- Very Hot News

The audience at the International Congress on the Education 
of the Deaf meeting last week at Vancouver, BC agreed to 
the statement, crafted by the conference organizing
committee and the BC Deaf Community.

The statement was to reject the infamous 1880 Milan resolution
that "banned" sign language as mode of instruction in classrooms
all over the world. And to acknowledge, with regret, on how
bad the resolution was, and to ask all nations to respect
all forms of communications. 

Apology was not mentioned in the statement. Yet, elated deaf 
groups have been using this statement as an apology.

Oh, by the way, the resolution should have never been
made in the first place, years ago in 1880.

Within the Pathological, Audiological, and Medical
professionals that work with the deaf, there was a
conference many of us did not know about.

It was the Coalition for Global Hearing Health
that took place recently in Washington, DC.

Yes, they addressed deafness issues only from their
respective professional points of view.



- Monday July 19th

Deaf Hate crime in Washington, DC?

Someone issued flyers a the D.C. Police Department's Major 
Crash Investigation Unit that bashed deaf people.

The police department is investigating.




- Tuesday July 20th

As a way to observe the 20th anniversary of the ADA, the
White House had a demonstration of the Captioned Radio,
developed by the National Public Radio. 

The Captioned Radio concept was nothing new; the
Philadelphia area Deaf Community had its own Captioned
Radio network in the late seventies and eighties, funded
by the federal government. When funding dried out, the
use of Captioned Radio stopped.


- Wednesday July 21st

Is it possible for hearing aid users to catch conversation
in a noisy environment? A British hearing aid manufacturer
is working on a prototype to make this possible.

HEARING NEWSCAST VS DEAF VIDEOS
   We watch news programs on TV; these newscasters dress
very well. They stand up very professionally; same as if
they sit behind a table. They are very impressive with
their appearances.
   It is different with deaf videos. Some of these

A 3-WAY JOB INTERVIEW
   What is a 3-way job interview? Few years before
ADA became law, a deaf man came up for a job 
interview.
   There were no notes during the interview. Two
human resources (HR) people interviewed the deaf man.
   The first HR man had lips that were impossible
to read. The second HR man was easy to read with
his lips.
   But, that first HR man could understand the
deaf speech. The second HR man could not understand
deaf speech.
   As a result, the interview went 3-way in a 
circle.
   Sad to say, the deaf person did not get the job.

A LAWSUIT: GALLAUDET VS BELL !
   According to historians, Edward Miner Gallaudet and
Alexander Graham Bell pretty much did not like each
other. 
   This is understandable. Bell advocated oral education
whereas Gallaudet supported ASL.
   There was a patent infringement lawsuit going on in
the late 19th century - Western Telephone Construction 
Company sued Bell Telephone Company.
   On one side was Alexander Graham Bell's phone 
Company, the Bell Telephone Company. On the other
side was the Western Telephone Construction
Company.
   Part of the law team representing the Western 
Telephone Construction Company was Joseph G. 
Parkinson. Not only he was deaf but was a
Gallaudet graduate, class of 1869!    
   Bell won the lawsuit.

DEAF-OWNED BUSINESSES, USA AND EUROPE
   In USA, we have a good number of deaf-owned
businesses, both full time and part time.
   What about Europe? DeafDigest editor does not
know of too many deaf-owned businesses. A big
exception is Hotel Hassler in Rome, owned by
Roberto Wirth.
   There are much more restrictions in Europe,
for anyone, deaf or hearing, that want to 
open a business. It is much easier in USA
to start a business.
   This may be the reason why many deaf 
Europeans are not encouraged to start their
own businesses.

ECONOMY IMPACTING ON THE AMERICAN ASSOCIATION OF THE DEAF-BLIND
   For years the American Association of the Deaf-Blind (AADB) has
maintained its own headquarters in Silver Spring, MD.
   Not any more. The headquarters staff were laid off. Now
holding down the fort is Randy Pope.
   DeafDigest hopes AADB will get its headquarters back some day
real soon.


NASA WAS WRONG ABOUT ITS ASL MESSAGE FROM SPACE
   DeafDigest editor received email from NASA saying that astronaut
Caldwell Dyson was the first one to sign ASL from space. This
event took place this week.
   NASA was wrong. Way back on January 22, 1992, on the Discovery
mission, astronaut Bill Readdy signed ASL from space, and it was
videotaped and shown on Deaf Mosaic.
   Doing the honors of teaching Readdy ASL was Texas VR counselor
Jack Clifton.
   This is another example of "it is the first" or "it is the only"
syndrome being foisted on the Deaf Community.

COMMENTS FROM A CART OPERATOR - continuing series

The fingering of a stenocaptioner needs to be very precise.  For
example, the ring finger of the left hand can depress the T key on
the top row or "bank" of keys or the K key on the bottom row of
keys.  If the captioner depresses both of those keys at the same time
by hitting the crack between the two keys, the letters T and K will
both appear, and when those two keys are combined together, they
become a D in steno.  

Since many steno writers start off as court reporters, they learn
short forms for many legal terms.  A common way to write the word
"testimony" in steno is TEFT.  Another common word for court
reporters is "defendant."  A common way to write that word in steno
is TKEFT, which is seen by a steno writer as DEFT.

Even though the words "testimony" and "defendant" do not sound at
all alike, you may see mistakes like these by captioners or court
reporters:

"The testimony is sitting at the counsel table with his attorneys."

"He was sworn, and he gave his defendant in a straightforward
manner."

As you can probably tell, these should read as follows:

"The defendant is sitting at the counsel table with his attorneys."

"He was sworn, and he gave his testimony in a straightforward
manner."




TIMES HAVE CHANGED FOR INTERPRETERS
   Years ago, the most important piece of material for sign
language interpreters was a map tacked on the wall of the metro 
area.
   Interpreters, getting an assignment in an unfamiliar area,
would locate the address on the map and go from there.
   Times have changed. The GPS is the most important piece of
equipment for these interpreters.

I THOUGHT THE DEAF COULD.......

consider themselves the same as hearing impaired




not really; hearing impaired is a broad definition,
which includes profoundly deaf, severely deaf,
moderately deaf and mildly deaf. And there are
deaf people that function as deaf whereas there
are deaf people that function as hearing. Too 
hairsplitting.

Hot DeafNews boring, but important!

Another gene mutation deafness-causing discovery has been
reported, this time by researchers at University of
Michigan.

They are saying the mutation, named DIAPH3, causes some kind
of deafness. This finding was recently shared with the National 
Academy of Sciences.

The Deaf and the Law:

A deaf man, with an exaggerated sense of entitlement,
asked the court to grant him leniency for his series
of petty crimes.

He said:

I am single, a simple farmer and am deaf.

The judge said no and sent him to prison.

This took place in an African nation.

News of the Week - Looking Back 10 Years Ago:

   Honors continue to come Bob Davila's way. At the International
Congress on Education of the Deaf, Sydney, Australia with over
1,000 educators in audience, Bob delivered the opening keynote address.
This NTID director was the only deaf plenary speaker in a group of ten
such speakers. He spoke on "Reviewing the Past, Assessing the Present and
Projecting the Future."
   Upon coming home, Bob was voted in as vice chairperson of the board
of directors of the Hillside Children's Center, a program for children
and families in need of professional counseling.

(editor's note: much have changed in 10 years; Davila later became
Gallaudet president; ICED just issued a statement rejecting
the infamous 1880 Milan Convention that "banned" sign language
in classrooms)

News of the Week - Looking Back 5 Years Ago:

 DeafDigest dedicates this edition to Dick Sipek
who departed us last week.
   Many people know of Dummy Hoy and Curtis Pride
and even of Dummy Taylor. But how many people would
realize that Dick played one season for Cincinnati
Reds during World War II years?
   There are many Dick Sipek stories, all of them
feel-good, a testimony to one of the most beloved
deaf individuals in the state of Illinois.

Deaf Apocalypse of the Week:

Pretty much a hot conversational topic in many deaf groups
all week was the ICED rejection of the infamous 1880 Milan
resolution that "banned" sign language in classrooms.

Many, many, many orally-educated deaf children grew up to
become ASL signers during these years of sign language 
oppression. 

They learned their signs behind the teachers' backs and
at "underground" sites away from the prying eyes of anti-ASL
teachers.

So, was the infamous 1880 Milan resolution rendered moot
the first day it "became" effective?

Yes, DeafDigest thinks so, because those that wanted to
sign, did, whereas those that did not want to sign,
didn't. Edict and personal preference are two different
things.

A Lipreading Problem: What did that person say?

If you are shopping for food within Washington, DC
city limits, you need to lipread the check out cashier.

The cashier will ask:

do you want a plastic bag?

If you say no, you save 5 cents. If you say yes, you
pay 5 cents per bag.

Not a big deal, except that if your mind wanders while
paying for your food, the check out cashier will
be puzzled why you did not respond with a yes or a no
answer, and the line behind you gets longer and gets 
more impatient.

A hearing mind can wander but his ears do not wander!

1. Provide general support to the Deaf/ASL Education/Vision and

    & Mobility Department.

2. Provide leadership and share supervision of the entire Deaf/ASL

3. Utilize fiscal responsibility in overseeing one or more budget areas.  
    Ensure staff has the necessary materials and resources to successfully 
    provide quality service.

4. Complete paperwork related to BOCES Human Resource policies and 
procedures.

5. Assist with Extended School Year and Summer School scheduling.

6. Perform related duties as assigned by the Deaf/ASL Education/Vision and 
    Orientation & Mobility Department.

QUALIFICATIONS: 
1. NYS Certification as a School District Administrator (SDA)/School 
District Leader (SDL) or School Administration & Supervision (SAS).

2. NYS and/or National Certifications in at least one, preferably two or 
more of the following: Teacher of the Deaf/Hard of Hearing, Teacher of 
ASL, Sign Language Interpreting, Teacher of the Visually Impaired, 
Orientation & Mobility.

3. Fluency in American Sign Language. 

4. Experience with Support Services for Deaf/Hard of Hearing and/or 
Visually Impaired children.

5. Knowledgeable of current trends in assistive technology.

6. Knowledge of data driven program development.

7. Experience with curriculum writing.

8. Outstanding leadership skills.

9. Excellent interpersonal and organizational skills.

10. Valid New York State Driver's License.

MINIMUM REQUIREMENTS:
Applicants should possess a High School Diploma, two years of College 
preferred.  Applicants should have prior experience in working with 
emotionally/behaviorally-disordered children and youth in a residential 
setting.  Knowledge of behavior management techniques is desirable.  CPI 
Certification or a willingness to secure.  Public Service License or CDL 
License or a willingness to secure one or the other.  CEASD Dormitory 
Counselor Certificate or willingness to secure same.  Ability to write 
reports, work as a team member, communicate with parents and other staff.

Language. Ability to work in a collaborative setting.  Ability to work 
flexible hours when needed.
