper,
the world's best deaf skier.

Rubella, a cyclical disease that was the leading cause
of deafness, gone for good?
Well, the Centers for Disease Control and Prevention
is saying that it no longer is a public health threat.
In the past when rubella hit us, many schools for
the deaf had to quickly expand to accommodate a huge
surge in student population before contracting as
the disease wound down.

When Youtube made this announcement that
all of their videos be captioned, the
deaf people were thrilled.
That was few months ago.
To date, just few videos are captioned.
A deaf leader contacted one of the Youtube
people as a follow up. These Youtube people
would not respond to him.
Is Youtube basically telling us it is our
responsibility to caption, not their responsibility?

My oral deaf friend and I frequent this nail place every month. The employees are all Asian. At first my friend and I could not lip read them when they talked to each other and we soon realized that they speak in their native language at times but we can lipread them when they speak in English.

Based in the residential component of our Pressley Ridge Services for the Deaf, we have various shifts for residential and non residential staff. The T/C is responsible for providing primary care for the youth in the program. The T/C is involved in all phases of the development of the child and acts as a mentor, teacher, and role model. The T/C also provides therapeutic counseling and direction on a one-on-one and group basis and provides appropriate socialization and therapeutic activities toward the development and social and interpersonal
functioning of the child. Applicant must be a strong advocate of children and teenagers in the community, school, and placement to ensure success.
Requirements: BA/BS degree is required. Applicant must have a valid driver's license, reliable transportation, and proper clearances. MUST have Sign Language proficiency (ASL).

- STAFF INTERPRETER: (Full time) The Interpreter Department is looking
for an addition to our current team of 2 full time interpreters.
Responsibilities include: Interpret for emergencies (physical and
psychiatric), mental health evaluations, groups, staff meetings and
sessions, home visits with deaf adults and children. Also interpret
for in internal office and community meetings with both hearing and
deaf professional staff. Must be able to work with a team of hearing
and/or deaf interpreters and be a team player. Qualifications: AA
degree with minimum 3 years of Interpreting experience with Deaf
individuals or BA Interpreting degree with 1 year experience.
Knowledge of mental illness and/or developmental disabilities is a
plus. Must be willing to travel throughout the SE counties and be
flexible to do some evenings and weekends when needed. Compliance
with PA Act 57 is required.
- PERFORMANCE IMPROVEMENT COORDINATOR: (Full time) We are seeking a
team player with a proven background working with quality improvement
and system integration activities which includes: developing,
implementing and monitoring PI initiatives & quality control
activities of program regulations such as CARF standards to ensure
high standards are being met. Responsible to monitor, collect, input
various data into database systems as well as analysis to provide
data reports. Qualifications: BA degree in the field of health/human
services with 5 years of experience in human services field,
preference someone with a strong clinical background, must have
excellent time management, writing and organizational skills. Fluency in American Sign Language preferred.
- BEHAVIOR SPECIALIST: (Full time/ Part time) We are seeking a clinical
professional with experience in utilizing the principles of applied
behavior analysis; assessment and evaluation of behavior, and the
application of interventions that result in behavior change. Strong
interpersonal skills are also essential. The behavior specialist
will be working with the treatment team to provide supports to
clients who are Deaf or Hard of Hearing, and their families. Must
have the ability to provide clinical supervision/guidance for staff
in providing therapeutic techniques and approaches and assist in
treatment planning process and documentation. Qualifications:
Licensed Clinical Psychologist; Board Certified Behavior Analyst;
Certificate in Applied Behavioral Analysis or Other Master's Level
Mental Health Clinician with documented training in the field of
Behavioral Modification techniques. Fluency in American Sign
Language preferred, but will consider candidates with an open
mindedness to learning about this population.
- NURSE: (Full time) This position is to provide medical support for
staff and clients in need, training and coordinate medical care.
Qualifications: BSN/RN current licensed; family and psychiatric
medicine experience preferred; 2 years' experience with Deaf and Hard
of Hearing consumers preferred; ASL skills a plus. Duties: Coordinate
health care and management of Deaf and Hard of Hearing residential
consumers; coordinate care with health care providers; provide
information and training on health and management to program staff
and residential consumers. Collaborate with Program Psychiatrist and
DSC team. Insure performance improvement activities regarding health
care are implemented.
- INTENSIVE CASE MANAGERS: (Full time position) This position provides
resources and support to clients and their families who reside in the
community and in our residential programs. Duties: Responsibilities
include assessing services needs of consumers, primarily children, to
insure continuum of care; develop service plans; independent living
skills instructions, advocate for access to public & private services
and programs such as medical, vocational and other services.
Qualifications: BA/BS degree in a Human Services field preferred; or
High school diploma & 12 credit hours in social science with 2 years
mental health direct care experience. Must have strong organizational
skills; fluency in ASL, familiarity with other visual communication
modes and language levels. Must be willing to work some evenings and
weekends as needed and travel various areas in the community.
Knowledge of laws governing the rights of Deaf and Hard of Hearing
individuals including IDEA and ADA a plus; and must have a valid
driver's license.
- RESIDENTIAL COUNSELORS: (various positions available) This position
provides direct client services including encouraging client
independence in areas such as skills in daily living and community
integration. Duties: Provide supported living and training to Deaf
consumers with mental illness and/or developmental disabilities

knowledge of impact of hearing loss, assistive technology and needs
of persons who are hard of hearing; ability to work with both adults
and children. Responsibilities include: Assessment and intervention
for Deaf and Hard of Hearing individuals, families and groups,
utilizing a variety of communication modalities to accommodate the
need. Progress notes, treatment plans, discharge summaries and other
reports as required.
- RESIDENTIAL TREATMENT FACILITY STAFF: (Full Time positions available)
The responsibilities for this position is working with adolescent
consumers implementing and following behavior modification system,
teaching independent living skills, and focusing on helping them
achieve their treatment goals. Qualifications: HS + 3 year related
experience or AA degree; valid drivers' license; advanced fluency in
ASL; minimum of 2 years' experience required with Deaf Community
working with children or adolescents; demonstrated competency in

Consumers; strong interpersonal skills. Duties: Assist with
admission of consumers, assessment/treatment of goals, provide
therapeutic counseling/case management, crisis intervention, teach
coping skills, and daily living/recreational activities to teenage
Deaf consumers with mental illness and/or developmental disabilities;
maintain a safe, clean, and healthy environment; promote consumers'
