Unfortunately these codes come at cost. Poor nations cannot afford to retro-fit their buildings to make these structures earthquake-proof. Tragically, Haiti is an example. What about us, the deaf? DeafDigest editor remembers Los Angeles Club of the Deaf (LACD) when he lived in the area for a short time in the sixties. LACD was the focal point of deaf social life in the Los Angeles area. The club shut down because the city of Los Angeles required all structures to retrofit to meet the the earthquake code. To retrofit would bankrupt the club - and so, the club building was sold. The answer to that is, yes, it happens because of illness, equipment failure, emergency news coverage, and many other reasons. Hopefully, the captioner will have some familiarity with the assignment because he or she captioned a similar or related assignment before. When 9/11 happened, captioners were captioning across the country "by the seat of their pants." Many had never encountered "al-Qaeda" or many other related terms in their work before. Also, many brand-new, in-training captioners were thrown on the air at that time because of the round-the-clock news coverage. The experienced captioners just couldn't keep going 24 hours a day. News of the Week - Looking Back 5 Years Ago: The most thrilling aspect of the Martin Luther King Day, as far as we, the deaf, are concerned was the showing of a PBS film documentary about him. Why was it thrilling? Because it was open captioned. Is it a big deal that it is open captioned? Not really because we take captions on TV for granted. What is the big deal is that the film was borrowed from the library of Captioned Films for the Deaf! That film is an oldie, but the MLK story is not an oldie. .... Deaf Apocalypse of the Week: A deaf person who watches videos a lot, said: I got the feeling that some people think subtitles and captions are the same. In my opinion, they are not the same. A subtitled movie only shows the script, without background noises. You, as the viewer, have to figure it out. On the other hand, open/closed captioning provides the scripted material as well as the background info. Many DVDs may say either captioned or subtitled. Many times I've clicked on "subtitled" expecting only scripted words, but I actually get captioning. While on other times I click on captioning and only get subtitled script. Many times I've had to turn off the DVD subtitle/captioning and let the TV do it. Sometimes the DVD is captioned without having to turn on the subtitles. As far as I can tell, there is no set standard. You have to hope you at least end up with one or the other. Having one or the other is certainly much better than nothing at all. I believe the industry is blurring the difference between the two. ..
